France's Foreign Minister Ayrault says of Boris Johnson: "He lied a lot to the British. Now, he is the one with his back against the wall." He sees missing in Johnson the "clear, credible and reliable" person with whom he can negotiate. Ray Stegner, deputy chairman of Germay's Social Democrat Party says "May looks weaker after such a choice of personnel. Now he is negotiating Brexit. Enjoy the trip." In China he is seen as a celebrity not a serious person. Bildt, ZDF, see in this a part of British humor. Jurgen Hardt, foreign policy spokesman for Christian Democrats Party in Germany had a different take on Johnson- seeing this as an astute move because if the government one day comes to conclude that Brexit should not be completed then having Johnson on board to explain it to the people would guarantee support in her party and with the people of England. In her first speech May emphasized that she was a "Unionist." Her first important meeting was with Nicola Sturgeon of Scotland and made Scotland's agreement necessary before invoking Article 50. Her talk of "burning injustices" for the poor and the underprivileged also goes to address the root of the problems behind the Leave vote. By having Johnson on board she can focus on the issues that really matter and which were on the minds of people in England, Wales, Scotland and Northern Ireland- to ensure that the economic system works for all.   ...

US Senator Bernie Sanders and Shawn Fain of the United Auto Workers make the case for a 32 hour week.  No that's not right Sanders and Fain are calling for hours and wages that make for a healthy life after making significant contributions using technologies and higher productivity during a normal week more like 35 to 40 hours instead of 50-60 hours a reality today.  Even with this productive work effort they say workers have not benefitted as most of the gains have gone to the top with top managers and CEO's making hundreds of times more in compensation. In this years negotiations the UAW made long hours at work and its effect on worker health an issue. A 40 hour work week was established in 1940 under the Fair Labour Standards Act passed under president Franklin Roosevelt. Sanders and Fain point out that 28.5 million workers even today work over 60 hours a week and more than half of full time employees work more than 40 hours a week. It comes as a surprise that according to the authors US workers logged 204 hours a year more than employees in Japan, and 470 more hours than German workers. Sanders and Fain point out that today adjusted for inflation the average worker in America makes about $50 less a week than 50 years ago in 1974. There is definitely a need to consider the health of workers as the highest priority and wages that make it possible to raise families and educate children in decent living conditions. France and Denmark have a 35 and 37 hour work week. ...

Michigan Governor Gretchen Whitmer interview by NYT's Lulu Navarro looks at the swing state of Michigan and its popular governor. Asked about president president Biden's 3 trillion dollar investments in Manufacturing, in Chips and Science, in Infrastructure, Whitmer says the public is still just coming out of the pandemic and has seen only some of the beneficial effects of this program of massive investment in the US economy. She says it is similar to what she heard from Michiganders which amounted to "Governor Fix the Dam Roads." She says the former president Trump lacks any such vision for the US economy, and for the future. Of the present time Whitmer says that the pandemic has taken a toll in people's lives, people are stressed out, and just hanging in there trying to pay the grocery bills, get the kids to school, and show up at work. They have hardly the time to figure out what the CHIPS Act means. Whitmer is in her second term as governor and comes from the western part of the state around Grand Rapids which is traditionally Republican. In her election for governor she was able to win with good margins in this western part of the State even as a Democrat. Poland has a huge shortage of doctors and nurses. The ratio of doctors to every 100,000 of population is the lowest in the European Union. It is twice that in Germany whose relative success in tackling covid pandemic comes from having foreign doctors and nurses treat patients. Consider that the average age of Polish doctors is 53, only a few years from retirement. The situation in terms of immigration reminds pone of East Germany and its depopulation of young people who left for West Germany. Something like this has happened in Poland in health care.  In similar ways other countries in the EU, Hungary, Slovakia, Romania stocked up on ventilators but now have few doctors and nurses left to operate them. It is stretching the limits of human endurance as this report shows in WSJ, with doctors working 36 hour shifts and working 73 hours a week.  Here we see Dr. Rotnicki, who works these long hours at a hospital in western Poland and says that it is like the Second World War, that it is hard times in Poland for health care workers. This report says Italian and British hospitals, not just German ones, are tackling coronavirus with Polish, Hungarian and Romanian doctors and nurses. This report shows that headhunters in Germany drive in to western Poland blanketing windshields with pamphlets promising 5 times more pay, 2 years of free language classes and housing. In Slovakia a third of all nursing graduates leave the coutnry immediately after graduation. In Poland not nursing pay has lagged behind with fewer going into nursing schools. Staff remaining in the region are older and educated under communism when less English was taught, or have returned back home from years overseas. Forcing doctors to give up private practice and work in public hospitals during coronavirus pandemic is not working in Hungary, where surveys find 6 out of ten medical school graduates intending to leave Hungary. These doctors say they are better off working at Aldi and Tesco if needed and making more pay, plus getting weekends off. Poland only recently increased pay for healthcare workers, some even survived on cash given to them by patients. Not a good situation for a country to be in and reflecting the wrong priorities not just in the U.S. and western Europe, but also in eastern Europe, during the last 3 decades. These priorities shifted money away from health care, education and infrastructure priorities. The people simply lost control of their spending allocation to "financial markets" that shifted money in a way that benefited only small group in society neglecting others and national interests. ...

