John Hills, a law professor at Indiana University and author of "The Political Centrist," says tough political exchanges are endemic to the American political system. Others say putting crosshairs on representatives in Congress like Giffords on websites or its equivalent wasn't the practice since the times of Jefferson and Adams. We looked at the letters of George Washington during the long struggle with the British and it showed composure and civility even in dire circumstances and difficulties. Criticism by Washington of the lack of help and risks he was exposed to throughout the war was worded carefully, with civility and yet conveys the great urgency. What about the letters of Jefferson and Adams who were on opposite sides of the debates of that time, a time more infused with momentous issues because of the French revolutionary tide in those years? A letter to Abigail Adams, from Washington, June 13, 1804, gives a glimpse of that relationship: "The friendship with which you honored me has ever been valued, and fully reciprocated, and altho' events have been passing which may be trying to some minds, I never believed yours to be of that kind, nor felt that my own was. Neither my estimate of your character, nor the esteem founded on that, have ever been lessened for a single moment, although doubts whether it would be acceptable may have forbidden manifestations of it. Mr Adams friendship and mine began at an earlier date. It accompanied us thro' long and important scenes. The different conclusions that we had drawn from our political reading and reflections were not permitted to lessen mutual esteem, each party being conscious they were the result of an honest conviction in the other. Like differences of opinion existing among our fellow citizens attached them to the one or the other of us, and produced a rivalship in their minds which did not exist in ours." Jefferson in this letter says that one act of Adam's gave him a moment of personal displeasure, the last appointments by Adams as President "from among my most ardent political enemies." This says Jefferson "laid me under the embarrassment of acting thro' men whose views were to defeat mine, or to encounter the odium of putting others in their places...If my respect for him did not permit me to ascribe the whole blame on the influence of others, it left something for friendship to forgive, and after brooding over it for some little time, and not alwasys resisting the expression of it, I forgave it cordially, and returned to the same state of esteem and respect for him which had long subsisted...I maintain for him and shall carry into private life an unform and high measure of respect and goodwill, and for yourself a sincere attachment."...

Is the Volt an idea vehicle that will be produced on a very small scale too small to have any impact in the car buying scene or worse still an idea vehicle that is ways off a prototype stage or is it something more serious? The battery is a critcal part of this. Toyota worked with Matsushita and Toshiba to develop its battery for the hybrids. GM needs some highly capable partners with large R&D budgets to come up with a suitable battery for the Volt but little information on this is available or GM has not really thought this part through yet.

White House counselor Steve Ricchetti says with the pace and activity and hours at the White House, Biden is outworking people around him. The special counsel Robert Hur's report on Biden's retention of classified documents has part of it on the president not remembering the date his son Beau Biden had died in 2015. The president was furious that special counsel Hur had raised that question, saying it was none of his damn business. The special counsel's report also says Biden had kept a memo in 2013 that he had handwritten and sent to then president Obama outlining his opposition to the surge of troops in Afghanistan. It was something Biden had kept with him as he understood the flaws of the Bush-Obama policies in Afghanistan. Where Republicans and some Democrats have seen a hasty withdrawal  from Afghanistan under Biden the nation sees the need to rededicate its resources to building a strong economy that meets the needs and aspirations of the American people. Even the British Empire in India for 200 years had wisely stayed away from Afghanistan for 200 years. It is the wisdom and experience, the ability to work with colleagues in Congress in the way Lyndon Johnson was able to do to pass his Great Society and Medicare initiatives, that benefits the nation, something that comes with age. It is this wisdom, composure and determination that has created the strongest American economy not seen in decades and a path to an even stronger economy in the future. ...

In this exceptional essay in the New York Times, Prof. Eitan Hersh of Tufts University is critical of the political hobbyism that has taken the place of the hard work of civic participation at local levels. Its easy to bash someone on the social media channels, and not have to talk to real people in face to face conversations as happens on social media with one sided conversations happening in a vacuum. He points out that real civic participation can be boring, take energy and dedication, and involve taking the trouble to do something for the public good. He calls this engaging in a sinking low type of politics which appeals to people operating in their comfort zones and doing things that have short attention spans, and which offer instant gratification. He says Democrats should pay attention because mass engagement was seen as their thing, what they have fallen into says Hersh, is what appears to be mass participation but which is not. Middle and upper class Americans are particularly at fault of operating in their comfort zones, using the internet to express opinions as a leisure time thing, yet shirking from the hard work of civic duty activated by self interest and public interest. This has replaced real conversations between neighbors, between parents, real conversations that involve listening, and putting oneself in the other person's shoes, conversations that recognize the need to change views as one's understanding grows, or let oneself be nudged with fresh thinking. Conversations in which all sides are learning. ...

