Is time slipping away for Russia to restore what it sees as its special relationship with Ukraine, as Ukraine finds its own identity through its language and independent Orthodox Christian Church since 2019. This WSJ podcast report is by James Marson who lived in Kiev from 2007 to 2012, and Ryan Knutson, with the Archbishop of St Michael's cathedral in Kiev, and the editor of Elle magazine edition in Ukraine joining in.  To understand Ukraine one has to know that Russian is the language of the cities, which means people in Kiev speak Russian. People in the countryside Ukrainian. This is very unusual for a nation and it shows the condition of the country for centuries where intellectuals in cities dominated cultural and political life distant from the people in the countryside. For centuries Ukraine was dominated alternately by either Poland and Lithuania or Russia other than a period of 200 years around 1250-1400 when the Mongols were dominant. The peasants and countryside suffered greatly as in India and other parts of central Europe in the long history till the modern period in 1900.  Russians see their origins in the Kyivan Rus, a state bringing together the different ethnicities Ukrainian and Russian in the period 1000-1240 under the Byzantine Church in Constantinople. Kyiv, the modern capital of Ukraine called Kiev today being the capital of this state. This is the cultural connection that president Putin and Russians see as one they do not want to see drift away. After the Russian state drove out the Mongols in 1240 the northern provinces and Kiev became part of the Polish-Lithuanian Commonwealth, and the rest became part of a new Russian state. After 1650 Ukraine became part of the Russian Empire and by 1800 with the partition of Poland was fully made part of the Russian Empire. Russian is now after 1800 the language of the intellectual class in Kiev and the cities, and Ukrainian language persists in the countryside. In 1804 Ukrainian is banned as a language and subject of instruction in schools. The end of the Russian Empire under the Tsars in 1917 ended the ban on the Ukrainian language and a period of respect of the cultures of the different soviet republics including Ukraine ensued. Putin has strong feelings on Kyiv, or modern Kiev, as the place where Russia as a country began. He wrote a 7000 word essay says this report in WSJ in 2010 on this relationship as he sees it.  Yet the period of protests in Kiev since 2010 has resulted in Ukraine building  its own identity as a nation. Magazines in the country are required to use Ukrainian for 50% of their circulation. People in Kiev now use Ukrainian instead of Russian as the sense of national identity is being revived. During 1917-1921 Ukraine fought a war with the Bolsheviks after the Russian Empire collapsed. This history is why Russia is acting now to push for Ukraine not drift completely away. It is also what makes Ukraine different from Poland which has cultural ties to Western Europe. It is why the US or Germany is not willing to go to war with Russia over Ukraine, as it would over Poland. It is also why Russia may not see war as the best option as about one third of Ukrainians say they will fight to defend their country, according to this report. The situation is complex and this is why both sides want to negotiate some way out in which Russia wants the US and NATO respecting its sense of connection with Ukraine in its history with Kyiv as the place Russian state started, and Russia not going further. Russia's tangible proposal is for no to Ukraine joining NATO or the European Union. The US and Germany want something else- the right of Eastern European nations that suffered from Tsarist or Soviet domination or German Hapsburg domination to finally be able to assert their own right of self-determination as democratic countries. This would include Finland. And also Sweden. Ukraine is not another small Eastern European country. Population is 44 million and it is the second largest by area in Europe after Russia.  Russia may also see the move to bring this up at this time as a way to unify the country against what it sees as threat from NATO. As Brendan Simms of Cambridge notes in his recent book -Europe, France went through a period after 1600 when it needed external danger as a way to unify the country, as much as unity of the country to fight external danger. The economic costs after building Nordstream II pipeline are to0 great for both Russia and Germany, and for the US and Russia during the pandemic, which means there is a real need to find a way out for all sides.     ...

This personal portraiture of Sarkozy reflects Sarkozy as a man, but it says little about some changes he brought, which could be regarded as his singular achievements. One is his courage in discontinuing old colonial policy in Africa and the Middle East. Sarkozy took the initiative in Libya and Tunisia, and Libya owes much to Sarkozy. Sarkozy also worked to build closer European ties, something he came under much criticism, such as his ties to chancellor Merkel. Pictures of Sarkozy and Merkel on the beach in Deauville, France, come to mind. This is a path Hollande is also likely to take, except that he would bring to bear the French viewpoint, which is a good thing. It would still benefit from the idea that Sarkozy gave the German viewpoint a good hearing before it was fairly rejected in France on its merits and economic good sense.

