On the way the majority of people in China's rural areas live, and how their lives have worsened with the market system. A lack of democracy makes it harder for them to get a fair allocation of resources. Lack of press freedoms and no constraints on authorites at the provincial and county levels makes the situation even worse.The support systems for health, education have collapsed in the rural areas. Even though life was drab in the Maoist period, basics such as health care and education were free or nearly free. Efforts are to throw more money at the problem are being made. The government has allocated an higher amount of 340 billion yuan or $42 billion for agricultural development and rural services. But as the Economist points out the money is only about an additional $7 per person for the 800 million in the countryside. A large part of the problem is that the lower levels of the government are run incompetently. The lack of democracy means that these officials are not accountable to the people they govern. No effort has been made to make these officials accountable by having elections at the township, county and provincial level. The Communist party is placing all its hopes of keeping a monopoly of power on its ability to spend and manage its way. The Economist's prediction is that this will fail because only democracy can bring the kind of accountability that is needed in the rural areas. ...

The benchmark price of U.S. crude oil dropped to $31.41 a barrel on January 11, 2016, as oil prices continued to drop sharply following a slowdown in China, appreciation in the U.S. dollar and no cuts in production from Saudi Arabia. Analysts expect a crisis for energy producers that is deeper than ones in 1986, and five plunges in oil price all the way back to 1970. With the oil prices at $30 and expected to drop below $30, the companies that took on a lot of debt have no choice but to keep up production. In the process many may find themselves in bankruptcy. Private equity with capital of $100 billion is likely to come in at this point to buy cheap assets without the debt, say analysts. U.S. banks energy portfolios are small, with Wells Fargo energy exposure only 2% for oil and gas loans in the third quarter of 2015, or about $17 billion. Loans that are rated "sub-standard. doubtful or loss," are projected at 15% of loans to energy producers, about $34.2 billion, in a biannaual review by banking regulators. The unusual aspect of this energy price slump is that production is not declining with falling prices- oil production in the U.S. was estimated by the government at 9.2 million barrels a day in Jan 2016- 1% higher than at the beginning of 2015 when prices were over $40 a barrel....

Matt O'Brien points out that the Chinese currency may be overvalued as other currencies including the euro and the Japanese yen weakened. Since 2005 China let the yuan appreciate very gradually. As China's economic growth slowed in 2014 investor outflows have increased with an estimated $800 billion leaving the country. China has spent some of its reserves to keep it stable. Before the move the yuan was managed by letting it trade up or down 2% each day around a midpoint set by the government. The new setup keeps this but lets the market set the midpoint based on where it closed the prior day. This move was recommended by the IMF to help in the transition of the yuan to becoming a reserve currency. O'Brien points out that the soft peg to the U.S. dollar means the yuan appreciated 9.2% against the euro and 57.8% against the Japanese yen in the years 2013-2015, and this is happening as the U.S. Federal Reserve is planning to raise interest rates- the real trade weighted exchange rate being up 14% for the yuan in the last 12 months. The 8.3% decline in the exports for July 2015 over the prior year led the government to this action. The increase in investor outflows as a result will lead to further declines, with some estimates of the eventual decline in the yuan at about 10%....

An estimate by The Federation for American Immigration Reform put this at $113 billion a year in welfare programs. From this one has to deduct what illegal immigrants pay in payroll taxes to get a good estimate. Trump says he never went bankrupt, he means not him personally- his companies have filed for bankruptcy Chapter 11 protection. Considering how many times Trump has misstated, it would be useful if the network broadcasting the debate would have an independent company do the fact check at the same time as the misstatements are thrown around, and show this on the bottom of the screen or during the advertising breaks, because it is very important to viewers to get the right information. In our opinionated partisan environment it is important to let candidates know that they cannot get away with it by misstating facts, over and over again....