Hernando De Soto, a prominent economist, heads the Institute for Liberty and Democracy. He has an intimate knowledge of the workings of the Egyptian economy, and describes the socio-economic marginalization of large parts of Egyptian society as Economic Apartheid. Simply put Egypt has fallen behind the times, way behind the economic progress in large developing countries.The Institute was hired by the Egyptian government in 1997, with the financial support of the US Agency for International Development, to look into what reforms were needed. It presented its 1000 page report in 2004- after years of work involving 120 Egyptian and Peruvian technicians, participation of 300 local leaders and interviews with thousands of ordinary people- to the Egyptian cabinet. The then Finance Minister Hassanein supported it and the cabinet approved it. What followed was a cabinet shakeup, and blocking of any reforms by hidden interests wanting to protect the status quo. De Soto's objective was to find out how many people were marginalized in Egypt, and how much of the economy operated outside the legal system- small business that did not have the protection of property rights or access to normal business tools and credit, that makes businesses grow. He found that 9.6 million people were employed in this sector operating "extralegally" with no protections. This being the largest sector of employment in Egypt. His action plan was intended to remove the legal impediments to these people and businesses urban and rural, so that they could grow. He says the value of these businesses outside legal protections is $248 billion or 30 times larger than the total value on the Cairo stock exchange, and 55 times greater than all the foreign direct investment in Egypt since 1800 including Suez Canal and Aswan Dam. De Soto says that because of burdensome, discriminatory and bad laws it takes 500 days to open a small bakery, getting a legal title on a vacant piece of land would take 10 years of red tape. This barrier of bad laws, poorly trained bureaucrats, inertia of the status quo, prevents people from legalizing their property and business. As a result whereas one of these types of small businesses is now India's largest company called Reliance Industries, and another Infosys is the second largest software company, most Egyptian enterprises are stuck being small and relatively poor, and do not generate jobs for the demographic surge of young people. De Soto's point is that Egypt will need good leadership to pull off this task of legal reform, and democracy alone will not be enough. Empowering the large majority of the Egyptian people operating outside the legal protections will mean giving property rights for $400 billion of assets, De Soto says. And this would unlock an amount of capital hundreds of times larger than what foreign direct investment and aid has brought to the country....

