This WSJ editorial says president Obama's inaction, including the smaller step of not putting in place a safe zone in Syria, comes at a price for Liberals. The recent action by Governors in Michigan and other states turning down Syrian refugees, it says is one of the moral consequences of Obama's policies. For Liberals it says a policy of inaction and turning America's back to the needs of ordinary Syrians during the Arab Spring is not neutral, it also has consequences. The consequences for Liberals is the steady stream of refugees to Europe, and the greater intolerance in western societies as the safe havens created by these policies in the Middle East lead to terrorist actions in Europe or the U.S. In short doing little or nothing carries risks for the kind of society liberals want to see. Through developing policy in response to the Bush Administration's policies the Obama administration makes a series of errors of its own that compromise liberal values, including the collapse of the Arab Spring without American and western support, and the creation of a huge refugee crisis in Syria, Iraq, with a spillover to Jordan and Turkey, and further spillover to Europe. Liberals in Europe also face a similiar situation, including Liberals in France....

India replaced a patchwork of 15 state and federal taxes with a unified single Goods and Services Tax to ease the hurdles for businesses to operate nationwide across state boundaries. This is a major a accomplishment for the Modi government as it is expected to increase economic growth by between 0.5% to 2%, according to experts. This removes the obstacles to growth and doing business when companies had to comply with a maze of different tax policies by individual states. Ironically the GST was introduced by the Congress party government in 2011, but opposed by opposition parties then and the Congress party in opposition now in the upper house, Rajya Sabha. By winning the support of smaller parties the Modi government was able to reduce the influence of the Congress party and get the constitutional amendment passed for the single GST tax system replacing the old patchwork taxes. The amendment has to be approved by the majority of state legislatures in India and by the president. Parliament must pass legislation to setup the new tax system, and state legislature pass their legislation. Issues at what rate to set up the GST remain to be solved, with the need to avoid sparking inflation and thereby hurting slow job growth with millions of young people entering the job market each year. ...

DJT tariffs are compared to tariff increases from 38% to 49% under president McKinley in 1898. As Ways and Means Committee chairman McKinley stood for higher tariffs but on a reciprocal basis and later in his term which ended in 1901 McKinley supported tariff reduction to improve American exports. McKinley and Teddy Roosevelt his vice president in 1900 are role models for DJT. McKinley's other policies were to keep the country on the gold standard rejecting a silver standard proposed by William Jennings Bryan that was seen as inflationary. He also followed the Monroe Doctrine that rejected interference of European powers in the American subcontinent by taking Cuba and Guam, Spanish possessions in the American continent and the Philippines during the Spanish American War of 1898, that brought Teddy Roosevelt to national attention.  As Assistant Secretary of the Navy under McKinley, and author of the Naval War of 1812, Teddy Roosevelt too strong action to build up America's Navy and he took decisive action against Spain after sinking of the Maine in Havana harbor. Roosevelt said- "I would regard war with Spain from two viewpoints: first, the advisability on the grounds both of humanity and self-interest of interfering on behalf of the Cubans, and of taking one more step toward the complete freeing of America from European dominion; second, the benefit done our people by giving them something to think of which is not material gain, and especially the benefit done our military forces by trying both the Navy and Army in actual practice." ...

This is the higher education equivalent of the moonshot says one education expert. The community college initiative of President Obama would double the numbe of people graduating out of community colleges. About six million students a year enroll for credit at America's 1200 community colleges, but only about 555,000 earn a two year degree, and another 295,000 a year earn a vocational certificate. The administration is putting a big emphasis on community colleges. Martha Kanter, the former chancellor of the Foothill-De ANza Community college district in California, has been appointed to the No.2 position in the Education Department. Arne Duncan made his first official visit to Miami community college, and Joseph BIden's wife teaches at acommunity college. The way community colleges have functioned in the American system of higher education, is that they provide post-secondary schooling for low-income studetns who have few other options. This works through open admissions. And most students are employed adults attending parttime; and according to some studies more than half need remedial courses before tackling college level work. The Obama effort is to require community colleges to work harder to retain students until graduation, and to encourage partnerships between community colleges and employers to offer workforce training. Without the access to the additional funding community colleges would actually find themselves in a bind, with rising enrollment rates just as their funding access deteriorates with state spending budget cuts. Debra Bragg, co-director of the Forum on the Future of Public Education at the University of Illinois, says that most new graduates produced under the Obama proposal would complete certificate programs, usually lasting 6 months to ayear , offering specific credentials for middle skill jobs. These jobs could be in healthcare, information technology, or other growing areas. See the article in BW showing the problem that is growing of unfilled jobs in many growing fields during a period of high joblessness, because of amismathc between the qualifications of jobless people and the requirements in the new fields. An example id autoworkers in Michigan taking up new skills for jobs in other fields. In this sense this program can be immensely useful in closing the gap. Richard Haas, President of the Council on Foreign Relations, points to the need to reallocate the resources that are tied down in Afghanistan, to other needs in the area of national security. This especially true he says, considering the limited US interests in Afghanistan and the other threats in national security that the US needs to address around the world. He points to the grave threat to national security arising from the US deficit and the country's finances, with the $125 billion allocated to Afghanistan being a significant contributor to this. Savings in Afghanistan can be used to strengthen defense needs in other areas such as North Korea and Iran , modernization, and for reducing the deficit. He sees the resources spent in Afghnistan being a strategic distraction when other threats are building with nuclear developments in Iran and N. Korea. He cites the intelligence findings that the situation in Afghanistan will not improve with the Taliban connections in Pakistan, and the lack of a good partner in the government there. As for Pakistan, Haas says that the situation there is not to be understood through Afghanistan. The threats there are not external, they come from deep divisions within Pakistani society, and poor governance for most of the period since independence in 1947. The US should scale down to counter terrorism operations with a smaller force closer to the troops before the surge of 30,000, and not engage in the state-building that it is currently doing. On the efforts by Gen. Petraeus to get more resources, Haas says Petraeus is looking at the situation from the area of operations in Afghanistan, whereas the President has a different role. The President has to address all the challenges the US is facing now and will face in the near and medium term future, and he has to do this with the limited resources available for national security....