People in Japan are living longer healthier lives. So much so that people are working well into their 70's. In Nagano, Japan, people say that those in their 40's and 50's are like a child with a runny nose, and people in their 60's and 70's are in the prime of their careers. In this WSJ report, 38 years old Norohiro Aizawa is a part time farmer, who says he plans to work into his 70's like many farmers in Japan. Today his father in his early 70's is active and in charge. Sachiko Kobayashi runs a crafts business, has a job making box lunches, and a garden full of pumpkins and radishes. She is 65 and gets up at 3 am. In Nagano she is called by the term pre-elderly, not elderly. For elderly she has a long way to go. Japan has 29% of the population in under over 65 years group, Europe 21% and US 17%. Yet something else is happening. People are just taking better care of themselves and their health, and living, working longer. A 70 year old today in Nagano is in health status like a 60 year old one or two generations ago. Perceptions of what is elderly have changed.    Japan's White Paper on the Elderly in 2021 shows studies suggesting that many in the 65-74 year group do not share traits associated with the term elderly.  Only 6% require care by others. Half of 65-69 year olds hold jobs, and a third of those in their early 70's also hold jobs. Life expectancy in Japan stretches into the late 80's for women, and early 80's for men. This is almost 5-8 years more than countries like the UK with a strong national health service. In April 2021 a revised Employment Law took effect, telling big employers to offer work to workers until age 70, up from previously government sanctioned retirement age of 65 years. Government says it is meant to protect the right of people to work longer. There is even a term called late-elderly.  Oshima 82 of Nagano, leads a volunteer group that shoots video of community festivals and works late into the night, and is cited in this WSJ story as saying that even if people called him late elderly, his response is oh yeah? I don't care. It is all about living a full life, terms don't matter at all when one stays healthy.   ...

It shows that different types of employee behaviour can be seen after two years of the pandemic, and employers need to pay attention to their needs.  There are ambitious employees and work to live types. Work to live advocates have put lifestyle and health as priorities learning from the pandemic. The great resignation and employers facing worker shortages have given them an opportunity to look for more flexibility in work life situations. Related to work to live type are double duty professionals of which women form the larger part. During the pandemic women took on more responsibilities for children with lockdowns and school closures. This also meant a more stressful life. All of these types of employees are now in the workplace. Employers can get better results by paying careful attention to worker needs. The types are not exclusive as double duty professionals also have the drive and the resilience to match ambitious employees in tackling new positions and responsibilities. The double duty professionals also share the aspirations of work to live advocates for a better work life balance that gives rest and relaxation, home and family, the importance it deserves for a full and complete life. There is one more type which is also part of the workplace that is entirely different. It is the disoriented new employee who has been left alone to find out about new responsibilities at work virtually without the necessary human contact. Related to this type is the desperate to connect type which is the type that has lived in relative isolation during the pandemic and is now hungering for human contact. There is also one more type closer to retirement that is the zest for life type that can be very productive in the workplace because of its experience and talent if given the chance. This type is not just there for the paycheck or career progress. Here the zest for life means the desire to connect with others and learn new things. Companies and management can accomplish more and be more responsive to needs of their employees by understanding these types and their different needs. Dorie Clark ,who teaches executive education at Duke and Columbia University ,says this is important for companies to retain talented employees and get the most out of them by understanding early on what motivates them. ...