New regulations permit foreign investors to invest at least $100 million to setup multibrand retail operations in cities with populations of more than 1 millon people. Foreign multibrand retailers are at this time not permitted to directly invest in domestic retailers selling to consumers. A government panel "the Committee of Secretaries," proposed the change, which now goes to the federal cabinet for approval. The change means international retailers like Wal-Mart can sell to Indian consumers through partnerships with Indian retailers, and can own upto 51% of such local joint ventures. Of the investment at least half must go to setting up back-end infrastructure such as cold storage and laboratories. India has a huge retail market of an estimated $450 billion but much of the retail sector has fragmented smaller operations and mom and pop stores. Tata, Reliance, Bharti, Godrej and other local companies have made an effort to change this and formed alliances with Tesco, Wal-Mart, and other international retailers. One of the pressing needs is the building of back up infrastructure- cold storage, retail facilities, etc. This change means Wal-Mart, Carrefour, Metro AG can now enter the retail market. The prior efforts of these companies were restricted to wholesale stores such as Metro Cash & Carry India Pvt. Ltd, Wal-Mart's technical support for Bharti's retail brand of Easyday stores, and UK based Tesco's back-end support to Trent Ltd's Star Bazaar stores....

A review of the aid program for Greece done for European leaders meeting in Brussels on October 23, 2011, shows that most of the money sent to Greece has gone to pay off bondholders (mostly European banks that lent to Greece). For the initial bailout program of the European Union and the IMF in May 2010, international loans amount to $91 billion. Of this $52 billion has gone to repay bonds that came due between May 2010 and September 2011, according to this review. The report was prepared by the European Commission in coordination with the IMF and the ECB. Greece owes over $300 billion dollars and Greece's borrowing extends far beyond the country's size and ability to repay, creating extraordinary risks to the financial system in Europe. The initial bailout program based its lending on little or no haircuts for the bondholders, who are mainly the European banks (mostly French and German banks) that loaned the money, which creates another set of risks, and a logjam, because taxpayers in the stronger financial countries such as Germany are equally adamant on not paying for the excess lending of the French and German banks. The financial leaders in Germany, Finance Minister Schauble, Axel Weber, the former head of the Bundesbank, and other prominent financial experts have also adamantly insisted on following prudent financial practices, and are opposed to using the European Central Bank to buy the sovereign bonds of France, Italy and Spain....

Fears that India may be falling behind China, Mexico and Brazil in healthcare for the people. A planned budget increase was never implemented. Today the Indian government spends only $20 billion on healthcare for a population of over 1 billion people. Annual spending on healthcare is about 1.4% of GDP. Now the Indian government is planning to increase this to 2.5% of GDP. One senior health official Amarjeet Sinha, says other emerging economies such as Brazil, Mexico, Malaysia, now have better public health indicators than India. In 1990 India's public health indicators were similiar to those countries. Another serious problem in India is malnutrition with an estimated 4 of 10 children malnourished. Underinvestment in healthcare is a significant problem as needs grow but there is a shortage of resources and trained healthcare personnel. Arvind Singhal, chairman of consutancy Technopak, says India needs an additional 1 million doctors and 2.5 million nurses to meet the needs of the current level of the Indian population. To do this 600 new medical colleges and 1,500 nursing colleges are needed. The child care advocacy group Save the Children UK, points out that just to meet India's committment to reduce the infant mortality rate by two thirds of the current level by 2015- to meet India's commitment to the UN Millenium Development Goals- India will need 2.6 million additional trained health workers. This shortage is most acutely felt in rural areas, especially in the large states of Uttar Pradesh and Bihar....

