The law also formalized part-time work and temproary training contracts. The effort is likely to foster greater formalization of the workforce and push fewer workers into the underground economy. About 29% of Mexican workers are in the underground economy, where worker protections and legal benefits are lacking. Also made part of the law an yearly audit of union finances and election by secret ballot for unions. Mexico's large public sectors form a core base for support of the newly elected PRI government.

The new J.D. Powers Quality Survey put out in Feb 2013 showed the Lexus, Toyota, Mercedes, Buick, Chevrolet, Lincoln and Dodge Ram brands performing at the top level in number of problems reported by owners of 3 year old vehicles. Land Rover, Jeep and VW brands did poorly. Most of the Chrysler Dodge cars performed poorly. The redesign of vehicles initiated by Fiat Chrysler CEO Marchionne does not show up in this study. The redesigned Jeep and other vehicles will show in next years study. The study also showed buyers of economy vehicles were likely to switch easily when buying another car. New models are showing fewer problems and are more dependable compared to previous years, with the average number of problems declining from 170 per 100 vehicles in 2009, to 132 in 2011, and 126 in 2012.

November 2012 light vehicle sales of cars and light trucks shows sales up significantly for Honda at 39%, Toyota 17%, and sales at Ford up 3%, GM 6%. GM decides to reduce production and not reduce prices with incentives that match competitors. VW sales increased 29%, Audi 24%, Daimler 13%, and BMW up 45%. Experts expect the better conditions in the U.S. auto market to continue especially as many cars that reach a life of 11 years need to be replaced. This Total Quality Index is based on responses of 17,658 people who purchased 2013 models from September to November 2012.

DJT's model is Operation Wetback deportation of Eisenhower administration in 1954 after the Truman administration had appointed a commission in 1952 to investigate the issues from large scale illegal migration. Truman appointed the commission as he objected to racial quotas against Asians. The US Congress passed the Immigration and Nationality Act of 1952, vetoed by Truman, the veto was overridden in the US Congress.  Operation Wetback of Eisenhower in 1954, conducted by Lt. Gen. Joseph Swing, and Attorney General Herbert Brownell, returned about 1.2 million migrants from Mexico who had crossed the US Border back to Mexico by ship or by road into the interior of Mexico. From 1942 for each year the immigration enforcement increased from 12000 in 1942 to 727,000 in 1952, the last year of the Truman administration. Juarez, the city across from El Paso, has done well in the last 10 months with 27,000 jobs added in the maquiladoras. These foreign owned factories continue to attract business interest even with a drug war raging in the background. The reason is that Juarez connects straight to American Interstate highways and this makes it possible to deliver goods in 3-4 weeks in some cases from the time of order compared to 10 weeks for China. And wages can run as low as $4.21 an hour. Companies get incentives in the tax treatment and worker training is supported by the local government.

Max Fisher of the NYT points out the unique approach taken by Canada in the U.S.-Canada relationship - to cultivate a grassroots network of Americans in legislatures, business, and at different levels of government. This has enabled the Trudeau government to build a relationship with president Trump, and at the same time have relationships at different levels of government and with business in the U.S. to tackle issues where the Trump administration has acted in ways unfavorable for Canada. Provincial governments in Ontario and Quebec lobbied against a New York state government provision for Buying American on state contracts worth over $100,000. By emphasizing the $10 billion in exports from New York to Ontario this lobbying persuaded the New York legislature to cancel the provision. Premier Trudeau's popularity helps and the proximity to the U.S. means Canadians can visit quickly and understand the U.S. as a close neighbor. Lauri Costello of Las Cruces, New Mexico, says every American would have benefitted from an in depth analysis of the debate rather than a focus on how each debater looked and spoke. Diana Hasuly of Ashburn, Virginia, says the debate was an opportunity to see two men's perspectives about the future of America, and the Post had done a great disservice to America, as have the NYT, WSJ and the Media in general, by not spelling what each man was offering America for the future. To take just three Climate change, manufacturing investment and jobs, infrastructure spending, Biden is getting so much done and has the plan for 2030, the former president has none, simply none and did not talk about this. Mark Parkhurst of Silver Spring, Maryland, says of the June 28 front page in the Post that the Post uses "falshoods" not "lies" when a lie needs to be called a lie from the former president. Whirlpool shifts 80-100 jobs from its Monterrey plant to an Ohio factory producing machines for laundromats. The Monterrey plant will not lose jobs because it is making more washing machines for the expanding Mexican market. Electricity is cheaper in the U.S. than in Mexico which provides some of the savings. Transportation from Mexico also offsets the higher wage costs in the U.S. of $18-19 at Whirlpool plants. According to Reshoring Initiative- which supports shift back of offshored jobs, the loss of jobs to offshore locations continues but is now being offset by job inflows to the U.S. Some of these inflows that receive less attention are manufacuring facilities being setup by foreign corporations in the U.S. as costs of energy decline and labor become more competitive.