German chancellor, Angela Merkel, appeals to members of the Christian Democratic Party to support the European project at a party convention in Leipzig on November 14, 2011. "We live in times of epic change. Our political compass has not changed. But the context is constantly changing," said Merkel. The 2 day convention used the motto: "For Europe. For Germany." Her message was that it will take years of hard work to fix the crisis and yet this has created an opportunity to put the European project on a sounder footing. Finance Minister Schauble put it succintly as he supported Merkel's appeal: "We now need to build the political union in Europe we never managed to build in the 90's." This comes as changes are taking place in Europe with new unity governments being formed in Greece by Mario Monti, a former EU commissioner, and in Greece by Papdemos, another EU official. And it comes as a head of Italy's central bank, Mario Draghi, who had pushed for stricter controls on spending by the Italian government, is now the head of the European Central Bank. Merkel also hit on the theme of a stricter financial union, and the need for courage to change the treaty underlying the European monetary union to allow strong, automatic sanctions for violations of the treaty. She also emphasized that the government had ruled out issuance of eurobonds that makes the EU as a whole responsible for the debt of individual countries. On that point she said: "Everywhere we look we find behaviour that cannot go on for long. Everywhere people are living as if there is no tomorrow."...

Britain's prime minister David Cameron seeks a "better deal" for Britain before the planned referendum on Britain's membership in the union. Changes Britain is seeking are: restrictions on some social welfare benefits for European migrants for 4 years, guarantees that Britain and other countries using a currency other than the euro would not suffer economic discrimination, and more powers for national parliaments to block European laws. A less tangible change is one that relates to the preamble to the Treaty of Rome, signed in 1957, the founding treaty for the bloc, which says: "Ever closer union among the peoples of Europe." This is similiar to the preample to the American Constitution: "We the people of the United States in order to form a more perfect union." The euroskeptic wing of the Conservative Party objects to this term "ever closer union," and Cameron will seek a pledge to change the wording. Yet as experts point out the phrase was put in as a result of British requests from the John Major Conservative government in response to a stronger wording from the Dutch government suggesting a federal Europe. Veteran reporters and negotiators at the Maastricht talks, say it is strange that Britain is now objecting to the words. Stephen Wall, a British historian on Britain's relations with the European Union, and a former senior official in the British government, says Margaret Thatcher and other British prime ministers did not object to this. That this issue comes up now is a result says Wall, of Britain's sense of being on the sidelines, of being on the outside to a close partnership between the French and the Germans, and as a result of being outvoted on issues Britain considers important. The president of the European parliament, Martin Schulz, says the change would require the approval of all 28 EU members, and an alternative is for a declaration that states Britain is not included in the sense of the phrase....

The British parliament votes 321 to 278 on a motion that rules out leaving the UK specifically on March 29 without a deal negotiated with the European Union on future relations. The margin of votes was 43. Thirteen government ministers abstained from the vote. The repeated votes in parliament are a tactic used by the prime minister Theresa May to get her party members to back the deal she has negotiated with the European Union. The ruling Conservative party is split on whether to leave the European union and if so what the relations should be between Ireland and Northern Ireland, whether Britain should remain in the customs union of the EU.   The repeated votes have only exacerbated and made worse than before the divisions in the Conservative Party, leading to a view that only a second referendum can break the deadlock. The indifference shown in France and Germany by business and the public to Britain's membership, and the manner of handling of the immigration crisis by Chancellor Merkel with large numbers of African and Arab immigrants entering Germany, have contributed to the dissension in Europe over Britain's right to control the flow of immigrants across its borders. The deeper Merkel positioned the ruling CDU party to welcome migrants in 2016-2017, the more skeptical the British public became on the free flow of people in the EU leading to the large bill boards on open immigration in Europe during the referendum on EU membership and the small margin in favor of leaving the EU. Austerity policies of Cameron and Osborne over two terms only increased the divisions of British society. The lack of good leaders in the Conservative Party has worsened the crisis. Theresa May comes from a London constituency which voted against leaving the EU, yet has taken up the leadership of the different Leave factions in the Conservative Party as she sought the position of prime minister after Mr. Cameron. Prime Minister Cameron promised the referendum on EU membership in a ploy to win votes in a closely contested general election and called the referendum not anticipating the result, and resigned as  prime minister. By being against Britain leaving the European Union, yet willing to use the issue for opportunistic vote getting in a close election Cameron and other politicians in the Conservative Party split the country in what some have called an act of recklessness. The votes in parliament and possible fesh elections, a second referendum, are a way to find a solution to this mess.   ...

