FDIC program for loan modification at IndyMac Bank. About 3500 loans were modified, and 15,000 borrowers contacted in recent weeks with offers for lower affordable monthly payments. FDIC's innovation is to create a comprehensive program with clear guidelines so that a lot of loans can be modified without doing it on a case by case basis which would take too long. Loans are modified by reducing interest rates and the principal amount so that the payments are affordable each month, and the FDIC has come up with 38 to 40% of the previous monthly payment as about the right amount. It also looks at tax information to verify earnings. There have been complaints about the responsiveness of FDIC Indymac call centers which may have inadvertently turned down some homeowners looking for help. A big problem is that the FDIC can do little for loans sold to other investors so that out of 653,000 loans serviced by Indymac Bank only about 47,000 are eligible for FDIC modification program. ...

Housing markets in US that went up with jump in demand during the pandemic, markets in Nashville, Austin, Phoenix, are now in downswing. Migration patterns turbocharged by the pandemic are now fading. Overbuilding, slowing in population growth and lack of affordability are creating  vacant office space, and unsold single family homes. From 2020 to 2022 Austin house prices jumped by 60% with very low borrowing costs,, now in 2024 they are down 11% from the peak in 2022. Demand  dropped with a surge in interest rates creating unaffordability. By 2023 home sales reached a 30 year low. even today Austin homes are seen as 35% overvalued as home prices increased at over twice the rate of per capita incomes of 22%.

One way to tackle procrastination that works is to clear all distractions, focus on the positive effects of getting tasks perceived as difficult done first, and enabling this by breaking up a difficult perceived task into a couple of smaller tasks. 

Other things to do to get work done is to set specific times such as 9 to 11 am for perceived difficult work, simple rewards are set such as having a cup of coffee afterwards or taking a walk after two hours of work, time cleared by distractions pushed out of the way. People usually find out that it wasn't that bad anyway to tackle that perceived difficult work, and it helps to have tackled it and the couple of other tasks that are sitting on your desk remaining to be done. Pretty soon your list clears up, increasing satisfaction, rewarding yourself along the way,  and you have a new burst of motivation to tackle more.

Dr Kevin Lee, a British neuroscientist, heads EpiNova, a 60 person unit within Glaxo's R&D department. Lee founded two biotech startups before joining Glaxo. The smaller units called Discovery Performance Units are Glaxo's way of creating biotech startup like units which it is hoped will produce better results. The 36 DPU's in Glaxo R&D are given 3 year budgets and flexibility to make their own decisions for drug research. The large bureaucracy, scientists not working across fields and an older mindset are seen as obstacles in the search for new drugs. EpiNova with its own logo operates in a a Glaxo facility, an hour north of London. Decisions are made faster, says EpiNova chemist Dr. Wilson, and the atmosphere is that of a startup willing to try new approaches quickly.

Clearing parking lots for housing and office space in Buffalo and other cities. Local governments are erasing decades old minimum parking rules. Parking lots and garages that are increasingly unused in cities after the pandemic are being demolished as shown in this report in WSJ. Major retailers are leasing unused spaces for new development. This creates more space for people to live in. Urban planners say this reduces housing cost by adding more land availability, holds down rents, revitalizes cities following the pandemic, and mitigates a housing shortage.

Even with all the programs announced by the banks it would affect only 2 million of the 8 million homeowners facing foreclosure. As the loan modifications are working with reducing payments to 40% of the prior monthly payment,this may not be enough as 28% is a better figure for homeowners struggling to makepayments. As a result homeowners with loan modifications may still end up in foreclosure as unemployment rises to 8% in 2009 and 2010.

