According to U.S. Senate investigators Apple recorded $26 billion, 65% of its income worldwide for 2012, in Ireland. Ireland Operations International is based in County Cork, Ireland. Ireland has about 4% of Apple's worldwide workforce. Laws in the European Union allow digital companies such as Apple and Google and other large companies to pay little in taxes through such arrangements. Apple CEO Cook says Apple is not using any tax gimmicks. Apple negotiated a low 2% tax rate with the Irish government. The Senate hearings in the U.S. and a meeting of EU leaders has raised concern about this practice being allowed at a time when much needed infrastructure investments are being shelved in the U.S. and Europe because of budget deficits. Spending cuts in education and in R&D hurt long term economic growth. Government statistics show the average Ireland tax rate on gross income of companies in 2010 was 6%. Ireland has a low corporate tax rate for companies of 12.5% which it retained after EU pressures to change the rate when the Irish bailout was provided. Ireland has 4000 Apple workers, and 600 American companies employ 100,000 Irish workers....

Intel Corp's overreliance on the PC market which is declining. About three fourths of Intel Corp. revenue is from the PC market. Intel stuck to its strategy of selling at higher margins to PC manufacturers and only gradually made the shift to smartphones and tablets. Intel was late to see the challenge from lower cost suppliers of chips for mobile phones and videogames. The quality of chips from these suppliers has improved to the point where they supply most of the chips worldwide for mobile phones and tablets. The late move into mobile devices has hurt performance of Intel. Net income declined to $2 billion in the 2nd quarter 2013, a 29% decline from the previous year. Revenue was down to $12.8 billion in the 2nd quarter, a decline of 5% from the prior year. Intel's new strategy is to pursue the lower end of the PC and tablet market with new chips planned for Dec. 2013 on notebook computers at prices in $300 range, and tablets in the $150 range. The new Intel CEO Mr. Krzanich is focussing on costcutting and other improvements....

France's unemployment rate for youth 15-24 is over 25%. France's president Hollande has a plan to get companies to hire young workers on a permanent contract. The "generation contract" gives small business 4000 euros a year for three years to hire a young person on a permanent contract a the same time committing to keep an employee over 57 years in age. Companies with over 300 employees are required to set targets for hiring younger workers and keeping older workers or face sanctions. The program would cost France $1 billion a year and the government estimate is to generate 500,000 jobs in 5 years. A think tank OFCE sees this as generating about 100,000 jobs, because many companies would have hired anyway. The German approach is focussed on state sponsored apprenticeships and vocational training, which some French companies says is the right direction for France. German youth unemployment is 8.1%, with 2.6 million students at vocational schools, and 1.46 million apprentices. Beginning Jan 2013, Germany will support youth from other eurozone countries with language courses and travel costs to work in these programs in areas of Germany with shortages of workers....

The House healthcare bill that just passed by amargin of 220 to 215. The cost would be $1.055 trillion over 10 years, with cost of $894 billion factoring in penalties for individuals and businesses that don't buy insurance. Adding increased coverage for Medicare prescirption drug coverage for seniors its around $1.2 trillion. $460 billion is from new taxes on single people with income of over $500,000 or couples with inocme of $1 million. There are $400 billion in cuts to Medicare and Medicaid, and additional money coming from penalties for not buying insurance. First column here is Senate version, second for House version and third President's version. Other features individuals must have insurance or pay afee of 2.5% of income, hardhip waivers will be available. Employers must provide insurance to employees or pay a penalty of 8% of payroll. Small businesses with fewer than 10 workers get tax credits. The threshhold is $500,000 of payroll. To help families with lower incomes and the poor the bill provides: families earning $29,000 a year pay no more than 1.5% of income for premiums. Families with incomes of $88,000 ayear would pay no more than 12% of income for premiums. ...

Home Prices have overshot income growth for some years , it would take another drop of 10-12 % in home prices given income growth in coming years to bring them into balance but as prices tend to overshoot in either direction Merrill thinks it would be more like another 20% to 30% decline and Goldman looks at another 15% decline home prices. The Goldman and Merrill estimates which see a strong downside have been borne out so far. For certain states like California, Florida and Arizona where the situation is worse in terms of the gap between incomes and home prices it may be higher. As home prices decline the Loan to Value Ratio rises and as Martin Feldstein fears in his article suggesting Loan Substitution with the Federal Government stepping in with a loan for 20% of the value of a loan, see link, when LTV is at 100% then it makes sense and is the rational thing to do to walk away from a house and default. This expected price decline would thus lead to losses on the mortgage securties and worsen the effect on the economy and on lending....

