Scott Shane says no one including Mr Obama talked about Pashtun-land or Pastunistan which comprises 12 million people in Afghnaistan and 27 million on the Pakistan side of the border. This is basically where the war is being fought and the bases are on the Pakistani side. He points to the risks for an exit strategy, as this means shifting the balance in America's favor, which depends mainly on getting the popular nationalistic sentiment support for the Pastun Taliban to erode. With aweak partner alienating the Afghan people the chances for eroding that popular support are not good. Just compare Maliki and the Shiite majority support for the government and Karzai's corrupt and unpopular government, and you see the difference between one surge and the other. Compare the localized fight in Iraq's Anbar desert type flat open areas with a vast mountainous area and popular sentiment of supporting fellow Muslims of the Taliban in Pakistan, and one can see that the two are vastly different. ...

Dana comes out ahead of Delphi and exits bankruptcy. Mistakes made by Steve Miller which are costing Delphi. One was to take on the unions publicly. Dana's McCracken thinks its best not to do this publicly and create antagonisms. Delphi's rocky relations with the unions means that talks that ended in June 2007 took 21 months of negotiation. And then with the involvement of Cerberus the talks dragged along for longer. Because of the deteriorating union-Delphi relations Cerberus exited. By then in late 2007 Delphi faced the credit crunch and changed credit markets so that financing is difficult. Hedge fund Appaloosa Management is the lead investor in Delphi and its founder David Tepper has poor relations with the UAW. In contrast the UAW brought in private equity investor Centerbridge Capital Partners and they had good communications witht the unions. Delphi is losing $1.3 billion in 3rd quarter 2007, whereas Dana is expected to breakeven in 2008.

Inflation on an annual basis hit 27% in June. The central bank widened the band it alloed the dong to rise or fall against the dollar each day from 1% to 2% and announced a devaluation of 2% in June 2008. At this time the dollar buys 19000 dong on the black market compared to the official rate of 16600 dong, and the official rate is climbing up to the higher unofficial rate. A large part of the inflation is caused by a flood of foreign investment and bank loans to state owned companies, and the spending by state owned companies. The state owned companies like the Vietnam Shipbuilding Industry Group are controllinng their spending. Some of the inflationary influx is investment from foreign manufacturers trying to escape rising costs in China, showing the risks if this and other factors are not carefully managed. Recently Greenspan advised Vietnamese premier Nguyen Dung to mop up the liquidity surge and restrict spending by state owned firms.

Gigot personally faced the brunt of attacks from Countrywide's Mozilo and of Fannie's Raines and of Freddie Mac as he had his reporters look into the workings and shady things that were going on at Fannie and Freddie. Here is his personal account of how it all started and how anybody who raised any questions about these companies was given a lot of trouble by these executives and their lobbyists and the people whose support they bought with donations in Congress and in the political setup, all so that the executives at Fannie, Freddie and Countrywide could enrich themselves. In the end both liberal democrats and countryclub republicans shamelessly supported Fannie and Freddie upto the end when their dishonesty and failure was clear for all to see says Gigot. Says a lot about the political system, its only guarantee for good sense and honesty is in the quality of people and their courage, as leaders so often fail in so many basic ways.

GM shares dropped by 31% October 8, 2008 to a postwar low. And Jeff Schuster head of auto forecasting at JD Power says the global market in 2009 may experience an outright collapse. The slowdown will extend to Europe, China, india and Brazil. Previously JD Power estimated sales at 14 million for 2009 now it thinks it will be more like 13.2 million in 2009 and this may come up for revision as the economic downturn deepens with higher unemployment, loss in savings, and collapsing consumption. With access to financing drying up, and sales collapsing GM is rnning low on funds to run day to day operations and is expected to be acutely short by the end of 2009. Ford faces a similar situation. One forecast by Citigroup global markets in the link in Detroit News October 9 points to only abot $1 billion remaining by the end of 2009 and even with asset sales generating some $5 billion being thin ice for GM.

Zaragoza a city of 700,000 is the capital of Spain's fastest growing region, and its halfway between Barcelona and Madrid. It has grown rapidly. The arrival of GM here was a big turning point in 1982. The GM plant here can turn out 2000 sub compacts, small minivans and delivery trucks a day, now it is one of 7 GM plants in Europe to suspend production for 2 weeks in October to work off inventories. About 600 of 7000 workers were laid off. Young people here who have never seen anything but good times see this as a big shock. And its a sign of how things across Europe are shaping up. Spain's economy contracted by 0.2% this summer. The European Commission expects the 15 nation eurozone to be flat next year with no growth, but this is an early estimate and may be revised to show a contraction as the economic downturn is just beginning.