Walmart comes out in favor of requiring employers to provide health insurance to all workers, a central feature of President Obama's effort to provide near universal coverage in the USA. As the country's largest private employer, employing 1.4 million Americans, this change is significant. In a letter to the President, Walmart CEO Mike Duke, joined by Andrew Stern of the Service Employees International Union, and John Podesta of the Center for American Progress, who also signed the letter, say they are for an employer mandate which is fair and broad in its coverage. Walmart had a couple of reasons for doing this. For one Walmart needed to join the negotiations, as the Senate Finance Committee is considering other proposals that are less favorable to Walmart than employer mandate. Already Walmart is covering 52% of its employees, and has improved health benefits in recent years in response to criticism of the company. The industry average is 45%, according to a 2008 Kaiser Foundation study, and some companies do not provide the health benefits that Walmart does, so this helps level the playing field by requiring all large companies to share the burden. Walmart wants to see effective cost controls to keep costs down, and Rahm Emmanuel, the President's chief of staff, assured Walmart that "cost control and employer mandate are heads and tails of the same coin." Under the plans considered by the Senate Finance Committee under Max Baucus, small businesses are exempted from the employer mandate. Republicans have opposed employer mandate. And the U.S. Chamber of Commerce has opposed it saying it would make companies lower wages and cut jobs. Walmart's shift has been gradual. From a company used to providing skimpy benefits, it has evolved as it improved benefits, and two years ago it joined the SEIU union to call for affordable health care for all Americans by 2012. It has Mr Dach as its governmental affairs vice president, and this is significant, as Dach is an advisor to Democratic party politicians....

The U.S. government partially shutdown on December 22, 2018, after members of Congress failed to reach a deal on funding a border wall with Mexico that president Trump has supported. Mr. Trump is seeking $5 billion for constructing the border wall which he sees as needed for securing the border. Two bills in Congress provide $1.3 billion and $1.6 billion in spending. The shutdown comes at a time of Christmas holidays with Democrats and Republicans continuing negotiations for a deal. A House Bill provides $5.7 billion for the wall, but faces a hurdle in the Senate where 60 votes are required and Republicans have a slim 51-49 majority. The border wall with Mexico is part of Mr. Trump's core campaign pledge. Mr. Trump sought to blame Democrats for the shutdown.

However what works for a family does not work for a country in the same way, especially if not accompanied by other measures and implemented in a strict manner without looking at the real situation. Better suggests Shiller, and more real is the metaphor of "winter on the family farm," where people work to do other chores than planting and harvesting, because a lot of other things need to be done and this is a good time to do it. This would include cleaning up the place, fixing the farm and the barn, fixing machinery, building fences. The farm's members pay a tax in terms of donated labor which goes to do all the work needed and helps the farm's productiveness as the weather changes. Similiarly the Salant-Paul Samuelson balanced budget theorem from the FDR days shows an increase in national output by the amount of a tax, such as the one proposed in France by president Hollande; that would then be invested in hiring more teachers (the labor) and investing in education infrastructure....