Daniel Howes of the Detroit News thinks there are cultural clashes inherent in a threeway Fiat-Opel-Chrysler combination. His view is that Fiat may be biting into more than it can handle, considering the failure of the GM-Fiat alliance, and the Daimler- Chrysler combination. And the Germans at Opel are not happy with the way they see GM has treated them, so how would it help for Fiat to come into the picture? The Germans love the Italians, says one German Howe talked to, but don't respect them. And the Italians he says, respect the Germans but don't love them. Howe refers to the Renault-Nissan combination as successful, but one that took years to build to deliver commonly engineered cars. But the car industry has been poorly run, without vision and with complacent management, unwilling to try new things and recreate and renew. In other industries efforts are made to build transnational combinations with differing degrees of success. Take the work of the French, Germans and the Spanish in Airbus, in overcoming different cultural factors and pulling together to learn from each other, when given good leaders, on the Airbus 380 project. On Fiat's Marchionne's behalf it could be said that this is a new Fiat, run by a younger generation of Italians, who have a lot of youthful energies and freedom to innovate and improvise. Marchionne himself is more Canadian and European, places where he has spent most of his life, than Italian. And he has take a decidedly different view of things from what the old view holds as being Italian, in building the new Fiat he has done things very differently. In fact there may be less of a country view here, than a management culture view. All nationalities aspire to a good management culture of innovation, and freedom to improvise and respect for one's ideas and thinking, good places to work in. People of all nationalities, Italian, German and American, for the first time, especially the younger people, may see that the one thing they value most and share is the desire to start fresh and take initiative, improvise and work together to do the impossible. The common enemy of Germans, Italians, Americans,French, and other nationalities, may be simply the artheroschelorisis of complacent management, that freezes initiative, does not delegate more responsibility to the young and give the freedom to try new things, bureacratizes the corporation into rigid hierarchies that lack speed, and take no risks to achieve the impossible. Claire Cain Miller is a Pulitzer Prize winner for public service. Here she writes about the results of the Pew Survey on Parenting. It shows that many of today's parents feel they had emotional needs which were not met and are trying harder to do this for their children, to show love and build relationships with their children. In open ended responses they say want to check in on the emotions of their children to see how they are.  About one third of mothers say parenting is a lot harder than expected. parents today worry about the mental health of their children, about anxiety and depression. Mothers also found competing pull from work and careers which made it a lot harder. During Covid many mothers simply focused on the children and gave up work to do this. Economic anxieties are also present for today's parents who see the financial independence of their children and finding careers they enjoy as more important than starting families of their own. ...

As the British parliament prepares to vote on Brexit deal put forward by prime minister Theresa May, Joanna Sugden summarizes what is expected as the next step if parliament rejects it.  Why are a faction Conservative members opposed to it? There is the Irish backstop which they oppose. Keeping open the border between the two Irelands- Northern Ireland as part of Britain and Ireland as a EU country is important to preserve peace achieved through the Good Friday Agreement between the Catholic and Protestant communities.May wants to keep the border open. Far right Conservatives see this as keeping Britain connected to the EU in some way which they oppose. They stubbornly hold onto this view. Add to this the opposition from the Remain campaign which sees leaving the EU as bad for Britain's economic future. Some Leave supporters now see the dangers of Brexit, especially leaving with no deal made with the EU. Most of the Labour Party members fall into this group. What happens if parliament rejects May's deal by a small margin? The deal would be renegotiated with the EU to tweak it for more support. What happens if parliament rejects it with a huge margin? This would result in several options. May could call a general election. Britain could have a second referendum on Brexit. Or in a chaotic situation Britain could leave the European Union without a deal altogether, something everyone wants to avoid because of the disruptions it would cause. May is using this risk as  a way to persuade reluctant MP's but it may not work.     ...

Adjusted for the 35,000 workers on strike at Verizon counted as unemployed, the 38,000 jobs figure in the government report is still considered quite low. Especially striking even as unemployment drops for May from 5.0% to 4.7% is that the drop is attributed to people dropping out of the work force. The average monthly gain for the March through May is 116,000 jobs well short of the 240,000 jobs added on average in 2014-2015. Average hourly earnings were up 0.2% in May and up 2.5% for the year. A widely accepted measure of unemployment that includes workers too discouraged to look for work or working part time because of a lack of full time job was at 9.7%. The labor force participation rate was at 62.6%.

