House Speaker Pelosi and Majority leader Reid prempt the Bond-Levin proposal to use the $25 billion of funds from the energy efficiency retooling for operating expenses. They said there were just not enough votes to pass the change. And the general feeling was that the automakers had hurt their case more than they had helped it after 2 days of hearings in the Senate and the House on November 18-19, 2008. Pelosi put it this way, "until they show us the plan, we cannot show them the money." The automakers were asked to come up with a plan that shows accountability and viability. Pelosi is from California, a state that has seen its mandate for controlling auto emissions held up by the automakers lobbying and the Bush administration EPA, and which favors higher fuel efficiency, higher than the numbers passed in recent legislation, also held up by the automakers lobbying efforts. So there is a three way battle going on with the states in the midwest and the Bush administration pitted against Pelosi-Reid-Waxman and the younger Obama supporters in Congress for the $25 billion in energy efficiency retooling to be used for salaries and so on. And the other battle pitting the midwestern states against all those who call for strict conditions including firing management, and serious restructuring within or outside prepackaged bankruptcy. Reid and Pelosi called for Congress to reconvene on December 2. Reid said that what happened this week has not been good for the auto industry,, which is ominous, because the hearings showed an unrepentant automaker management which did not accept any of the errors made by management long before the credit crisis in October, which riled Congressmen. Another thing was the reference to corporate jets which came up in the hearings, and Reid emphasized as did others that these guys flying in in their corporate jets did not send a good message to people in Searchlight or Reno, Nevada. The reason this is important is that executive compensation and golden parachutes are moving right to the top as they do in such times, as evidenced by the story in the Wall Street Journal frontpage on November 20 about 120 executives making $21 billion in compensation in the last 5 years including failed companies, see the link. . ...

The IMF in April 2012 said Spain may have moved too aggressively with austerity measures. The IMF said: The new deficit target in Spain "could have accomodated more fully the impact of the weak growth outlook." This supports the Spanish government's view that it has to balance controlling spending measures and redctions in spending with considerations that take into account the weakness of the economy and high unemployment. One of the important considerations is that the private sector and banks faced with losses in the housing bubble are not likely to generate growth at this time, leaving growth dependent on government spending; which if cut too quickly could lead to declining GDP and even lower tax revenues with higher deficits. The government of prime minister Rajoy is faced with the difficult task of creating credibility in financial markets about controlling years of spending by regional governments during the housing boom, and at the same time applying prudence in not taking steps that would hurt the economy at a delicate time....

Hon Hai, a Chinese company which makes IPads and IPhones for Apple has grown by doing high quality work for lower prices than anyone else. In the process Hon Hai has generated a culture that is tough even by Chinese standards. About 250,000 workers are employed in its factories in Shenzen alone. A series of suicides at the plant has attracted attention to the tough conditions. One worker says conversation on the production line is banned, bathroom breaks are limited to 10 minutes for every 2 hours, and the discipline is strict. Hon Hai won Apple's order says one supply-chain search expert, by pricing low. Its CEO Gou was willing to sell some components at zero profit according to people familiar with his actions. Workers come from rural areas, are very young, the first time they are away from their families, and live in dormitories, eight to ten people to a room. Hon Hai's response is to increase wages 30%. But a report about a college graduate who was asked about conditions reflects the general feeling. This graduate makes twice as much in product development, at 2000 yuan a month, or $293 a month. But the monotonous life and the feeling of no future affects this worker and may be a sign of something changing in China's factories. The unwillingness to accept the conditions that existed in the past....

Thomas Sargent of New York University, the 2012 Nobel prize winner in economics, says the EU leaders can learn from the way the federal government in the U.S. handled the issue of state's debt when it came up in the 1790's and in 1840. In 1790 the federal government- under the leadership of Washington and Hamilton- saw the need to honor state's debt because of the contribution made by states in the war of independence and the U.S. assumed state's debt. In 1840 the U.S. refused to assume state's debt and states went into default. The result was beneficial because state's passed balanced budget rules and restrained reckless spending. Another benefit was that this preserved state rights to manage their finances and the federal structure setup under the constitution.

