It can be said that the basic error was not to see president Monroe's policy for what it was - an effort to prevent the French, the Spanish or some other European power to bring back colonial rule or in some ways unsettle the affairs on this continent. Of the $41 billion borrowed by states in the US from the federal government to pay unemployment insurance benefits, $8.8 billion was borrowed by California by mid-Nov 2010, according to the Labor Department. As states try to pay back these loans state payroll taxes are rising. One estimate showed 41 states increased unemployment insurance payroll taxes in 2010 by 34%. As unemployment periods are stretched out this time, states are running short of funds. In 2008-2009 fiscal year, states collected $31 billion of unemploymet insurance taxes and spent $79.4 billon on jobless benefits.

The RBI, India's central bank, raised its interest rate by half a percentage point moving it up to 7.25% to fight inflation. The RBI's inflation target is 6%. Inflation is currently running at a headline inflation rate of 8.98% for March 2011. The RBI governor, Duvvuri Subbarao, says the bank's policy is for giving precedence to controlling inflation even if this means lowering the growth rate. RBI estimates are for the economy to grow at 8% in the current fiscal year compared to 8.6% in the last fiscal year.

Workers at the VW plant in Chattanooga, Tennessee voted 712 to 626 in Feb. 2014 to reject membership in the UAW union. This makes it more difficult for the union to make inroads in the Southern states. In an unusual step VW- cooperating with the IG Metalls union in Germany- let union organizers into the plant for over a week and cooperated with the UAW to setup the election. VW wanted to setup a works council, a committee of employees which gives management feedback for running of the plant, similiar to ones operating in Germany.

Of 7 prime ministers, only one was not a son or grandson of a former lawmaker. Shinzo Abe and Yasuo Fukuda were grandson and son of former prime ministers. Even the Democratic Party of Japan has its share of second generation members of parliament of about 20%. In this fascinating account of Japanese politics Fackler talks to Mr. Yokokume, a DPJ candidate running against the younger Koizumi, at his campaign offices. With a small fraction of the financing received by the younger Koizumi and voters at the train station telling him this is Koizumi country, Yokokume is worried that politics is for too long closed to outsiders in Japanese politics. Public opinion in Japan describes this in negative terms as depriving Japan of the fresh blood and new ideas from newcomers to politics to renew Japanese government....

The downturn starting in the 2008 financial crisis destroyed a huge portion of the average American's personal wealth- some estmates running to 40%. This was followed by periods of unemployment which depleted savings accounts, lower wage jobs, and followed by further erosion of savings accounts with little or no interest. The gains on the stock market have one problem- the benefits go in large part to affluent Americans who are already well prepared for retirement. Airbus will be run by Louis Gallois as head of the management team with Thomas Enders reporting to him. Ruediger Grube becomes Chairman of EADS. He will oversee Gallois and Enders and the rest of the Airbus management team. The dual structure was considered inappropriate for a company in a competitive business environment and blamed for many of Airbus's recent problems. It has been taken out with Gallois now in charge of decisions and responsible for the running of the company. This was important to French president Sarkozy and agreement was achieved with Ms. Merkel, his German counterpart.

Republican voter sentiment in Springfield, Ohio. Warren Davidson is running for former House Speaker Boehner's seat in this Congressional district in Ohio with the support of Tea Party activists. The median income in the city is $31,635, $15,000 less than the Ohio median. The population has declined from 80,000 in the sixties to less than 60,000, according to Census Bureau. Only about 15% of the Springfield population has a college degree compared to 30% in the U.S. Speaker Boehner had a small group of loyalists and tight control of the Republican party in his district, leading to charges that he was too close to the establishment and business. Trump has support from Republican voters who feel the party has drifted away from them.

Frank Rich of the NYT thinks Obama's problem is not the GOP which is losing public support very quickly as the CBS/New York TImes poll shows, or the mortgage rescue plan and the shaping of new priorities in his address to the joint session of Congress which have increased in popularity for a people nervous about the economy, but the increasing unpopularity of the banks and financial institutions. His plan for financial institutions lacks the clarity and direction of his other efforts, says Rich. And Geithner who was protegeof the old boys Greenspan, Rubin and Summers who got the country into this disaster, is not the man who can convince the people. Therein lies the President's problem. He has chosen these people to come up with the solution to the banking crisis, and he has to sell this hugely unpopular solution with his advisors too timid and too complicit in the origins of this problem, that they have not been able to craft an effective plan. And the people who run these banking institutions are still running these institutions, and the people who run these auto companies are still running these auto companies, something that is hugely unpopular with the people as the CBS/New York Times poll shows. Only a new management, a new board, and a fresh clean beginning, and a convincing plan, would convince the people that another big bailout of $750 billion in banking "asset purchases" on top of the previous $700 billion bailout is going to work....