With lower oil prices in 2015 and long term trend for lower prices the outlook has improved for controlling inflation. During the civil war the Libyan government of Gaddafi used mercenaries from Mali and the Shaharan region region to suppress the young people fighting for democracy. The rulings in Britain for "duty of care" protect a customer or worker from harm. The rule "to love your neighbor becomes in law "you must not injure your neighbor." This is the new idea that the British government is moving forward so that the internet as public space is protected for all who use it. It does not state how many fire extinguishers are to be installed in a public building. Britain's Health and Safety Act simply requires the owners to do all that is needed to protect the users and occupants from harm. Since 1945 this is the foundation for heath and safety laws in the U.S. and in the UK.  This is the principle that 2 researchers Mr. Perrin and Ms. Woods have come up to tackle the protection of the internet as public a space. Perrin is a civil servant and founder of Ofcom, the UK's version of the U.S. Federal Communications Commission regulator. Woods is a professor of internet law at Essex University. It is now part of the legislation proposed by Boris Johnson's government in The Queen's Speech outlining government priorities. A new regulator would have the power to require companies to protect users of public spaces (the internet) from online harms such as pornography, extreme content, cyber bullying. The 2017 suicide death of Molly Russell a British teenager made this a priority for the government. The French government is also proposing rules based on this principle. ...

HP's Apotheker emphasized in an earnings call "the tablet effect is real and sales of the TouchPad are not meeting our expectations. The velocity of change in the personal device marketplace continues to increase as the competitive landscape is growing increasingly more complex especially around the personal computing area." By the tablet effect Apotheker means the Apple iPad. The tablet is becoming popular but not the other tablets from Samsung, HP and other makers. Kessler says the assumption that pension systems such as Calpers (California Public Employees Retirement System), can make returns of 7.5% is fantasy considering that U.S. Treasury bonds are yielding 1.74%. Calpers reduced its expected rate of return on its portfolio to 7.5% fom 7.75% in June 2012. Public pension funds in Illinois use 8.18% for expected returns. U.S. public companies with defined benefit pension plan assets of $1.3 trillion use an expected rate of return of 7.5%, even though these assets have return of 5.6% since 2000. Kessler's estimate for expected rate of return is about 3%- fixed income yielding negative real rates of return and pulling returns down. For equities he estimates return at the total of inflation component at +2%, productivity component at +2%, and multiple expansion at -1% because interest rates are at zero.

This editorial in the NYT says Bill Clinton moved the Democratic Party to the centre in 1992. In 2016 about 25 years later, after the removal of the Glass Steagall Act led to the 2008 global financial crisis and a deep recession, after the trade relations with China led to loss of U.S. manufacturing jobs over two decades and the hollowing out of industry in the midwest, things have changed. The revolution led by Bernie Sanders, a shrinking middle class, smaller access to college education for the middle and working class, and wide disparities in income, are putting the Democratic Party closer to its roots and the days of FDR. The Democratic Party platform calls for a 21st century Glass Steagall Act to separate normal banking from investment banking, opposes the TPP to prevent any further export of jobs overseas, and goes for a $15 minimum wage. This was also evident at the opening day of the Democratic National Convention when Sanders told the gathering in Philadelphia that even though he was not the candidate, these are the planks of the platform that Hillary Clinton will be pushing for in her presidency. What the editorial does not point out is that the Republican economic platform also calls for reinstatement of Glass Steagall Act, opposes TPP and opposes any loss of American jobs to overseas locations. It differs on the minimum wage leaving it to the states, and it is likely to skew tax cuts towards the wealthy, but also possibly removing the lower income brackets from taxes as Britain has done under the Conservative Party. Both parties today are looking for support from the middle and working class and have directed their appeal to these two groups which are in upheaval. The election of Trudeau in Canada recently also followed this trend, after the hollowing out of Canadian industry in Ontario and Quebec in a similiar pattern as in the midwestern U.S.  ...

