The public health emergency announced for the pandemic ends on May 12. Title 42 is a law that uses the public health emergency and pandemic to turn people back from Mexico who cross the border illegally. Democrats and Mr. Biden were critical of the way people were treated at the border under the Trump administration. Yet when faced with higher numbers crossing illegally as Title 42 ends on May 12, Biden and Democrats see the need to replace Title 42 with rules that will tighten controls at the border. It is essential in several ways. It blunts the Republican message to voters that Democrats are not handling the border issue and uncontrolled immigration well. Mr. Obama did this for 8 years by continuing a high rate of deportation of illegal migrants before Mr. Trump.  What makes it possible for migrants crossing the US Mexico border illegally to seek to stay in the US, are US asylum laws that were passed after the refugee crisis during and following World War II. The next step is that the US will now end these asylum privileges as they are being used for economic reasons by huge numbers of migrants crossing from regions in Central America because of economic problems. When a coffee growing region in Guatemala was affected by a bad harvest there was a surge in migrants, with similar patterns repeating themselves over decades.  Just as Mr. Biden closed the Afghanistan war because he could see that it was the right thing to do and essential for the US to build abetter future for its people, Biden now sees the need to end rules and policies from a previous era that led to illegal immigration. Biden is also doing this by increasing legal pathways for immigration to the US where it is done officially and in a proper way. ...

When you remove the 7 Californians and 4 Independents  only about 9% of 264 Congressional Democrats, or 26 Democrats have reservations about the president running, 91% covering every part of the country, the vast majority of American states and congressional state delegations, have confidence in the president to make the best decision. The chances of California going Republican or Trump Republican are  very, very small. Wash. Post shows 37 members of Congress on July 19, 3 weeks after June 27 debate issues, saying don't run. This is of 264 Congressional Democrats. Aug 1 is only 11 days away for planned Aug1 roll call of delegates committed to Biden. Of this 37 only 1 each from Michigan and Wisconsin, and 2  from Arizona from swing states, none so far from Georgia or Nevada or Pennsylvania. What does this tell us? It says that 264 minus 37 or 227 Congressional Democrats think Biden should run only about 15% of Congressional Democrats vs 85% of Congressional Democrats. And of the swing states only 4 Democrats. Polls- 4 months before elections polls are not really useful and not meaningful, a lot can change. Congressmen in swing districts are likely to have questions, and it is not uncommon for this to happen before the election say people who follow Congressional history. The fact that 7 are from Republican states like Texas or Ohio and could be impacted may give some idea for their reasoning. Of the others 7 are from California and 3 from New York. Which suggests the largest group is from California, remove the 7 and take out the 4 Independents and 34 goes down to 23 or about 9% vs 91% of the rest of the country having faith in president Biden. In any case California is unlikely to go Republican or Trump Republican by a long shot. ...

In this interview with Herndon of the NYT Bernie Sanders refutes the labels "progressive" or "left" and says it is simply about policy that benefits the workers and families that make up the vast majority of this Nation. Sanders says 60% of workers are living from paycheck to paycheck. The vast majority of people 60-70% support Medicare for All, improvements in Social Security, cutting pharmaceutical costs, and tution support to make higher education accessible to all. Why he asks do workers support Trump? He says it is because the truth is that the Democratic party has abandoned its roots. He does not go into this, yet it can be said that the rise of the Tech industry in the last two decades has led to tech billionaires and business people coopting the Democratic party for their agenda. In the last year of the Obama administration it was evident that Rural America and people who represent rural America such as Agriculture Secretary Tom Vilsack of Iowa felt ignored while Obama spent more time with tech and internet business people. Former president Trump simply stepped into this void as Democrats failed to turn up for rural America. President Biden has turned things around by making Tom Vilsack an important part of his administrations with the president listening to  him and others speaking for rural America. The passion with which Senator Pat Schumer talked recently on CBS Face the Nation about bringing broadband to rural America shows how Biden and Harris, Harris and Walz see Rural America. This Democratic ticket is fighting for Rural America every step of the way to bring hope and a better life to Rural America. Sanders reminds people of FDR in 1936 after four years of fighting the Depression and improving lives there was so much that needed to be done. It is the same today and Sanders is wading into this fight with Harris and Walz in the same way as FDR did in 1936. ...

