WSJ reminds readers that it has not endorsed a presidential candidate since 1928. That it is not about to do it with the two candidates Biden and Trump. It sees many liabilities in the Republican candidate and does not see the future of America in what it calls four long years of political trench warfare. WSJ does not see a reinvestment in the economy, rebuilding of its infrastructure and preparing the transition to clean energy as two overriding priorities as do Democrats under leadership of Biden and policy being shaped by Sullivan after much study and reflection shown in speeches at Brookings and CFR. As a result it punts at the very time it should be looking to the future with confidence in the principles that built this nation as JFK has shown in his Profiles of Courage (1952) of senators and Congressmen who looked into their souls for the courage needed to face the future. It says Trump has been the greatest Democratic turnout machine since FDR, and Obama, with underperformances since then. It also refers to the court cases and says one third of Republican voters in Super Tuesday polls this week in March 2024 find that a conviction would be disqualifying. WSJ Editorial Board also says the Trump Presidency was a stress test for US institutions, that the checks and balances held. It sees no hope of political realignment in a Trump restoration, it sees only "four long years of political trench warfare. ...

Bret Stephens on the foreign policy debate about supporting or not supporting dictators. On the big one today of Iraq after the large gains with Maliki in Iraq it could be said that its not an easy path either way with each path fraught with dangers, but in the long run if one perseveres and again in the spirit of democracy and with the people in the region themselves and their leaders having good sense and good judgement and putting the interests of the whole region before their personal interests, given this you are always going to do better by your people and the people in the region affected, by respecting democratic ideals and principles. Pakistan is not a good example because its leaders have put their personal interests before the interests of their people but even there things are changing. Zardari's dirtier and clumsier hands are mentioned by Stephens but even here this time the opposition led by Nawas Sharif decided that its more important to respect the electoral process and democratic ideals and let Zardari run Pakistan. Administrations like the Bhuttos and Zardari's have alway been corrupt so there are no high expectations but even here the people of Pakistan will find a way to make the progress they desperately need and find the leadership that can provide it. The military muffling and jailing dissent and not respecting the independent judiciary may not affect the person on the street in Des Moines or Delaware but for people in Pakistan who have suffered under military rule this may be a different story. And in the Middle East things were not that much better with dictators in power either in Palestine and its an area where the conditional part of leadership in the region having good sense and judgement should be considered as well as history. In Iran its not between the Ayatollah and the Shah, before the Shah an elected government in Iran was overthrown when its anti western oil company stance was seen in the light of the cold war. It was the overthrow of that government that brought the Shah in. Had it continued the internal politics of Iran would have been resolved by the people there. In other words western oil interests and lobbies and the cold war distorted the process there. Without the two Iran's politics would not be of much interest to people in the USA and governments there also would have no reason to be especially friendly or especially hostile to the USA. So once one removes the distorting factors and takes out the countries which cannot be used as good example like Palestine and Iran, on the big one Iraq where the people and the leadership in the region did not fail even in very difficult situation and the US persevered, respecting democratic ideals and principles was the best course with the best results. The improved Libyan relations should not be chalked off as a point in favor of dealing with dictators. With better or worse relations with Libya it made little noticeable difference or probably no difference to the people in Des Moines or Delaware. For Iraq it makes a big difference to get it right by both peoples. Libya which had closed itself off from western technology and ideas now opens itself up because this way it can improve life for people in the region, this may be the only thing that has changed. And Stephens puts it another way its more sustainable. But why is it more sustainable to respect democratic ideals and principles given that the leadership of people in the region affected and the people themselves have good sense and judgement? Because in doing so one is respecting oneself one is more true to one's own people's idea of a good and just society and one is respecting other people....

