Metro AG says it will pull out of China after testing electronics stores for 2 years. After years of losses Home Depot shut down its 7 large stores in China in 2012. Profit margins can be as low as 2%, making it unprofitable without the scale needed. Tesco's market share in China declined to 2.4% of China megastore sales in 2012 from 2.9% in 2008, and Carrefour sales declined to 6.9% from 8.6% in the same period, according to Euromonitor. Tesco now plans to partner with China Resources Holdings to merge its stores with the larger domestic Chinese chain's 4100 stores under 10 retail brands, with Tesco holding 20% of the joint venture. The CR Vanguard brand of China Resources 3000 stores would be merged wih Tesco's 131 stores.

The 2018 election in Mexico brings to power a party called The Movement for National Regeneration or Morena created in 2014 by Manuel Lopez Obrador, after he left the PRD. Obrador ran on the PRD ticket for president in the last two elections. Obrador won with 53% of the vote, about 30% above the vote gained by the next leading rival.  Elections for the lower house of parliament showed a steep drop from 204 seats to 45 seats for the PRI party which was in power under president Nieto. The next leading party PAN which ran the government before the Nieto term in office, and the centre left PRD, were badly weakened. PRD now has 21 members in lower house of parliament compared to 53 before. So deep were losses for the opposition parties such as PRI and PAN which alternately ran the government, and particularly the PRI which dominated Mexican politics since 1950, that experts see Mr. Obrador as replacing the PRI's dominance of politics with the centre left Morena. Morena's rise is a result of work at the grass roots level in Mexico just when the PRI was discredited for corruption and failure to maintain the rule of law. PRI candidate for president Antonio Meade was a U.S. trained former finance, foreign and social development minister who lacks grass roots activism support base. ...

The Southern Nevada Water Authority has cut water consumption coming from the Colorado River by 25% over 2 decades even as population has grown by 50%. It has done this by fining people for excessive use and paying landowners to remove turf grass. One television ad shows a person being scolded for excessive water use and the line "Vegas is enforcing water waste big time."  As a result of water conservation, water pricing, and replacing turf grass, the seven states fed by the Colorado River and the reservoir Lake Mead have seen much improvement in water usage. Lake Mead hit by a drought in the years 2000-2015 is now risen by 25 feet to 1096 feet in 2020 making it 44% full, the highest level in 6 years. The water conservation efforts in Southern California have yielded results. Metropolitan Water District of Southern California gave out $350 million in rebates for replacing turf grass. Irvine Ranch Water District cut drinking water use by 20% with higher pricing for inefficient use beyond a set limit. Building codes are amended preventing turf grass in front of homes. Lawns and golf courses replaced turf grass, with some golf courses using desert landscapes. In this area of 10 million people 200 million square feet of turf grass was taken out. ...

Bond investors are looking to Japan for clues after the U.S. credit downgrade and two years of zero interest rates. William O'Donnell, chief Treasurys strategist at RBS Securities sees similiarities with what happened in Japan- short term rates near zero and long term rates headed down. strategists see the U.S. 10 year Treasury note dropping to less than 2%, from 2.23% today. Japan's 10 year Treasury note yields 1.05%. O'Donnell's forecast is for 10 year rates to be at 1.70% by mid-2012.

Problems with China's health care system stem form years of underspending. About 1% of GDP went to healthcare in 2006,according to the WHO, ranking China at No. 156 of 196 nations. This underinvestment has caused great hardship to the rural poor who have postponed or been denied access to healthcare because of exorbitant expenses. It shows up in the number of trained medical workers- only 17% of China's medical workers are university graduates. In village and township clinics the number falls to 2%. The government has dedicated $121 billion for health care through 2011. But this may not be enough. Aobut 300 million in the rural areas have no coverage at all. The government's plan is to get farmers insured through county level rural- cooperative insurance plans. These programs begun in 2003, offer only scanty coverage. Outpatient services and medications are not covered and coverage varies from county to county for hospitalization bills. The goal of th health ministry is to get the coverage for hospitalization bills up to 50%....

The global impact of the credit and housing crisis as it extends from USA to the rest of the world. Heavy machinery makers such as Japan and Germany are doing better than consumer goods exporters like China, and Asian countries like Thailand and Malaysia. And countries that borrowed heavily like Hungary are being watched by lending institutions. Commodities producers like Australia and Russia and Brazil are continuing to do well. For Middle Eastern countries the bigger danger is overheating in their economies as inflation soars. But while the crisis spreads the forecasts have only been taken down a notch displaying the conservative wait and see instincts of forecasters so that China and India still continue to grown near double digits which is not likely to hold up as one goes into 2008 and 2009 and actually might slip considerably from the high growth rates of the past as a number of factors converge especially in the case of China but also for India.