Democracy can be damaged as much from inside by impunity for wrongdoing as it is from outside by failed states and authoritarian states. President Biden's initiative in getting together countries was to think of new initiatives as the lessons for democracy have to be relearned by every new generation anew.  The appointment of Mr. Gurbir Grewal can only be seen in this light as Mr. Biden's initiative for democratic processes that work for families and American workers. Gurbir Grewal who takes the top job of making the correction America needs is straightforward about malefactors in finance and banking- "We can't arrest them. We can get them out of the industry." Gurbir Grewal is the the new director of the SEC's enforcement program after serving in difficult jobs in New Jersey and NY state, first as prosecutor and then as Attorney General of New Jersey.  Democracy can be shattered as much by hate crimes as by financial crimes. Either way families and working class families in the US are affected, as are minorities and the less well off sections of the community affecting the credibility of the commitment of the well off to honest governance and to fairness. This credibility was severely damaged in the 2009 financial crisis and the situation continues to this day. To understand first hand by being in the shoes of families and workers, minorities and the less well off, gives Gurbir Grewal the courage to take on this job. He told the New York City Bar Association that Americans have grown cynical about how business and government agencies interact- "the perception that we, the regulators, are failing to hold them appropriately accountable, or worse still, the belief by some that there are two sets of rules."  Mr. Biden can see that if anything can make democratic processes lose even more credibility with the people is when new administrations fail to act. Mr. Obama and particularly Mr. Trump raised the issue of revolving door between government agencies and the finance industries, more recently Tech, yet strong action on wrongdoing was missing leading to a loss of faith in democratic processes working for families and workers in the US. The result is weakening the fabric of society from within just as mounting national security challenges grow for the US from outside in in its industrial competitiveness, and its technological leadership, something that affects all Americans and America's allies overseas in Asia, Africa and Latin America.   ...

Treasury Secretary Janet Yellen is pushing for a large pandemic stimulus package to ensure the recovery of ordinary Americans after suffering through this pandemic. Yellensays: "We need to make sure that people aren't going hungry in America, that they can put food on the table, that they're not losing their homes and ending up out on the street because of evictions. We really need to address those forms of suffering, and I think we should'nt compromise on it." Mr. Biden has a $1.9 trillion stimulus package for the pandemic related recovery to relieve suffering people and businesses. Yellen and Biden feel it is really important to do this immediately. A recent picture in the NYT shows Stephen Schwarzmann of American finance with Mr. Trump showing him as one who stuck with Mr. Trump to the end. Much of this play as Shakespeare calls it, is the result of Democrats of the old tradition like Yellen trained by economists from the New Deal and Johnson era, who have not walked the talk and forgotten the suffering of American workers. Yellen held a Conference on Equality at a branch of the Federal Reserve during her time at the Fed, used strong language about the neglect of American workers but did little under the Clinton or Obama administration about the underlying structures of tech and shift of American jobs overseas that led to the destruction of America's manufacturing. Today they are faced with the picture of food insecurity in American homes once a situation that afflicted China and India. ...

The US Federal Reserve, the European Central Bank and the central banks of China, India have warned of risks and dangers associated with Crypto currency which has no backing of the government. Lutnick says- "How much do you think we can rip out of this wasted, $6.5 trillion Harris-Biden budget?”   “I think we could do at least $2 trillion,” Musk said.  Fitzgerald says "Yeah" A budget that the large part of includes spending for Social Security, Medicare, Defense, Education, and other departments of government. Howard Lunick is Donald Trump's head of Human Resources in 2024, for hiring people to run the government under his administration. In 1993 he was running the company Cantor Fitzgerald and taking his son to kindergarden when the bombings of the World Trade Center by terrorists killed 980 of the company's employees. Fitzgerald has contributed to Kamala Harris's campaign for US Senate in 2016, and calls himself a fiscal conservative and social liberal. In 2023 he was invited by Trump to help his campaign. Fitzgerald says the Democratic party left him with its immigration and other policies. This report by Rachel Louis Ensign in WSJ says Cantor Fitzgerald's company has embraced crypto, which larger companies have stayed away from. It says the WSJ has reported that a Hong Kong based owner of the stable coin tether used Cantor Fitzgerald to help oversee its $39 billion bond portfolio. Mr. Trump's conflict with the Justice Department in the last weeks of his presidency to appoint a new Attorney General with intent to contest the results of the presidential election of 2020, is shown in this report in NYT. This created risks for American democracy. The cracks in social cohesion following four decades of foreign wars 1980-2021, irresponsible behavior of financial institutions leading to financial crises and impoverishment of America, incompetent elites, neglect of rural America, ceding of technology and competitive position to China, failure to fund education, healthcare and infrastructure, under presidents Reagan, elder Bush, Clinton,  Bush, Obama, led to a situation of revolt against the status quo by a maverick politician using a new and proven dangerous form of communication social media. Ultimately this put democracy at risk. Lessons from this are only now being learned as people in the Biden administration and outside of it reflect on what happened. In this WSJ report Mr. Trump is seen pressuring officials of the Justice Department to agree to appointment of a new Attorney General shortly after the election. This was seen as an effort to question the results of the 2020 presidential election. A leading senator on the Judiciary Committee says this would lead to "shredding the US Constitution to stay in power." Of this and also of four decades of neglect in America Washington has this to say in his first Inaugural Address on April 30, 1789- "The blessed religion revealed in the word of God will remain an eternal and awful monument to prove that the best institutions may be abused by human depravity; and that they may even in some instances be made subservient to the vilest of purposes. The Trump administration is looking at ways to protect U.S. automobile manufacturing by enforcing stricter environmental rules for automobile imports. The EPA is looking at whether VW which has 3.5% of the American market can be asked to meet stricter standards because the diesel emissions scandal gives the U.S. legal justification to set stricter emissions rules. VW has accepted that it used illegal software to evade government emissions tests. Such non tariff barriers are faced by the U.S. companies in Japanese, South Korean, Chinese markets. It is not clear how this would affect the 17.1 million cars made in NAFTA factories with parts made in one country and shipped for assembly in another country, between Canada, Mexico and the U.S.