This editorial in the Economist says Spain's economy has recovered to pre crisis levels by 2018 with growth at 3 percent. It says Spain had a bigger crisis than Italy and took stronger measures under prime minister Rajoy to fix problems in its banking system, address the housing crisis, and unemployment. Italy's steps by comparison were timid and faltering. Mr. Rajoy had his problems including corruption scandals in his party and a poor handling of the Catalan drive for independence. Yet Spain owes muchas gracias to Rajoy for his leadership in bringing Spain out of the housing and economic crisis, and for running the country for two and a half years after losing his majority in parliament.  Another difference with Italy is the generally favorable attitude to immigration for all parties. Of the newer parties Ciudadanos remains at the centre and the Podemos party remains to the left in politics, as part of the populist changes in Spain during the economic crisis. The new government of Pedro Sanchez has a positive attitude to immigrants and to women, with the largest number of women in the cabinet of any European country. ...

A big influx of Yes voting members changed the party after 2014, and unable to cope it simply continued to function without modernizing its mechanisms for the last decade. Another problem appeared to be that power was concentrated in the husband and wife couple of Murrell the party's former chief executive who helped the party's electoral prospects, and Sturgeon as deputy leader. For much of the time party insiders say loyalty to Sturgeon after she headed the government, meant there was no effort to modernize the party with the growth in membership, and no serious discussion about this. Stuff got steamrollered. One insider says party leaders were inexperienced in handling a party of this size and did not realize that these problems would build up. It also reflects the support given to challenger Kate Forbes for the leadership election. What it means for Britain is that Labour and the Conservatives can count on Scotland, formerly a base for Labour, to give the leading British parties a decent chance in the next election on cost of living and public services issues. Issues that are uppermost in the minds of people in Scotland, to gain an overall parliamentary majority to tackle the issues of health, education, public services and climate change after the pandemic. ...

Bernie Sanders who won in 23 states running for president says the American system is broken and this is why DJT won in 2026. He says Biden genuinely wanted to bring the changes to help workers. Other Democrats simply wanted to patch the system, a little here a little there. This he tells Reid Epstein of the NYT is not working and Bernie Sanders says DJT is right that the system is broken. Sanders excoriated billionaires in his speeches. Yet the tech billionaires at Apple, Google, Microsoft, and Amazon have over the last two decades supported Democrats and yet paid a lower tax rate than firemen, police, teachers. Apple paid less than 15%, Google less than 16%, Microsoft less than 18% and Amazon less than 9%. This also constitutes an oligarchy similar to the oil companies and pharmaceutical companies. This makes it difficult to have a fair system of taxes that can fund the Nation's crumbling infrastructure, its manufacturing, its chips and advanced technologies, health and education of children. Sanders is focusing his efforts or 2025 to 15 Congressional districts where Republicans won by very thin margins. And he is on his way to Iowa City and Omaha, Nebraska, where the margins were so thin to get his message to workers.  This interview also provides a hint of how DJT has approached the issues with a willingness to try unconventional approaches and people who did not fit the mold. RFK Jr. at Health, Tulsi Gabbard at Intelligence, Lori Chavez at Labor. Something that Democrats have failed to do to look at different ideas and find solutions to intractable problems in unconventional ways. India's foreign exchange reserves of $295 billion cover about 7 months of imports. This is not enough in currency reserves for India's central bank to take actions to prevent a depreciation of the Indian currency, the rupee. The central bank, RBI, has taken other actions including giving local exporters 15 days to convert half their estimated $7 billion foreign exchange holdings into rupees. Analysts say the RBI is running out of policy options and is down to micromanaging the currency. India's trade deficit was at $13.4 billion in March 2012 with rising cost of importing oil and lower exports. The rupee is close to 54 rupees to the dollar.

President Yudhoyono picks the former finance minister and central bank governor Boediono, a respected economist, as his running mate for elections in July. Indonesia is still growing at a rate of 4.4% from a year earlier, down from 5.2% in the 4th quarter. As economy minister till earlier this year Boediono was instrumental in getting a popular program to give $20 a month to Indonesia's 19 million poorest families, reaching about a third of the country's 240 million people. This is similiar to programs in place in Brazil and India, though the Brazilian program works with incentives for parents to send their children to school.
