A total of 65 Senators vote to support an aid bill for Ukraine, Israel, and humanitarian aid, all Democrats and 18 Republicans as a group led by Senator Mitch McConnell, the Minority Leader. Banks faced tighter regulation because of banking crises including the 2009 crisis caused by the banks that hurt workers and middle class. There are 2.3 million federal workers outside of the US Post Office and military. WSJ analysis shows more than half of the Congressional Districts with the largest proportion of federal workers are Republican districts. How do you get these Republicans to sign off for layoffs in their own states and districts asks the WSJ. DOGE faces a tough fight on this. The other issues are about getting the work of government done where the layoffs to cut costs are done in a way that reduces the productivity of workers with conflicting goals and instructions so that important work doesn't get done. US Treasury's Fiscal Data Site shows the US federal government spent $6.9 trillion in 2024 or 23% of the US GDP. The Government Accountability Office last year issued a report that fraud, waste losses were about $521 billion, this is about 8 percent of the US federal spending in 2024. To get this done, to cut waste and fraud requires a patient effort which also does a job of convincing the people of America that the cost cutters are doing a good job, cutting fat not bone or muscle. DOGE led by Musk require much patient effort - loud, high profile actions could hurt with distractions.  It is different on runaway illegal migration and 490,000 deaths from fentanyl over 12 years, where action cannot be loud enough to get America's voice heard and action taken to prevent any more deaths. Biden and Democrats signed up in 2024 to Republican Senator Lankford's bill, so that it means both Republicans and  Democrats now have to deliver on this.   ...

Ezra Klein cites Ed Luce, who writes in the Financial Times, that the real unemployment rate in the U.S. is 11%, when you count people who have no job but have given up looking after months of fruitless searching. These are the long term unemployed and pose risks for the economy and for society. Compared to 2007, the percent of people in the U.S with a job or actively looking for work has dropped from 62.7% to 58.5%. Luce's 11% is arrived at by considering these 62.7%, including millions of workers who have quit looking but would start looking again if the labor market brightens. This is important because U.S. government statistics show unemployment dropping below 9% in November 2009, supposedly an improvemment, when its actually the reverse that is actually happening. The real underemployment is nearly 20%.

Seib points out why the current political landscape with the popularity of Trump and Sanders reflects demographic, economc and social changes in America compared to when Geroge H.W. Bush won the election in 1988 and Bill Clinton won in 1992. The Republican party is more populist, with older Americans, more Southern and conservative, making it harder for Jeb Bush or Wall Street backed candidates. The Democratic Party more liberal, more popular on both the east and west coast of the U.S., with younger Americans, diverse demographic groups, making it harder for Hillary Clinton as an establishment candidate. A Journal/NBC poll of Oct. 2015 shows 28% of Republicans describing their views as very conservative, and 26% of Democrats saying they are very liberal. Yet there is another aspect that will show up once the primaries are over. And this is the steady group of somewhat conservative and moderate combined in the Republican Party of 64%, and the steady group of somewhat liberal and moderate in the Democratic Party of 62% in the 2015 Journal/NBC poll. The moderates are up from 26% in the above 1990 poll to 31% in the 2015 poll for the Republican Party, and from 26% to 33% in the Democratic Party. So that one sees about a quarter of people polled in each party pushing for fringe views and a countervailing trend for moderate or close to moderate views with about two thirds support in the 2015 Journal/NBC poll for each party....

There is strong opposition from the Tory government in Britain to the plan, and soccer fans are critical of it.  Agnelli had clearly not thought of the fans response as the plans he had for a Super League remained a business concept and missed the fans who are what makes soccer what it is- a global sport with enormous enthusiasm of the people. AC Milan and Inter Milan in withdrawing cited fans and said we have to be sensitive to fan sentiment. Athletico Madrid referred to coach Simeone of Argentina, who said there had to be harmony between the fans and the club. Simeone said he backed fans saying "sporting merit has to be above any other criteria." The strongest response had come from Boris Johnson in Britain who within hours of learning about fan and public sentiment said there was no way this was going to happen. During this pandemic the sport of soccer has kept up a positive feeling for billions of people around the world who watch the sport on television. It is shocking to see the virtual lack of cultural or other people to people contacts between the two largest regions in Asia, and most populous regions in the world, India and China. There appears to be a near total lack of understanding on both sides at the university and government level of the importance of setting up these contacts, so that misperceptions do not exist on either side and better relations can be built using such contacts. Rana Mitter, a expert on Modern China at Oxford University, says in an interview in the Times of India, that India and the 1962 conflict occupy less attention in the Chinese mind because other issues such as the relations with the U.S., ASEAN and Japan, take up more space. Mitter says India should emphasize its pluralism, democracy, and peaceful engagement in its external relations.  Mitter puts less emphasis on the 50 day standoff between India and China on the border at Doklam, Bhutan region, when he responds to a question about the risks of a conflict. He points to a bigger problem that affects relations between the two countries- the lack of exchanges that bring Chinese students, faculty, and government personnel to India, the difficulty of obtaining visas. This lack of cultural exchanges between the two countries is a major issue, considering also that trade and business exchanges are taking place and growing during this lack of cultural exchanges.  As a result it appears that business and economic relations guide the China-India relationship today, with people in China's key ministries and government, in universities and local government, lacking an understanding of India. Mitter makes this clear that cultural exchanges need to be established. Even a search for China- India dialogue brings up little information with a location in Beijing but none in India. It is mind boggling that the relations between the two most populous regions in the world are based on a huge lack of contacts and exchanges that would improve perceptions and understanding.  Britain's effort offers a model to follow as Tsinghua University in Beijing, as part of China's C9, has set up cultural exchanges with British universities in the ongoing cultural exchanges between Britain and China. ...