The effects are that it is adding $100 billion each year to the national debt of $34 trillion. And gains to individual workers are only about $750 a year not the $4000 promised per worker. The corporate tax rate was reduced from top rate of 35% to 21%, and investment spending was given accelerated deduction for income taxes. The studies show investment growth in years after 2017 was the same as the years before. To test if the rate of investment was slowing and the law pushed it up studies show this not to be the case. It was also shown that accelerated deduction of investment was more effective in increasing investment for individual companies based on 12000 corporate returns studied. ...

Julia Preston of the NYT looks at Mr. Trump's speech on August 31, 2016 in Pheonix, Arizona, and compares what one can discern about the Trump policies on immigration with that of president Obama. She points out that it is similar to the deportation that was conducted under president Obama in some ways, but is more extensive in its dimensions. It includes sanctioning sanctuary cities, expanding the deportation law enforcement personnel, and deporting about 2 million people with criminal backgrounds. The estimate under the Obama administration is for about 176,000 people with such backgrounds. The Trump estimate appears to include people with minor offenses says Preston, because it is so much higher. As a result this could also include people who have no criminal background and disrupt families on a large scale, with hundreds of thousands of longtime residents and families deported. Under the sanctuary example of Trump, Denver, New York and counties in California would be places where Trump would cut off federal funding. On the wall itself, Mexico's president Nieto says he told Trump Mexico would not pay for the wall, and Trump says exactly the opposite that Mexico would pay for the wall in his speech to supporters.  A Gallup poll shows that 76% of Republicans, 91% of Democrats favor a path to citizenship for those here in the U.S. illegally. For the whole population only 15% oppose giving illegal immigrants a pathway to citizenship and 84% support doing this. Which suggests that Trump is only appealing to his base of support, not adding to it, as Cillizza points out in the WP fact check.   ...

FDR said this  on October 31, 1936, it could also be president Biden.The current Media and Hollywood efforts to choose presidential candidates of their choice runs contrary to "We the People," contrary to views of ordinary Americans, of voters, workers and families. President Kennedy was told he should not take the nomination because he was too young. Kennedys' response was that it was he not Humphrey that went to state after state and won the votes in the primaries, no one else made the effort to run in the primaries in each state. President Biden has the support of 14 million in the primaries. George Chidi from Atlanta reports that undecided voters number about 1 million in the swing states and most are much older than the average. Most may feel insulted by talk about age when they are in the same category.  A 102 years old Lockheed engineer in Atlanta suburbs says he is a Republican but will not vote for Trump. There is also the women's vote in Georgia and Atlanta suburbs with abortion ban as the issue as it was in Kentucky and Kansas. How many vote will also be a factor, making energizing the base a key factor. The idea that one party is doing better than the other is refuted clearly by some of the people in Georgia shown here, and the age factor does not get the prominence the Media have given it, as long as the government is functioning well. Media has failed to look at the policy details of each candidate in a colossal failure that calls for alternatives. Older voters who are the major part of the 1 million or so voters in swing states that are undecided also say that the fact is that with both the candidates- as it is with administrations that are led by young presidents seen as too young to lead (JFK) the opposite of today- many of the decisions are made with an experienced group of advisers around the president. Many if not all also realize that the vast experience of an older president is also an asset. Much of Biden's legislation for chips science, infrastructure, the Inflation Reduction Act have not happened in Germany, France or the UK, and would not have happened in the US without the ability of president Biden to get the bipartisan support from being the one with the most experience in Congress in a long time. The result is the hundreds of thousands of jobs created each month and a growing economy, inflation down from 9 to 3% as the first step to further cost of living action to support ordinary workers and families. Only LBJ comes close and he signed landmark legislation for Medicare and Medicaid, and for civil rights into law 60 years back. By removing America from the wars that Reagan and Bush started and Obama and Trump failed to end president Biden has given the US an opportunity to inspire and lead the free world in a way that has not happened in many decades and build a growing economy, a bright future for the Nation. ...