Nkrumah led the independence movement in Africa and helped found the Organization for African Unity. Yet today few Ghanians know about him. He became the first president in 1957 and made himself president for life in 1964, was ousted in 1966. Steven Lee Myers provides an exceptionally good report from Russia on the 2014 Sochi Olympics. He describes an effort by the Putin administration in Russia to develop Sochi which extends for 90 miles along the Black Sea, the only subtropical seashore in Russia. Here Myers interviews Pakhomov, a Putin supporter, who is Mayor of Sochi, to get a picture of how Putin supporters see this effort. Pakhomov says this part of Russia was never developed and foreigners have a poor view of Russia, with one westerner telling him that Russia had little except vodka and bears. For the first time the entire Sochi areas has seen a massive infrastructure effort with roads, railways and a new airport. Myers gets a different picture from Yulia Naberezhnaya, a scientist who is a Putin critic and environmental leader in the Western Caucusus, who he interviews after meeting at a bus stop in Sochi. Naberezhnaya heads Environmental Watch of the North Caucusus which sees the environmental laws being ignored in construction work. The country is divided with nationalistic feeling running high before the Olympics, and a friend of Naberezhnaya finding herself on the opposite side with work in the security services. She warns her to be careful- something Naberezhnaya says has Kafkesque overtones. Myers also meets Boris Nemtsov, a senior official in the Yeltsin government, who participated in street protests during the recent elections in Russia, and is critical of the money spent in this Olympics. Estimates of the money spent run as high as $51 billion, in comparison the Olympics in Beijing, China cost about $40 billion. Dmitri Chernyshenko, president of the Sochi Olympics Organizing Committee sees the project as one that unites the nation, while critics such as Nemtsov see it as a huge overspending and corruption favoring Putin's friends in the business community. Myers is acting Moscow Bureau Chief for the NYT and has done extensive interviewing for this report, including an interview with Vladimir Yakunin, head of Soviet Railways. Yakunin says his company's investment of $1.3 billion will take 20 years to recover but puts it on the scale of the Trans-Siberian Railway build by Czar Nicholas II, which helped bring Russia its current borders reaching to the Far East. And yet the question of cost is never far from people's minds, coming at a time when growth is slowing in Russia- emerging markets currency values incluing the ruble are declining and they are having a tough time attracting foreign investment. A member of the International Olympic Committee, Gian-Franco Kasper, is reported to have told Swiss SRF radio that about a third of the spending on Sochi was lost because of corruption and excessive costs....

Since 2000 the area under millet cultivation in India is steadily declining, reversing only since 2015. In 2006 millet was taken regularly by 39% of the population in India. By 2021 it had declined to 9 days a month. The area under cultivation for nutri-cereals declined from 41 million hectares in the 1980's to 24 million hectares in 2018 The reason being low yields, processing hand pounding millets time consuming laborious task of women, very little marketed.

Over the last 10 years production of sorghum (jowar), has declined, of pearl millet (bajra) stagnant, finger millet (ragi) also declining. Productivity of jowar and bajra has increased only marginally.

With these problems India if it is to realize the mission for millets in India's food supplies and nutrition, and export to the world, has to use mechanized hulling, better seeds, and improved agricultural practices, access to markets.

The state's response in the Izmit earthquake of 1999 was weak and unprepared. This brought an outsider Recep Erdogan to power in the elections of 2003. 17,000 people died in that earthquake with damaged areas of Istanbul. 24 years later the situation is repeating itself as the state is seen as unprepared and uncoordinated in its response in the first 48 hours. This time there is a situation where the buildings that were built according to the code for earthquake prone areas are standing and next to them is the rubble from buildings that collapsed. After 2003 construction permits tripled and some construction failed to conform to the required building code, says this report in The Guardian.

French youth are an important part of the protests in France in extending the retirement age from 62 to 64 years. A neuropsychologist at a Paris hospital says "are there any social benefits they haven't rolled back," in this report in FR24. Youth feel that the reform asking workers to work longer in the current situation in France is basically unfair at a time when workers are facing a cost of living crisis and are just coming out of a once in a century pandemic. And with the stress on schools, hospitals and older people, the shrinking savings of workers and families as pandemic period benefits are being phased out. In the US and Germany there is support for working families during the cost of living crisis, much less so in France, and even less in Britain. France is facing protests and possible strikes, Britain has strikes across health, transport and education.