1. PETROBRAS KNOWHOW IN DEEP-WATER DRILLING HONED IN DEEPWATERS 100 MILES FROM RIO. In the 1970's Petrobras discovered oil in the coastal area near Maca. Later geological tests showed large deposits more than 100 miles offshore and more than a mile deep underwater. Senior Petrobras engineers worked with manufacturers to develop pressure resistant instruments and the hardware needed to drill deeper. This technology was developed over the years and Petrobras has now honed its skills in deepwater drilling. Since then Petrobras has become the leader in deepwater drilling.. The fact that Brazilian oil was offshore made Brazil focus on offshore oil exploration and use the Atlantic ocean near Brazil for one big R&D project. Petrobras uses floating platforms, of which many are converted oil tankers. These platforms are more agile in deep and remote waters and better weater waves and storms. Petrobras gets 90% of its oil from the waters over 100 miles north east of Rio de Janeiro from a cluster of 38 such platforms. The floating platforms are like large ships that can be connected to hoses to pumping points on the seabed. 2. PETROBRAS INVESTMENTS IN OVERSEAS OFFSHORE DEEPWATER OIL PRODUCTION. Petrobras has the size and profits to have global reach and make the large investments and bring deepwater expertise to other regions. It is 55.7% state owned. Production was 1.9 million barrels a day in 2006. Sales of $45 billion and profits of $10 billion for 2005. The 2005 profit was a 50% increase from 2004. Countries where Petrobras is working include Angola, Tanzania, Turkey and India. Petrobras has stated that it will increase overall investments by 66% in the next 4 years investing $87 billion, mostly on exploration and production from 2007 to 2011. Of that $12.1 billion will be invested overseas for new platforms off the Gulf of Mexico and new fields off the coast of Nigeria and Angola. Petrobras plans to invest $2 billion in the Gulf of Mexico for deepwater drilling. ...

Krugman points out the gains on three fronts evident from the Census Bureau report of 5.2% gain in median income of households in the U.S. He says the first is the growth in incomes of ordinary working class and middle class families, second the large decline in the poverty rate, and third the further rise in insurance coverage in 2015 for people without health insurance. Typical of so much of what is written about the World Health Organization and its role in the pandemic, this podcast in the WSJ fails to quickly convey the critical function of the WHO as an early warning system the world has depended on, including China. The H1N1 epidemic originated in Mexico. Asian countries including China and India depended on very quick response from the country where the epidemic originated  in allowing entry into the affected area for experts from advanced countries such as the U.S. The global response was then coordinated across countries quickly with complete transparency. The head of China's CDC himself faced a problem with transparency with the provincial authorites in Wuhan. 1.    Fundamentally this quick entry was denied the U.S. Request by U.S. to China was made on Jan. 6 for U.S. team to go to Wuhan, quick permission was denied and given only about 6 weeks later on Feb 16. This delay is the crux of the problem for the U.S.. Taiwan confirmed human to human transmission on Jan. 1, the WHO was saying this was not clear as late as Jan. 14. These costly delays are what the U.S.  letter is about.  The head of the CDC China Gao Fu called Dr. Redfield head of CDC in the U.S. on the next day after he suspected Wuhan provincial authorites were vague about what was happening. Gao Fu was alarmed when scanning the internet on December 30, 2019, about rumors of a vaguely worded lung disease in internal memos of Wuhan. He called Wuhan authorites and was not getting clear answers on that day, then deciding on December 31 to send his own team to Wuhan, as reported in German magazine Der Spiegel- Hackenbroch, Zand, 05/20/2020.  Der Spiegel says in its special report on the early period in Wuhan that Gao Fu was so alarmed about what was happening enough to be in tears in his series of calls with Dr. Redfield in the immediate days that followed. The date was shortly after the GAO Fu sent the team to Wuhan, December 31 and New Years Day 2020, as reported in Der Spiegel. She acted quickly and decisively and no time was lost. It is this failure of the early warning system under the new president of the WHO after 2017 Dr. Tedros that alarms the U.S.  with about 100,000 deaths.  3.  This failure it can now be said was partly a result of a election in 2017 for the position of WHO president which was flawed. This was the first time a WHO head, an important position was put up for an election. The Executive Board was responsible for this appointment since the founding of the WHO as part of the UN, based in Geneva, Switzerland, after World War II. This system worked. The election was clearly a bad process for appointing the president of the WHO which should be done entirely on the capabilities of the person holding this position not on a flawed voting process. It is flawed because India and Bangladesh hit by a cyclone during the coronavirus have suffered greatly, as have other countries, but had only 2 votes for 1.5 billion people, when Barbados (385,000 population) and Laos (7 million) which had less than one  hundredth the population had the same number of votes. The U.S. had one vote. The election resulted in lobbying and a process in which many candidates stayed away because they simply would not go through such a process. The position was too important to the world- most of the advanced countries had forgotten about the danger of epidemics to let this happen by 2017, as shown in the way the austerity years led to cancellation of the preparations for pandemic in France and Britain. The austerity years and neglect of public health during these tech boom years in the western world made it possible for this to happen. 3.   Along with the 1 month ultimatum action is already being taken to restore the effectiveness of the importance of the Executive Board. The head of the health ministry in India, Dr. Harsh Vardhan, has been appointed the new chairman of the Executive Board on May 22. This restores the voice of billions of people in Asia in the process, and brings the major countries with the greatest risk in a pandemic into the decision process for tackling the pandemic, this includes the rest of the world.     ...

David Malpass is the choice of the Trump administration to head the World Bank. He has worked with Latin American countries at the State Department, was the Treasury official responsible for the World Bank in the Reagan administration, and worked on Argentine currency, China trade matters in the Trump administration.

Malpass negotiated a $13 billion replenishment for the World Bank in 2017, with U.S. share of $1.2 billion. This capped the bank's lending at $25 billion.

Last year the World Bank provided China with $60.5 billion in loans for 400 projects, which this WSJ editorial says is loans China does not need with its $3.07 trillion in foreign reserves. This editorial is critical of the current World Bank head Dr. Kim for taking a job with a World Bank partner the private equity fund GIP.

The World Bank has played a significant role in development for South Asia and China in the early years after World War II.
