Under the new government of Chancellor Scholz in Germany, Robert Habeck of the Greens will head a new expanded Economy ministry that also covers climate and energy policy, his ally Annalena Baerbock will head the Foreign Ministry. FDP leader Christian Lindner will head the Finance Ministry. Mr Scholz favors closer fiscal support for Europe as he plans to modernize the German economy and continue major support to European economies.

A partner in his own law firm, Scholz was mayor of Hamburg between two jobs working as first minister of labor and social affairs in 2007-2009 and vice chancellor, finance minister in 2018. It is as finance minister that Scholz pioneered the new approach of Germany to help massively other countries in the European Union in facing the pandemic with shared debt and public finances.

US president Biden makes these remarks at Emmanuel Church in Charleston, South Carolina. Biden tells this South Carolina audience that the idea of the South fighting for States Rights was presented as the South's cause in fighting the Civil War after the end of that war. This he said was a distortion of the truth as the Civil War was fought to end slavery in these United States once and for all, which for America was "the original sin." Biden says something like this is happening today as the truth is being distorted. Much of this history of slavery began by the seventeenth and eighteenth century in Charleston itself. Republicans are divided in Texas in 2023 which could turn it over to Democrats. One forgets that Texas is the state that a Democrat LBJ Lyndon Baines Johnson was from and his base of support, first vice president under John Kennedy and then elected president. LBJ signed legislation for amending Social Security to create Medicare and Medicaid. He also passed Civil Rights Act of 1964 banning segregation and in 1965 enfranchised black voters. The WSJ in this editorial sees the divisions between Republicans in the House and the Senate over the impeachment of Attorney General Paxton as signs that Texas has one party dominance for too long. It says this could turn the state to a Democrat majority in 2024 as it was under LBJ in 1960, who helped create programs revered by all Americans.

It is well known that rail has a smaller carbon footprint than automobile travel. The why is Amtrak suffering neglect for so long in the US when it is well funded in Europe, Japan, China and India? It is because of deliberate neglect by many administrations and by the US Congress through lack of funding for new trains, new technological investment, and investing in its infrastructure. President Biden is changing all this with investment of about $66 billion. He used the Acela fast train service for decades from Washington DC to Wilmington. WSJ shows how a new Amtrak is emerging with many new routes, new stations,  and none of the delays that freight railroads imposed on Amtrak for decades. Amtrak is now fighting the freight railroads in court and has the support of the Biden administration.

Instead of killing the NAFTA trade agreement Trump and his advisors prefer renegotiating the treaty. Priorities for the Trump administration are reducing the U.S. deficit with Mexico of $61 billion. Trade with Mexico and Canada is worth $1.1 trillion and the complex supply chains works such that product components cross borders more than once to become finished products. Mexico promotes its auto and other industries as duty free access to the U.S. for foreign investment. Special tariffs would reduce the trade deficit with Mexico and firms that moved production to Mexico would pay additional taxes. A provision that allows Mexican and Canadian companies to challenge U.S. regulations would also be removed. Rep. Brad Sherman (Democrat) says he supports the renegotiation so that duties of 4% are imposed to reduce the deficit to $25 billion.

Narendra Modi of India visits Poland and Ukraine after visiting Moscow, the only leader to do so and who can talk to both sides, and who believes resolution of the Ukraine can only come outside of the battlefield. Vance calls for hearing different voices in Europe to be heard. The anti-migration parties and voices were excluded by the conference chair Christoph Heusgen, who advised Merkel on foreign policy, and did little to prevent the mass migration into Germany and other countries. Alan Meltzer is a respected voice on US Federal Reserve policies since the time Paul Volcker was Fed chairman He says the Bernanke Fed is making some serious policy mistakes. The first is concentrating on near term events, such as business response to Obama administration policies, over which it has little influence, while neglecting the long term consequences of its policies. The second is its effort to tackle unemployment by interpreting its mandate as a dual mandate of tackling both unemployment and inflation. By tackling one at a time, he says, the Fed is likely to fail totally. The US is unlikely to not feel the inflation that is going on around the world. By ignoring the changes in money supply growth the Fed is making another mistake. His advice is for the Fed to increase interest rates it controls to 1%, to signal that it is aware of inflation risks. Second, the Fed should annonce a specific, detailed plan explaining how it will reduce $900 billon of the $1 trillion banks continue to hold in excess of the legally required reserves. Third, the Fed should end QE II, the most recent round of treasury bond purchases. Meltzer says if the Fed waited for two more months in Nov 2010, it would have found that a double dip recession was not about to occcur and it could have held off from pursuing QE II. Meltzer emphasizes that slow growth and unemployment is not a monetary problem, because of the ample liquidity already in the financial system. Uncertainty about government policy and the future direction has been clarified by the election which will help put the economy back on track. Philadelphia Fed chairman expresses similiar views in other articles and an interview with O'Grady of WSJ....