Australian actor Hugh Jackman is shown here in The Guardian advocating working hard but not too hard, the idea being that if you work at 85% of your capacity, you will be more relaxed and perform much better. Sports athletes do this. In the French cycling race Tour de France some cyclists practice with much lighter routines to do their best the following day in the actual races. The idea is doing what brings out the best in you. There is also a principle behind this. Intel's founder Andy Grove called it the "slack" principle in which by having slack in your daily routine when something suddenly came up to be done one could accomodate it easily and not waste horrendous amounts of energy tackling the chaotic situation when one tried to do it crossing the 100% of your capacity to do it to reach 101% or 102%. At that point one is not at one's productive best but deteriorating in quality of work. The slack could be 5% leaving an additional slack of 10% for yourself to do things that give your mind a rest which is what sports athletes and productive workers do. In actual practice the work is done in less time with slack because you can concentrate better which means you are getting more done than before this 85% approach. ...

German Chancellor Merz says welfare entitlements are becoming a strain on the economy. The welfare entitlements growing in size puts huge strain on the budgets of US, Germany, UK, and France. Small changes in the Medicaid program in work requirements became politicized in the US spending bill passed in Congress. The size of the Medicaid program in 2025 is an example. Started in the LBJ administration it was $1 billion in 1965 covering 4 million people increasing to $10 billion covering 20 million people in 1976. 50 years later it covers 3.5 times the number of people at 71 million at a cost that is staggering of $900 billion. US population in the 50 years increased from 218 million to 342 million by 57% when the Medicaid population grew at 355% of 6 times the actual population growth showing that the country in some ways was growing much poorer and unhealthier and that other factors were also at work. As a percentage of the size of the economy  Medicaid growth was $10 billion when GDP was $1700 billion in 1975 or .00059% vs $900 billion when Medicaid is $900 billion  when economy GDP in 2025 is 30,000 billion or .03000 which is 50 times the percentage in 2025 vs 1975. At work in this is the ballooning cost of the way medicine is practiced in the US, and other factors.   ...

This includes Senator Tillis of North Carolina who vigorously supported the aid bill on the floor of the Senate. Recognition of the new situation where old roles at work are behind and new relationships have to be cultivated is part of the answer. Building on the good emotional parts that went before is one way to build a connection. Recognizing that taking away work and children makes this different. Teachers are packing up classrooms for the last time says this report in WSJ. Worn out by the covid pandemic, under staffed schools and political battles teachers are leaving in large numbers. About 300,000 public school teachers and other staff left the field during the 27 months of the pandemic, according to Bureau of labor Statistics data. More teachers are thinking of doing the same, A National Education Association poll conducted in 2022 found 55% of teachers saying they would leave earlier than planned. Teachers are finding better pay and working environment in other professions and in business. Teachers of younger students in the early grades say teaching should be about kids learning but that isn't true anymore.

Diversity can represent excellence, says Darren Walker of Ford Foundation, of the changes under Henry Timms breaking the walls that separate Lincoln Center from the neighborhood. The neighborhood under what was San Juan Hill changed with the building of the Lincoln Center, and Lincoln Center stayed aloof from the community around it. David Geffen Hall built to house the New York Philharmonic opened last year in $500 million renovation. The CDU has the nost popularity at 34% yet Merz himself. a private equity executive with Black Rock Germany, is not personally popular with the German public. His popularity is at about 25%. Boris Pistorius, the Defene Minister in the Scholz SPD and Greens government is the most popular politician in Germany today. Elections are only 4 months away in February 2025, a short time but also a long time with all the changes going on today. In the past CDU and SPD have worked together. Past CDU approaches may not work as Germany badly needs to invest in its economy as the US has done under president Biden. The experience of Britain shows that simply making deals and counting on free trade deals doesn't work, and cuts to public services to budgets including on basic services including water and transportation, climate, do not work either. Are their good leaders and policies that fit the times is a question that will be persistent for many nations.

Some clues to why president Biden is not getting the credit for work done to better people's lives is the workplace. Workplace dissatisfaction measured in the Gallup 2023 Workplace Report shows the number of workers stressed, disengaged, or angry, is rising. A BambooHR analysis of data from 57000 workers shows job satisfaction scores have dropped to the lowest level since 2020, dropping 10% in 2023. Some of the causes- the unsettled state of the workday, being micromaanaged back to the office, even as they realize the isolating nature of remote work or hybrid work, inflation erasing any gains in wages, and a cooling job market leaving some stuck in same roles. New workers were hired in 2022-2023 and many have still to find fulfilling roles. Employers focused on hiring and less time was spent on situating new employees well. This is happening even as workers have more control where they work. Other causes are a backlash to employers efforts to get all employees back to the office. Another issue nearly a thrid of workers do not work in the same place as their bosses at large companies, up from 23% in 2020, accroding to an ADP survey. This means workers have long distance relationships with bosses and co-workers, weakening ties. In 2023 it is a very different workplace than before the pandemic. It may also offer some clues to why workers are skeptical about the work done by the Biden administration looking at their own lives after the pandemic even though major efforts are being made by president Biden in cost of living, in wages, support for labor and unions, and in rebuilding infrastructure and public services. ...

