Republicans wanted to see money spent in the states on the idea that states best knew where needs were. Democrat Clinton called it "ending welfare as we know it," and signed the bill for TANF where $16 billion was sent to states in anti poverty programs and $15 billion added to this by the states. This is how TANF (Temporary Assistance for Needy Families) started under Clinton in 1996. It was put under Department of Health and Human Services. A lot of latitude was given to states on how to spend the money. In 2026 much of this money is not spent wisely. GAO government agency audits show 37 states had 56 severe deficiencies with "opaque accounting practices." This includes Florida, Louisiana, and Connecticut. The Government Accountability Foundation calls the lack of accountability "fraud by design," saying that one fifth of the $31 billion never reaches the people it was intended to benefit. Both Republican and Democratic states are not using the funds the way they were meant to be used. Needy families getting help have come down from 1.9 million in 2010 to 850,000 in 2025.  ...

Compromise reached at the October 2010 G-20 meeting in S. Korea to reduce trade imbalances, and for countries with current account surplus exceeding 4% of GDP (China 4.7% and Germany 6.1%) to bring these balances down by 2015. Countries with large current account deficits, Turkey 5.2% and South Africa 4.3%, were expected to bring their deficits down and increase national savings. The US is at 3.2%. The US proposal for a target was accepted by Japan as long as it was not a fixed target but a reference point. Germany was opposed, saying it was a return to planned economy thinking. China did not comment on the issue. Canada, Australia and the UK supported the US position. The compromise was an effort to continue pressure on China to redirect its policies away from exports to increasing domestic consumption, while still refraining from a fixed target. It also takes some of the pressure off a fast track currency rebalancing, with China expected to increase the value of the yuan, but given more flexibility than the rhetoric would suggest....

The head of the CDU party who would become chancellor after Merkel, makes an emotional plea to the British people to change their mind and remain in the European Union. In an affectionate letter to The Times of London many leading figures from politics, industry and the arts in Germany made a plea that Britain remain in the EU "from the bottom of their hearts." A look at dozens of letters in response to this article in The Times shows that many Britons feel that Britain would have voted to remain if Germany and Merkel had given prime minister Cameron a better response during negotiations in 2016. Even chancellor Merkel warned Germans not to take an indifferent or complacent attitude to Britain's staying in the EU. The letter makes amends by saying there is an indissoluble bond between Britain and Germany because of the help given by Britain to rebuild Germany after the war. "Without your great nation this nation would not be what it is today, defined by freedom and prosperity," the letter says. It says "should Britain wish to leave the EU it will always have friends in Germany and Europe. But Britons should equally know that know choice is irreversible. Our door will always remain open: Europe is home."  Katarina Barley, Germany's Justice Minister whose father is British, says she supports a second referendum on Brexit. The letter is signed by Andrea Nahles, head of the Social Democrats, Annalena Baerbock head of the Greens party. Also signing it are the heads of Daimler, Airbus and the German Federation of Industry. Annegret Karrenbauer, head of the CDU says it is looking for constructive proposals from Britain, now that the deal put forward in the British parliament was defeated by a large margin. "We will not block the path to Britain remaining in the EU." The letter is significant in that it changes the whole tone of German leaders across the spectrum towards Britain- as critical to the idea of Europe, and the dawning in German minds that Europe would never be Europe without Britain, would never be Europe simply with France and Germany and the other nations. ...

A Wall Street Journal poll of economists shows that China's growth is slowing to around 8%. Because the economy grew rapidly in the first half of 2010, the full year growth is expected to be 11.1%. China's central bank and the government see the slowdown as a positive indication in an effort to reduce the risks to the Chinese economy from a real estate price bubble. Rising debt of local governments after the stimulus encouraged lending by state owned banks to get projects started quickly, and led to unsustainable growth levels and real estate speculation.

The National Action Party (PAN) wins elections for governor in 3 states, including Veracruz. Voter dissatisfaction with the ruling PRI party and the administration of president Pena Nieto is putting the PAN in a better position to contest the presidential elections in 2018. The administration of Pena Nieto came in with high expectations but has suffered with low growth, and the investigation into the murder of 43 college students in Guerrero state which showed lack of rule of law in Mexico. Governance, corruption and the rule of law are major issues today in Mexico, and this favors the PAN in contrast to the PRI. The poor performance of some governors was also an issue in the elections.