GM's relationship with Shanghai Automotive Industry Corporation is the singlemost important relationship for the company. Its 50-50 joint venture with SAIC has sales volume of 2.6 million vehicles, 30.5 billion dollars in revenue, and earned GM a profit of $1.5 billion in 2011 for operations in the Chinese market. In 2009 just before seeking bankruptcy protection GM gave SAIC 51% ownership in exchange for a $400 million credit line GM used for its Korean operations and $84.5 million. Now that GM has recovered it has sought to restore its 50-50 role in the partnership. In a new agreement reached with SAIC, Shanghai GM will be split in two parts- a sales arm which will book revenues in which SAIC will retain a 51% ownership, and a operating arm in which the old 50-50 partnership is restored. The operating arm is where the budget will be set, product decisions made, hiring done including the next CEO. Under the arrangement made before bankruptcy GM retained a call option to buy back the 1% stake, as long as SAIC was able to book revenue. VW also has a 50-50 partnership with SAIC. Shanghai GM has a 14% share in the Chinese market, with a 41% increase in sales since 2009, making it spectacularly successful for GM. This is the largest market share of any company in the Chinese market, with VW coming in second. GM and SAIC also operate a venture in India. ...

Japan's regulatory structure for the nuclear power industry is weak because of the dual role played by the regulator- Japan's Ministry of Economy, Trade and Industry. It regulates the nuclear power industry, and also promotes Japanese nuclear technology in Japan and overseas. The tasks are separated in the U.S. The Nuclear Regulatory Commission supervises nuclear plants in the U.S. It is independent of the Department of Energy which does research and promotes nuclear power. An earlier effort to correct this dual role arrangement in Japan failed, when an independent Nuclear Safety Commission was created under the cabinet. This body was never given the authority to inspect companies and mandate changes. A body that supports the commission has 4000 scientists and staff. It does research in nuclear technologies, but it has ended up becoming nothing more than a think tank, in the words of a former commission deputy chairman. What makes this situation worse, is the practice of amakudari, or "descent from heaven," a practice in Japan where senior Ministry officials retire young and take up positions in the private sector at companies like Tokyo Electric Power Company. In recent years most of the retired officials have taken positions in the energy sector. In fact Japan's Bar association investigated problems after a 2007 earthquake that shutdown a TEPCO nuclear plant. It recommended an independent regulator. The Democratic Party of Japan supported this idea before taking power in 2009. ...

About 500 million smartphones are expected to be sold in China in 2015, according to IDC. Xiaomi has gained a firm foothold in China among young people and a fan base similiar to the way Apple is seen in the U.S. The next phase of growth is in countries where there is still room to grow with a large number of people without smartphones. Founder Lin Bin is a former Google executive. He has hired another Google employee Hugo Barra to plan the next stage of expansion overseas. He says Xiaomi will continue to focus on areas other than Europe and the U.S. where there are weak telecom carriers. Xiaomi's pricing model is based on selling quality smartphones with many features at lower prices. In the U.S. and Europe where large service providers offer large subsidies to users of smartphones Xiaomi cannot compete because its pricing advantage disappears. This means taking on the market in places such as India, Indonesia and Brazil where there are many people looking for a smartphone at a smaller price. One obstacle is that Xiaomi has few patents, and competitors are likely to mount paten challenges in these markets. In India, the second largest market, Ericsson has mounted a patent challenge leading to a court order suspending sale of Xiaomi phones. Xiaomi's strengths in China lie in savvy use of the internet and media to market its phones, using some of the methods used by Apple. ...

Its online service and infrastructure to support it has been built carefully since 2006. It can now deliver by 3pm the next day and handles 2 million orders per day. The company raised $1.78 billion on the NASDAQ in the U.S. in 2014. Hong Kong venture capital firm invested $10 million in 2006. As it added new systems and software other investors including Tiger Global, Yuri Milner, and the Waltons invested in the firm. JD focusses on low cost and reliable fast delivery using motorbikes for 20,000 couriers for China's congested traffic in cities. It is a unique combination of Amazon, UPS and Wal-Mart in its innovative way of running its retail operation. Liu is the son of a cargo shipowner from Jiangsu province who studied sociology at Renmin University in Beijing, before starting an electronics store in Beijing's high tech zone Zhongguancun. The online retail idea took off when he setup an online store in 2004. He says a lot has changed since the early days when delivery was slow with many customer complaints, and says logistics is important because of user experience. Because JD charges little for delivery margins are thin, and the company has focussed on growing the user base over profitability....