For a change see parts of Tokyo you normally do not see, and way down in Kyushu island see the Kagoshima region. It is part of this trip to Japan for a 4 day break suggested in The Times of London. 1) Take the Toei streetcar- take the Tokyo Sakura tram running from Minowabishi station in Arakawa, where bits of old Tokyo still exist in narrow alleyways and pubs. Take the tramcar to Waseda station in Shinjuku. An hour's ride and 30 stations with a one day ticket to hop on and off as you feel like. 2) Take in the Sumoida Hokusai museum, and see the famous works of Katsuhika Hokusai, at a museum dedicated to him. Don't miss the woodblock print Under the Wave off Kanagawa, and the series Thirty six views of Mt. Fuji.  3) On Day 2 head to Kagoshima, a 2 hour plane ride from Tokyo. There are 20 flights from Hnaeda airport in Tokyo to Kagoshima airport. You will see Mt. Fuji from the plane at 11,000 feet. In Kagoshima take the airport bus to the city centre and get on the Sakurajima Ferry, about 15 minutes running 3-4 times an hour, 24 hours a day. It goes to Kirishima-Kinkowan National Park, with active volcano Mount Sakurajima, cedar woods, sandy beaches, azalea covered mountain slopes. Try the mineral springs or onsen for a serene atmosphere. 4) For Day 3 take the Ibutama train for an hour ride from beachside town of Ibusuki for sea views, and look for "Mystery Island." During the summer months a sandbar causeway appears for some time allowing one to cross and look at the uninhabited island amidst the sound of the waves and sea air. Then back to Tokyo after a zen period of serenity and calm.   ...

The three experts point out that there is lack of coordination between different government agencies, between agencies and the private sector engineering firms. They are all working in silos with little connection to delivery times and delivery quality of end product. There is a lack of transparency at all levels of infrastructure work and spending, so that the end delivery and problems are not seen in relation to final delivery of end product, visible to all on one site. Even a newcomer to infrastructure development if it gets it right can be ahead of the US. India is looking at the pitfalls of infrastructure development and eliminating hurdles. With its Gati Shakti Master plan given the personal support of the prime minister India is correcting precisely these three missteps that are cited in the WSJ for the US infrastructure buildup. Under Gati Shakti all government agencies at city, state and federal levels fall under one umbrella to work in coordination. The focus is always on end product and delivery of end product. The siloing of projects is considered a serious pitfall and avoided at all costs. Transparency is considered essential and so is visibility in that at any time one can turn on a site and see where a project stands in its delivery date of end product. If there are problems they are put on the site so that all participants can see it to come up with solutions. By doing this a country with fewer resources can make them go a long way to come up with the kind of infrastructure that is seen in rich countries with more waste built into the process.   ...

Omicron cases are up in an almost vertical line on a graph with cases doubling every 2-3 days in the UK, similar to the pattern in South Africa during the beginning of the spread in South Africa. Since then early data in South Africa show the trend in the province of Gauteng, center of the omicron outbreak in South Africa in the Johannesburg area, has reached its peak. On Dec. 16 it recorded 27% of national infections compared to 70% the week before. Head of the National Institute of Communicable Diseases in South Africa, Michael Groome, says "we had areally dramatic increase in Gauteng, which has now leveled off."  Hospital admissions in South Africa show a different pattern than earlier hospital admission rates in previous waves, with only 1.7% of cases being hospitalized in this Omicron wave compared to 19% for the Delta variant wave at a similar point in the wave, says Health Minister Joe Phaahla. In UK as of Dec. 14, this WSJ report cites health authorites saying 73% of cases in London are omicron variant, doubling every 1-2 days, with omicron making up 41% of all cases in England. In the US the Centers for Disease Control show Omicron variant making up 2.9% of all cases in US as of Dec. 11, with highest concentration in New York, New Jersey of 13.1%. Proportion of positive tests went up from 3.3% to 5% in New York City. A convention in New York City, Anime convention at Javits Center, November 23, 2021, shown in a recent NYT report, could potentially have acted as a super spreader event in New York according to NYT though not confirmed, similar to football stadiums events in Italy in March 2020.
