The Saudi oil company is building a 400,000 barrel a day refinery at Jubail in the Persian Gulf in a collaboration with Total S.A. at a cost of $10 billion. Its also building a refinery in collaboration with Conoco on the Red Sea side of the Arabian peninsula which will be in production in 2013. This is part of the Saudi effort to buil 4 large refineries in Saudi Arabia.

Voters overwhelmingly oppose the tax increase in 2015 taking the consumption tax from 8% to 10%. The Abe government plans to postpone the tax increase and call snap elections in December 2014. Two thirds of people surveyed said they did not see why new elections are needed. For prime minister Abe this is an effort to win a vote now rather than later when the opposition is weak. In 2012 elections Abe won 295 of 480 seats in the lower house of parliament. LDP party officials say even if this dropped by 20-30 seats it would be a win for Abe reaffirming that his economic policies are taking Japan in the right direction towards growth, and extending the length of his mandate. They point to growth in tourism, and the addition of 1 million new jobs. Further action to stimulate the economy would reduce unemployment further and end Japan's deflationary tendencies.

What this Editorial board opinion in the Indian Express is saying is that India should concentrate its efforts on modernizing its economy on a scale that is similar or surpasses that of China because of its access to the latest technologies. Just as China capitalized on the opportunity presented by its entry in the World Trade Organization in 2001, through an economy wide effort to build a manufacturing and export logistics base. India is presented with the opportunity of building its own manufacturing and export logistics base as supply chains are being redesigned in 2023. This requires a longer term plan with clear thinking and concentrated effort with the entire resources of the nation. What looks like a small or gradual shift in supply chain with the US and EU adding India and Vietnam to their Chinese manufacturing base is going to change with every change in world events, as the US concentration of manufacturing in China becomes a situation that is impossible to to maintain. The only logical way for the US and following the US the EU to create a proper balance in its political relationship with China is to change fully its lopsided concentration of manufacturing in China. Biden is only making the initial moves, the EU is only waking up to the need to make its own changes to reduce this concentration. How much distance does the US need to cover to reduce its concentration in China? By a large amount because the shift of manufacturing was excessive and ill advised done as companies in the US raced in a competition to shift outside over 2 decades and simply outdid themselves and performed a disservice to the workers and families of America whom they served. Just for the US to get workers and families to benefit from return of good manufacturing jobs to the US and restore its manufacturing base that has shriveled, it will have to be a massive enterprise, where day by day it becomes more evident that more and more needs to be and accomplished in an accelerated way. What this also means where appropriate to leave a progressively year after a year larger base in India, and also Vietnam, much larger than is envisaged today. This situation is even more acutely felt in Japan which to bring a proper balance in its political relationship with China needs to even more urgently reduce its concentration of manufacturing in China. It must be the task of the Modi government to have a clear view of the road ahead- build the needed logistical base for exports using the latest technologies and set higher and higher targets for manufacturing.  If you look at the map of Asia this is the Global South- India is 60-70% of the Global South with its population of 1.4 billion people mostly young with aspirations for a modern economy like that of the US and Germany. Add to that Indonesia and Vietnam, and other nations already in the redesigned supply chain in 2023 and you have 2 billion people in Asia. Concentrate on this for the next 2 decades for a complete transformation of India, that is what the younger generation demands of its government. ...