The prospects for direct U.S. talks with the Taliban after the planned opening of a Taliban office in Qatar. The preliminary efforts were started by U.S. special envoy for S. Asia, Richard Holbrooke. Holbrooke died in 2010, and his successor, Marc Grossman, a former ambassador to Turkey, has continued the efforts as senior representative to Afghanistan and Pakistan. Grossman now has a team of officials from the Defense Department, the State Department and Intelligence agencies working with him. After a decade of war, a shift in public opinion in the U.S. to domestic issues, and a withdrawal date by the international forces set for 2014, the time appears right for the negotiations that would end this war. Grossman has the backing of Secretary of State Hillary Clinton in this push for a negotiated settlement with the Taliban. The recent deterioration of U.S. relations in Pakistan to a breaking point, the complex relationship between the Taliban and the Pakistan military, the growing unpopularity of the U.S. in Pakistan, the meaningless struggle with a Taliban with intrinsic links in the Pakistan military, and the fragility of the elected government in the country are other factors that may be leading the U.S. government to look at the bigger picture and grasp any opportunities towards a negotiated settlement. ...

Ford CEO, Alan Mulally, says the electric battery in the newly designed Ford Focus EV electric car costs about $12,000 to $15,000. The car price is $39,200. The similiar gasoline powered car price is about $22,000. This car has a 23 hour kilowatt hour battery pack. Based on this information the cost is $522- $650 per kilwatt hour. The U.S. Department of Energy has set a goal reaching $300 per kilowatt hour by 2013, as it funds new electric car development in the U.S. The Ford Focus EV is directly competing against the Nissan Leaf. The Leaf starts at $35,200, with a range of 73 miles on a full charge compared to 76 for the Focus EV. The Focus can be recharged in three and half hours using a 240 volt charger, compared to 7 hours for the Leaf. What the battery cost tells us is that the electric car development has to bring costs down rapidly for electric cars to become price competitive.

Ford executes new strategy for reaching the younger first time buyers of small cars in India. The car is a hatchback called the Figo designed with the help of Indian engineers for the Indian and overseas markets. It has done a$500 million expansion of its plant in Chennai, India, doubling production to 200,000 vehicles ayear, and 250,000 diesel engines a year by 2010. Mullaly says: "literally India is designing the small car for the world." Separately Ford is building a new car plant in Chongquing, China, for 300,000 cars, midsize and suv's. The change is huge and dramatic for car production. CSM Worldwide predicts car sales in India 45% higher in 2011 compared to 2007, and 39% growth in China, 26% in Brazil. In contrast, car sales in North Americaand Europe will not have returned to 2007 levels by 2011. Considering declining levels in Japan and Germany sales may be on a slow downturn. See links to this. Most experts are critical of president Trump's use of language "fire and fury" to North Korea for its missile tests and threats to the U.S.  The closest one gets is the language used by Harry Truman during the bombing of Hiroshima and Nagasaki with nuclear bombs.  Mr. Feaver, a national security expert and Senator Cardin say Mr. Trump is using the same language that the north Korean leaders is using and this simply raises the tensions. Feaver was adviser to President George W. Bush on the National Security staff. He says Bush's statement "bring 'em on" to Baath loyalists and militants targeting U.S. troops was a mistake, as well as some other Bush statements in the war against Saddam Hussein who Bush said he wanted "dead or alive."  Victor Cha, a former National Security Council official under president Clinton, says Bill Clinton used language that acted as deterrance to the the North Korean government when he said at the demilitarized zone in Korea, any attack would be "the end of their country." Cha sees Trump's language as a form of deterrence to avoid any miscalculation. Feaver says the language is dangerous, and the only way he can see it being thought out is that 30 years of diplomatic effort have left us with little improvement with North Korea, and the idea that lets try using the same language as the other side. Yet even here he sees it as escalating the rhetoric when nuclear missiles are involved. ...

One nation, one vote means Trinidad counts for as much as England and Germany. There are 209 members with many being small nations such as Botswana. It is based in Zurich, was founded in 1904, and is subject to Swiss law. The result say critics is that there is very little change at the top, with Seth Blatter the FIFA head since 1998 in near complete control and very little prospect of change. He worked his way from secretary to president, and was previously employed by Swiss watchmaker Longines. Some critics describe the situation as reminiscent of medieval fiefdoms, and lacking the openness and transparency so essential in a body governing one of the most popular sports in the world....