A warning from Britain about tax cuts and not investing in the US economy that could put the US in the same bad shape as Britain under the Tories with Trump/Vance tax cuts and high tariffs stifling the economy. Krugman, with his long experience in studying economic policy of governments,  says the unforced error for Britain was not even Brexit as much as it was the austerity policies put forward by Cameron and his finance minister Osborne in 2010. What it did was to push austerity policies when the right move would have been to invest in the economy and in public services. In 2010 he says the Greece crisis and eurozone debt crisis led to Britain adopting austerity when it was in a different situation. Britain's debt was in its own currency and at home. The British economy was just recovering from the 2009 banking crisis which meant that economic capacity was underutilized and more people needed to be employed. In this situation Britain instead of Cameron/Osborne austerity that starved public services and investment in infrastructure, jobs, needed to invest in public services. A decade and half later this has put Britain in a bad place with a weak economy and dilapidated public services. Britain lacks the courage and right policy of the Biden administration in investing in the economy with support from Congress, so that even Labour is not in a position to soon reverse the effects of this austerity policy. ...

Fisher and Taub of the NYT look at the populist politics in Europe and the U.S. following the French election first round. Trump won in the U.S. with the deep polarization of politics in the U.S.- leading to the Republican Party to decide to support him to avoid the result of four more years of an administration led by Democrats, and with the support of discontented voters in midwestern states with falling living standards. The situation in Europe is different as the mainstream parties have united in the past to block populist politicians with negative messages on immigration and an open economy. This happened in the Dutch election, by the co-opting of the nationalist message of populist politicians by mainstream parties and mainstream politicians, and is likely to continue in the French and German elections in 2017. Fisher and Taub point to another development that is happening- shifting the debate to ethnonationalism vs. open economies, which has happened with Brexit and the UK Independence Party. They cite the 2015 British elections in which UKIP won 13 percent of the vote, as having influenced prime minister Cameron to call for a referendum on Brexit, in a effort to revive the fortunes of the Conservative Party. In the end this resulted in the 52 percent vote supporting Brexit.  Another way of looking at the populist movement is that with Trump it called attention to trade and the way working class Americans were being marginalized especially in the industrial midwest. With this problem being addressed in a Trump administration and a reviving economy, the mainstream parties have an opportunity to reassert themselves. In Europe the AfD called attention to immigration issues, and the Merkel coalition government of CDU and SPD by making changes such as the deal with Turkey, and returning economic refugees, is able to assert the role of mainstream parties. In Britain the situation could be a result of a brash decision by a Conservative prime minister Cameron, in making a bad miscalculation, that has put Britain on a course that is likely not in its best interest. The Brexit referendum yes vote galvanized opinion by showing an endless stream of refugees in their advertising- a development following the opening of borders by Germany and Austria to address the plight of Syrian war refugees. That situation has passed and is unlikely to happen again as both the SPD and CDU parties in Germany have pointed out that this was a one time situation that they responded to following the exodus from Keleti rail station in Hungary under special circumstances. With this kind of perspective populist politics can be seen as reflecting other voices in a democracy, that are heard and responded to, yet keeping the sense of balance and openness necessary in today's global economy and societies. This is also the perception of Germany's outgoing popular president Gauck in his final address, pointing to the need to listen to other voices in a democracy, and the need for openness in a democracy, as well as democracies always in the process of Becoming and evolving to adapt to new situations in economy, society, and politics.     ...