Simon Johnson and Peter Boone say not taking forceful action with the large banks- taking them through bankruptcy and restructuring procedures as advocated by senior Federal Reserve officials like Peter Hoenig- will only lead to irreversible damage. The current Geithner-Summers policy being followed by the Obama administration is simply to hope that by fiscal stimulus and economic recovery the banks may be brought to sustained profits and be able to muddle through their financial problems. This Johnson argues is not likely to happen and the cost will be higher debt levels for America, irreversible damage as America faces low debt and financially stronger countries in Asia and sees its position in the world weaken. The muddle through policies for banks of the Obama administration have little prospects in the face of an IMF estimated $275 billion shortfall in capital on balance sheets at large banks (from the IMF Global Financial stability Report). Without aggressive action on the banks America's recovery and renewal will only delayed....

Gen. Martin Dempsey took a cautious approach to U.S. involvement in Afghanistan and Syria. He did not approve of the way Gen. McChrystal expanded U.S. involvement in Afghanistan, and the hasty manner in which the Iraqi army was trained under his predecessors leading to some commanders being appointed who later became members of sectarian death squads. Under his command the U.S. limited its role in Afghanistan and Iraq and handed more responsibility to local forces. Gen. Dempsey's approach extends to what he believes is an Heisenberg effect in physics where when you you observe or touch something it changes the way it functions and operates. For critics such as Senator McCain, who served in Vietnam as a pilot, if Dempsey did not want to intervene in some country, he could invent the reasons not to get involved. President Obama exceeded the caution exercized by Dempsey, leading to a situation where the U.S. after hasty action under a Republican president seemed to lurch in the opposite direction under his Democratic successor by not taking action where U.S. presence was needed, followed by a corrective course to make up for this....

U.S. President Obama's speech at the General Assembly of the United Nations, Sept. 25, 2012, in which he praised the work of Ambassador Stevens in Libya. He defended First Amendment rights in the U.S. of free speech to an audience that was not fully convinced that the "anti-Muslim video" designed from the start as a provocation, produced as a violation of probation rulings by the individual, and being given the distribution channel of a vast internet audience by Google owned YouTube, falls neatly into free speech. The German government is reported to be looking into banning the video from distribution in Germany, and Germany also protects free speech under its constitution. He cited the "voices that rally against bigotry and blasphemy," as the way a First Amendment democracy protects against this type of abuse; which would suggest that Google as one of these voices has the responsibility to treat such content similiar to other extreme content of a pornographic nature or other such provocative material inducing violence, which it routinely excludes from distribution. The ultimate protection of First Amendment rights comes not from the U.S. constitution itself, but from the responsible exericize of wisdom, vigilance and common sense. During the long years of drafting of the Constitution when Madison, Jefferson and others who drafted the document took pains to include every protection so that basic rights would be preserved, George Washington pointed out that one could do this only upto a point, because it was upto the wisdom of future generations to preserve these rights, and this could never be done completely....

Syriza party's young leader Alexis Tsipras retains popularity even as Greece accepts the third bailout program from the EU with conditions for pension reform and tax changes. He now says some of the pension reforms were necessary even in the absence of the bailout conditions, saying it is not normal for someone to retire at age 45 or 50. He also says that he is fighting tax evasion so that the rich pay their share of taxes. The mainstream parties have lost confidence because the programs did not ensure a equitable sharing of tax and other measures, and more of the burden falling on the poor. In contrast to Portugal where the tax burden is shared more equitably, more of the burden in Greece has fallen on the poor and less affluent.

Rockwell Collins CEO, Clay Jones, talks to the Journal's David Kesmodel, about Rockwell's strategy as the U.S. Defense Department faces large cutbacks. Rockwell supplies the cockpit electronics on military aircraft. With the growth in sales of Boeing's 787 Dreamliner and Airbus's jumbo jet, Jones is shifting resources, capital investments and engineers to the commercial aircraft business. He tells Kesmodel that his No.1 problem is to position Rockwell in the international area to benefit from sales to India, Saudi Arabia, Brazil, Turkey, South Korea, Australia, countries which he says will have to build their own aircraft capabilities as the U.S. pulls back from overseas bases. He sees international sales going up from 33% to 40%. Only small acquisitions are planned, of between $50-100 million, as Rockwell prefers organic growth.

Eirini Vourloumis of the New York Times has an extensive 90 minute interview with prime minister Lucas Papademos of Greece. Papademos says he will consider legislation requiring holdouts among bondholders to take losses if no agreement is reached with all bondholders to write down Greece's debt. The IMF, the ECB, and the EU require an agreement before lending more funds to Greece. Papademos is a former vice president of the ECB. His view is that the EU should have acted quickly to tackle the debt problem in Greece in mid 2010, and growth measures should have been taken earlier. He also stated that vested interests with political connections were blocking the changes needed to help the Greek economy recover. He expects elections will be held in Greece in April 2012.
