Land prices went up by 500% during the last decade and developers went on a building spree in Spain. 800,000 units were built in 2007 alone. Many of these developed areas are now ghost towns. Coastal villages were turned into residential areas for vacationing Spaniards and for retired people from other parts of Europe. At the peak of the boom in real estate the construction sector accounted for 12% of GDP, double the level in Britain and France. Spain's deputy finance minister, Jose Campa,says that the adjustment in housing prices has already taken place. Yet housing prices are down a modest 12.8% from the peak according to the Bank of Spain. And that leaves plenty of skeptics. The estimates of the central bank, the Bank of Spain, are that banks in Spain have $280 billion in "problematic exposure," on their books, out of $580 billion invested in real estate and construction. With the lack of adequate disclosure it is hard to estimate the real exposure of Spanish banks. To improve investor confidence, the Bank of Spain is forcing banks to make more disclosures and to acknowledge bad assets faster....

The $3.3 billion Electrolux paid is much less than estimates made earlier, showing the still depressed state of the housing market. Electrolux shares went up 5.1% in Stockholm. Different perspectives on the "zero tolerance" policy implemented by Martin O'Malley when he was Mayor of Baltimore during 2000-2006, are described here by WSJ's Laura Meckler. O'Malley sees the policy as having reduced crime in the city, yet David Simon a reporter for the Baltimore Sun, who created the HBO series 'The Wire,' sees this differently. The HBO series was critical of the Mayor and painted a less flattering picture of the city, showing city leaders and institutions not tackling the real problems facing the city. Following the riots in Baltimore the conflicting versions of progress and lack of progress are emerging. Simon says the pressure on the police to show reduced crime led to arrest of people for minor offences.

One of the key provisions of the new credit card bill, is that no credit cards can be issued to anyone under 21, unless a parent or legal guardian or spouse is the primary cardholder. THis way credit card companies cannot issue card to students under the age of 21 who might thn get into debt, unless aparent is aco-signer and becomes the primary cardholder, or the student shows own income and gets a waiver. And any increase in the credit line can only be made with the writtten permission of the parent. This and other changes in the bill were long overdue in the USA.

What can be guessed easily the less forunate or poorer sections of society are way more likely to be charged high interest rates or exorbitant interest rates by credit card companies is confiremed by a research report. Demos, a nonpartisan public policy research and advocacy group, says in areport, that low-uincome and lower-middle class income cardholders were about five times more likely than the wealthiest cardholders to pay more than 20% interest. It breaks down users into 4 categories, with the last two being late payers and people with revolving balances. If this graphed out the picture would show practically the entire profit of the credit card companies coming from these two. The reason being that the other two categories are those who have cards and don't use them so don't get billed, and those who pay before the due date so they pay no charges except what the credit card companies make from the business from whom the purchase is made. This means says Singletary of the WPost that the better off well to do sections of society are actually having their annual fees subsidized by the poorer sections of society, or the lower middle class. Singletary says to a online discussion person who though his cards without annual fees were free, they were never really free, and few people think of this. As a society its like hitting oneself in the foot, because by impacting students, minorities, the lower middle class and other sections of society- which form amajority of the people in the country- at a time when they are deeply in debt, is to make for another hurdle to economic recovery. In the year ending March 31 Indians had $14 billion on their cards, 4 times the amount of 2004. According to ratings agency Crisil the amount of unsecured loans and credit card receivables more than 3 months overdue is aabout 7% to 9% of total loans outstanding this year and could go as high as 15%. One of the leading banks ICICI has lifted its provisions for bad loans by more than 43% to 9.24 billion rupees ($185 million). The number of credit cards in India has tripled to 30 million in the past 5 years. Regulations on lending were relaxed leading to car loans and cards being issued to people in rural areas and lower income groups without regular salaries.

The rapid emergence of China in manufacturing and overcapacity in steel has led to action on steel tariffs by president Trump. The new iPad coming out in March 2012 will be priced at $499, with the prior version being priced now at $399. Tim Cook, Apple's CEO, says the iPad sales in the 4th quarter of 2011 surpassed sales of PC's by any individual manufacturer. To give some idea of the impact Apple's sales of $9.5 billion for iPads in the 4th quarter were twice the sales revenue made by Microsoft for Windows software and close to the total revenue of Google during the quarter. This third generation iPad looks like the previous one. It has an A5X quad-core chip for faster processing and a higher resolution screen with 2,048 by 1,536 pixels. The new iPad also works on the new cellphone network technology called LTE. It works on AT&T and Verizon's networks. Users can dictate e-mail on this device.

Elelven of twelve Fed Governors support the U.S. Federal Reserve's decision to keep rates low till unemployment falls below 6.5%, as long as inflation remains subdued at 2-2.5% and inflation expectations are low. Only the Fed governor of Richmond expressed a dissenting vote. The Fed in its policy statement said it was addressing the problems of the last three years in housing and joblessness. Charles Evans of the Chicago Fed put it this way in a Sept 2011 speech- suppose the inflation rate was 5% when the target was 2%, then central banksers at the Fed would have acted as if their hair was on fire to tackle inflation, then why shouldn't the Fed do the same for unemployment. He succeeded in convincing Bernanke, Yellen and other Fed governors. Bernanke emphasized the enormous cost in human potential and productive capacity of the U.S. economy from high unemployment and people dropping out of the labor force.