Underwater homes where houses are worth less than the value of the mortgages are estimated at roughly 9 millon. Barney Frank's proposal is for the federal government to step in directly with government guarantee for $300 billion in new cheaper loans. Under this plan homeowners would be issued new mortgages for 90% of the new value of the home, the governmet would get a 5% stake, and the holder of the loan whether a bank or investment pool that holds the mortgage securities gets paid 85% of the new value of the home. Underwater homes would be appraised at market values for the new loans and its important that after this the prices not keep falling much below the ne appraised value. Note also the criteris for eligibility. Under Frank's plan those who took out loans from Jan, 2005 to June 2007 1 million people according to his estimate would be helped. Would lenders face losses? Yes they would have to recognize these losses rightaway but the foreclosures may mean bigger losses for the lenders especially as the downward spiral would probably give them much less than the 85% as appriasal values sink....

Feldstein says that the $700 billion plan to buy impaired assets will not prevent an overshooting downward in house prices, as more people have negative equity in their homes, rising to 40% of all mortgages at some point; and leading to a cycle of foreclosure and further price declines. This will only decrease the value of the mortgage securities that Treasury seeks to take off the hands of banks. And without direct government help in form of lowcost loans, say 2%, the cost of capital for the government, for 20% of the loan upto $80,000; more and more homeowners will have negative equity in their homes. This will lead to more foreclosures as housing loans are not full recourse, so that only the house is lost and the homeowner can move to an apartment and carry on from there. Thw size of this program would be $1 trillion but it gives the government income from the loans made and these would be full recourse loans so the taxpayer is protected. In Feldstein's view the current plan does not address declining house prices which is the root of the problem. ...

In his essay on the oped page of the WSJ Bernanke says: "history teaches us that government engagement in times of severe financial crisis often arrives very late, usually at a point at which most financial institutions are insolvent or nearly so, and in these conditions the consequences and costs of inertia and inaction can be staggering." Bernanke clearly is a student of the Great Depression and has learned the lessons from that catastrophic crisis. He pushed early for Paulson to take the case to the American Congress, and he had early on called for an injection of capital into the banks for ownership stakes, something the Bush administration ideologically resisted. Now that $250 billion is being injected into banks as part of the $700 billion rescue effort, and a global plan is being shaped after the Gordon Brown plan in the UK, it is possible for Bernanke to say that serious efforts are being taken that meet the severe challenges posed by a freezing up of credit markets wordwide. After some missteps and the help of Gordon Brown's initiative in the UK, there is reason for confidence even in the face of what Bernanke calls more " inevitable setbacks."...

California Governor Schwarznegger points out that about 80 cents on every government dollar in California goes to public employees compensation and benefits. He says spending on state employees went up three times as fast as state revenues during the last decade. The result is crowding out of other programs such as higher education, parks and recreation. Because of large unfunded pension and retirement health-care benefit committments, California faces $550 billion of retirement debt. Costs of servicing that debt have grown at the rate of 15% for the last decade. The result is that California will spend more on retirement benefits than on higher education in 2010. Schwarznegger points to the fact that most employees in the private sector do not have $1 million in savings, but are in effect guaranteeing a retirement account of $1 million to state employees who retire at 55 years age- with a $3000 inflation protected check for the rest of their lives- as evidence that politicians in the State Assembly have made committments for the future that they cannot keep. And if they are kept they will leave little money for essential programs in education and public services....

Pakistan's GDP growth is expected to be 4% in 2012, an increase from 2% in 2011. Foreign exchange reserves are up to $18 billion. Repayments in 2015 to the IMF will be a quarter of the payment in 2012, says Finance Minister Abdul Hafeez Shaikh. Tax collections are up 24% for the first 9 months of the fiscal year 2012. Remittances from Pakistanis aborad are up 21% to $9.7 billion and exports up 5.5% over the $25 billion exports for 2011. In an WSJ op-ed, April 16, 2012, Michael Boskin,who helped negotiate the North American Free Trade Agreement for the elder President Bush, says it is time for a free trade agreement between India and Pakistan. Shaikh says he expects to see trade with India up from the insignifcant levels of $2.7 billion in 2012 to $10 billion by 2015. Boskin sees the potential for trade at $50 billion based on trade models. This would help change the landscape in the South Asian region after decades of neglect, strife and conflicts and is long overdue to benefit the billion people on the subcontinent....