Adam Bryant interviews Barry Salzberg, new CEO of Deloitte Touche Tohmatsu. Salzberg pays attention to tried and tested ideas and this adds to the value of what he has to say about managing and leadership. He emphasizes being prepared, being a little proactive and forward looking, thinking ahead. Its about being transparent and having people reporting to you being comfortable with being open and direct, sharing everything they know. He talks about the importance of being open to feedback, even as in his own personal experience when it takes effort, and takes some maturing to learn from what one hears and what people are saying. Questions he says that reveal more about a person are asking- was there something in the last few years that did not go well, why didn't it go well, and what did you do about it. In work his advice is cascade the things you learn through the organization by sharing it with others. Be yourself not what what someone wants you to be, find that thing which makes you unique, find ways to express this and make your contribution this way. And he says get out of your comfort zone to widen your horizons and see and experience new things. As Salzberg says these things were true in 1980 in his early years and are just as true today in 2011....

The average U.S. light vehicle price was $30,303 in April 2012, up $1219 from the prior year. Incentives were also lower, down $146 to average of $2,446, according to TrueCar.com. This is happening even though cars account for a greater portion of sales of light vehicles. Used cars and trucks prices increased by 3.2% in March over the prior year, according to the Labor department data. Pent up demand is part of the reason. Another reason is the discipline exercized by auto manufacturers, especially the Big Three, in not letting supply exceed demand and therefore not having to offer higher incentives to get rid of inventory. These practices of oversupplying the market hurt the Detroit automakers in the period before bankruptcy, especially GM. Increases in used car prices and higher prices of new cars create a virtuous cycle for automakers to support higher margins. With the high retirement and healthcare costs reduced through bankruptcy and new agreements with the UAW, the Detroit automakers are now better positioned in the market to sustain margins by limiting production to demand. ...

Our Fiscal Policy Paradox

Wall Street Journal Original article ›
LyrArc Article Gist
Alan Blinder points out that the political partisanship that has emerged in 2010 has not served America well, as it has deprived the government of the fiscal policy tools, which would be more effective than the Fed's only mildly effective tool of buying $100 billion a month of medium and long term Treasury debt. The country he says is tied up in partisan knots that prevents the use of the fiscal policy tools, and leaves the Fed with the choice of doing something only nudging the rates on government and private securites a bit (by 30 basis points for Treasury debt and 15 basis points for private securities as an example, not enough for more than a mild impact on corporate spending). The fiscal policy tools are he says of a wide variety and pack a lot more power, and he cites three as examples: offering significant lasting tax breaks for job creation, large enough to produce results (larger and long term than the HIRE program), government hiring directly onto public payrolls and government paying local and state governments for hiring at the local levels, the government offering to compensate states for a cut in the sales tax for a year to stimulate consumer spending. Would'nt this raise the deficit though? Blinder points out that the deficit problem lies in the future. Right now there is so much slack in the economy, that public spending will not crowd out private spending. And with Treasury rates at an all time low, Treasury can finance the larger deficit in the short term. A depreciation of the dollar or inflation, he says, is not a worry, because now there is worry about deflation, and the USA needs a lower dollar to push exports up and rebalance its economy. This does not slight the deficit issue and the culture of poor budgeting among both parties, as Reagan Budget Director David Stockman pointed out in an op-ed piece, but accomodates the real dangers and opportunities of difficult policy choices. This is why he laments the advertising campaign and public relations campaign against the 2009 stimulus bill, and the expected paralysis of fiscal policy from the extremely partisan 2010 midterm elections, and public opinion consumed by fear of deficits. Leaving the Fed with the unenviable choice of using only mildly effective tools. Other experts and columnists mention the risks associated with the Fed's large scale purchase of securities, if this leads to another asset bubble and subsequent collapse, and another bailout needed for financial institutions. Peter Eavis in one column in the WSJ points to the lack of effectiveness of the first round of quantitative easing of $1.7 trillion. And Kelly Evans, in the WSJ, points to the risks of "bad" inflation, if another round of quantitative easing by the Fed leads to increases in the price of commodities such as oil and food (such inflation falling heaviest on lower income households). The US Financial Regulatory Reform bill has received low grades, and recent standards for reserve capital in worldwide banking reforms are stretched out over a long period, leaving fragility in the economic system, if something were to go wrong....