This report by Jia Lynn Yang in NYT covers only the Coolidge period and the JFK period ignoring the wider trend since the 1850's when immigration from Asia to the US was discouraged. The laws limiting Japanese, Chinese and Indian immigrants were put in place long before 1924 by the 1890's. Japan agreed to limit immigration to the US under an agreement with the US after 1900. China was undergoing a transition under the Boxer Rebellion and upheaval in government in the period after 1900, India was part of Britain's colonial Empire.It does not mention that Chinese laborers helped do the dangerous work to build the railroads east to west. It also ignores the immigration from Mexico which was a special case in immigration because of Mexico's relationship along the border, first with the Mexican American War that achieved Jefferson's idea of a continental nation coast to coast. Mexico was a source of labor for US agriculture in the 1930's and 1940's when Asian immigration was severely constrained. When Gen. Eisenhower won the election in 1952 immigration policy was on the agenda, in fact Truman had a commission look at it by 1950. Operation Wetback was launched by Eisenhower and returned millions of Mexican migrants back to Mexico. Fearing the lack of farm help for Mexican agriculture Mexican agricultural interests supported the return of migrants. All this is left out by Lynn Yang. For almost a century Asian immigration was discouraged till JFK with experience in Asia during the war looked at Asian immigration to US differently passing new legislation to support this in the JFK/LBJ terms as president. In this sense the operations under DJT at the Border  and in the US in 2025-2026 are similar to what happened under Operation Wetback under a popular president Eisenhower, after the surge in Mexican migration adding millions of migrants to the US population in the 1930's and 1940's. A greater glimpse of the US can only be imagined if after the early immigration and discovery of the continent by the Spanish, the French and the British by 1600, the continent had not been unified first by the war of 1756-1763 with the French and Indian Wars creating the original 13 British colonies before the War of Independence in 1776, and the expansion to Spanish/Mexican territory to the West and South including California, Texas and Florida in the Mexican American War of 1846-48. In that situation there would be five sectors in America- British, Spanish, French, Mexican and American. The US could not have advanced as an industrial power divided in this way and would not have attracted immigrants from Europe the away it did. If it was split into two Southern confederacy and Northern Union states it would also have led to a similar situation. There would be conflict. It is only divine intervention and the courage and ideas of Jefferson and Washington, the work of president Polk, the leadership of Lincoln, and the industrial revolution on a large scale of one Nation in peace for most of the 19th century, that it became a haven for immigrants from a troubled Europe, a struggling Asia and Mexico. ...

Only about a third of the people in southeast Asia are fully vaccinated compared to 58% in the US. With growing inequality and a slowdown in production the supply chain in this region is hit hard. The region includes Malaysia, Vietnam, Philippines, Thailand and Indonesia. This region's growth rate is cut from 4.4% in April to 2.5% for 2021 by the World Bank. Manila based Asian Development Bank forecast is for 3.1% growth as coronavirus outbreaks lead to major lockdowns. This happened in Malaysia, Cambodia, and Indonesia. It has also worsened the global supply chain disruptions from clothes to cars and commodities.

As supply chains are restructured, and western countries increase manufacturing at home to avoid higher shipping costs, uncertainty of far flung supply chains, production is likely to decline.

World Bank sees 24 million more people below the poverty line in Asia this year than projected earlier.

Francois Fillon wins 44% of the vote to Alain Juppe at 28.6%.  Mr Sakozy suffers defeat in the election primary after 3 presidential debates in which Fillon's "statesmanlike" image came across better than the flamboyant style of Sarkozy. Another factor is that Juppe is seen as too close to former president Chirac and suffered from his effort to make changes and job cuts as prime minister under Chirac. Fillon is less well known which turned out to be an advantage. Fillon has the support of traditionalist Catholic groups. Fillon's platform is for 500,000 job cuts to reduce the large size of France's public sector, remove the wealth tax imposed by Hollande, reduce taxes, increase work week to 48 hours maximum and scrap 35 hour work week, gradually raise retirement age to 65, increase business incentives to improve economic growth. Fillon lives in Le Mans western France.

Chennai, a city of 10 million in India faces a water crisis. It is approaching a situation of Day Zero when the water utility in the city can not any longer provide regular supplies of water through tap water. Tankers with water are used instead. This situation is a result of the 4 reservoirs used for Chennai water suffering from drought in the area- two are dry and the other two are almost dry. Water tankers supply water at the cost of an average salary of 9000 rupees  a month as shown in this story in the WSJ.

Cities such as Shimla, Managalore, Hyderabad, Delhi, also face water supplies crisis. All over India 600 million people live in water stressed areas, according to NITI Aayog, a government policy think tank. By 2030 the demand for water is expected to double. With weak monsoon rains the government is calling for water conservation.

Farming vegetables causes less greenhouse than livestock production. Climate experts say people should eat more vegetables for better health and for slowing greenhouse gas emissions that cause climate change.

Consider that studies show farming and other land use account for about a fourth of all greenhouse gas emissions, and about half of methane gas emissions are released into the atmosphere from cattle and rice fields. Meat in particular has more greenhouse gas emissions. 

Climate experts say the nutritional value of wheat grown in higher CO2 areas is 6% to 13% less for protein, and 5% to 8% less for iron. Another problem aggravating the situation is that drought has grown 1% a year between 1961 and 2013, IPCC researchers have found. This is a result of the growing climate change issues. Drought and nutrition is a major problem in India and Africa.