People in California did not feel the early blows of the coronavirus like New York. This is now turning into a disadvantage as people in California have now failed to follow the guidelines for social distancing and masks as carefully as they should be. The state reopening  took place as the case numbers were increasing as the economy and unemployment became an issue.  State hospitalizations are up 40% on July 1 from 2 weeks ago. Percentage of tests coming positive are close to 6% but in some counties much higher- in Riverside county has rate positive in tests at 11.7% and bars are only recommended to close. In Los Angeles county it is 8.2%. On June 20 the day after the bars were allowed to open 500,000 people visited bars in Los Angeles County. A big problem is that for lockdown the whole state was asked to lockdown by the governor. For reopening it is done by county and each county is doing this differently. Pressure to reopen has led to counties with increasing and poor metrics for cases still reopening. Some counties felt pressured to open when other counties had reopened. Even when a county such as Riverside or Los Angeles county is doing poorly the governor waits 14 days for it to be on a watch list before acting. This is too long for the extremely contagious virus giving it time to spread quickly. Governor Newson is now facing serious problems tackling the coronavirus. ...

Spain's construction industry is hit hard and half of immigrants who make up 11% of the workforce have lost their jobs. Spain is hoping to give them alump sum payment to induce them to return home. Economic growth will be below 2% in 2008. Zapatero pledged to return 400 euro from the budget surplus and this helped him get reelected at a time in March when the economy was looking a lot better. Zapatero has no control over interest rates which the ECB raised on July 3, 2008 and no control over commodity prices, and the housing downturn in Spain will continue.

About 4.2 million Americans will be 65 years old in 2024, and for the next six years about 4 million will be added to the 65 plus population each year making the 2030 population of 65 plus larger by about 24 million people. As America ages it will need more young people to do many jobs in healthcare, care for the elderly, in agriculture and transport. This is what we are seeing in Japan and even a country highly protective of its own culture has a policy of admitting immigrants from Vietnam and other countries to meet worker shortages. Claire Ansberry looks at the 65 plus population today and compares it to 35 years ago and finds it is more oriented to exercise, health, and has more accumulated wealth. About 20% of people over 65 years work today compared to 15% 35 years ago, says Pew Research, and of these working 65 year olds two thirds are working full time compared to half in 1987. They are wealthier having median net worth of $410,000 today compared to $282,000 in 2010 much of the 45% gain made in the last 2 years from rising house prices and stock investments. Those over 75 years have a 13% gain. Overall the wealth is significantly higher today. ...

A small group of founders of the Pay Pal company Sacks, Thiel and Musk  are only a small fraction of the larger tech universe that includes Apple, Google and Amazon and other technology companies in many industries including auto, aerospace, chips, other manufacturing,  possibly no more than 10--20%. They are now enabled by US Supreme Court decisions to allow business supported PAC's to operate freely to influence political events in 2024 for promoting their own business interests.  The influence operates through social media channels in ways that limit verifying of information because of the speed with which information can be posted on the internet. This has created new challenges for 2024 and the American system of representative government enshrined in the words in the preamble of the Constitution about  "We the People" - "We the People of the United States, in Order to form a more perfect Union, establish Justice, insure domestic Tranquility, provide for the common defense, promote the general Welfare, and secure the Blessings of Liberty to ourselves and our Posterity, do ordain and establish this Constitution for the United States of America." ...

91 year old Chuck Grassley is head of the Senate Judiciary Committee. He has a passion for vigorous Congressional Oversight that has not diminished with age. He says in an interview that he does alot of oversight and all of us should know from our 8th grade civics that Congress has a responsibility for checks and balances to make certain that the executive branch enforces laws consistent with the oath they take. Chuck Grassley of Iowa, a veteran of the US Senate, who like Biden has served for a long, long time under many presidents since he entered the US Senate in 1980 and now holds the office of Senate President pro tempore, says- "We not only pass laws, but you learn in eighth grade civics that we’ve got a responsibility of checks and balances to make sure that the executive branch of government actually enforces the laws according to the oath that they take. So that’s my job and I do a lot of oversight. " He expects Democrats to rebound quickly so that we will have a very different situation in 2026.  ...