In comments made to the editors of the New York Times, Mario Monti, the prime minister of Italy, says the European Union will endure because it was in the vital interests of Germany. Competitive devaluatations if a number of countries exited the eurozone would have an enormous harmful effect on Germany. Germany is an export dependent economy and sends two thirds of its exports to EU countries. In the unlikely event Greece leaves the eurozone, Monti says effective political policy responses can be expected to prevent this from affecting the rest of the eurozone. Monti is on a visit to the U.S. for talks with President Obama. He praised the effort by Greece's prime minister Papademos to meet the demands of international lenders in difficult conditions.

A proposal to transfer debt in excess of 60% of GDP of all eurozone countries into a single fund to be paid off in 25 years is gaining attention in Germany. It is seen as finding acceptance with Germany's Constitutional Court. Angela Merkel, the German chancellor, says eurobonds are unconstitutional in Germany. Germany calls instead for greater European integration and transfer of powers from sovereign governments to a European banking supervisory authority. In early June 2012 discussions continued in Berlin between Manuel Barroso, president of the European Commission and Angela Merkel of Germany. A senior Indian diplomat, and former ambassador to China, Gautam Bambawale, says China's action in the June 15 clash at Galwan Valley was the worst violence since 1967. He sees it as a premeditated and well thought out action. His view is that India's relations with China will deteriorate further. That this was an action by the PLA to take territory to what it sees as the LAC or border. For small tactical gains he says "China has strategically lost India." This will impact trade and other relations going forward in his view.  Nothing of this sort was expected says Bambawale. All the agreements put in place since 1993, everything for tranquillity at the border, all the mechanisms, have now collapsed. Bambawale has provided a very lucid and clear account of the relations and the border issues. He goes on to say that Chinese observers have given reasons for the Galwan clash with PLA- that India should stay away from the US and other democracies such as the European Union. Some reflection shows that the opposite has happened. And further reflection would show that the same situation was repeated in the period of transfer from British Empire to Republican India, and from Nationalist China to Communist China from the period 1947 onwards. Different perceptions and different leaderships that gave the perception of gaps between the two countries. In the 1950's after the Korean War Chinese perceptions about India could have led to the incursions that brought China to the borders of India in 1950, similar perceptions of gaps in development and capabilities could have led to the conflict in 1962. From 1993 peace prevailed with India after China entered the World Trade Organization under president Clinton in 2001 following a 10 year effort. Because the focus in China was on development after a series of crises, internal sense of a widening technological gap with the US and Europe, disagreements with the Soviet Union, and the experiments with market economy, internal struggles for democracy. With that period coming to a close as the new trading relationship has led to working class losses in factory jobs in the US, China is faced with protecting its economy as it and the US look at changing supply channels and how it affects both countries. It is a critical time for China as it faces governments in US, France, UK and Canada determined to protect their own interests in manufacturing jobs, renewing supply channels, and in technological advancement. The response is similar to that in 1962 when seen from the Communist party perspective as a gap has opened up with India following China's progress in the 30 year trading relationship with the US and Europe. That gap and the difficult situation China faces today with the US and EU in trade and technology has brought forward the Galwan clash and future clashes in Ladakh and at the border.  As Mr. Jaishnkar, India's Minister of External Affairs as well as former ambassador to China,  has pointed out this is a very different aspirational India that China faces. The same kind of grassroots development that happened in China and rapid pooling of capital, human resources and technology inputs for development is taking place in India, and will continue for the next two decades, quickly bridging any gaps in modernization between the two countries. The difference between a youthful population in India and aging population in China and Japan, is likely to add another dimension. China's Buddhist culture that came from India is not likely to go away, more likely is that China will see a revival of Buddhist ideas of wellness and living more as culture than religion. The experience with British colonialism that prevailed both in India and China, and which from its base in India caused so much grief to China during the Opium wars will recede from memory. Extending borders from historical memory of Japanese incursions into border areas in Manchuria could have led leaders after 1950 in China to extend borders to remote areas in the Arunachal region of India and communist theory books may have created the perception of defensive moves. In the context of an aspirational India similar to China, and no real intention on the part of India to extend itself in any way to China's provinces in Sichuan, this extending of borders as a defensive move will be seen as stemming from memories of Japanese incursions in the 1930's, but simply costly and not relevant in any way to China's own aspirational development and progress. ...

