This report from Brazil is of major relevance to India in its growth efforts, and for aging societies such as China. In many ways showing the price countries and the people pay when growth is mismanaged. A major crisis is hitting countries such as Brazil as fewer young people and young workers support an aging population of retirees. This is to be seen in the money allocated in Brazil's budget- only 3% goes to infrastructure, 3% to education, health gets 7%, and retirement system takes up as much as 43% of the budget. Increasing retirement obligations are nearly bankrupting the Rio de Janeiro state government.  At the core of this crisis is a steadily aging population that is happening now faster than in the developed world. Also part of this is the fact that fertility rates have dropped rapidly in Brazil, the rest of Latin America, and in China. It took just 27 years in Brazil and 11 years in China for fertility rates to drop from 6 to below 3, creating a situation where there are fewer young people to join the workforce as retirees live longer and the retired population increases. This report shows that it took 82 years for the fertility rates to drop from 6 to 2 in the U.S. so that the U.S. had a longer period in which to build up infrastructure.  Only 50% of Brazil's sewage is treated, and sanitation systems need investment. The average adult has about 8 years of schooling. An unfunded and unfundable social security system means infrastructure, health and public services such as transportation will remain unfunded for years to come. China's policymakers have done far better by building infrastructure rapidly yet face the same squeeze of aging population lower fertility rates as China's modernization continues. India needs to learn from such failures and successes in framing its own policies. Unrealistic giveaways or promises such as Brazil's retirement age of 55 and poor priorities of soccer stadiums in the northeast over sanitation, health, education, have a steep price. Good intentions are not enough as the Workers Party in Brazil granted pensions to farmers and informal workers without generating the sustained growth needed for funding the pension system, with $3 billion paid in and $36 going out for this added benefit.    ...

Vehicle sales in the U.S. market went up by 18% in April 2011. There was a significant shift fuel efficient vehicles and small cars with gasoline running at over $4 per gallon. Sales are running at an annual rate of over 13 million vehicles for the February-April 2011 period. Helping sustain sales momentum is the aging of the U.S. vehicle fleet- average for vehicles in the U.S. is above 10 years according to G.M. vice president, Don Johnson. GM sales were up 27% in April 2011 over the prior year- with only a 2% increase for pickup trucks and a 50% increase in sales for passenger cars. There was strong demand for the Chevy Cruze compact and smaller fuel efficient sport utility vehicles. Ford had a 16% increase in sales, with strong demand for the new Fiesta, Focus small cars and the new lighter version of the Explorer SUV. Ford's Ken Czubay, head of sales and marketing, says dealers are selling the Focus right off the convoy truck, which gives some indication of the shift in consumer preferences. Chrysler vehicle sales increased 23%, with car sales up 41% in April over the prior year. Some indication of the shift can be seen in the incentives dollars- the largest rebates of $3200 were given for large trucks, according to Edmunds.com. At the same time overall dollars per vehicle for incentives dropped from $2600 in April 2010 to $2100 in April 2011. Toyota sales increased by only 1% because of shortages as a result of the earthquake, especially for the smaller cars like the Corollas and the Prius....

A drought in northern China is shaping up to be the longest since 1951, matching one in the winter of 1970-71. This will affect world food prices as adverse weather has also affected Russia, Australia and Argentina, which are major food producers. China has large reserves of grain and has the foreign exchage reserves to import wheat. China's wheat imports rose to 1.2 million tons in 2010, according to Global Trade Information Services. This compares with global output of 682 million metric tons of wheat in 2009, as estimated by the UN Food and Agriculture Organization. Because China accounts for one sixth of global wheat production, this will put pressure on wheat prices. The Chinese government has cushioned price rises by asking provinces and cities to raise the minimum wage, which went up by 18% a year in Guangdong province.

Oil importing countries in East Africa will benefit from lower oil import bills. Measured as a percentage of GDP the oil imports will go down from 6.3% to 3.7% of GDP for Tanzania, from 6.2% to 3.7% for Mozambique, from 6.0% to 3.6% for Kenya and from 4.8% to 2.8% for South Africa. For the oil exporting countries for revenue decline as a percentage of GDP, Ghana goes from 2.7% to 1.6%, Nigeria from 15.7% to 9.3%, and Angola from 56% to 33%. About 80% of Nigeria's budget comes from oil revenues which will result in spending cuts. About 14% of GDP in Nigeria is dependent on the oil sector, because of the growth in retail and telecommunications. Nigeria's finance minister estimates the decline in GDP growth by 1% to 5.3% for 2015. Benefits from lower oil prices are offset by decline in the price of iron ore and other commodity exports for South Africa, and from the decline in the South African currency, the Rand. Drop in the value of iron ore exports affects other parts of West Africa such as Liberia, Sierra Leone and Guinea. Projects for large investments by large oil companies in Uganda and Angola may be delayed as oil prices decline. ...

