Researchers at Kyoto University and Hokkaido University present their analysis at the advisory panel to the Health Ministry in Japan on the Delta variant on June 23. The research by Prof. Hiroshi and Prof. Kimihito shows the Delta variant from India is 1.95 times more transmissible than the original virus.

The group of researchers examined PCR tests from Japan and an international database for their analysis. Based on data from Japan the researchers looked at the Delta variant is projected to account for more than half of new cases in Japan by July 12. By the time the Tokyo Olympics open on July 23 this variant is projected to account for 69% of new cases.  The researchers say the recent lifting of the emergency restrictions in Tokyo and other cities as well as the high transmissibility of the new variant is likely to increase risks from infections in future.

WSJ report shows that on the morning of the 90 Day Pause in Tariffs announcement discussions took place with the Swiss prime minister, with Treasury Secretary Scott Bessent, and watching Fox News interview of JP Morgan Chase's Jamie Dimon. Seeing the turmoil in financial markets and bond markets, US president DJT made the decision to give time to make the agreements with about 50 countries, and time for financial markets to understand the president's  policy and goals to reformulate the world trading system into one that offers a level playing field. The chart showing the Tariffs of 67% by China and US 34% imposed tariff in the Rose Garden on April 2, 2025, was say reports the result of the influence on the president of the advice of Peter Navarro.  Treasury Secretary Scott Bessent's expertise is in financial markets as a protege of Soros, Navarro's is world trade. Bessent stepped in when financial markets appeared to reflect the uncertainty and convinced the president that the 90 day pause would be the best way to implement the policy on trade. There is a vigorous debate in the administration about how to get a level playing field for trade, and get the job done without disruptions in financial markets or a recession induced by uncertainty. On April 10 as part of the effort to talk to the American people US president DJT opened up his Cabinet meeting to the media and had Bessent, Borghum, RFK Jr and Marco Rubio talk about their plans and policies. Proper implementation, gaining confidence of the people of America and financial markets, is now as important as the goals and policies in the next 90 days. Getting the trade deals with the European Union, Japan, South Korea, Taiwan, Britain and India would go a long way to reassure financial markets and set the right tone for the future.   ...

A look at two crises in 1918 and 1957 of virus pandemics shows early and decisive action to prevent public from gathering and intermingling, are critical. In today's densely populated urban environments this translates into lockdowns and quarantines that are strictly enforced. The 1918 pandemic took 50 million lives worldwide, the 1957 pandemic took 1 million lives worldwide, says this report based on some estimates. MIstakes were made then and science was not as developed for vaccines and new drugs. Which is why health authorites are taking this very seriously. Greg Ip of the WSJ looks at coronavirus health crisis in relation to earlier disasters- SARS 2003 originating in China, 1957 flu epidemic, 1918 Spanish flu epidemic, to draw insights on what measures have worked best. Previous epidemics and crises provide clues on what makes things worse or better and the long term consequences of actions. The more health and safety are prioritized there is some impact on the economy. But crises have proven that the economic impact is temporary and short lived with the economy and jobs bouncing right back once the crisis has passed. The second insight is that early on in the crisis there is a great deal of uncertainty, leading to fumbled or delayed, or timid response. Sort of like lets wait for more information coming out of China, or now Italy, which happened first in February, and then again in March. Tim Adams who worked in the U.S. Treasury Department during 9/11 and Hurricane Katrina, and is now the president of the Institute of International Finance, says if you look to plan a perfect response you lose valuable time. Time is of the essence. Learning to make speed the priority, to think in tranches, be visible, and worrying about how to pay for it later, is what he says he has learned from these crises response efforts. In the case of the coronavirus, some valuable time was lost becausee of the uncertainty and lack of early information, making speed and rapid comprehensive action very critical. The Spanish flu epidemic of 1918 infected over 500 million people worldwide and killed 50 million or more, including 675,000 in the U.S., according to the Centers for Disease Control and Prevention. During this epidemic the Chicago public health commissioner flatly opposed closing businesses, saying worry kills people more than the epidemic. A 2007 study shows cities that took that attitude saw higher death tolls in the Spanish flu epidemic of 1918. Philadelphia waited 16 days before restricting social gatherings, St Louis took just 2 days. The result: the daily death rate from the epidemic peaked at level five or more times higher in Philadelphia than in St. Louis. Social distancing was not much of an issue then as people worked in jobs that required less contact, such as farming, fishing and forestry, as well as other jobs that did not require that contact in large offices.   ...