Rappaport of the NYT asks how it is possible that the U.S. Treasury is critical of the EU Commission's ruling that Apple pay back $13 billion in taxes because of its low tax rate of .005% in Europe, when Treasury is strongly critical of tax avoidance. The negligible tax by Ireland, base of Apple operations, is seen as a state subsidy not available to competitors. It also, as the EU Commission says, does not correspond to economic reality because the revenues are mostly made outside Ireland. An arrangement that is basically a strategy of tax avoidance. Today the leading candidates for president, Trump and Clinton, the major parties, and Congress, all are critical of tax avoidance strategies which deprive Treasury of much needed revenues. Restoring upward mobility is a priority today and programs to provide tution free access to public colleges, healthcare access, and infrastructure development, require public funding. Then why is the U.S.Treasury critical of the EU ruling? It is because Treasury sees this as money that should be coming to Treasury not the EU. However Treasury has failed to make this clear. The Financial Accountability and Corporate Transparency Coalition's Clark Gascoigne, calls it very ironic. And other experts say the money would not be coming to the U.S. anyway unless a low tax rate induces Apple to repatriate profits to the U.S. One expert calls it hypocritical. Senator Schumer says he agrees with Paul Ryan that tax legislation for a low tax rate for repatriation of profits back to the U.S. should be the next step, so that an infrastructure fund can be setup. Senator Levin and transparency advocates sees the EU action as normal and to be expected, as the anti-establishment sentiment today comes from such dealings that create the impression that the system is rigged in favor of some corporations. ...

Christian Noyer, the Governor of the Bank of France, says that the supervisory infrastructure and deposit guarantee structure for the eurozone has not kept up with the creation of a single currrency, leaving an obvious gap that has to be fixed. Of particular importance is the link between sovereign and banking risks that is behind dangers in today's eurozone crisis, especially in Spain, which he says should be broken. The creation of a single euroarea supervisory authority is a prerequisite for a deposit guarantee fund that will separate and delink bank and sovereign risks. The other step is to create a banking resolution scheme similiar to what the U.S. has setup, with the FDIC having a resolution plan to come in and unwind a failing bank, include large banks with systemic risk.

Michel Sapin faces the challenge of convincing the EU and Germany that France should get more leeway for tax cuts and other measures to boost the economy and lower unemployment. He has been through difficult situations before when following approval of the Maastricht Treaty the French Franc came under speculative attacks by investors betting France could not implement the Treaty. At the time he was finance minister in the Mitterand government. As labor minister since 2012, Sapin implemented Hollande promises in the elections- for government sponsored jobs for young people, creating contracts to bind young and older workers in the workplace, and reform of professional training schemes.

Japan has coped with its long period of low growth by increasing the temp workforce. Loss of nontraditional workers jobs was 158,000 between October and mid February and accounted for much of the 220,000 jobs lost in the October to January period, according to the Japanese Labor Ministry. During the years that EU countries liberalized their labor markets allowing the hiring of temporary workers. During the 1990's Spain, Italy, Greece began allowing the hiring of temporary workers and workers on shortterm contracts. Germany allowed temporary workers and loosened labor laws earlier in this decade. By 2007 17% of the workers in the EU countries which share the euro were temporary workers. Many of these are young people or immigrants. But the labor laws in the EU for permanent employees remained the same and the worker protections were in place, including unemployment benefits and severance. This helped bring the EU unemployment rate down to 7.2% in 2007 during the upturn years. Now this whole process is going into reverse with the young and immigrants hit hardest. In Germany it costs 11,927 euros to layoff a permanent employee according to the Cologne Institure of Economic Research, and zero for laying off a shortterm employee. Now as the economy deteriorates the shortterm workers are being laid off first in large numbers. BMW has laid off 5000 shortterm workers. And short term contracts usually last only 4.7 months on average in Germany, about 12% of temp workers in Germany get hired as permanent workers. To get full unemployment benefits the workers have to have worked steadily for at least 1 year in Germany. ...