Labour needs to get its execution for the goals set right and stay on top of delivery metrics at every stage on a monthly and quarterly basis. Can a lawyer like Starmer do this? It took years of execution of projects for Modi of India at the state level as chief minister in Gujarat to executi at the national level. International Court for Trade in New York (Customs Court for New York setup 1970) ruling on tariffs May 29 2025. An obscure NY federal court that few know about has issued a ruling saying tariffs are not legal under emergency powers of the president. In the first term DJT used Section 301 of the Trade Act of 1974, which provides firm legal footing to act in the Nation's interest. This court says there is no emergency not considering the trade deficit of $ 1 trillion and with it a loss of manufacturing technologies lost to other nations a danger. A loss of manufacturing technologies that comes with shipping manufacturing overseas, that makes it impossible to make the ships the US Navy need on time, as not posing  dangers to the Nation.  The administration says unelected judges should not be making such decisions. The Court jurisdiction is to review the decisions of customs officials on import duties. Was the Court in New York City with judges appointed by the president, expected to decide on what presidential decisions in the Nation's interest were legal. Nothing about its history suggests that it was designed to do this. ...

The challenges of immigration with legal vs illegal entry into the US is a topic in some media reporting as the US seeks to do what the US did to tackle out of control illegal migration in 1954 under president Eisenhower. This one from the NYT happens in a small town in Missouri in a pancake and waffle restaurant. Earlier reports in the WSJ showed in 2024 the way Republican areas in small towns in Kansas were making an effort to attract immigrants to meet the need for people in manpower depleted public services. The basic idea of legal vs illegal and all the consequences on a national scale in the US and in Europe when illegal migrations gets out of control and creates divided communities, and strain on public funds and resources, is one that has been seen for over a decade. In Missouri, in a largely Republican town in the US the friendly nature of American public to immigrants is seen in the way the local community cared for and had genuine respect for the worker at the restaurant. Yet there is also the sense among members of this small community that US law should be respected.   ...

It only underscores the volatile nature of the activities of the Tesla founder which do a disservice to the genuine work of cutting costs- something that we have shown was taken up by Harry Truman during the spending in World War II with much grace and by walking in the shipyards and factories of the US without the constant chatter of social media posts. This is what made a mark for Truman in the US Congress leading to the vice presidency, and then in 1944 the presidency, and again in 1952 barnstorming the country by railcar to win over Wendell Wilkie in 1948.  President Jimmy Carter started Planning Programming Budgeting systems which is a truly effective way to budget by simply asking that all budget items be prepared from scratch from zero each year so that spending from past years does not simply getting carried over.  As Susie Wiles and other Republicans around DJT know it is important to keep the long term in mind and act responsibly, speak responsibly to the American people, in the manner Lincoln would have done today. ...