This WSJ report on critical analysis of coronavirus data has a very useful chart of Estimated Range of Symptomatic Cases Reported by Country. Complete coronavirus data for all symptomatic persons who have the coronavirus infection is lacking in most countries. Many people in large populations have symptoms and are positive but are not reflected in the official data collection. This is a big problem as the total number of cases are understated by a magnitude of twice to five times the numbers reported in official tally.   South Korea has done a good job of getting more of the symptomatic people with the infection in its data, as about 53% to 90% of such persons are reflected in official data. Next comes Germany at a range of 38% to 55%.  China comes third and has about 28% to about 38% of such persons reflected in its data, the U.S. currently on April 4 at about 14% to 19%, according to this chart in the WSJ. The source for this is Mathematical Modeling Center at the London School of Hygiene and Tropical Medicine. What this means is that the US. number of cases at 278,000  reported infected people with symptoms (April 4) is only 14% to 19% of the true number. Another way to say this is that the actual infected persons with symptoms is about 5 times what is reported, or over 1 million not the 278,000 reported.  As happens for China data collection agencies may never get the true number. To be comparable to the Chinese numbers, as the U.S. is a large country, the figure closer to the true numbers would be twice the 278,000 reported or over half a million symptomatic infections of coronavirus in the U.S. Why is this data important. With widespread testing as in South Korea one gets data that tells one how many people are infected (the size of the problem) and therefore the resources needed and the point of greatest impact. Also it tells one the typical transmission rate per person, and it helps hospitals in each area know what to expect and what resources are needed to prepare- not find people suddenly turn up in the E.R. in unpredictable numbers. The lack of widespread testing and better reporting in the data to get a grip on the pandemic is shown in this chart for countries hardest hit, less than 5-6% for Italy and Spain. 13% of the US people live in a food desert, low income areas where there is limited access to grocery stores. Many of these people are Latinos in low income occupations. When companies in grocery stores business merge stores close hurting the local population. This is one piece of the cost of living stress faced by ordinary workers and families in 2024 where the government needs to take preventive action to ensure access to food supplies for communities.

The two waves of the coronavirus in India can be compared looking at the graphs and this report in the Times of India. The case volume and deaths in the worst hit state Maharashtra is shown here. The case volume increased by about 50% in the second wave but deaths were about half that in the first wave. Most of the deaths were in the people over 65 and most of the cases in the ages below 40 years. In the over 65 age only 5% have been vaccinated which means that medical management is still the best way of tackling the coronavirus. Vaccine supplies are the bottleneck and this is beginning to change- so that by August ample supplies of the vaccine should make the difference in bringing down cases and deaths.  Lockdowns are managed carefully so that the economy can recover in the second half of 2021 and in 2022.  Any assessment of the crisis management must take into account the speed of the response, its effectiveness, and keeping in mind the economic recovery needed following the pandemic. ...

Clearly a company thats privately held like Chrysler now is under Cerberus and under Feinberg's direction can provide the incentives, compensation and equity that others can't match. Feinberg was talking to Jim Press since this summer, and leaves Toyota at a time when it doesn't have any respected American face. Its surprising that his new role at Toyota even as a Board member left him away from the day to day operations that he loved doing and was unhappy about his role as mainly a public affairs person. At the same time the events in the credit markets and the broader economy also point to the urgency of having the right leadership in place. This is reflected in the difficulty financing $10 billion of the remaining Chrysler debt in the credit markets with investors reluctant to invest in prevailing market conditions, thus Cerberus and Daimler each took $2 billion in debt to complete the buyout. Top priorities for Chrysler getting the same concessions that the UAW gave GM and Ford in 2005 for health benefits. Tom LaSorda will lead these negotiations as well as look after plant operations and purchasing. Jim Press will lead the effort for product strategy, marketing and shaping Chrysler's new dealer network from the oversized network of 3700 dealers that it has become over the years. As this was his passion at Toyota and he has a decent credibility with Dealers. He also brings knowledge of the Toyota way of constant improvement which he applied in marketing and at the customer level in addition to its well known application in manufacturing....