Ideas for a national "bad bank" to assign bad assets and help improve the rate of bank lending in the economy from Bank of Italy head, Ignazio Visco. There is a sense that the undercapitalization of business is holding back Italy's economy, and problems are not only the high government debt level of 2.1 trillion euros. Italy's business investment per worker has declined 9% since 2009, Germany's increased by 8%, France's 2% in the same period, Mr Visco said at a banking conference in Rome in Jan 2014. Visco said the idea of a bad bank similiar to that setup in Spain would at a moderate cost free up resources to be used to finance the economy. In the current situation of weak bank balance sheets and borrowers weakened by the long austerity period, banks are not able to pass on the eurozone's low interest rates for businesses to pursue growth opportunities.

Solomon and Said give a detailed account of the events leading to the steep decline in oil prices to $61 a barrel by December 2014. The steep declines have caused a shock for OPEC and non-OPEC producers. A price decline of this magnitude may not have been anticipated by the Saudis, and there are divisions among Saudi officials and in the royal family about whether such steep cuts are best for Saudi Arabia. The price per barrel of oil for each OPEC country to balance its budget varies widely, according to IMF and IEA, WSJ, sources. For Saudi Arabia this estimate is $106, Iraq 101, for Russia $98. The Saudis have $750 billion in foreign currency reserves. At the high end are Libya at $184, Iran at $131, Algeria $131, Nigeria $122, Venezuela $117. The UAE is at $77, Qatar $60. France and Germany remained far apart on approach to banking regulation in Dec. 2012. Germany does not support regulatory powers of the ECB over Germany's small and midsized savings banks which lend to small businesses and consumers. France supports regulation of all 6000 banks in the eurozone by the ECB. Germany also raises concerns about how the regulatory powers of the ECB can affect its powers in setting interest rates. Germany does not support the British position for regulatory powers over London based banks to remain in Britain. Coming up with a new banking supervisor for European banks with regulatory powers of supervision is needed for Spain to get access to additional EU financing. This is also part of the new financial architecture for the eurozone, including deposit guarantees, which needs to be set up.

Pocketbook issues are taking increasing importance in the French election on April 24. Greg Ip of the WSJ says inflation has risen in importance more than immigration, the war in Ukraine, and other issues related to Islamist separatism. About 45% cited purchasing power as the main issue in a BVA poll, and this is even higher for people who voted for Jean-Luc Melenchon who came within 1% percentage point of Ms. Le Pen in the first round. Greg Ip says that in economic issues France has done better than Germany, Italy or the UK. Unemployment is at 7.4% the lowest since 2008. Economic output has risen more than in Germany, Italy or the the UK since Mr. Macron took office. And one study shows disposable income has risen higher under Macron than under predecessors Hollande and Sarkozy. France also spent heavily to tackle the Covid pandemic's effect on workers and companies. Ip says Macron's efforts to liberalize labor markets, simplify taxes and wage bargaining and make training programs more effective could be the reason. Youth unemployment is the lowest in nearly 40 years, and the number of apprenticeships doubled from 2019 to 2021, according to BNP Paribas. Pisani-Ferry, economist at Sciences Po says compared to past performance the French economy did much better. Le Pen has promised to cut the value added tax to tackle inflation's effect on voters. Macron has said he will be flexible when it comes to raising the age for retirement and pensions and calls Le Pen's lowering the retirement age creating problems for the solvency of the pension system and highly unrealistic.   ...