Argentina's new president takes over a failing economy in 2019. Mr. Fernandez declared a public emergency until 2020. A legislative package recently passed includes tax increases on the wealthy, tax relief for the poorest, a 30% tax on foreign currency transactions abroad, and a currency cap of $200 per person per month imposed by the previous Macri administration.  About 70% of new revenues will go to social programs, including free food vouchers for two million of the poorest Argentines. About 40% of the people in Argentina are in poverty, according to the World Bank, a shocking figure for a country that should be doing better given its natural resources and agricultural resources. The economy is suffering from hyper inflation at over 50%, jumping external debt at 90% of GDP. Total debt is $332 billion including a $57 billion IMF loan. About half the total debt is in foreign currency and is hard to service now that foreign currency reserves have fallen from $66 billion to $43.5 billion. The debt restructuring strategy now is to delay as much of the $70 billion of repayments due before the end of 2020.  ...

The new law passed by unanimous vote in Congress to be signed into law by president Trump requires Chinese companies to have financial audits inspected by U.S. regulatory agency for them to remain listed on U.S. exchanges. However as the WSJ points out in a separate article this does not restrict Chinese companies access to global capital in unfair competition with the U.S. because the law goes into effect over 3 years giving Chinese companies. American investors can also invest in the Chinese companies on the Hong Kong stock exchange unless their entire thinking process changes seeing what is best for America as best for them. ...

China's central bank reduces its reserve requirement ratio, required money set aside by commercial banks and not used for lending. It lowered by half percentage point to 13% the amount of reserves Chinese banks are required to set aside. As the economy has cooled recently with trade tensions with the U.S., China's growth has slowed to 6%. The move frees up $126 billion for lending. In a speech this week president Xi used the word "struggle" over a dozen times. The State Council has plans to allocate more money for vocational training, to expand railways construction.  Analysts of S&P recently estimated China's economic growth over the next decade at 4.6% on average if the trade dispute gets to a stalemate, if trade dispute worsens it could drop to 3.7%. The trade dispute has dampened the mood at China Development Forum in Beijing, with attendees saying the distrust between the U.S. and China is based on deep concerns about each other. Besides the lending increase planned, the central government is pushing local governments to find projects to create jobs. This article in the NYT provides a look at the features of the Republican House Health Care Plan- Both the Affordable Health Care Act and the House Plan provide incentives for buying insurance- the ACA bases these incentives on income levels whereas the House Plan does not provide additional help for low incomes or elderly. Incomes at $20,000 would see a loss greater than  $2000 under the House Plan and as many of the elderly poor living in high cost areas may not have the resources to make up for this loss of subisidies they may forgo buying insurance or have insurance coverage that protects only in a limited way. President Trump has given assurances that all will be covered. For people with incomes of $50,000 or $75000 the loss of $2000 subisidies would also have some impact. At larger incomes or the well to do the subsidies are not handed out under either plan. Under the ACA the emphasis was on income levels and high cost insurance areas the subsidies were greater, under the House Plan the subisidies would be higher for the elderly compared to the young but very low income levels are not given additional help.     ...

Jeroen Dijsselbloem, was finance minister of the Netherlands for 3 months when he was appointed to the position of Eurogroup president in Jan 2013, succeeding Luxembourg's prime minister, Jean-Claude Juncker. He is a 46 year old agricultural economist and a member of parliament for the Labor party, considered by many to be inexperienced for the job. He is outspoken compared to his predecessor. His comments about bank rescues being made by having bondholders and shareholders take up the cost, followed by depositors, has roiled financial markets. Shareholders and junior bondholders were wiped out as part of the nationalization of Dutch bank SNS Reaal NN in Feb. 2013, but depositors were safe. The reference to depositors has created anxiety for depositors at eurozone banks. Dijsselbloem's remarks about the Cyprus bailout and depositors taking losses as a model for future bank bailouts in the eurozone were criticized by many EU officials, including Benoit Coeure, a member of the ECB's executive board. Coeure told French radio station Europe 1: "The situation in Cyprus is very particular, and there aren't the same banking problems in other eurozone countries." Later Dijsselbloem referred to Cyprus as "an exceptional case." Similiar criticism was voiced by the opposition in the Netherlands parliament....

A women's rights advocate, and mayor of Seoul, South Korea, and one who as a lawyer was active in defending women's rights against harassment, is found dead. This happened 2 days after a former secretary who joined his office in 2017 filed a complaint at a police precinct about sexual harassment. Park Won-Soon was mayor of Seoul since 2011 and led the fight against the coronavirus. He had also fought for civil rights with the ruling party leaders in the struggle against the dictatorship in the 1980's.  The city of Seoul was in shock after it became apparent that Park had killed himself. South Korean president Roh Moo-hyun took his life in 2009 after the state prosecutors began investigating corruption allegations against his family. Culture in South Korea and Japan is changing from a long history and tradition of male dominant society as women assert rights to equality under the law and fair treatment at work. This is an unusual twist to the story as Park was actually one of the people initiating and supporting constructive change, and is the reason it has led to mourning in South Korea for the loss of Park Won-Soon.  ...