People will say many things if he plays well and even more things if he does badly. Ashish says what matters in the end is how he prepares for the sport, like any sport it is the preparation and long hours of practice that make a difference. What he does and how he plays the selection board and the captain of the team know very well, which is why he was invited to play again for India. Ashish can bowl fast comparable to younger bowlers, and has played for India as long as other veteran players M.S. Dhoni and Harbhajan Singh. He conserves his energy by not playing 5 day Test matches. He can then give 100 percent to the 24 or more balls he may bowl in a game. He bowls at about 140 km per hour. In many ways Ashish has the right attitude for sports. Leaving aside the praise or criticism and concentrating on what is ahead. Not even thinking too far ahead. Sometimes it is just the next game, this year, which needs all the attention and can make all the difference. U.S. president Trump's statement calling for a list of goods for tariffs on $200 billion of Chinese goods leaves China without a clear response and facing new risks. The U.S. exports about $150 billion in goods to China so that China would have to impose penalties to respond at the same level. Placing restrictions on American firms on access to China's market, and imposing other penalties would have the effect of reinforcing the perception of unfair practices targeting American business and lead to hardening of U.S. response.  The U.S. sees itself as being in a better position with the U.S. economy experiencing a growth trend. China with large local government and bank debt faces a difficult situation. President Jinping's policy of reducing the risks of bad debt in the banking system involved sacrificing some growth to stabilize the system. China's GDP growth in 2017 was 6.9%, the target at 6.5%. Future targets and actual growth now look to be much lower.The trade war with the U.S. has the effect of dampening growth leading to calls for the central bank to loosen its monetary stance. In response to Trump's announcement the People's Bank of China pumped $31 billion into the nation's banks. China is studying Japan's response in the 1980's and 1990's when the U.S. took strong action against Japan's growing trade surplus. Japan responded by appreciating its currency and using stimulus to cushion the effect of lower exports on the economy. The stimulus led to the housing bubble and over time a period of low growth and stagnant economy. The large China stimulus in 2008-2009 has compounded the problems in the banking system. Not deleveraging and controlling financial risks in China's banking system because of the trade war would bring a new set of risks. ...

The resignation of U.S. Defense Secretary Mattis comes as a result of Mattis being unable to change plans by president Trump for a withdrawal from both Afghanistan and Syria. WSJ discloses that at a meeting on December 18 at the Pentagon, with John Bolton, White House National Security Advisor, Mike Pompeo, Secretary of State, and John Dunford, chairman Jt. Chiefs of Staff, Mattis could not temper the president's plans. On Thursday December 20th Mr. Mattis decided to resign. He then met Mr. Pompeo and onto the White House to meet president Trump. He and Mr. Trump discussed their contrasting world views in a 45 minute meeting, and Mr. Mattis handed over his resignation letter to Mr. Trump. Military officials were particularrly blindsided by the withdrawal from Syria. U.S. policy has vacillated back and forth in the intervention in Syria with president Obama also hesitant to commit troops in Syria. In the meeting Mattis understood that even a minimal presence in Syria was unacceptable to president Trump who ordered the removal of the 2000 troops there. The withdrawal from Afghanistan was also a result of limited patience with the war there in the 18th year and no sign that the Taliban influence had diminished since the war began- after Trump added 3000 troops to the 14,000 stationed in Afghanistan. The U.S. has 5500 troops in Iraq and there is talk about drawing this number down. The concern for the defense department is that how U.S. allies will see the withdrawal, and their perception of how reliable the U.S. is as a partner. For president Trump the cost is measured in terms of the long period the U.S. was engaged in the region without any tangible results, and U.S. not allies bearing most of the cost.      ...

How ArvinMeritor navigated the treacherous waters of the automotive parts buzsiness since 2000 when the company was formed taking in the automotive business of Rockwell International in Troy, Michigan. The combination was designed to bring the automotive parts business for roof and door systems, chassis and wheel products with the comercial truck business which makes drivetrain systems and components like axles, drivelines and braking systems. The business is in turmoil and ArvinMeritor last recorded a profit in 2005. Here is how they did it. First, the combination provided some linited diversification for the cyclicality of the automotive business passenger cars and trucking together. By 2004 the foreign makers especially the Japanese were taking market share from the Detroit Big Three car makers which only accelerated after that when the Big Three overconcentrated on SUV's and had no competitive car lineup to match the Japanese in 2007 and 2008. The Big three closed plants and companies like ArvinMeritor closed plants also. In the last couple of years first GM and then Ford began to emphasize emerging market countries like China, Russia, Brazil and India. Wagoner GM's CEO in citing improved results in 2008 specifically referred to the $500 million profit in Brazil as making this possible. He also said that when investors see the improved results so early they are forgetting that the model that GM has setup has changed completely from the model that investors were used to in previous years which was a large and growing US focussed market base. Now its a global focussed market base with particular focus on emerging markets. ArvinMeritor has followed this pattern and set up parts plants in new countries like Russia to supply the Big Three's plants there. But it appears from Phil Martens, Arvin Innovation's CEO's statement that only 20% of global automotive sales for ArvinInnovation, the automobile part of the busines that is being setup as a separate company, are coming from the Big Three of Detroit. And 65% of the sales are coming from outside North America. Which suggests that 15% of sales are coming from the foreign carmakers in North America. ArvinMeritor closed 11 plants in North America and the new company Arvin Innovation has 42 facilities in 16 countries with sales of $2.2 billion in fiscal 2007. ...