Alan Mulally focussed attention on Ford brands such as the Taurus, and the Fusion, to improve quality and fuel efficiency. To do this he sold brands acquired earlier- Land Rover to Tata Motors and Volvo to Geely. Under his management Ford pushed ahead with globalized product development and building a presence in the small car market. Ford still has weakness in the European and Asian markets. In Europe a large number of manufacturers are competing for a slow growing market and price competition has cut into profits. In Asia, Ford was slow to enter the Chinese market. As a result its sales in China lag far behind VW and GM, with only 2.7% market share. Mullaly is investing $1.5 billion on new factories in China, including two assembly plants and an engine plant. One of the plants in the southern city of Chongquing will produce an SUV and a luxury car. Mulally wants to see 70% of Ford's growth in this decade from Asia. The other problem facing Mulally is reviving the Lincoln brand which has seen a sales decline of 63% since 1990. Ford has hired a designer who worked on the Cadillac to redo the Lincoln's design. Mulally plans to cut the 900 Lincoln dealers to 600, to reduce the price competition for smaller sales volume. He is asking the remaining dealers to invest $2 million for new showrooms that will compete with Lexus in their look and feel. Asessing what has been achieved at Ford so far one sees the progress in pushing up quality. Ford now ranks above Toyota in J.D. Power quality surveys with its cars getting higher resale prices than some Toyota models. Ford cars are also being well received by new car buyers with market share up for the second consecutive year. This would have been unthinkable only a few years ago. Also significant is how Ford under Mulally's direction managed to make good use of the $23 billion loan secured in 2006, avoiding bankruptcy and turning the corner to profitable operations. Ford earned $6.6 billion in 2010, after losing $30 billion from 2006 to 2008. Ford's challenges going forward are how to sustain profitable growth, manage $19.1 billion in debt and a junk-bond credit rating, and maintain the momentum without reverting to a dependence solely on SUV's and larger vehicles for profits. Chairman Bill Ford is forthright about Ford's history of wasting opportunities during the good times- of "losing the plot in the good times." Mulally makes the same assessment at a November town hall meeting of 200 employees - Ford is good at crisis managment he says but then "forgets why we're here." For Mulally a bit of inspiration from Heny Ford himself counts, this being a poster from 1925 that hangs on the office walls, a Saturday Evening Post cover with the slogan: "Opening the highways to all mankind." William Booth provides a must read insight into why poorly educated young people attempt to cross the border into the U.S. looking for work and opportunity, and why Mexico fails to provide the elementary and high school educational system it needs to increase growth to create opportunity. Mexico's education system is failing when compared with other countries in the Group of 20. Sixth graders get 562 hours of instructional learning compared to 1,195 in S. Korea, according to Mexicans First, a group working to change the way the educational system works. In recent international exams half of Mexican 15 year old students scores ranked them at lower levels in math and only a little better in reading and reasoning. "De Panzazo" is a popular documentary prepared by Mexicanos Primero on the dire situation in the school system. One of the most striking measures of this failure is that only a quarter of the children graduate from high school. This only pushes more poorly educated people to attempt to cross the border into the U.S. looking for work. It means the Mexican economy is deprived of a highly educated workforce to increase productivity and growth. The middle class tries to get their children educated in private academies. And the nation's employers use special training to improve skills for workers to be able to compete in a global economy. Part of the reason rests, say experts, on the ability of the powerful teachers union with 1.4 million members to block change for teacher selection based on merits and competency, and exams for teachers. Instead teacher positions are sold, with an elementary school position tenured for life selling for $20,000 in Cancun, and a rural village position for $2000, according to Mexicanos Primeros. Even president Calderon owed his election to the support of the teachers union. And the current PAN presidential candidate Vazquez Mota, who was Education Secretary for two and half years could only go part of the way. She got the union to agree to have new teachers selected by having them take exams, made public standardized test scores, and pushed state governors to show employment rolls and whether teachers actually taught in classrooms or worked at union offices. Calderon failed to make changes because he agreed with the union that the union would take the lead on changes not the education ministry, and had the union president's son-in-law, Fernando Gonzalez, as deputy secretary of education. Jorge Castenada, a former foreign minister, says Mota was fired because of union demands. In July 250,000 teachers are required to take competency exams, but the union has asked its members to ignore the exams, and the education ministry will not do much beyond using the exam for diagnostic purposes for teachers who take the exam. The problems at the elementary and high school levels are evident also in other countries such as India and Brazil leaving the real potential of the labor force untapped....

The WTO setimates that global merchandise trade will decline by 9% in 2009. Betweeen 1990 and 2006 these trade flows increased by 6% a year, outstripping the growth of world output which remained at 3%. See the chart showing GDP and world trade growth year over year. Because of vertical supply chains products were shipped across borders and imported back into the country that exported a product, till the product was finally assembled in some third country like Mexico, in the case of automobiles. This interlinking of countries worsens the effect in adownturn, by bringing output down in many countries at once in any particular industry with these supply chains. And conversely positive effects are exaggerated in a upturn or boom cycle like that which was witnessed in recent decades. It makes a 1930's like situation less likely, where trade dropped by over 25%, because now all countries are affected, America's car industry exports as well as imports the same item as it is processed in several countries, and imported to the USA as a semifinished product and then assembeled in Mexico, as one example. Leaders of the G-20 agreed to fight protectionism athe the London meeting in April 2009. Is this enough? Should the Doha Round of talks be resumed? Arvind Subramanium of the Peterson Institute, and Aaditya Mattoo of the World Bank, argue that the Doha Round is too ambiious, as it tries to open markets for rich countries manufactured goods just when the crisis has hit developing countries making this ahard sell. At the same time DOha Round does not exclude Buy AMerica provisions and subsidies to fialing industries like the auto industry support measures taken by both the EU countries and the USA. So they sugggest anew "crisis round" of talks to replace Doha, and this makes sense as the items on the agenda can now be tailored to the pressing needs of a different time from when Doha round was conceived, and thus more realistic in its approach. And in the meantime all WTO members would commit to astandstill and take no measures that are protectionist. The Economist says the new "crisis round" would not do any better as there may not be the same level of interest in another round. It suggests that agood start would be for the leaders of the G-20 to be specificabout what protectionist measures it sees as unproductive and unhelpful in containing this crisis. Draw up a comprehensive list of protectionist measures that go beyond tariffs and export subsidies. The WTO would then be asked to monitor the countries based on this list and publish alist of offending countries, letting embarassment of these countries act as a kind of policing. And in addition an agreement should be reached on coordinating fiscal policy, so that it would reduce fears of leakages abroad. ...