Helen Gao provides this exceptional story of how 544,000 Chinese students studying abroad far from being success stories are facing stress, anxiety, depression to an unusual degree. About 329,000 of them are in the U.S. where the $50,000 to $60,000 college tuition cost is ten times the disposable income of a Chinese family. For working class families study abroad means using up savings. Researchers at Yale in a 2013 survey found 45 percent of Chinese students on campus had symptoms of depression, 29% had anxiety. This is similar to other universities in the U.S., Australia and Britain with large Chinese student populations. Language barriers and cultural barriers pose a problem particularly in student interactions with advisers and professors. Liberal arts studies emphasize critical thinking and other skills that are not found in a results oriented, memorization from note cards oriented system in China, creating academic stress. Worse what awaits students who return is not enough recognition for years spent studying in a different environment- about 80% of Chinese students from abroad earn a mere $1500 a month, according to a Beijing think tank Center for China and Globalization report done with a recruitment agency Zhilian Zhaopin. As she talks about the experience of other students from China, Gao describes her own anxiety attacks during 8 years of study in the U.S. Her father sent pictures after his first visit to the U.S. in 1995 says Gao, with words about how he wanted his daughter to see the U.S. with her own eyes, the beauty of the country and its spirit. Years later Helen Gao of Beijing sees a different America as she walks from one Harvard campus building to another in 2015 during her last year of graduate study, one that brings anxiety, financial insecurity, and uncertainty about the future.   ...

Robert Doll, equity strategist for Black Rock, the world's largest money manager, says the growing population of the U.S. will drive economic growth in the next decade compared to Japan and Europe. He says that over the next two decades the U.S. work force will grow by 11%, Europe's will decline by 5%, and Japan's will decline by 17%. China's population growth will be only slightly more than that of the U.S. during that period and Doll expects China's growth to slow. He sees America as the best bet in a bad neighborhood. Higher immigration in the U.S. is a huge positive, as he points out economic growth is simply the product of the change in the size of the work force multiplied by its productivity. And America's productivity is good enough compared to other nations, is how Doll sees it. In 1995 the U.S. produced 25% of the world's goods and services, it was still 25% in 2010 says Doll. Other economists have pointed to this and observed a similiar pattern for most of the twentieth century. Doll sees this pattern continuing. India's population will show signficant growth and he sees greater opportunity there for long term investing. Doll sees a decoupling between U.S. stock markets and high unemployment. Most of the large U.S. companies generate a large portion of their sales and profits overseas. He estimates 40% of the business of these companies is overseas. Doll's estimate is for 70% of the incremental earnings growth of the S&P 500 companies coming from overseas markets. He also expects higher inflation with the Fed keeping it from getting out of control, and deficit cutting efforts to cut some trillions over the years. He sees favorable prospects for equities based on the money growth being strong and credit markets being good....

Real estate prices are declining in Australia, with signs of overbuilding. Growing immigration, a commodities boom with higher demand from China, slow construction and foreign investors had pushed home prices higher. Home construction in Melbourne increased by 40% since 2006, according to Australia's Bureau of Statistics. Analysts point to an oversupply of homes in Melbourne. Banks claims on other banks in China increased for the financial sector from 25% in 2009 to 43% of total loans. The risk is that many of these claims are credit extended to China's shadow banking system which makes loans to property developers and other high risk borrowers. In this situation the non performing loan ratios released by the large Chinese banks and the core capital adequacy ratios are not a good measure for protection from risk in China's banking system and conceal hidden risks. Bank of China's nonperforming loan ratio fell to 0.94% in June from 1% at the end of 2011, and its core capital adequacy ratio moved from 10.08% to 10.15%. Orlik cites China bank analyst at Fitch, Charlene Chu, abut claims on banks having less regulatory risk weighting and thus concealing risk, which makes capital adequacy ratios inadequate to cope with the amount of real risk in the bank's loan portfolio. Just as happened in Spain after decades long boom and sense of safety in the banking system, problems were lying below the surface and the situation can change rapidly. ...

Debt-Limit Harakiri

The Wall Street Journal in this editorial says President Obama is negotiating deficit reductions with Republicans to gain an advantage in the 2012 presidential elections. Its view is that President Obama is offering Republicans a Hobson's choice: if they agree to raise taxes they would be giving up on a campaign pledge, and if the government shuts down and seniors do not get retirement checks in August letting the Republicans take the blame. For this reason it supports Senate Minority leader Mitch McConnell's proposal to give the President the authority to make the debt limit increase, and for Republicans to withdraw from talks on the deficit reductions that involve tax increases.