The South China Morning Post, SCMP, looks at China at the 40th year of the great economic experiment  that changed China. This started with the Deng reforms by the then Chinese leader that opened up the economy in 1978. As this report points out in 1978 Deng Xiaoping's efforts at loosening the state control of the economy and business was actually a way to get out from the effects of the Cultural Revolution and prevent another Cultural Revolution. Deng was removed from office during the Cultural Revolution. Instead of unquestioned acceptance of Mao the new criterion was "Practice is the Sole Criterion for Testing Truth." In economic and business matters this was followed so that if it worked then the experiment was expanded, gradually giving life to the Chinese model of state capitalism, economic expansion under the state with the state supporting state corporations that operate in a market economy.  This means the Communist Party was to continue its control but with experimentation away from the planned economy in the coastal provinces of Guangdong and Fujian, and then into Shanghai. Experts close to Jiang Zemin, the next leader after Deng, say China's Communist state would not have survived without the changes started by premier Deng. Farmers still did not own the land but they were free to plant and own the yields for their efforts.  Deng established the Three Benefits Principle in 1992 trip to Guangdong, whatever helped increase productivity, increased the strength of the country and improved living standards was good, you did not judge it by whether it was socialist or capitalist. Jiang Zemin's work was to follow Deng's ideas and help negotiate the entry into World Trade Organization and set up the new economic regulations. Capitalists were allowed to join the Communist Party for the first time. State and local government ownership of land was turned into an advantage as this provided one of the critical inputs in terms of land for setting up new factories, with capital coming from savings, and other inputs of technology and investment coming from the U.S. after entry into the WTO brought American and European companies to China. A steady supply of labor poured in from the countryside and urbanization became a goal of Chinese development policies. Today India and other countries in Africa, Latin America, can look at the Chinese experience and effort and look for ways to modernize, urbanize and improve living standards, productivity and strength of their economy. One key is to experiment and look for what works that can then be expanded to other locations, and build on the advantages that may open up as the experiment makes progress. Following entry into WTO China was able to take advantage of overseas markets and build an edge in manufacturing, something that was not evident even in 1992.   ...

The U.S. Fed, America's central bank, barrs bank buyback of shares and limits dividend payouts to quarterly profit. The Fed does this as it warns banks they could sustain heavy losses of $700 billion for soured loans if the economy is slow to recover over several quarters, and unemployment remains high. The Fed's latest stress test for banks included the impact of the coronavirus epidemic. At this time the Fed says banks are healthy and this is protective action to keep the banks in safety.

Another sign of the changes taking place in finance and banking- swift action by the U.S. central bank leadership to stop early any potential improper behaviour of banks to do debt buybacks or dividend payout not meeting rules related to profit.

The German and French positions on solutions to the eurozone debt crisis are in conflict. As a result the negotiations between France's Sarkozy and Germany's Merkel are deadlocked. The basic differences revolve around three basic issues. Germany wants to see a lasting solution in which Greece debt is restructured so that banks and other creditors that loaned money to Greece voluntarily take losses so that Greece's debt can be reduced to a sustainable level of no more than 50% of what it is now. France, the ECB and the French banks do not want to restructure Greek debt in this manner beyond the 21% reduction in value of debt under the July 2011 agreement. The voluntary reduction in Greek debt by the banks would prevent a default by Greece and unsettling of the financial markets. France fears market contagion from the restructuring of Greece debt that would place pressure on French banks as the value of the Greek, Spanish and Italian sovereign debt French banks hold declines in value. That would require a major recapitalization of French banks and additional cuts to the French budget. Additional twists to the negotiations are that Sarkozy is unpopular in France with elections six months away. For this reason Sarkozy would prefer to recapitalize after 9 months. A way to get around the need for more deficit cutting (austerity measures) in France, is for the European Financial Stability Fund to be able to borrow money from the European Central bank. The ECB can print euros in that situation. Germany's chancellor Merkel has to consider German public opinion and experts from the German central bank, who are adamantly against using the ECB to print money and Germany committing itself to bankrolling most of the effort. Germany wants France to use its own money to recapitalize French banks, with Germany only responsible for recapitalizing its banks. Merkel told her parliamentary caucus in Berlin that "the path is closed for using the European Central Bank to ease liquidity problems." Because of Germany's insistence on financial soundness for any solution, France being in the more difficult financial position and Sarkozy facing elections willing to come up with a short term fix, and the unwillingness of French and German banks to take the losses necessary for a lasting solution, the Germans see a real solution taking a long time. ...