Daniel Howes of the Detroit News thinks there are cultural clashes inherent in a threeway Fiat-Opel-Chrysler combination. His view is that Fiat may be biting into more than it can handle, considering the failure of the GM-Fiat alliance, and the Daimler- Chrysler combination. And the Germans at Opel are not happy with the way they see GM has treated them, so how would it help for Fiat to come into the picture? The Germans love the Italians, says one German Howe talked to, but don't respect them. And the Italians he says, respect the Germans but don't love them. Howe refers to the Renault-Nissan combination as successful, but one that took years to build to deliver commonly engineered cars. But the car industry has been poorly run, without vision and with complacent management, unwilling to try new things and recreate and renew. In other industries efforts are made to build transnational combinations with differing degrees of success. Take the work of the French, Germans and the Spanish in Airbus, in overcoming different cultural factors and pulling together to learn from each other, when given good leaders, on the Airbus 380 project. On Fiat's Marchionne's behalf it could be said that this is a new Fiat, run by a younger generation of Italians, who have a lot of youthful energies and freedom to innovate and improvise. Marchionne himself is more Canadian and European, places where he has spent most of his life, than Italian. And he has take a decidedly different view of things from what the old view holds as being Italian, in building the new Fiat he has done things very differently. In fact there may be less of a country view here, than a management culture view. All nationalities aspire to a good management culture of innovation, and freedom to improvise and respect for one's ideas and thinking, good places to work in. People of all nationalities, Italian, German and American, for the first time, especially the younger people, may see that the one thing they value most and share is the desire to start fresh and take initiative, improvise and work together to do the impossible. The common enemy of Germans, Italians, Americans,French, and other nationalities, may be simply the artheroschelorisis of complacent management, that freezes initiative, does not delegate more responsibility to the young and give the freedom to try new things, bureacratizes the corporation into rigid hierarchies that lack speed, and take no risks to achieve the impossible. Which is why old prejudices like the one Howe states from one German he talks to, that the Italians "will steal the milk out of the coffee," may be just that - prejudice from another period, that is best left behind to build something new that has no nationality to it. ...

After a severe financial crisis that could have snowballed into a Depression type situation and the credit rating agencies playing their critic-for-hire role in causing the crisis, there has been very little done to reform or correct the basic way in which credit ratings are made. Other than small patches to the system that failed the country badly by 2008, it has been left alone by Congress, the Obama administration, and regulatory agencies. The Attorney General of Ohio, Richard Cordray, says the "rating agencies total disregard for the life's work of ordinary Ohioans caused the collapse of our housing and credit markets and is at he heart of what's wrong with Wall Street today." Richard Blumenthal, Connecticut's Attorney General says he plans to join the suit against the credit rating agencies, Fitch, Standard and Poors and Moody's. Cordrays suit was filed Nov. 20, on behalf of Ohio's pension funds. It seeks billions of dollars in damages from these ratings agencies and accuses the agencies of negligence and fraud. About the failure of Congress to make even the basic change to the system of ratings, Joseph Grundfest, a professor of securities law at Stanford says ; "What you see in these bills are Botox shots, for a little while everyone is going to be frozen into a grin, and then the shots are going to wear off.'' A deputy dean at Yale Law School, Jonathan Macey, was a member of a bipartisan task force on credit ratings reform and met with lawmakers in Congress on this issue. He says its mortifying to see that this problem which is different from other complicated issues like water shortages around the world has been left unsolved, as it could be easily solved if there was even a basic degree of political will to do so. Congress looked at the option of creating an independent fee financed credit rating agency along the lines of the Public Company Accounting Oversight Board, established after the Enron, but did nothing with this idea. Rep. Kanjorski and Senator Reed have led the efforts to look at the credit ratings agencies in Congress and have basically decided this to leave the system very much the same as before the crisis, with the conflict of interest problem and incentives to improve profitability at the expense of the integrity of the ratings process still intact. Bills in Congress give more oversight powers to the S.E.C. and require companies to strengthen their compliance teams. In the period leading to the 2008 crisis the internal compliance teams did not get top management support at the credit rating agencies and there is skepticism about the effectiveness of compliance teams. S.E.C. regulatory efforts face push-back from the credit ratings agencies and the effectiveness of S.E.C. regulatory supervision is uncertain given the critical role that is given to credit ratings in bond and securties issuance....