Is Summers too confident that things will return to the way things were, so that eventually jobs losses will dissipate, and the business cycle will return, so that preventing the economy from becoming bubble dependent for growth is the serious concern. How long will these job losses like the one in March of 663,000 last, WSJ reporter Wessel asks Summers. His response is essentially no one can forecast this. But he thinks these losses will dissipate, because production is running well below capacity, and eventually inventories will fall to the point at which they will need to be replenished. But what is cause for concern is the example he gives. He says next, that in the auto industry sales have normally run at 14 million, now they are down to 9 million. As they return back up to that level or a similiar level he says, and similiarly for other industries with underutilized capacity, the economic cycle will kick in. This depends on what is happening in the market . It is worth asking are there deeper and lasting changes ocurring in the American automobile market that Summers may be missing? Germany faces serious problems in its vaccination drive and efforts to control the pandemic in November 2021. The rate at which people are getting vaccinated has slowed to 150,000 a day and the percentage of the population that is vaccinated is stuck at 67%. This percentage of 67% fully vaccinated in Germany as of November 3 is much lower than that in Spain, France and Italy.  Spain is at 78%, France at 69% and Italy at 72%. (Data from NYT) This report in the Guardian points out that most of the remaining one third of the population is not eager to get vaccinated as surveys show that the those who have refused to get a jab are unlikely to change their minds.There is also the problem of booster shots. Germany's 16 regions conduct the vaccination drives and with many of the vaccination centers not active since September staff has to be retrained or rehired. This makes it harder to give booster shots to everyone that was vaccinated early by the start of winter. Why is it that Germany lags behind Spain in vaccination? There is a great deal of trust in Spain and Portugal in the health service and people are 100% behind their health system. The other countries that have a low rate of fully vaccinated are the US at 58%, Brazil 57%, Russia at 33%. Even the UK with its well respected National Health Service remains at 68% fully vaccinated. Today the US, Russia, Brazil, European Union countries and India have many of the 5 million deaths from coronavirus. India's vaccination drive is approaching 1100 million vaccinated, yet there is along way to go in getting most of the population fully vaccinated because of the large population of 1.3 billion. This is why the Indian prime minister on the first day of returning from the COP26 climate summit devoted his time to meeting with leaders of different states and heads of districts with low vaccination rates to press home the idea that the effort had to be taken up vigorously in the coming months. ...

Then let these young people decide who should run the country and its government for the next 4-8 years. The founders never intended this and never anticipated this threat. Congressmen Republican Gallagher of Wisconsin and Democrat Krisnamoorthi of Illinois introduced a bipartisan bill to ban TikTok in the US considering that it was foreign adversary application when its literacy effects are even more a concern. Byte Dance has appealed the law that goes into effect Jan 19, 2025. The appeal is now before a 3 person panel of the Columbia Circuit Court of Appeals of Sri Srinivasan, Neomi Rao, and Douglas Ginsburg. Does Byte Dance have recourse to the First Amendment rights in the US Constitution when the US sees Byte Dance as a foreign adversary controlled internet social media service, is the question before the Appeals Court and next before the US Supreme Court. The US government has shown the judges confidential classified data that shows why it thinks there is foreign adversary influence of some sort.  It is interesting to note that national literacy standards and the ability of average American young people to know enough about American history and civics that is in a dire state today and a key vulnerability for US democracy. This is gravely harmed by social media influence. Only negative effects on mental health of children and young girls has been put forward. Too many hours spent on social media is a negative influence which is why China and now Australia and UK have put restrictions on is use. US has none. India has banned Tik Tok for security reasons. Seoul is one of the cities that is shrinking in size during the pandemic. House prices doubled during the period of the pandemic. An average price of a home just 2 years before the pandemic was 341 million won or $252,000 now it is 626 million won in 2022. More South Koreans are moving to wide open spaces with more room and clean air. Seoul's population has dropped below 10 million and could reach 7 million in 2050 as population moves out to smaller more livable towns and cities. Says one teacher who moved out there is a higher quality of life, homes are bigger, prices much lower, and children can go outside and play instead of being surrounded by crowded places. Places at kindergarden are free and extra curricular activities are far cheaper. Another development is also taking place. The model of young people getting a degree and working at alarge corporation in the center of Seoul is now fading as young people start their own ventures or business as entrepreneurs. They can then use the flexibility of locating in places outside Seoul to attract talented employees who no longer like life in the big city compared to the outdoors and larger spaces in smaller cities. ...