India lags behind in the number of tourists visiting the country. Part of the reason was the lack of good infrastructure in the country. Indian Railways and new highways, modern river transport has opened up remote parts of the country from the jungles of Assam to deserts of Rajasthan, the mountainous regions of Kashmir, Sikkim, Bhutan and Ladakh, Arunachal, and the river regions of the Brahmaputra river and Ganges to tourism. Compared to France with 100 million tourists a year India has about a tenth of that.  Tourism is now seen as an engine for job growth as small handicraft industries can tap into the tourist market, hotels and restaurants can add to employment. The new budget for 2025-26 recognizes this by almost tripling the 95 million euros budget for 2024 to 283 million euros in 2025. Delhi with images of pollution is a distraction yet the tourist from Europe or America can find much to see in smaller towns and metros in the country from Buddhist and Vedic civilizations thousands of years old and recent history after invasions from Western Asia and Europe since 1600, and interesting cuisine, culture, language and regional influences. ...

Pat Schumer Democratic Senate leader takes a position to support passage of the spending bill in the US Senate proposed by Republicans, as not doing so would hurt ordinary Americans. Schumer sees this as important as a shutdown would not be good for the American economy. Other Democrats see things only from the point of partisan politics and not the interests of the Nation as a whole. It is to Pat Schumer in the US Senate that president Biden looked to for the legislation that supported rebuilding American infrastructure in the Inflation Protection Act. The same responsible attitude is taken by senior Republican senators and governors who are keen on working together on a bipartisan basis in the interests of the Nation. This was on display at the recent Governors conference when Oklahoma Governor (Republican) discussed how to address US needs in various areas with Beshear of Kentucky and Shapiro of Pennsylvania, both Democrats. The strength of the US economy with growth, lower inflation at 3% and low unemployment at 4% is a result of the farsighted thinking, and efforts to work together of senior members of the Senate from both parties, and of governors in different states. ...

Early warnings that the cost cutting of Musk DOGE was a lot of PR and controversy, where instead Republicans are disciplined and persevering. Could Musk and DOGE controversies have done more harm than good by not having disciplined cost cutting that people respect as needed. One should remember that it is not on party lines- all parties should be disciplined about federal spending to preserve the strength of the US dollar and the economy. Democrat Jimmy Carter in 1976 proposed Planning Programming Budgeting Systems where every year last year's budget is irrelevant, the budget for the new year is built from scratch and offers discipline to avoid unnecessary costs in the budget, items from previous years simply pushing up deficits. PPBS courses were taught at Northwestern Business School and I took it at the time- not offered now. Once a bureaucrat has a budget no matter what his politics he wants to keep it. Democrat Harry Truman in 1940 went on the shipyards and into factories to supervise firsthand the federal spending in the war making hime known for the first time in Congress. David Brooks say this is one of the periodic crises of faith America has faced. Its the rise of China. and its not the economic growth rate. Its the deeper spiritual issue that is troubling. The vigor that once was characteristic of the US, the optimism for the future, and the belief that the country is headed in the right direction, these are the things that stand in marked contrast between China and the USA today. 86% of Chinese people believe tht their country is headed in the right direction compared to 37% of Americans. Only one third of Americans believe that the next society changing innovation will occur here , while a majority of Chinese feel confident that it will happen in China. The results are from aNewsweek-Intel survey called the Global Innovation Survey. Brooks says America needs to slow down consumption and reward production, building things and innovative ways. And leaders must make the long term narrative of America's story convincing. See the link to Michael Porter's essay in Business Week on a strategy for America in the October 30, 2008 issue of Business Week, that Brooks cites as a way forward....

This is an exceptionally humorous operating room story of Dr. Trump and Dr. McConnell by Kristof of the NYT. Sometimes humor tells the story- and Kristof does this using a story of a surgeon president Trump in the operating Room trying to address the concerns of the patient Janet, as he keeps telling her she needs a new heart with great benefits, great benefits, before she implodes or goes down failing. Flat out take the old heart out even if a replacement hasn't been found, believe me great benefits the surgeon tells her, just that the patient just isn't getting convinced as its happening to her. The analogy is with replacing a health care plan, not just the Obama plan, any plan without something to take its place. For a few days before this article by Kristof, the Republican effort to repeal the Affordable Care Act without having a replacement was presented as a good idea. Janet is like the three Republican women- Collins of Maine, Capito of West Virginia, and Murkowski of Alaska who wanted to keep the heart they had till a replacement was found, against the surgeon Trump's advice. In a way it is about politicians in the last decade who never had any discussions as they rushed through with their own agendas, as the Republican and Democratic health care plans were rushed through Congress with relatively little participation and debate to hear all viewpoints. ...