Veering between reckless intervention and doing nothing has led to some of the problems the US faces even today.  Barrack Obama created the hope for Arab Spring at Cairo University in 2009, which he failed to follow up on. Ronald Reagan and his Arab envoy Donald Rumsfeld, Defense minister Weinberger, supported a reckless intervention on the Iraq side against Iran in 1980 after winning the election following the capture of hostages in the American Embassy in Iran. Reagan was reckless in such intervention not understanding what was happening in a religious sectarian and Arab Socialist ideologies war in which US interests were not involved. Le Monde of France recounts how Barrack Obama hesitated to followup on his warnings in 2011 after the Arab Spring. This led to Obama doing nothing in the face of just what he had stated at Cairo University of people "having the ability of speaking their mind and having say in how they are governed," and US intention "we will support them everywhere." Another instance of no action was with a failed state situation and  millions of refugees in Venezuela after a Bolivarist Chavez ideological economic collapse similar in some ways to Arab ideologies Iraq and Syria. US did not follow the Monroe Doctrine on non intervention of foreign European powers on the American continents. Obama's speech and then inaction may be at the root of today's problems of migration and the divisions it has caused. Millions of Syrian refugees left for Greece, Hungary and Germany in 2015-2016. It was followed by Brexit again on migration. And in 2016 migration and the Border in the US election. And again in 2022 and 2024 the Border and migration the big issue in the US election. In a speech at Cairo University in 2009 during a visit to Egypt. Obama said: "I do have an unyielding belief that all people yearn for certain things: the ability to speak your mind and have a say in how you are governed; confidence in the rule of law and the equal administration of justice; government that is transparent and doesn't steal from the people; the freedom to live as you choose. These are not just American ideas; they are human rights. And that is why we will support them everywhere." On September 11, 2012 following the death of Libyan dictator Muammar Khadafi and the beginning of civil war in Libya, the Libyan mission in Benghazi was attacked with US ambassador Christopher Stevens killed just 2 months before the US presidential election.  Faced with use of chemical weapons Obama issued a warning to Syrian regime in Damascus- then following the Libyan experience did nothing. Le Monde cites an interview with president Hollande of France in 2015 who expressed his frustration with France willing to act.  Obama underestimated the ISIS in the region says Le Monde, leading to the situation by 2015 of the eastern part of the country linked to the region around Mosul going under ISIS. By 2016 the problem of ISIS was left to next US president DJT to tackle by Obama, a result of the inaction in 2012-2013 on Syria, says Le Monde. And like Angela Merkel in Germany on migration, Barrack Obama simply rationalized his action, with the US and the EU left to tackle the results of these actions.     ...