One big concern says Nancy Keates of the WSJ about the National Association of Realtors, is that the organization collects and puts out objective data about home sales, and at the same time provides a commentary on the statistics. It also has a mission to advance the interests of its members. There are 2.6 million licensed real estate agents, and NAR represents about 1.3 million of these real estate agents. Would the real estate agents and the NAR tolerate an economist who raised concerns about the boom in lending? David Lereah, is former chief economist for the NAR ,and worked there from 2000 to April 2007. He remained upbeat throughout these years, even when the market was headed downwards. And the way he sees it he was doing for 7 years everything the NAR wanted him to do, and he was pressured to issue these upbeat reports. Critics called him "Baghdad Dave", after a Iraqi information minister for his false upbeat reports even when the war on the Iraqi side was lost. And a Credit Suisse analyst called him Liar-eah for some of these upbeat assesments, when things were clearly going wrong. The way Nancy Keates sees it this economist was eager to profit himself in the boom years. He was an economics Professor at Rutgers, at the University of Virginia, and later an economist and regulator at the Federal Deposit and Insurance Corporation. He himself bought condos 2 in Washington in 2003 and 2004, and one each in Tampa, Richmond, Va. and Alexandria, Va. and Naples, Florida. Owning by 2006 six condos worth between $150,000 and $400,000 a condo. He had an expensive lifestyle says his wife, with a big house worth $780,000, a country club, sports fishing boat. So in some ways suggests this reporter, he was caught up in the boom himself with his investments and the demands of a expensive lifestyle, with little room left for independent opinion and analysis. This is a striking example of things gone wrong, with all the meticulousness and comprehensiveness with which data is collected having its value destroyed by the lack of strict objectivity in the analysis. And the intrusion of strong personal interest bias in one direction making the destruction of objectivity complete. Looking at the economists at companies and associations, there is a subtle bias in operation that needs to be discounted by CEO's and association heads, a bias for giving the CEO's better and optimistic assessments on a consistent basis. An example is the way a large number of economists see the recovery taking place in 2009. Another related example is the sales forecasts for the Detroit auto companies that continued to assume sales in the 16-17 million a year rate into the latter half of 2008, even after the Bear Stearns collapse in March and the increasing foreclosures suggested something was amiss. All with horrendous consequences for the companies or industries involved, and the US and global economies....

The Pakistan army and its anti India mindset is at the root of the problem Pakistan faces. The army has factions that support the Taliban. Its intelligence agency, the ISI, helped create the Taliban as a way to get strategic depth (as they called it) in Afghanistan, for it sees as a necessary perpetual conflict with India. And the failure in Pakistan, the crisis of Pakistan, lies in the failure of elected politicians, the failure of the army, to provide responsible government and peaceful relations with India and with Afghanistan. By pursuing a Hindu-Muslim conflict agenda, and a anti-foreigner agenda for Afghanistan, Pakistan has ended up undermining its own government, institutions, and sovereignty over tribal areas and the North West Frontier Province. The US by getting involved in the Hindu-Muslim conflict agenda, and the anti-foreigner agenda during the Cold War, by supplying weapons and aid for this to successive Pakistani military governments, now finds itself as the foreigner in Afghanistan and Pakistan. The Pakistan army's anti-foreigner agenda, now that the Americans are the foreigners, is not something that even the army or the civilian governments can control. The only thing the army knows, and its raison-de-etre, is the protection of the state of Pakistan and an antiIndian, Hindu-Muslim conflict agenda. After 60 years of doing this since its founding the Pakistan army knows no other way. Failure to do what it is doing would remove it from its critical role as the most important institution in Pakistan, and relegate its officers and the army to a smaller role, with smaller committments of resources, a smaller army, and the loss of its privileged role in Pakistani society. This is the answer to Holbrooke's question to Pakistani businessmen, and civilian leaders, in Lahore recently, what is the crisis of Pakistan? And these businessmen and civilian leaders also touched on the army's role. For America as it sees the need to build a new economic partnership with Asia that would help revive economic growth, there is the need for deep soul searching. The Pakistan military sucks up resources that are so badly needed elsewhere, for the kind of construction the Obama administration sees for America, of roads, bridges, schools, new energy infrastructure. How can what is good and planned for America not be whats good for South Asia, for India, Pakistan, SriLanka and the entire region? The resources that are sucked up by the Pakistan military and its actions to foster aconflict atmosphere merely adds to the way resources are sucked for the military in India, when they are badly needed for development, economic growth, and the same kind of infrastructure building and education that the Obama administration plans for the US. Without correcting this flaw in its policies in South Asia the Obama administration cannot create a partnership with Asian countries that could play a critical role in America's own economic growth....