Two realities are affecting exchanges. One is that trading commodities and derivatives is a $600 trillion business worldwide and is more profitable than trading in corporate shares. This shows in the value of ICE and NYSE in the stock market. In April 2011 ICE was valued at $1.5 billion less than NYSE, in Dec 2012 ICE was valued at $4 billion more that NYSE as it makes its bid to merge with NYSE. The other is that the Dodd-Frank financial system overhaul in the U.S. after the 2008 financial crisis has created a new model for derivatives trading providing advantages to regulated electronic exchanges and clearinghouses that handle derivatives trades with transparency. Jeffrey Sprecher, CEO of ICE, the IntercontinentalExchange, which handles derivatives trading through its clearinghouse operations, says: "For the past decade, our solutions made our markets increasingly electronic and increasingly clear. Today, financial reform is imposing that vision on many markets through a rule-making process." Bart Chilton, a member of the CFTC which regulates derivatives trading says Dodd-Frank legislation supports the business model of derivatives exchanges. This is especially true for Mr Sprecher and ICE. Sprecher has a good relationship with regulators with whom he talks directly, and is supportive of CFTC efforts to close loopholes as he is confident he can make money as long as the rules are clear. His confidence stems from his model which is technology based from day one, with its own clearinghouse and technology based transparency of the ICE data vault, information it shares with regulators. Sprecher stumbled upon this opportunity. He is an executive in the power industry. Working on developing power plants Sprecher found it was difficult for power firms to hedge investments in energy with financial contracts because there was no well organized, clear and transparent market for such contracts. This he set out to do by buying a little know exchange in Atlanta for buying and selling electricity, later getting the the backing of BP, and investment banks such as Goldman Sachs and Morgan Stanley, to form ICE in 2000. Banks liked the idea of a having an organized clear place to buy and sell derivatives in oil and other commodities, and having an alternative to the Chicago Mercantile Exchange in futures trading. Swaps trading under Dodd Frank supervision is converting to old style futures contracts where there is less competition for ICE's futures trading creating new opportunity. ICE setup its own clearinghouse, and acquired the Clearing Corporation, which was the base for a derivative called credit-default swap. To make derivatives trading transparent and reduce systemic risk Dodd-Frank legislation required exchanges to provide information to data warehouses which would then share the information with regulators. ICE setup its own data warehouse to do this called ICE Trade Vault. Dood-Frank rules envisioned the formation of clearinghouses and exchange such a ICE to provide a clear process, transparency and reduce systemic risk in derivatives trading. ICE under Sprecher by making this vision its own and using technology has created new opportunity. ...

Consideration is a term being used in Detroit auto company marketing efforts, if a customer gives little consideration to a company or brand or if its not on his list of brands or companies to consider, then snap you are not even in the running. The customer does not even visit your dealer showrooms, and no matter how well you make your cars its not going to make a difference. It has to take a lot of neglect of customers for this sort of situation to arise, but its exactly the situation Detroits auto companies face. They are trying marketing ploys such as this one by Ford's advertising agency, but its impact is uncertain. The efforts at GM also focus on marketing but again efforts to put Honda Accords and Toyota Camrys in Saturn dealerships next to the Saturn Aura, for side by side test drives have not had much impact on Aura sales. So a similiar effort for the Chevrolet Malibu in Chevy dealerships has been scrapped. There is even skepticism that a lifetime warranty on engines and transmissions by Chrysler on its vehicles will have much impact, so large is the customer resistance and ingrained perception of American car manufacturers. Over time perceptions may change but it will take a while to convince the American customer who feels he was once treated with disdain, and who will give a good hard look at things before he changes his mind. The figures bear this out. Years of neglect of car buying public and focus on SUV's and trucks is showing up in a 51.3 % share of the market for the American Three companies down from 60% 4 years ago. So half the market has pretty much been conceded to the likes of Honda and Toyota. Actually in the West and East coasts the numbers probably range to 60% and 70% depending on the local area in these 2 regions. So that means more established dealerships for cars, years of marketing effort focussed on cars, sales contacts and so that may take years to dislodge to any degree. The figures behind consideration by JD Powers show that 54% of car buyers are import loyalists, a slightly higher figure than the 51.3% showing that the trend is even more defection to imports in the 1-3 years ahead. And 22% consider both domestic and import cars. With this segment there is more selection in the imports beause only now are the American Three carmakers building up their car model lineups, especially Ford, so this will be ahard fought segment with no certainty that the Detroit Three carmakers will come out on top given the lead and established networks of the carmakers like Toyota and Honda. Only 25% are domestic or American carmaker loyal. A lot may depend on the way a customer is treated from reading letters to the editor in the media by buyers of US and import cars. A car buyer treated with no respect and sincere concern for his needs and preferneces is likely to remember the treatment for a long time. Not just products but attitudes and people in sincerity will have to change....