Wall Street Journal reporters Walker in Berlin, Forelle in Brussels, and Meichtry in Rome, reconstruct the events during critical days after the indecision and failure to reach agreement during the July summit of eurozone countries. This took the form of intervews with leading players and over 25 policy makers. What emerges are accounts of how Germany's Angela Merkel, daughter of a Lutheran pastor, and protege of Eurozone founder, former German chancellor Helmut Kohl, handled the crisis. Merkel was widely criticized in the media for indecision. What emerges is an account of a leader who took decisive action at key moments in the crisis- leading to the formation of new governments in Greece and Italy taking action to improve finances, and negotiations with banks represented by the International Finance Corporation leading to acceptance by banks of a 50% loss on loans to Greece to reduce Greece's unsustainable debt burden. Merkel also worked with the European Central Bank's departing president Frenchman Claude Trichet and new president Italian Mario Draghi to resist French president Sarkozy's efforts to have the ECB assume responsibility for the crisis through large scale buying of Italian and Spanish bonds; which was opposed by German public opinion as a backdoor way of having German taxpayers assume responsibility for European debt. Shown are three critical moments when Merkel intervened. In October 2011, after Italian prime minister Berlusconi reneged on promises to make pension and other reforms to improve Italian finances because of political resistance. He survived a parliamentary no-confidence vote by one vote. Merkel took the lead on October 20, by directly calling Italian President Georgio Napolitano on the phone, to urge him to take action for forming a new government in Italy. The result was Napolitano talking with all political parties to form a new government, leading to the formation of a government by a non-political figure respected in Italy, former EU commissioner Mario Monti. A day earlier, on October 19, French President Sarkozy met ECB president, Trichet, at an event honoring him as departing ECB president in Frankfurt's Alte Oper concert hall. Trichet, Merkel and Sarkozy met in a side room. Sarkozy asked for decisive help from the ECB for large scale buying of Italian and Spanish bonds to lower yields, which had reached 7% on Italian bonds. Trichet responded that the ECB's charter did not allow it to finance governments, with the meeting ending in a shouting match between the two leaders. On October 21, EU and IMF inspectors warned that Greece's debt was reaching unsustainable proportions and austerity measures alone would not work, unless the bondholders, the European banks, took losses of 60% on their excessive lending to Greece. At this point France agreed to the German position arguing for this level of bondholder haircuts or losses, fearing the prospect of large future bailouts that would jeopardize France's triple AAA credit rating. The July 2011 summit accord had only provided for 10% in losses for bondholders. On October 27, at a meeting that went past midnight, Merkel and Sarkozy called IIF head Charles Dallara, who headed negotiating for the banks, to EU headquarters in Brussels. Merkel handed Dallara an agreement containing the 50% bondholder loss demand, and told Dallara- "This is the last offer." Merkel was saying banks would be left with nothing if they rejected it and Greece defaulted. Dallara called bankers and the IIF accepted Merkel's agreement. The final moment that October came on October 31, when Greece's prime minister Papandreou said he would call a referendum on the bailout provisions and austerity measures demanded by the IMF, the EU and the ECB. Bond markets reacted negatively to the announcement fearing a rejection and a Greek default. The Group of 20 leaders was meeting in Cannes, France on Nov. 2, 2011. Papandreou was asked to come to Cannes for a pre-summit meeting. Here Merkel told Papandreou- "the real question" for the referendum was, "Do you want to be in the euro, or not?" Days later Papandreou, lacking support in Greece from political parties and opposition inside his party, submitted his resignation. A non-political figure respected in Greece, former ECB vice president, Lucas Papademos, was appointed prime minister to head a Unity government. Polls after the appointment showed three fourths of Greeks said that this was "a positive step for Greece," with Papandreou's party getting only 11% support and the opposition led by Samaras about 20%. The criticism leveled at Merkel is that Germany should take responsibility for debt throughout the euro area through the issuance of eurozone bonds or the ECB buying large amount of bonds of Spain and Italy. Merkel faced strong opposition inside Germany and from the Bundesbank to this idea. The other criticism was based on austerity measures worsening the finances of Greece because of a lack of growth in the economy, which is true; yet Germany may see the situation in Greece as taking a long time to be resolved in any event because of excessive and faulty financial management. For Italy and Spain putting finances in order was a necessity, and austerity measures should lead to short term sacrifice but improve prospects for the long term by returning the economies to growth. Another criticism is the installation of governments that lack popular or electoral support. As the polls in Greece showed the Unity government there has far greater support and public opinion blames the politicians for the huge mess. In Italy, Berlusconi was widely seen as losing popular support when he resigned. And in Spain Mariano Rajoy, the newly elected prime minister, was elected with a huge majority in parliament following winning in local government elections. Merkel also held her own party, the Chrisitian Democrats together at the recent Leipzig convention. Mario Draghi, was elected with German support to head the European Central Bank. He has long argued for better management of Italian finances as head of Italy's central bank. Draghi was able to support Merkel with carefully planned and managed actions. First to reduce interest rates to support economic growth in a slowing eurozone. Following this with the ECB's Long Term Financing Operation in late December 2011, to provide unlimited loans to European banks at 1% interest for three years in exchange for a broadened list of collateral deposited at the ECB. In a final twist in this drama, Charles Dallara, who was a key negotiator for the U.S. Treasury in setting up the Brady Bonds- that converted bad Latin American government debt owed to U.S. banks in the 1980's into long term debt with large reductions in principal owed and lower interest rates. India's Foreign Minister S. Jaishankar said at an Atlantic Council event in Washington D.C. that estimates have been made of what the British took out of India over two centuries and this has come to $45 trillion in today's value. India suffered humiliation for two centuries from 1756 to 1947 with British rule. The country was "bled" and this was first documented by a member of parliament Dadabhai Naoroji in 1901 in London in his book explaining the causes of India's deep poverty in his book with the title- Poverty and Un-British Rule in India. For the first time detailed financial figures were put together on what Britain took out of India and India's Mohandas Gandhi says this was how he learned about how much India suffered economically under British rule with the neglect of agriculture, the peasants and landless laborers making up the vast population of India. Taxation was burdensome on a poor population during most of the period. Railways and mass communication only helped keep the vast region together under British rule and most of the budget went into security and policing for the Empire. Investment in industry or agriculture was neglected for most of the nineteenth century and half of the twentieth. Strangely the first Indian edition of Naoroji's book was only in 1962 with most Indians unaware of what had happened and where this was first documented. Even Cambridge educated Nehru looked at the railways and mass communication as British contributions to india when in actual fact this was of a strategic security aspect for the British in a vast region, and little was done to improve the standard of living of the people in the villages who worked in subsistence agriculture. Gandhi's task was to increase awareness at the grassroots level of the condition of the country. Something he never hesitated to do even writing to the Viceroy who was in charge directly showing how the budget in the 1920's was entirely lacking in any funds for India's development. This letter can be seen today in the Sabarmati Ashram in Ahmedabad, the museum for Gandhi in his home state of Gujarat. One of the lesser known facts about the independence struggle is that Gandhi wrote a little book in 1910 with title "Hind Swaraj" on a steamship making its way back to South Africa from Britain where Gandhi led a deputation for rights of Indian coolie laborers in South Africa. I picked up this book at the original home of Gandhi and his parents in Porbandar, India, recently. In this book "Hind Swaraj" written in 1910 we find astonishingly all the details of the planned struggle for independence that were to happen over the next 20 years. In 1930 with a new edition Gandhi wrote that he had followed this unchanged for 20 years and would change nothing except one line in the book. The book in 1910 was promptly banned by the government of Bombay, yet Indian editions appeared soon afterward. It is written in question and answer format with Gandhi himself posing the questions which he answers, some challenging his view of India, Britain, Indians and the British. He did not blame the British, and called for Indians to take responsibility for letting the British rule in India happen and what was the best way out.  ...