Health authorites in Italy, France, Britain India and the U.S, have hesitated in reopening schools. Germany and Denmark have reopened schools with no increase in infections with schools following specific policy including mandatory masks, air circulation rules, and careful preparation of schools to ensure social distancing rules are respected. Other countries reopening schools are Austria, Norway, Finland, Australia, New Zealand.

Schools in German states are reopen for about 1 month now, with a positive experience after careful preparation. Italy faces difficulty reopening its economy as people going back to work find it difficult, particularly women,with childcare provided by grandparents no longer an option, and lack of daycare. Opening of schools in Italy would help in reopening the economy, as well as provide relief to parents and children, when done carefully.

Tensions continue between Nissan and Renault after the prosecution of Carlos Ghosn. Renault asks a Japanese investment bank to approach Nissan to setup a plan for a holding company. Nissan owns a smaller share of the shares in the alliance 15% stake even though it is the dominant partner, compared to 44% for Renault, and 15% for the French government.  This is the result of the original merger decades ago when Nissan was in a financial crisis. The imbalance in management control and shareholding structure is a major complaint of Japanese executives. Today nationalist sentiment in Japan, and Nissan executives see the arrangement giving Renault major management role as an affront to Japanese sentiment and underrating the contributions on the Japanese side of the alliance which is technically superior.

He repeatedly calls for Japanese to be humble about the past. It was a concept started by a Goldman Sachs investment banker Mr. O'Neill at a different time in 2010. The world has gone through the 2009 financial crisis, the pandemic, and the supply chain crisis with overconcentration of EU and US supply chain in China. These events are leading to a shift under the Biden administration to bring India  into the G7 into a new G8 that includes India. Only Russia, China and South Africa remain from the original BRICS. Russia because of the war in Ukraine now depends on Chinese support and trade. Brazil will gradually shift back to its position as part of the US alliance in Latin America with Mexico, Argentina and Chile. India with its plans for rapid growth to build the modern third largest economy by 2040 seeks supply chain integration with the US and EU in the position that China holds today.   ...

How do you deport Venezuelans as US has no diplomatic relations with Venezuela? The Biden administration is pursuing legal immigration channels by taking in a specified number and cutting the dangerous migrant flow over the Mexican border, the only policy open to Republicans also in this situation. At some future date the Venezuelans absorbed into the US can fill worker shortages, in the present it is creating some chaos for many nations including Mexico and the US and other latin American nations, and neither party Democrat or Republican has easy answers. As the Democrats are deporting nearly as many as the Republicans. ...

Car buying has changed permanently in 5 ways, says this report in WSJ. There are fewer cars made and fewer cars on manufacturer's and dealer's lots, cars are more expensive these days. Car sales have dropped from 17 million before the pandemic to 13 million and up only to 15 million in 2023 as more cars were made. Carmakers have learned to make money by selling fewer cars concentrating on the pricier cars and reducing cars available in the lower end of price range. Used car prices are up on average to $30,000. New car prices have surged to an average of $47,000 in 2022 and 46,000 in 2023.  New car loans are up from average $562 to $733. The share of leased light vehicles has dropped from 30% to 20% of cars sold and carmakers are offering fewer lease deals as demand is easily fulfilled. With fewer leased cars coming in the dealers have to actually go out and buy them.

The DW.com's Christoph Strack says its a good sign that chancellor Merkel of Germany is opening up and showing emotions. She was decisive in the way she presented herself and what she has learned in the past 12 months since the refugee crisis erupted in summer 2015. She expressed her sense that she had "an absolutely sure feeling" that Germany will emerge out of all this better "than when we went into it." The remarks at Konrad-Adenauer-Haus for thirteen minutes were unusual and open in sharing how she felt. She said she is "fully committed" to making sure that the situation of 2015 never happens again. Don't count Merkel out, says Strack, she is down but not out, because she is going through the weaknesses in her policy, weakness in communication, and reflecting on her mistakes. And she has shown defiance and resolve, as she prepares for 2017, and its for everything she believes in.

France and Italy are imposing strict rules for their lockdown and tougher enforcement to control spread of coronavirus. India has imposed a quarantine, a total ban on leaving the home with a televised address by prime minister Modi that set a 21 day lockdown period. Modi said "if the pandemic cannot be managed in 21 days it would set India back by 21 years." 

Fines of $3000 euros are imposed in Italy and cars seized by the police. A special form has to filled out in Italy showing where one is going and checked by police if leaving the home. In France one needs an Affidavit of Movement by Special Dispensation is a filled form required for everyone outside the home. All open air markets are closed in France and drones are used to warn people outside.

All domestic and international flights in India are stopped. All domestic passenger trains and bus services in India are also stopped.