 WSJ interviews Burton Malkiel 50 years after Malkiel published "A Random Walk on Wall Street," putting forward the efficient market hypothesis. That hypothesis he says is till more true than ever, that the market senses information and reflects what that information says in the stock price. This means one would do better than active investors by investing in an index that reflected the broader stock market with a wide ranging basket of stocks that reflected it. By 1974 Vanguard's Bogle started the first index fund for passive investing. It did not gain support till 2 decades later, yet today half of all US investing is in index funds. Malkiel supports the index fund investment and says equities play an important role even in retirement, and says the next decade will give returns closer to 5-6% for equities. He says the important thing is not fancy shots just hitting the ball back, not making mistakes.

The G20 declaration from Indonesia says that it "is essential to uphold international law and the multilateral system that safeguards peace and stability." It called the threat of use of nuclear weapons "inadmissable." It said "most members strongly condemned the war in Ukraine." Overall this was a major step forward with meetings between Biden and Xi, Trudeau and Xi of China, and discussions that led to Macron of France announcing his intention to visit China to get China to mediate for peace in Ukraine. It sets the path forward after Covid pandemic for peaceful cooperation in places other than Ukraine and efforts to bring the war in Ukraine to a close. The midterms in the US Congress also set the stage for Mr. Biden to offer a stable US participation after the volatile Trump years in peaceful competition with China, and growth in India, Africa, and other parts of Asia and Latin America.

For years Apple concentrated all its iPhone production in a few factories in China. The Zhenzhou factory with 300,000 employees is one of the largest of the Apple suppliers. For the first time WSJ reports on protests at the Zhengzhou factory over Covid controls and wages, conditions. Young people in China are no longer keen on working in these conditions and protested. Apple finally recognizes the need to reduce concentration in one country and plans to bring 40 to 45% of the production of iPhones to India. Initially it plans to bring NPI trained suppliers such as Luxshare that have facilities in Vietnam to assemble outside China. Over time suppliers in India will have to develop the needed skills, planning and engineering concentration of people to Make in India what is now Made in China.

It is atrocious says a church minister running a food bank in Derby, in central England, that working families are having to come to food banks. Prince Charles talked first about people at food banks in his Christmas message this year. One estimate is that a fifth of familes are from families with jobs but unable to keep up with the cost of living. Warm spaces are being set up in Methodist and other churches. One food bank worker says you see ambulance crew, teachers, and asks what does this say about the community, about the country? Ten years of Tory austerity policies have made things worse. On a recent night a nurse walks into a food bank in the east London neighborhood of Hackney. This isn't a normal Britain.

WSJ's Christopher Mims shows the failure of tech startups in low margin industries in which the startups added little real innovation. What he does not say is that these so called "tech startups" have caused a massive capital misallocation and poor productivity of capital for trillions of dollars of American savings. This  happened when the productivity of capital for infrastructure and manufacturing industries in which the US has fallen behind is increasing. It has also caused "crowding out" of essential government investments in infrastructure and manufacturing in the US. In food delivery, used car delivery, online streaming and a whole range of business startups sales are falling as consumers hit by high inflation are budgeting carefully for all expenses. Many are disappearing after years of losses leaving a trail of destruction that includes the unrealized infrastructure and manufacturing that America's communities so badly need.  ...

Arthritis drug Humira from Abbvie is shown in this NYT report as having made $114 billion from Humira using the US patent system to delay the introduction of competing products that would have lowered prices for Americans suffering from arthritis. NYT says the114 billion was made just since 2016 when competing products were coming to market. In 2022 this is ending as nine competitors including Pfizer come up with their competing products. In many ways the system of market competition does not operate in the way textbooks or free market advocates say. It is considered ok to engineer advantage within what is a supposedly a market competition system and to turn a blind eye to it. Is it acceptable when it comes to health products and when prices increase from the exorbitant to the outrageous. The Inflation Reduction Act of president Biden included efforts to prevent just such abuses of a market competition system to restore fairness after years of egregious behaviours.

Putin's statement that Nordstream would resume supplying gas after maintenance in July but could have cutbacks with further maintenance, leaves Europe where it was before the statement. EU has no choice but to prepare vigorously for a complete cutoff of Russian gas supplies now when there is time than to be caught in serious trouble in the winter. The EU plans to require 15% reduction in gas consumption over 8 months and detailed plans have to be shown to the EU Commission by each member country. Some of this will be conservation in use including better insulation, turning down thermostats in winter, and some of it will be cutbacks of industrial use. This is considered to be enough to meet the needs in an event such a complete cutoff of supplies of gas from Russia. Russia has reduced supplies on Nordstream pipeline of natural gas to 30% of the average sent in the last 5 years.