Mr. Trump was offered a deal for his border wall with Mexico that provided a fourth of the founding and covered a 55 mile fence on the border. $1.375 billion in funding was offered by Congress to cover building a 55 mile fence in the Rio Grande Valley of Texas. It includes money for better screening at border entry points and more customs officers.

President Trump has asked Congress for $5.7 billion to build a 215 mile fence along the border with Mexico. Building the border wall was a key campaign promise of Mr. Trump in the 2016 campaign. A similar deal was rejected by Mr. Trump in December 2018 leading to a 35 day partial government shutdown.

The fence proposed by Congress would be made of steel posts and built along the levees on the Rio Grande RIver that separates the U.S. and Mexico.

With the rushed approach adopted by the Trump administration not enough consideration was given to winning support in the House from 25 conservatives in the Freedom Caucus. Without their support the bill cannot be passed in the House of Representatives. The fight also includes one over what are essential health benefits including whether  maternity care would be included. As a result some moderate Republicans are also expressing opposition on the grounds that less people will be covered and fewer benefits will be provided under the Republican House plan called AHCA. President Trump has not involved himself in the details, and the bill comes very early in the first 100 days, leading to the perception that health care has become a partisan conflict without really grappling with the problems of high cost of health care and creating a solution that all can support. Democrats are seen as having made the same error early in Obama administration's first term. President Trump sees this as a much needed win with a drop in his approval ratings, making this even less of an effort to come out with a good plan.  ...