By 1988 Rupert Murdoch shifted to use technology in the newspaper business. He followed this by acquiring other newspapers and setting up a television business Sky Television in the UK by 1989, and Fox News television channel in 1996. These television channels along with CNN and NBC, ABC now appeal to an older demographic in the mid to late sixties age. Much of the younger audience gets its information from the internet. Murdoch failed to develop the internet side of the business appealing to younger audiences. In this sense much of the influence of these older television channels is in a fluid shape likely to diminish in the future. ...

50 years from 1975 and the passing away of the 40 year Franco era, and 44 years from 1981 and joining the European Economic Community Spain is still finding its way. This report from Spain in The Times of London looks at the period before 1975 when Spanish politicians of every party came together to support the transition to democracy and becoming part of the European Union. He looks with dismay at the fractious nature of today's politics and the frequent name calling, Socialists under Sanchez and the Partido Popular, Vox party, Podemos, failing to agree on how to handle the Catalonian independence movement. Those who supported autonomy for Catalonia and the Basque region in 1975 did this not as a pathway to the breakup of Spain, but to give room for regional aspirations and difference in language and traditions within the federal union of Spain. Much of this was forgotten in the politics of Arturo Mas and other politicians from Catalonia. Catalonia is now run by the Socialist party, elsewhere in Spain  the Vox party and Partido Popular in Andalusia and the Madrid region remain popular. The financial debt and housing crisis in Spain, the pandemic and other economic problems have affected Spain similar to the rest of Europe, creating problems in the economy which only now have been overcome.  ...

With Britain not willing to join an EU wide agreement for all 27 countries in the region, Sweden and the Czech Republic asking for time to consult its parliament, and Hungary declining, only 23 EU countries are now on board for new EU wide treaty changes for fiscal discipline. This makes new EU treaty changes unlikely, and means France and Germany will move ahead with a eurozone agreement for the 17 nation group. This can be done much faster than the cumbersome process for EU treaty revisions. The details of the new agreement will be worked out in the coming weeks and should restore confidence in financial markets. The problem now most experts say is that a new agreement might move too quickly to reduce deficits, worsening the economic prospects in the European Union countries. Fernando Fernandez, an economist at IE Business School in Madrid, says the critical question is how much time countries will be given to meet new rules. If for instance debt is to be reduced by 20 percentage points of GDP in 3 years under new rules, this would impact eurozone growth severely with sharp contractions in already fragile economies. Peter Morici, business professor at the University of Maryland, underscores this, saying Germany is close to zero growth and economies of countries like Spain, Portugal and Italy are contracting. Higher unemployment will result with smaller tax bases, making the situation appear to improve as borrowing rates for Italy drop now, but worsening the situation in 2012-2013 as deficit projections are not attainable. This is already true in Britain where earlier deficit projections are being pushed into future years as economic growth is declining....

By the time NYSE began the switch to becoming a technology company it was too late, says one expert. Other stock exchanges such as the Frankfurt Stock Exchange switched entirely to electronic trading even as the NYSE clung to old ways. All the time the trading floor of the NYSE was losing trading volume, handling only 20% of all trading volume in NYSE-listed stocks in 2012, down more than 40% from 2007, according to analysts. NYSE's Liffe, European derivatives business that came from the merger with Euronext in 2007 alone could be worth about $6 billion, close to the market capitalization of NYSE Euronext. Liffe was one of the main reasons NYSE was attractive to ICE. NYSE CEO Niederauer and the Board sensed the danger if NYSE remained by itself, according to people informed about discussions. The feeling was NYSE would fall further behind in a few years and lose control over its future. This created a new urgency to the talks with ICE, a doable merger from a regulatory perspective because there was not much overlap in the businesses. Niederauer's personal relationship with Sprecher of ICE provided the catalyst to move ahead and work out details such as headquarters locations in Atlanta and New York City, and sharing of management roles with Niederauer reporting to Sprecher. In his letter to employees Niederauer made it clear that ICE was acquiring NYSE. ICE started with electricity trading in Atlanta, embraced technology and electronic trading as its foundation, and took advantage of the opportunities in using technology to meet the requirements set by the Dodd Frank legislation for derivatives and futures trading....