Class and the divide between rich and poor, educated and uneducated, urban and rural, in China. Even with rapid industrialization in the urban mostly coastal regions, a large number of China's people live in rural areas and in the hinterland away from the big cities. October 1, is the 60th anniversary of communist rule. With the internet and more communication of all types, incidents in which the rich and powerful are treated differently by the judicial system- and can get away with light sentences for wrongdoing or crimes- cause a great deal of anger among the people. In this traffic accident in Hangzhou, one of the rich people's kids- the young emperors is how they are referred to in Chinese- runs over and kills on the pavement a 25 year old telecom engineer from a rural area near Changsha. He had to work hard to get to college and become a engineer, and his parents struggled to pay his tution in college. The 20 year old racing car driver gets away with a light sentence of 3 years, and is suspected to have used a stand-in for the trial, who would also serve the sentence. The public in Hangzhou was upset about this and blogs all over China began to talk about this. The police initially covered up the incident, saying the speed was 43 mph. Only after public pressure did the police say it was double that, and that the Mitsubishi racer used by the rich kid was retrofitted for speed....

Slowing car sales are expected for Detroit auto manufacturers as Japanese sales recover after the tsunami and earthquake. A major reason for higher sales was pentup demand. Sales reached an annualized 14 million level for 2012. Research firm Polk says the average time a new car was owned went up to 71.4 months, and used cars 49.9 months, in Feb 2012. This is 23% above the level of the third quarter of 2008.

The NYT's Kristof gives this exceptional report on the use of cancer causing chemicals all around us in many consumer products. With the increased use of chemicals has come the tripling of asthma rates in the last 25 years, leukemia up by 1% a year, increasing obesity, and breast cancer rates increasing from 1% in 1975 to 12% today with only some of it from better detection. Doctors at the Mt. Sinai School of Medicine in New York, say American girls who had puberty at the age of 17 in 1800, now have puberty at the age of 14, even 12. Earlier menstrual cycles increase the risk of breast cancer because of increased exposure to estrogen. Studies show exposure to pesticides, PCB's and other cancer causing chemicals increase the risk of cancer, and a link to early puberty. Asian women moving to the U.S. are also experiencing higher rates of breast cancer as they move to societies with higher use of chemicals in daily life, say experts at Mt. Sinai. Poor eating habits and lifestyles with less exercize are also to blame, but chemicals also play a role. Americans are moving towards shunning packaged processed foods for fresh food in their diet, and more are learning the benefits of regular exercize, but the same degree of public awareness is lacking for the extensive use of chemicals in our consumer society. In other societies around the world that are copying us such as in China, India and Brazil, the situation is even worse, with the spread of a reckless idea that modernization requires jettisoning health safety concerns. Even a simple pizza box has PFAC's chemicals made to make the box resistant to grease. In 2015 where products are labeled environmentally friendly by large companies to attract buyers and build the right image in the minds of consumers, consumers asking questions and making better choices make a difference by offering a seal of approval. Carpets have chemicals, and most disposable plastic containers contain chemicals that could seep into the food if heated. The use of plastic containers and microwaves is common practice in todays society, where less cooking is done on the stove than in the period before 1960. The sheer size of the chemicals developed since 1950 is staggering- more than 80,000 chemicals according to the Children's Environmental Health Center at Mt. Sinai. And this Center says less than 20% have been tested for toxicity. ...