Obama Affordable Care Act ACA and its downfall are covered by two experienced authors over 2 book written over 2 decades. The authors are James Morone and David Blumenthal followed the healthcare issue over 25-30 years through the Clinton, Edward Kennedy and Obama efforts and wrote two books. The first was "The Heart of Power" on the healthcare situation from FDR to 2008. The last titled "Whiplash" in 2026, for which the authors are interviewed in Harvard Medicine magazine. C-SPAN has a book program on this book at a Washington DC bookstore. From the discussion on C-SPAN between Senator Michael Blumenthal, borther of one of the authors, James Morone and David Blumenthal physician, couple of conclusions are seen that may be new to readers. Q. What was the one single factor that doomed the Affordable Care Act? A. The deep antipathy towards the Obama administration influenced the response to the Obama handling of healthcare. The likelihood of Republicans accepting healthcare from a black person was simply not there say the book's authors in the discussion and Q&A on C-SPAN. Yet there were other reasons for the ACA failing. Obama had not gauged the mood of the nation well. UK Labour's Starmer won by a big majority in 2024 yet that does not reflect the mood of the British nation just 2 years later- by election year 2012 Obama's campaign was faltering and had to be rescued with Hispanic votes and a weak candidate in Utah's Mitt Romney. Obama lacked maturity and came in the way Bush came in when the list of candidates were mediocre in the US, similar to the period in the UK with David Cameron and Boris Johnson. To take on the health care issue required someone with the experience and caliber of LBJ, which Obama clearly lacked, coming from the minority community was not going to help in credibility. Obama's presidency was thus premature and to gain experience he would have done better in a key cabinet position such as at Department of State where an intellectual could have influenced world opinion in favor of emerging countries, a doable and necessary. Obama's lack of experience showed when he told Republicans two words in the first months in 2008- "We Won," perceiving arrogance it would set Republicans against him. The years 2008-2016 cost the US dearly in that the US needed a withdrawal from all of the Middle East which would require a strong president  with deep roots of support in all parts of the country including the south, to avoid recriminations. In the end by continuing the wars Obama weakened the US and let China move ahead. Q. Did Obama consider Medicare for All? A. Obama told Congressmen of his party according to Morone- if you can get 60 votes in the Senate for Medicare for All we can try.  Q. Would it take a major upheaval for Medicare for All to be accepted now that the health system is failing all Americans in 2026? A. It will take a world war or a economic depression- some major disaster for Medicare for All to be accepted in the US, say the authors. A pandemic happened in 1918 and again in 2019 the results were not positive, as the authors believe it unleashed the war on science after the vaccination for and against camps, leading to the culture wars in America seen today. Q  Obama's analytical mind thought he learned from the Clinton efforts in healthcare that failed. But he did not see things from the heart. There is good reason to think that the lessons learned of moving fast, letting Congress write the legislation, settling for what can be done not what needs to be done, were exactly the wrong lessons to be learned as opposed to writing off the Clinton experience entirely as Clinton's, and starting from scratch without preconceptions. In the end Obama if he was older, had more experience, and listened to the mood of the country would have realized that healthcare was for another day, and got right down to the most difficult challenge, to end the wars in the Middle East. Even small steps in the right direction would still have earned appreciation him today. Instead Bush and Obama, the most inexperienced of presidents will be remembered for wars they continued that weakened America.       ...

Such as investment in pharmaceuticals in the US, investment in automobiles and rare earth processing, in housing and schools would reduce cost of living by bringing down prices and provide huge human returns for every dollar spent in addition to larger profits over a long period. Microsoft has invested $34 billion the first fiscal quarter of 2025 alone, with similar investments by Amazon, Tesla, Google, and others for $400 billion capital allocation in 2026. Investments are also being crowded out in the replacing of the aging infrastructure of the US  of roads, rail, subways systems, transport systems, bridges, airports and ports. Some of these investments such as in ports and logistics are needed to make America a manufacturing and exporting nation. Economists loved to talk about crowding out of investment by the private sector when the government spending was significantly higher as during and after World War II. Today there is little talk about the massive misallocation of capital in the US economy. Where public infrastructure is ravaged by time and mismanagement as in New York political trends are calling for free public transport  and supported grocery stores in NYC, when the root cause the overall picture of the Nation's spending in rebuilding America is ignored or unaddressed, which would get to the root cause of the cost of living and quality of life issues that concern all the people of this Nation. ...