Stronger government action is needed to pull Italy out of the economic slump, with 12% unemployment and production down in December 2013, say business and industry leaders. This Indian religious festival draws tens of millions every day to ancient cities Prayagraj, Nashik, Hardwar, Ujjain, on sacred rivers Ganga, Yamuna, Godavari and Shipra. It happens every 6 years as half Kumbh. The Mela or gathering in 2025 is in Prayagraj on the Ganga, Yamuna and Saraswati river waters where they meet. It is the Maha or great Kumbh Mela that happens once in 144 years. Much preparation went into the gathering by the Indian government and some estimates of the total over 45 days are 600 million religious devotees seeking a bath in the holy river.

China is slowing infrastructure projects after loaning $30 billion to Venezuela. As Venezuela's economy declined under Maduro Venezuela is paying this off with oil exports in what is called a creditor trap. Both Russia and China are intent on trade with the US, Russia to open up business and trade and China to preserve it's trading and business relationship for its exports at a difficult time for it's economy. This tacitly preserves the idea of US direction in a beneficial way for the western hemisphere that was part of the message in 1823 by president Monroe to Congress. In the Mexican War, through Manifest Destiny during the administration of James Polk in 1843 this was still the accepted idea when Ulysses Grant a future president and civil war general on the side of Lincoln fought in that war. This brought slavery free, Spanish feudalism free, democratic processes and modernized economies to California, New Mexico, Utah and Colorado, much of the West and the Pacific shoreline. Russia hopes to get the US to accept it's aspirations to be a modern Northern power in Europe. The US DJT Republican administration has shown it's respect for Russia in its zone of influence, with it's main objection to Russia in Ukraine being the massive invasion of a neighboring country. When compared to Mexico it was the US replacing the Spanish who had invaded the Aztec tribes in Mexico setting up feudal regimes, not the US invading a neighboring country. The European Union and Germany now bear the burden of defending Western Europe as a European power. The situation is similar in Asia where China has it's area of influence and India, Japan, Australia as Asian powers sharing zones of influence in Asia with China, so that the US can maintain good relations with China including fair trade that brings back it's manufacturing. The US would continue to support Taiwan as an independent country. This balance can ensure peace in the Americas, Europe and Asia as nations modernize and choose better governance under governments that relate to their history and geography, as opposed to Communist and anti-communist or democratic or anti-democratic, when they meet the aspirations of their people.   ...

Ireland's prime minister Enda Kenny says following the Brexit vote that is seen as a disaster for Northern Ireland-"My first interest is Ireland's interests, the protection of the common travel area, the peace process, the open border." Other issues facing Ireland are economic- British people will find Ireland's exports costlier by 10 percent, and make Ireland costlier for British tourists who make up 41% of all Ireland's tourists. Ireland's effort to build an all island health system is also at risk. As Ireland tackles this economic problem it is also moving to attract new business to relocate in Dublin. Among ordinary people the fears are more basic- no one wants to go back to the old days and the sectarian strife and conflicts. For most people the open borders mean a great deal- an achievement that took a long, long time, and no one can see this being reversed overnight, which is why Northern Ireland voted 58% to remain in the EU. ...