Ailworth and Faucon describe the ways in which shale oil producers such as Continental Resources in Texas and S. Dakota are responding to the drop in oil prices. One strategy adopted is to put off 60% of the expense of production by not completing the final stages of production of hydraulic fracturing, but keeping the wells ready so that production can quickly be ramped up if prices go to the $60-65 range. EOG Resources, Andarko, Apache, Chesapeake Energy, are also following this strategy. There are about 3000 such wells, not pumping but drilled and ready for hydraulic fracturing, according to RBC Capital Markets estimates. This strategy would mean large shale oil supplies well into the future to keep oil prices low. Production from lower cost wells continues with U.S. oil production climbing to a new high of 9.4 million barrels a day for week ending March 6, 2015, according to federal data. This shows that this is a new situation and the resilience of shale oil supplies may have been underestimated. Another strategy adopted by other large companies such as Exxon is to continue to develop technology by learning to get the oil out of the rock in the most cost efficient way. The capital investment in U.S. shale oil has dropped by $50 billion in 2015 compared to 2014. The number of oil rigs drilling declined to 866 in the U.S. by March 2015, according to Baker Hughes....

As OPEC members met again in June 2015 for the first time since the meeting in November 2014, there is a sense that OPEC no longer exerts the same influence on oil prices. There are 4000 oil companies in the U.S., says one U.S. State Department official, even if OPEC were to cut production the cuts could be matched by shale oil producers in the U.S. quickly increasing output. This is the new reality, say experts. OPEC expects to keep production at the same level of the current production ceiling of 30 million barrels a day in place for the 7th meeting in over 3 years. Algeria and Nigeria, both hurt badly by the drop in oil price, have called for cuts but failed to persuade the Saudis. With Russia unwilling to join a coordinated production cut, there is not much talk about doing this. The Saudis and Iraq have continued to pump more oil, with April 2015 production of 30.84 million barrels a day the highest monthly average since 2012. Other factors also remain in the minds of the Saudis and other producers such as the United Arab Emirates, Kuwait, Qatar- policies on climate change, use of less energy and more from friendlier sources for the same amount of economic output demonstrated by countries such as Germany, advances in technology, energy saving transitions in emerging markets such as China and India....

Galston says Hillary Clinton is right to say as she did at Roosevelt Island in her opening campaign speech, that "growth and fairness go together, for lasting prosperity, you can't have one without the other." Economic growth was at 4% for 5 of 8 years of the Clinton presidency, but in the 15 years since the economy has managed 3% only twice in the George Bush presidency, and fallen below 2.5% in the last 5 years. The high growth rate following World War II was a result of the increase in the workforce and productivity. The workforce increased by 2% annually between 1950 and 2000. Since then as female participation peaked and the baby boomers reached retirement age the workforce has increased by 0.7%, and is slowing to 0.5% annual growth for the next decade. Growth in productivity of 1.9% between 1991 and 2007, slowed to 0.4% after 2010. Galston tells the next president to go all out to increase the labor force- adopt family friendly policies similiar to Europe so more women can work, get more immigrants into the labor force, more elderly should be encouraged to work given the better health, reduce the college dropout rate to reduce incarceration and bring more young people into the labor force, get more people who qualify for disability but could work part time into the labor force, and emphasize the importance of increasing the labor force participation rate a policy being followed by the Federal Reserve's Janet Yellen....

The ruling in a 5-4 decision requires the EPA to consider cost when the agency makes environmental rules. It does not remove the regulations on mercury emissions and does not prohibit the EPA from setting rules. A lower court will have to rule on how the case should be handled. Its likely effect is for the EPA to consider the price for industry compliance in setting environmental rules. The majority decision wirtten by Justice Scalia says the EPA "must consider cost- including, most importantly, cost of compliance- before deciding whether regulation is appropriate and necessary." The current EPA environmental rules were set in 2012, and were put into effect in early 2015. During the early part of the process of setting the rules the EPA did not consider cost. But in the later stages the agency estimated costs of compliance for utility sector at $9.6 billion and public health benefits of at least $37 billion. Justice Elena Kagan alluded to this in her dissenting opinion. Some utilities have received an extension on installing scrubbers to remove mercury pollutants, and these plants would now receive more time. Of the 600 power plants the EPA regulates as part of the rule, 450 are coal fired plants. Of these 35% were given a 1 year extension for compliance. About 21 states heavily dependent on coal and power companies brought this case before the court. ...