Venezuelan illegal immigrant lawsuit reaches US Supreme Court for birthright citizenship. What did the US Supreme Court rule? Simply stated the US SC ruled that district courts can give the plaintiffs relief in their individual circumstances but do not have the authority to extend this to into a "universal injunction." Yet the sheer numbers, the scale running into millions of people, amounting to it being an invasion, a geopolitical event resulting from Bush-Obama-Trump-Biden failures to assert the Monroe Doctrine and prevent intervention by foreign, specifically European powers in the affairs of the American continent. Yet at no point in the administration of the last 9 years has this situation been anticipated or this situation been singled out as one that no asylum policy of any nation is designed to tackle. The efforts to fix things as far away as the mountains of the Hindu Kush have frittered away the important resources of the US military to maintain the Monroe Doctrine. It can be said that the basic error was not to see president Monroe's policy for what it was - an effort to prevent the French, the Spanish or some other European power to bring back colonial rule or in some ways unsettle the affairs on this continent. The US Supreme Court is aware of the surroundings of this event as it takes up the issues of immigration and efforts by foreign powers to unsettle the fabric of the Nation. ...

In Pennsylvania the winner of the primary gets only 14 delegates. 54 delegates are not pledged to any candidate. The deadline was Feb 16, and a few Trump supporters got on the ballot for delegate in some Congressional districts without any support from the Trump organization in a lone effort. Pennsylvania has a very well organized Republican Party, which is described as preferring pragmatic candidates and has a top down leadership structure. Senator Rubio of Florida has three supporters on the ballot in each of 18 congressional districts. Even on the first ballot at the Republican convention these 54 candidates can support the presidential candidate they choose. This has not been well understood even in the media, with the Economist and other news outlets describing Pennsylvania incorrectly as a winner take all contest for a sweep by Donald Trump of northeastern U.S. states delegates.

After renegotiating the trade deal with Mexico and Canada, and the Phase 1 trade deal with China, the U.S. is now setting its sights on a trade agreement with the European Union. To do this the U.S. is looking at the use of economic pressure including tariffs on the European automobile industry. One goal is to get the EU to do more to end state subsidies to aircraft maker Airbus SE.  The U.S. is also working with Europe and Japan to ban 4 types of subsidies under World Trade Organization rules under a new proposal. Mr. Phil Hogan is the new EU trade commissioner who backs this proposal that is aimed at restricting Chinese subsidies to state enterprises. The U.S. also wants to see agricultural issues, including tariffs discussed in future negotiations with Europe. As part of efforts to change the way World Trade Organization rules are set the U.S. has blocked the appointment of judges at the top court of the WTO so that it lacks the quorum to operate. Mr. Vaughan who works under Mr. Lighthizer in the trade negotiations with Europe, says the Europeans should take U.S. concerns seriously, and accept the possibility that Mr. Trump could take aggressive action if the facts show he is justified in acting in that manner.  ...

It is tracking and testing.  President Trump and health adviser Dr. Fauci, see South Korea as the successful model to be followed in controlling the coronavirus. What has happened till now it is accepted with shortage of basic medical supplies and equipment, stress on hospital systems, are merely mitigation actions. South Korea was prepared for the coronavirus crisis because of the MERS and other epidemics, and failures resulting in corrective actions. Labs were centralized and better equipped for testing and tracking the infected. One of the key tools is testing. President Trump says the goal is for the U.S. to exceed and far surpass tests per capita in South Korea. Five million tests are planned by the end of April in the U.S. Where the U.S. falls short is in use of multipronged digital tracking using data from people's use of mobile phones, credit card usage, and use of apps designed to separate infected people from others. South Korea is a democracy with a population of 52 million people, about the size of France. People who were student activists in the democratization era in South Korea say the use of digital technology is a need today. We have to adapt in emergency situation they say. Ki Mo-ran, epidemiologist, and adviser to South Korean government says this is a key part lacking in the European and U.S. efforts to control coronavirus. She says in South Korea we know the patient's contacts, where he goes and stays, so we don't have to lock down everybody. Without digital tracking one cannot know which place is contaminated, which place is clean, so that there can be a lockdown of just that area and not the whole country, says Ki Mo-ran. She asks the question- is one person's privacy more important than the lives of a family or other people who are affected. Is it OK to lockdown every child in the country in a home as in Spain for over a month so that particular people's privacy is respected? These are serious questions for western society, are they exceptions or is democracy not just a western idea but equally cherished in Asian societies, people talk about Confucianism in China and the Asian culture forgetting that the biggest democracies are quite large and functioning well in India in addition to South Korea, Taiwan Indonesia, Malaysia, Bangladesh and Japan, far larger in area and population than China. The French government has chosen the app TraceTogether as the least intrusive one adaptable to France for use there. The U.S. is having Google and Apple develop one of its own. India will be developing one of its own. The NYT raises the question will it be watered down so much in France or in the U.S. and UK to be less effective than the  dire need for an alternative to lockdowns? ...