The US Constitution says the presidential candidate, the head of government, has to be 35 years old, setting an age limit. The current prime minister of France Gabriel Attal is 35 years old, appointed by president Macron. Attal was Minister of Public Accounts and Public Action in the Elisabeth Borne government in 2022, and Minister of Education and Youth in Borne's government reshuffle in 2023. Jordan Bardella lacks any experience in government and most of his time was spent in representing his district in the National Assembly and in party positions. The Editorial Board of the Washington Post says people should be concerned about going back to the 70's when New York City struggled with funding and went downhill. The very goal of affordability that Mamdani is trying to achieve could end up being hit because the methods may not work at all. It says free bus service means a transit funding hole, city run stores would hurt privately run stores, and a rent freeze would depress housing supply. Greg Ip in the WSJ compares Austin with NYC with Austin seeing 20% increase in housing supply to NYC 3% in 2020-2024. Austin had a 23% jump in one year in housing prices but it came down and over 4 years rent increases in NYC are 20% in Austin 11%.  It is only that much of the New Yorker educated elites have let the city down so much by not finding solutions to the affordability crisis and not focusing on fixing infrastructure and modernization of the American cities, in the last three decades that this has happened- as a desperate young population turns to giveaways or free services across the board as a solution that never works. A fiscal crisis could happen as in the 1970's creating another vicious cycle says the Washington Post. It says one can only hope that the damage is at the margins. ...

Wal-Mart's second quarter 2015 earnings decline by 15% over the prior year. Wage increases with minimum wage raised to $10 by Feb 2016. Wal-Mart is making investments in more employees per store, adding people at checkout lines to improve service, improving the look and feel of stores to get shoppers back and reverse earlier declines in per store sales. Per store sales increasd by 1.5% for the second quarter 2015, the fourth quarter of increases before a period of falling per store sales. Competing for sales are Amazon and dollar stores. Wal-Mart is also investing in online sales with the lower margins in this field. Wal-Mart's profit for the second quarter was $3.48 billion compared to $4.08 billion the prior year. Total revenue of $120.8 billion was close to what it was in 2014. Wal-Mart's strategies include asking suppliers to offer more price cuts and to put less into marketing, asking suppliers to pay additional fees for warehousing, and stocking from the shop floor for retail shelves instead of going to the backroom storage. Forecasts for online sales are lowered to reflect weaker international sales in UK, Brazil, with overall online sales growth now at high teens instead of the 20% range. He is pushing for auto companies to reach an agreement with the UAW union, and avoid any effects in the economy. He told union workers outside a Belleville Michigan GM plant near Detroit- "You've heard me say this many times. Wall Street did'nt build this country. The unions built this country. And the unions built the middle class. That's a fact. Let's keep  going. You deserve what you earned. And you earned a hell of a lot more than you get paid now." When he handed the bull horn to Shawn Fain the UAW leader, Fain said about billionaires and the executive class- "They think they own the world. But we make it run."

Lee Cheuk-yan, chairman of the pro-democracy Labor Party, describes the 17 year old Wong and young people in high schools to a crowd in Hong Kong in this way- these are very young faces, the old men in Hong Kong including many in the elite who dared not to speak up for Hong Kong's cherished traditions and rights out of caution will die, but these young people will carry on. Wong started the group Scholarism as an internet based movement to fight the 2012 "patriotic classes" plan of the Communist Party and Hong Kong Chief Executive Leung Chun-ying. That movement took hold in Hong Kong and the government had to shelve the plan. This time he is fighting for universal suffrage in Hong Kong in 2017 with the right to elect its own leaders without prescreening by the Communist Party. This is in the spirit of the Basic Law, former Hong Kong Governor Chris Patten tells the BBC. Patten helped negotiate the transfer agreement for Hong Kong and handled the transfer in 1997. In August 2014 China changed this intent leading to protest demonstrations. Wong is of Protestant parents who helped stir in him a sense of opposing social injustice. Beyond Hong Kong there is something else at work- a sense that the new leaders in Beijing are choosing the Putin Way that sees these demonstrations as inspired by foreign forces and treating all NGO's as foreign agents. In a larger sense the old leaders are living in a past world of territorial gains and keeping tight grip on power, when the world is now interdependent economically and politically, with change requiring new approaches to problems. The presence of 15 year old high school students and very young generation suggests no such foreign interference, as most of these students are very young....

The president's Council of Economic Advisors puts out a report on the homeless in California that makes points that both sides, liberals and Trump supporters can agree on. It says California has 12% of the population of the U.S. and half the unsheltered homeless in the country. The blame for the housing situation in the state is placed on "not-near-me" residents that want to prevent housing being built near them by supporting strict environmental and zoning restrictions. Residents selfishness looking at only their own interests and keeping out newcomers is seen as the problem behind the lack of new housing units. The tech industry pushing up housing prices has further aggravated the availability of affordable housing leading to a worsening of access to decent housing in the state.