In the 2004 elections Islamic parties in Indonesia had 38% of the vote, this dropped to 28% in 2009, and polls show it is expected to drop to 20% in upcoming 2014 elections. The high of 38% in 2004 followed years of corruption under the Suharto regime and promises of clean government from Islamic parties. The anti-corruption issue has been taken up by successive governments and the popular Yudhoyono administration, leaving Islamic parties without that issue. Missing in this account of Indonesia and Islamic parties is a little bit of history that throws light on the subject. Indonesia was Hindu for the longest period of any large Muslim nation in Asia. In fact Indonesia converted to Islam only about 400 years ago, and has a strong underlying Hindu and Buddhist tradition including reverence for the Hindu god Hanuman, which can be found nowhere else. The Islam of the Crusades and of expansion across the Asian and European continent is a phenomenon foreign to the Indonesian islands. Gajah Mada who helped bring most of Malaya, Indonesia and parts of the Philippines under the Hindu Majapahit empire around 1350, was a symbol of patriotism in the fight against Dutch colonial rule from 1700-1948. The conversion to Islam came with Muslim traders from Malaya in the period 1400-1600. The name Indonesia itself is from a Greek word indus and enos for islands used by British ethnologist George Earl to refer to the archipelago. ...

A very relevant comment about the media coverage on Putin's negotiations in Beijing for supplying natural gas to China, by a reader of the WSJ, Frank Peel. He points out China and Russia do not share the same goals and Putin talked about the Chinese as tough negotiators after signing the deal. The price as a "commercial secret" is because its years, could be 5, before gas actually flows to China from Siberian fields. Russia, is a smaller oil based economy- having failed to make the transition to a diversified economy- and very susceptible to the economic conditions in Europe and the U.S., as the 2008 crisis showed with very steep drops in output. President Obama has also pointed to this. Russia also shares with Argentina the tendency for elites- in the case of Russia a newly created oligarchy of business interests under Putin and his predecessor- to shift capital out of the country, making it even more susceptible to loss of value of the currency, the ruble. Devaluation of the ruble experienced under Yeltsin was severely traumatic for Russia, and the head of Russia's central bank went on state television recently to reassure ordinary Russians that this would not happen. The rainy day sovereign fund of over $400 billion acts as a cushion for shocks in short periods, but sustained loss of foreign investment would damage prospects for future improvements in standards of living or economic growth....

ISIS gave Mustafa triple his salary at the Free Syrian Army - increasing it to $400. In a region with many unemployed youth the ISIS pays salaries for joining, and taps Sunni frustrations in Iraq, with money raising and financing capabilities a critical part of the organization's capabilities. A piece by Nordland shows how the ISIS's crude but effective money raising uses taxes and other illicit ways to increase revenues. This provides a unique insight into what is happening in Iraq and Syria after the failure of the U.S. to effecively support the Free Syrian Army and moderate groups in Syria, the premature withdrawal from Iraq, and the frustrations of Sunnis built up under the government of prime minister Maliki openly favoring Shiites. This has provided an opening for extremist groups in the region, and created more tangles for the Obama administration as its policies to distance itself from the region have not let it extricate itself from the U.S.'s important role in the region. The vacuum created by these policies has been filled by extremist organizations and created about 2 million refugees- a large humanitarian crisis and undone years of effort by U.S. soldiers in Iraq. ...