A lawsuit was filed against the Indian Government in the state of Karnataka on July 5 challenging the removal of tweets on Twitter social media site that could disturb the social fabric in India. Does a foreign company know what is best for a country of 1.4 billion people with 22 languages in the Eighth Schedule of the Constitution of India? Or is it merely a pretension brought out by the chaotic spread of technology in the US and in the world without regulation of any sort leading to many egregious faults and damage to society.  Even the Indian government has to think hard and make much effort to find what is best in the culture and traditions of India's best leaders, and its long history back to the period of Lord Buddha and the Vedanta in 653 BC, what India should take forward. To combine this with the best that India has learned from Britain and Europe in science and technology, and the best environment for science and technology to be nurtured. The following languages are in the Eighth Schedule of the Constitution of India- Assamese, Bengali, Hindi, Gujarati, Kannada, Kashmiri, Konkani, Malayalam, Manipuri, Nepali, Marathi, Oriya, Punjabi, Sanskrit, Sindhi, Tamil, Telegu, Urdu, Bodo, Santhali, Maithili, Dogri. Most Indians cannot even list these languages and never heard of some of them. Most Indians are still learning about the depth and history of their country and what has held it together culturally and as a people. Forget about Twitter being able to list them much less know about where India should be headed in the 21st century. Or is it a pretension so called tech companies make these days without reflecting on what this means. It took India and Indians hundreds of years just to get to the point where they can reflect on the history of India. The struggles shown on The Residency park at Lucknow (1857), and at Dandi Salt March (1930) led by Mohandas Gandhi, are merely the more recent, with ones before that, and before that into the mists of time.  Even after colonization India is unique, seeking after the leadership of Mohandas Gandhi to find the best that it can learn from other countries in Europe and the US to shape its future, and fulfill the aspirations of its people for a better life. Hundreds of millions without water or cooking gas in their homes, their aspirations, and the aspirations for decent housing, for a Clean India with the infrastructure that Europe and America take for granted. That is the burden shouldered by the leaders and the government responsible to society of 1.4 billion people that speaks in 22 languages. And shared in a larger sense by 1.8 billion people in Asia all the way up to the Indonesian islands that also share these aspirations for a better life.   ...

Crime is up 40% in Washington D.C say police. Biden wants to focus on the major issues for workers and families in the country, on infrastructure, jobs, inflation, and the US economy, and not let his plan for America's renewal lose focus because Republicans are able to make crime an issue.

More revelations such as Pandora papers may not do much because the inertia is institiutionalized and the political system is available for hire, says Prof. Prem Sikka of the University of Sheffield, UK. He says armies of accountants, lawyers and financial experts support this system, the regulatory system in the UK is ineffective, and too many MP's are on the payroll of corporations, says Prof. Sikka in The Guardian. Habeck said this at a G7 economy ministers meeting in September- "the naivety towards China is over." Habeck has denied the VW group guarantees for investments in China in May. German companies business in China was supported by government guarantees for exports and investments in China. Germany has about 90 billion euros of investments in China. The relationship began in 1972 when China was a poor developing country, and surged particularly in the Merkel years when China was no longer a developing country. Today Germany and the US face technological competition from China and the reappraisal of global supply chains overly dependent on one country.

Claire Cain Miller of NYT looks at how Americans feel about the economy. It is shaped mainly by the cost of living crisis. Over half of Americans feel housing is unaffordable. And most Americans see prices as way too high at retail stores, for food and clothing, and do not see that president Biden has helped increase their wages through his support for the labor movement. Another aspect of this is that even though Biden has brought changes in wages and reduced inflation to 2-3% from 10%, the American people are feeling the effects of three decades of neglect of infrastructure, public services, and manufacturing under prevailing free market economic theory; that caused the disruption in living standards with the 2009 financial crisis, and the shift of manufacturing to China that devastated whole communities.

The US Federal Reserve has already raised interest rates in 2021-2022 to 5-5.25%. The Fed under Jerome Powell has taken a pause on interest rate increases this month but expects to make two interest rate increases of quarter percentage point to take interest rates up to 5.6% by the end of 2023. Jerome Powell has shown determination at the US central bank to control inflation that went up quickly in 2021 with supply chain disruptions and oil flow disruptions. This has led to slower US inflation with inflation down to 4% in May 2023, half of what it was at its peak in 2022. The higher interest rates help savers including retired people deprived of interest income over the last decade, and hurt borrowers making higher payments on mortgage and car loans.

NHK shows that over her 16 years as chancellor in Germany Merkel conducted policy that built the overconcentration of trade and investment in China. This policy is now seen as posing serious risks for Germany now that lessons are being learned from the failure of the overconcentration of investment and dependence on fossil fuel supplies from Russia, a policy pursued by Merkel. It was  the deputy chancellor Habeck as Energy Minister who did the remarkable job of getting new supplies from other countries to replace Russian oil and gas. This made it possible for Germany to make it through the winter without supplies from Russia. Germany is now shifting away from this overconcentration in its supply chain in the new security strategy. This may only be the beginning of a larger change in Germany's policies.