Daniel Howes of the Detroit News thinks there are cultural clashes inherent in a threeway Fiat-Opel-Chrysler combination. His view is that Fiat may be biting into more than it can handle, considering the failure of the GM-Fiat alliance, and the Daimler- Chrysler combination. And the Germans at Opel are not happy with the way they see GM has treated them, so how would it help for Fiat to come into the picture? The Germans love the Italians, says one German Howe talked to, but don't respect them. And the Italians he says, respect the Germans but don't love them. Howe refers to the Renault-Nissan combination as successful, but one that took years to build to deliver commonly engineered cars. But the car industry has been poorly run, without vision and with complacent management, unwilling to try new things and recreate and renew. In other industries efforts are made to build transnational combinations with differing degrees of success. Take the work of the French, Germans and the Spanish in Airbus, in overcoming different cultural factors and pulling together to learn from each other, when given good leaders, on the Airbus 380 project. On Fiat's Marchionne's behalf it could be said that this is a new Fiat, run by a younger generation of Italians, who have a lot of youthful energies and freedom to innovate and improvise. Marchionne himself is more Canadian and European, places where he has spent most of his life, than Italian. And he has take a decidedly different view of things from what the old view holds as being Italian, in building the new Fiat he has done things very differently. In fact there may be less of a country view here, than a management culture view. All nationalities aspire to a good management culture of innovation, and freedom to improvise and respect for one's ideas and thinking, good places to work in. People of all nationalities, Italian, German and American, for the first time, especially the younger people, may see that the one thing they value most and share is the desire to start fresh and take initiative, improvise and work together to do the impossible. The common enemy of Germans, Italians, Americans,French, and other nationalities, may be simply the artheroschelorisis of complacent management, that freezes initiative, does not delegate more responsibility to the young and give the freedom to try new things, bureacratizes the corporation into rigid hierarchies that lack speed, and take no risks to achieve the impossible. Which is why old prejudices like the one Howe states from one German he talks to, that the Italians "will steal the milk out of the coffee," may be just that - prejudice from another period, that is best left behind to build something new that has no nationality to it. ...

Air France is increasing the fuel surcharge on medium haul and long haul tickets. For example the fuel surcharge on a long haul flight from Paris to New York will be 91 Euros one way flight. Air France says it will cut the increase of 4 euros by half if oil price is stabilized over time to $100 a barrel and eliminate the increase if the price stabilizes below $95 a barrel. This is another approach to the rise in fuel prices. Airlines have the options of not investing in their business and in quality of service and letting it deteriorate as is happening in the US or one way or another transferring the cost of fuel increases to the customer directly through increasing fuel surcharges and maintaining the quality of their service and investing in their business.

Citigroup is in negotiations with the New York state Attorney general's office, the SEC and other state securities regulators for alleged fraud in the marketing and sales of auction-rate securities, and for wrongly telling customers that the securities were safe and liquid and cash-equivalent. Mr. Cuomo the NY state Attorney General's office said that Citigroup failed to tell investors that from August 2007 until early 2008 the market for auction-rate securities was kept afloat primarily because the bank placed bids in auctions for the securities. UBS also faces similiar charges. If Citigroup reaches an agreement it could be forced to spend more than $5 billion to buy out individuals, charities and other investors whose cash is tied up in the frozen auction-rate securities market, and it could face a fine of $100 million.

A $300 million retooling investment at Michigan Truck plant three years ago will make it possible for Ford to convert the plant to production of as many as 8 new models some from from Europe with a relatively small investment of $75 million. Michigan Truck Plant is in the midst of a 11 week shutdown because of unsold inventory of SUV's and trucks. Next spring Ford will move production of the Expedition and Lincoln Navigator to its Kentucky Truck Plant and then begin retooling the Michigan Truck Plant, with all of the plant's 1000 employees transferred next door to make Focus cars at the Wayne Assembly Plant where its adding a third shift in January. Truck and SUV plants in Kentucky and Mexico will probably undergo similiar makeovers at a cost of about $250 million each to rettol according to company estimates.