England goal keeper Mary Earps was third choice of coaches at the 2019 World Cup. After the Sweden game win 4-0 when Earps made some amazing saves including one from Sweden's Stina Blackstenius from an unstoppable angle she now looks back. Earps looks back at these years in the wilderness struggling to make it to the national team and working part time at business jobs. She was with Manchester United, and with Wolfsburg teams mostly in reserve roles.

She says she remembers many times thinking "this is the end of the international road game for me," when coaches passed her over for other players. She was top choice for Euro 22 only after another goal keeper had an injury. She says she is proud to be part of this England team. Her teammates have said some amazing things about her and she feels "I want to be the best I can be for them."

Homelessness has become a major problem in American cities. The situation has worsened during the pandemic. This mounting problem is a major issue in the mayoral election for Denver. WSJ shows pictures of the city's homeless areas. After 12 years Mayor Michael Hancock is termed out and there are 16 candidates vying to replace him. All are being pressed to find solutions to the problem. Rising housing costs and Denver's growth have increased homelessness. WSJ reports Denver's homeless population has grown 44% from 3376 in 2017 to 4794 in 2022.

In 2012 the city imposed a camping ban. Business owners say it has not been enforced. Homeless protection groups say sweeps have only moved the homeless elsewhere. The mayor's office says 15,000 people have found homes. With the pandemic there were health issues and economic issues that made it harder to tackle the problem.

Grant is remembered for his humility in talking to a black union soldier who as a member of the police force stopped him for speeding. What is less known is the story about the sudden reversal in his health and finances after he left office, his effort to finish his memoirs in the last year of his life stricken with cancer. Noonan has left it to readers to draw meaning, wisdom and virtue, from Grant's experience. Grant, who led the Union forces in the last years of the American Civil War in the 1860's was next only to Lincoln in the country's estimation as the war ended. Humility is the main part of virtue and Grant was all the better for having it. This applies to all past and future presidents. A sharp increase in the price of used cars of as much as 36% during the pandemic when supply chain problems made it difficult to find new cars, puts lower income buyers under greater financial stress. This meant buyers tended to have much older cars, from 2013 or 2014 that were over 10 years old with close to 100,000 miles. And more likely to breakdown costing a lot to repair. Combined with this need for major repairs the cost of repairs went up 13% in the last year, with a shortage of mechanics plus costlier parts. As a result some buyers of older used cars are unable to make their car payments and are falling behind. This WSJ report looks at the growing problem with some buyers simply stopping payments on loans taken out to buy used cars they could not repair because of the size of the bill.

The ruble plunges from 83 to the dollar to 111 for its largest single day fall on record on Feb. 27, following the swift American and European response to the Ukraine invasion. The Bank of Russia raised interest rates to 20% from 9.5%. The situation is reminiscent of August 1998 when the government devalued the ruble and suspended payments on debts, leading to collapse of the banking system. That situation led to emergence of Mr. Putin as the Russian economy was stabilized in the years following the collapse. By acting quickly with sanctions on Russia's central bank and on its other banks the trade in the ruble has essentially seized. Russia this WSJ report says may default on its debt as it would not be able to use its $600 billion in foreign currency reserves to support the ruble or its banking system, pay off outstanding debt payments.

Many Russians in Moscow and other cities do not support the invasion of Ukraine on Feb 24 on multiple fronts. There are also 3 million Ukrainians in Russia, and Ukraine neighbors with whom Russia has a close relationship. In this sense the invasion is a strange event, coming more from the failures of leaders from Merkel in Germany, leaders in the US and Russia. And leaders at NATO and the EU (Stoltenberg of Norway and Leyden at EU), the US and Russia, who stuck to positions of strict sanctions and buildup of forces at the border, and did not explore other new approaches for building common ground other than trade and finance. Trade and finance are too fragile and complicated for enduring relationships, the emotional relationship that Adenauer and Brandt built, that post war Russian leaders and American leaders built during those years offered a stronger basis for peace and a better future.

Russia has 600 billion dollars in reserves and with oil prices above $100, with the Ukraine conflict lifting oil prices for Russian oil exports, there is little that the US and Europe have done to prepare for this situation. The Merkel years were essentially wasted in building a trade based relationship on cheap Russian gas supplies, and the wasted resources under Bush and Obama in two wars in Iraq and Afghanistan only distracted the US from the major issues relating to China and Europe that it now faces. 

The need is for a new overall structure to be built- for social structure supporting all aspects of infrastructure, and stronger supply chains with local manufacturing. And international structures that include India and other nations of Asia and Latin America, Africa, that would be a framework for the future- a broader framework for peaceful relations.