A test supply of 170 megawatts from the Kudankulam nuclear project in Tamilnadu state is added to India's southern grid. Full supply of 1000 megawatts is to be added by the Nuclear Power Corp. of India Ltd. by end of 2013. India's Supreme COurt dismissed petitions questioning the project's safety in May 2013. India signed a preliminary contract for nuclear project in Gujarat with Westinghouse. The state owned Nuclear Power Corp. of India is in negotiations for a project planned in Maharashtra state. Over the next 20 years India plans to increase nuclear production capacity from 4700 megawatts to 63,000, a 12 fold increase. The first Kudankulam reactor going into operation in 2013 comes into operation after a delay of 7 years because of antinuclear and land protests as well as court cases. The slowing of growth in India, depreciation of the currency, and the acutely felt energy shortages as industrialization moves forward, are leading to a new perception of the importance of nuclear energy to supplement energy generated from coal and other sources. China is also moving forward aggressively with development of nuclear energy and working with Areva and other companies for safe nuclear energy development. The new planned reactor by Areva in the south of England is also likely to offset the perception of nuclear energy after the Fukushima nuclear disaster. For these reasons nuclear energy development in India is likely to accelerate without the long delays seen earlier....

U.S. Fed governor, Daniel Tarullo, said in a recent speech that U.S. financial institutions could be required to meet stronger capital requirements than the Basel international standards. The Fed is considering requiring the riskiest financial institutions to put aside 8.4% to 14% of capital. The Basel standards require institutions to gradually increase the capital cushions to 7% by 2019 from about 2% at this time. Less risky institutions would would have a smaller increase over the Basel standards- about 20% compared to the 100% increase over Basel for the riskiest institutions. Speaking at the Peterson Institute for International Economics, Tarullo said- "The regulatory structure ...should discourage systemically consequential growth or mergers unless the benefits to society are clearly significant." Tarullo said no one wants to see another TARP. Banks would have to build up their capital reserves using common equity and not other forms of less reliable capital such as contingent capital, where banks convert debt instruments into equity in an emergency. Tarullo emphasized the need for the U.S. to move beyond the Basel requirements, known as Basel III, because they are narrowly designed for individual institutions and do not adequately address the systemic risk. When there is a high degree of risk correlation among many actors in fast moving markets additional risks are created which require stronger capital standards. Tarullo said systemically important institutions have "no incentive to carry enough capital to reduce the chances of such systemic losses."...

Caterpillar Inc. CEO and Chairman, Doug Oberhelman, discussed the acquisition of ERA Mining Machinery Ltd., a maker of roof supports for coal mines, acquired in June 2012 for $700 million. The acquisition was "botched" said Oberhelman, leading to the $580 million writedown for the 4th quarter of 2012 and the 55% drop in profits. Former managers of ERA misled Caterpillar about the condition of the business, and in Obherhelman's words "fabricated documentation to cover their tracks." Caterpillar later found inaccurate inventory data and improper revenue recognition. The move to acquire ERA Machinery was an effort to increase sales of mining equipment in China, the world's largest coal producer. As in the Autonomy acquisition by H-P the diligence in checking accounting and other data failed. Caterpillar lowered its forecast for 2013 based on slower growth in mining and decline in investment by mining companies. Mining companies are seeing management turnover over overextended mining projects that went sour. Revenue for 2013 is forecast at between $60 billion and $68 billion, compared to $65.88 billion in 2012. Analysts see risks in the forecast because mining equipment orders may not accelerate till 2015. Mining equipment forms a bigger part of Caterpillar sales and sales growth than construction machinery- sales of mining equipment increased by 14% to $5.78 billion in the 4th quarter 2012, even as sales of construction machinery declined 25% to $4.03 billion. The Fed's Term Asset Backed Loan Facility (TALF), by which the Fed would give money to banks on very favorable terms to loan out to others including hedge funds who would go out and buy consumer loan backed securities, has barely made it off the ground. Its vital if consumer loan markets for everything from cars to other products is to get off the ground. The large layoff and job losses are a result of the lack of credit to finance purchases creating unneeeded manufacturing capacity, with the ensuing job losses only exacerbating sales. Investors worried about defaults have stayed away from consumer loan backed securities. The figures tell the story. According to Dealogic only $3 billion of these asset backed securities were sold in Jan-Feb 2009, down from $1 trillion in 2006. The TALF has alimit of $200 billion for the early stage, but could grow to $1 trillion as more asset classes are added. There are only about 10 deals in progress but most of them are on hold. Nissan Ford Credit and Huntington Bank are preparing to sell securties backed by car buyers. The outcry over bonuses at AIG, makes investors wary of public outcry if they were to profit unduly from the TALF, and hedge funds don't like some of the language in the agreements they have to sign with the gbanks and the Fed that would have them liable for losses, and by stimulus legislation that restricts use of foreign workers....