A study by Prof. Peter Petri of Brandeis University, shows the Trans Pacific Trade Agreement boosting economic output in the U.S. by about 0.4% by 2025 or $77 billion. Winners are biologic drugs which get long term patent protection, tech firms and software engineering services. Losers are the Detroit auto industry with higher auto parts imports, light manufacturing, and some heavy manufacturing sectors. Prof. Douglas Irwin of Dartmouth College and other experts say it is not clear how U.S. consumers and businesses will benefit. The import duties as a percentage of total imports are now at about 1.4%. Experts say about 4/5ths of the benefits of TPP for the U.S. are from opening up trade in services and new rules for investment and commerce. TPP includes Pacific countries Canada, Australia, New Zealand, Chile, Mexico, Malaysia, Singapore, Vietnam, and Japan. Issues are environmental rules, worker protection and standards, agricultural imports in sensitive countries such as Canada and Japan, affordable drugs in poor countries....

This article by Saeed Shah and Syed Hasan describes the Taliban factions from the tribal areas that control parts of Karachi, Pakistan's main commercial city on the Arabian Sea. It provides a detailed map showing the outlying areas around the city centre, especially the shantytown areas and the areas with Pashtun majority population controlled by Taliban with roots in the tribal areas. The Taliban charge taxes and adminster law in the areas they control. A major operation was launched since Sept. 2013 by the Sharif government to free this key city of Pakistan from Taliban control and the wave of kidnappings, extortion and other violence from Taliban members. About 168 police officers have been killed in the efforts to control the city, but areas under Taliban control are still hard to patrol by government police and special Ranger force. Karachi anxiously awaits the result of peace talks of the Sharif government with Taliban. If the talks fail and an operation is launched against Taliban in tribal areas the repercussions will be felt in Karachi. Shah and Hasan provide a excellent picture of the tribal loyalties, religious extremism and entrenched culture of violent activity that extends from the border tribal regions of Pakistan into the commercial centres such as Karachi that is a vexing problem for the Sharif administration, police, business and ordinary citizens....

Health insurance premiums for family plans increased by 9% in 2011 according to a survey by Kaiser Family Foundation. A similiar survey by Mercer showed premium increases around 6%. What the US wanted in the initial hours- use of Diego Garcia base and RAF base in Haverford Gloucestershire. UK's Keir Starmer first denied use of the bases and till he could verify US attacks were within international law. Starmer told parliament-  "To be clear, the use of British bases is limited to the agreed defensive purposes; we are not joining the US and Israeli offensive strikes. The lessons of history have taught us that it is important when we make decisions like this, that we establish there is a lawful basis for what the United Kingdom is doing. That is one of the lessons from Iraq, and that there's a viable thought-through plan with an objective that can be achieved or has a viable prospect of being achieved.That is the principle that I applied to the decisions that I made over the weekend. This government does not believe in regime change from the skies." The situation Starmer faces domestically is that voters for Reform UK and Conservatives support full use of the airbases. Voters who vote for Liberals, Greens and Labour do not support use of the British airbases. Local elections in which Labour is seen losing a large share of its 2024 vote to Greens and Liberals is one factor the premier had in mind, in addition to issues in the war in Iraq.  Another is the consideration that Britain has a large presence in the Gulf from the days of the Empire when they were British colonies.Already in 24 hours 100,000 Britons have registered for help in the Gulf region. Britishers run much of the tourism, airlines and other business in the Gulf region as the Gulf states are small in area, with small populations and a large population from South Asia for certified migrant labor, and British managers at the higher levels. When Iran attacked UAE, Bahrain, Qatar, and Saudi Arabia with drones and ballistic missiles it was clear that Britain was also being attacked though the attack on the RAF base in Cyprus was cited. ...