China's National Bureau of Statistics made an announcement in Beiijing that 51.27% of the Chinese people now live in urban areas. In 1949 the figure was 10.6%, in 1979 it was 19%. In the space of three decades China has urbanized rapidly. This has brought with it economic growth, infrastructure development and increased employment in the manufacturing sector as new workers moved from rural areas to the cities. With it also come major problems for the country and the leaders of the Communist party led government. Of the 691 million urban residents, 253 million are migrant workers- 37% of urban residents and 19% of the population are in this grey zone described as the "hukou" or household registration system. Under "hukou" these migrants from rural areas cannot access public services in the cities, and have rights to access them in their own villages where they are registered. Integrating these migrant workers who are different than their more affluent and better educated neigbors in the cities so that they become truly a part of the urban areas will remain a huge challenge for China. One of the ways China is addressing this is with the plan to build 36 million units of affordable housing for these migrant workers by 2016. Ever so gradually Chinese officials are relaxing the restrictions on migrant workers- such as Shanghai Mayor Han Zheng's announcement for allowing all migrant workers to rent subsidized housing in the outer parts of Shanghai and committing to "increase the migrant population's involvement in the community affairs, cultural life and show genuine care for them." Food security is another issue as more development on prime agricultural land means less land available for agriculture. Appropriation of agricultural land for industrial use is bringing the country down to the limit of 120 million hectares of agricultural land needed for self sufficiency in food, according to the Land Ministry. At the same time China's leaders want to avoid what the World Bank calls "the middle income trap," where a country reaches a level of modernization and urbanization, and then stalls at that level- the level being around $3000 per capital GDP, which is China's GDP per capita today, according to the National Bureau of Statistics in China. Li Keqiang, who takes over from premier Wen Biao, sees the building of affordable housing for migrant workers as a critical way to continue the urbanization process, and shift the country from its export focus by increasing consumption and the development of industries that support this. A slowing economy dominated by state owned companies focussed on a decelerating export model and an aging but still growing population- NBS says China's overall population was up by 4.8% in 2011 over 2010 and has reached 1.35 billion- presents a tougher set of challenges to the new leadership in China than was faced by the current leadership....

Rishi Sunak, Britain's finance minister, defends the increase in the corporate tax rate to 25%, saying the increased receipts from corporate tax in recent years were because of cyclical recovery of corporate profits which took a hit in the financial crisis. He says that the cuts in the rate by George Osborne, former Tory finance minister, have not led to increased business investment. Osborne cut taxes to 20% from 29%, lowest in G20 countries and Hammond who succeeded Osborne as finance minister cut the rate to 19%. At 25% the corporate tax will still be the lowest in the G7 countries. France, Japan and Germany have corporate tax rate of 30-31%. Higher taxes would help finance needs for government investment in infrastructure and health services, public services, and tackle the financial situation arising out of the pandemic support. The last time taxes were raised was in 1973. This also shows that the UK and the rest of the world is looking at the mixed results shown from cutting taxes. Business investment has not resulted from the business tax cuts in the way that would support creating job growth, some of the investment only supporting automation. The investment in infrastructure is lacking from the business sector leading to the need for government to use taxes for renewal in updating infrastructure. The rise of China with new infrastructure has only shown the problems with simply cutting taxes in the hope that job growth, economic growth, infrastructure growth would happen as hoped. This is why the Tories under Boris Johnson are trying a new approach to get the job done. ...

"Die Dinge Laufen Lassen," is another German expression that has a Zen nature and is one that one take comfort in for its calming effect. It means "let things run their course, and everything will be alright in the end." "Noch in den Kinderschuhen stecken It means things are only in the early stages, beginning to develop, unfold, the ball is only beginning to roll. With it goes "Laufen Learnen" which means you have to walk before you can run. "Lugen Haben Kurze Beine" means "Lies have short legs." It suggests walking or running. It says you won't get far with lying, you won't get ahead with it, somebody will see through you. "Auf dem Ruder laufen" means to lose control of an oar while rowing a boat to stay on course. It also means hang tight and things will right themselves eventually. And to go with this is the German expression about learning the procedure or techniques for getting the work whatever it is done correctly. Wie est der Ablauf" how will things run, what is the procedure for doing it? David Brooks of the NYT says the Republican party is failing when it embraces Trump's version of populism with its racial division, tax plan that favors Republican donors and ignores fiscal conservative concern over deficits that affect future generations, supporting the election of Moore in Alabama, the constant Twitter comments that show prejudice. He says this will have destructive effects that could last an entire generation. This isn't the Republican party he has known for so long, says Brooks. The time is passed says Brooks when sensible republicans could go along in the middle by not agreeing with Trump, yet avoiding the task of opposing the elements of Trump policies that conflict with America's long held ideals shared by both parties. He calls its a corrupt deal that Republican party leaders in the Senate and Congress have agreed to make with Trump thinking that somehow this will all work out for them even if it doesn't for the party.