Using the design-build method under which architects and construction experts work together as a team, Orange Medical Centre, a new 374 bed hospital in Middletown, New Jersey, has reduced the construction costs by one third. Only 9% of the total square footage of hospitals built in the USA used this method according to Modern Healthcare an industry publication, so this is one more area in which health care savings can be found- and there may be many more areas like this- which goes to show that ingenuity, experimenting with new ways and asking questions about old ways of doing things, can generate large savings, especially when it becomes a necessity. As the old proverb says, necessity is the mother of invention. Design-build differs from traditional construction in that the architect and the construction company come from the same company. They understand each other so well that they can finish each other's sentences. This cuts out the waste and back and forth that goes on with changes that are made, as the changes are minimal. This is a big source of the savings. This is similiar to the integration of design and manufacturing experts into one team in the auto and other industries. HBE Corporation of St Louis is the company that handled this work. Its asmall outfit with 500 people and this is the largest hopital it has built, so there is potential for doing alot more in this field for health care savings....

Research by Chief Marketing Officer Farley's research team found that Americans associate Ford with "on sale", "American" and of being"powerful", attributes that don't help Ford much in being loved by car buyers. What Farley wants car buyers to see in Ford is "Quality, Green, Safe and Smart." And that is where Ford is headed in its marketing campaign. Farley is from Toyota and knows a thing or two about saying the same thing that the dealers are saying. All of Ford advertising will be coordinated so dealers and Ford say the same thing. The new advertising campaign will focus on the line "Ford. Drive One" a line that Mullaly likes because he likes to say at every opportunity "Have you Driven a Ford Lately," another of the older Ford lines. Its about getting buyers to look at Ford. The new campaign was presented to the Board recently by Farley and takes Ford in a new direction It makes sense as it made sense for Toyota, to have a clear message, a clear idea about what you stand for and what people to think of you, and to say it with one voice whether dealers, or Ford the company in Dearborn, Michigan, or other Ford related organization. The 4000 Ford dealers will now have hands on discussions with Dearborn about what they are seeing and what should go into the advertising and monitor the progress as this effort which may go on for several years takes place....

Admiral Mullen chairma joint cheifs confirms most of what the British Ambassador in Afghanistan s saying about deteriorating prospects in the country. He understands the heroin growing issue brought up by US counter narcotics experts in the NYT recently, by saying "we've got to impact pretty significantly, pretty fast on the poppy issue". He is aware that poppy growing is abundant in the south and in Helmand province pours upwards of $100 million to finance the Taliban. General McKiernan who heads NATO forces there says that NATO forces would be authorized to attack narcotics bosses, their soldiers and infrastructure, if they are linked to movement of weapons, improvised explosives or foreign fighters in Afghanistan. Which is possibly a waiting mode till more troops are sent to Afghanistan as policing this rugged mountanous country with tribal regions and loyalties complicated by the narcotics layer and widespread corruption in the Karzai government and its loss of popular support requires many more troops than are now in the country and a sustained campaign. So far the US and European forces possibly outnumbered have resisted alienating the poppy farmers in the south through land based eradication. But with more troops Mullen's new approach and Petraeus's has to shift to something like that, at the same time as they follow Petraeus's new counterinsurgency doctrine in display in Iraq to draw down the Taliban strength to its core supporters by winning other tribal factions with no hardcore loyalties over to the American side....