The new diesel Jetta from Volkswagen is gointo into all 50 states and meets the ultra strict standards for emissions of California. The same is true of the European diesel Honda Accord that is coming to the USA, and the BMW 335i and other models that all run on diesel. The economics is better than gasoline per mile its 15-20% cheaper and compared to hybrids diesels offer a better deal because the premium is less and the payback period for the extra cost is faster, in the case of the MercedesE320 Bluetec diesel $1400 and 2 year payback, vs the Camry hybrid premium of $3800 and with gas at $3 per gallon 3 to 8 years for payback. And hybrids only offer buel economy but diesel offers both fuel economy and performance like the BMW 335i with 265 hp and 33mpg on highway. Because of this new attractiveness of diesel its share of the market is expected to grow to 15% in 2015 in the USA from 6% now and hybrids are expected to go from 2.2% today to 6% by then.

Department of Education invites controversy because of diversity programs and "transgender" as culture ignoring health risks. Established by president Jimmy Carter in 1979. Education in the US is run at the state level by each American state administration compared to UK where it is done at the national government level. It has one of the smallest budgets of any agency at 4%, Transportation is 1.7%, Agriculture 3.0%. Most of its work is overseeing $120 billion of federal grants and programs for public education through high school. It supports districts with low income students with $18 billion aid. Head Start program supporting 883,000 low income pre school children in 2022 gets federal aid from Department of Health and Human Services. National School Lunch Act of 1946 by Harry Truman is not affected as it is run by states,  federal aid comes from Department of Agriculture to 20+ million children. Republicans oppose spending about $1 billion to support Diversity program DEI initiatives and support for "cirtical race theory." There is opposition to "transgender." Britain's NHS had a commission look into transgender and says it poses health risks to children and young people. It also adds to anxiety of parents. Republicans are 53 -47 in majority in Senate- to scrap the agency Republicans need 60 votes in the Senate. The likely option is that they will pass a bill putting many of the functions in other agencies reducing its impact- between HHS, Treasury and Interior agencies. ...

As the August 1 deadline approached first the Japanese and then the Europeans who held out till the end sometimes treating the US with disdain and ridicule, realized that the US was dead serious about tariffs. Even the US business community tended to treat DJT tariffs with disdain not realizing that the tariff battles were first fought against Japan by Deputy USTR Robert Lighthizer under Reagan in the 1980's always to get a fair deal for the US. The recalcitrance of the Europeans and the Japanese can be understood by the non tariff barriers Japan placed on US products and the 10% tariff on US autos the European Union had in place for decades when the US only had a 2.5% tariff on German car imports.  The media in the US and Europe has utterly failed to tell the US side of the story. Initially the EU adopted an adversarial approach as shown in this report in WSJ by Kim Mackrael and Brian Schwartz. How is it that the Europeans and the Japanese took such a position when since 1980 there was no level playing field for the US on world trade clear for all to see? Not till late May as negotiations dragged on did Japan and the EU take stock of their own positions, DJT having to say US would impose a 50% tariff to get the EU to understand, saying "our discussions with them are going nowhere." A 50 year defense and cooperation treaty was signed by the prime ministers of the two countries in November 2010. A separate treaty on nuclear cooperation was also signed. About 900 Arab refugees are crammed into a boat which capsizes 60 miles off the Libyan coast in April 2015, killing about 850 people. This is the worst single incident in an increasing influx of refugees from boats leaving the Libyan coast for Italy. Honda's hydrogen fueled FCV car will go on the market in Japan in March 2016. The car is designed for people who are looking for a zero emissions car that can fuel up in a few minutes for 300 mile range driving and are located near hydrogen fueling stations. Foreclosures are shifting to the top third of the local housing values, up to 30% in June 2009 from 16% in 2006 when the foreclosure crisis began, according to Web site Zillow.com. The bottom one third by home values now represent 35% of foreclosures down from 55% in 2006. This category of expensive homes includes exotic mortgages including interest only mortgages that allowed borrowers to defer principal payments for the initial period.
