The Joint Committee on Taxation estimates it will add $1 trillion to the U.S. deficit as only $500 billion is expected in increase in government revenues over a decade from additional economic growth. This is supported by evidence from countries such as Britain that implemented this type of corporate tax cut without generating much economic growth, says Greg Ip in the Wall Street Journal. The "victory" then comes at a high cost says the Washington Post- in years to come programs to help the growing lower middle class and working class will be subject to cuts and taxes will have to rise to balance budgets.   ...

UK per capita sugar intake is 100 grams or 20 teaspoons. In the most recent Global Financial Stability Report out in Sept. 2011, the increase in the ratio of a country's outstanding credit to GDP is highlighted as a key warning light indicator for country economies. An increase in this ratio of over 5% signals a warning light according to the IMF. It tells us that borrowing is expanding at significantly faster rate than the growth of the economy. Using this indicator would have set a warning light up for the U.S. before the 2008 mortgage crisis, and a warning light well before the financial crises in Greece, Portugal and Ireland. The outstanding credit to GDP ratio went up for China by 24 percentage points in 2009, with 4% percentage point increase in 2010. The ratio was up 30 percentage points in Hong Kong for 2010. The warning light is also up for Turkey and Vietnam. Capital inflows into countries that can be suddenly reversed, and overvalued currencies are a danger for emerging market countries and act as supplemental indicator warning lights. Brazil and South Africa have overvalued currencies. Turkey has high capital inflows. Only a small portion of this is foreign direct investment, the rest helps support a high amount of lending and credit provided by the banks. That a significant portion of this is in short term borrowing poses additional risks, as evident in the 1997 Asian financal crisis for S. Korea, Thailand and Malaysia....

Spain's central bank was lauded for macroprudential supervision before the housing bubble burst. Will China's central bank and financial authorites which have managed the housing bubble upto this point face similiar problems? Can China be the sole exception even as housing bubbles burst with wide repercussions in the U.S., UK and Spain? Nicholas Lardy, of the Peterson Institute of international Economics, says urban housing stock makes up 41% of Chinese household wealth in 2011. The same figure for the U.S. is 26%. Chinese buyers invest in homes because low interest rates on savings accounts cannot keep up with inflation. Real estate investment was 13% of GDP in 2011. Home ownership is a recent development in China, only since 1990, Chinese have never experienced large price declines. Household debt as a percentage of disposable income has increased significantly in recent years, up to 53.6% in 2011 from 31.3% in 2008, according to Lardy.

Ataturk founded the party in Ankara after the colonial powers took over Istanbul by 1921 following victory in World War I and planned to breakup the Ottoman Empire. To resist this plan Ataturk responded similar to Japan by forming a new country based on the model of European nations and introduced a new alphabet to increase literacy. He took the country back to its European roots before the Ottomans in the 16th century and turned the Hagia Sophia into a museum. In the process rural people in the Anatolian heartland were not fully integrated by the 1960's and Erdogan appealed to these people, increased social mobility and incomes in Turkey between 2001 and 2018. In the period since then Turkey is faced with an economic crisis and rampant inflation that hurt ordinary Turkish people. The pandemic and earthquake made things worse. This is why Turkey is poised for a change and the Republican party hopes to build the Turkey of Ataturk with Turkey firmly seen as a European nation, with some changes that respect the right to wear scarves for women. For just the earthquake alone Turkey needs $90 billion for reconstruction and there are changes that are needed that would integrate the Turkish economy with the expanding economy of the US and the EU which can take place under Kilidaroglu and the new mayors of both Istanbul and Turkey who are deputy leaders of the CHP Republican party. ...

Work requirements is one area in which Biden and McCarthy have a point of agreement in the debt ceiling discussions. Biden says he has supported work requirements in the past. Biden also says he would do nothing that affects health benefits. Under Biden the jobs market is the best it has been for over two decades which makes it easier to have some sort of work requirement for people able to work before they can collect government aid benefits. This makes an agreement possible in which Biden and McCarthy continue discussions with Biden building some form of rapport with a Congressman he has known in the past from his days in the US Congress. An agreement he pulls together would then have the support of most Republicans and be passed with the help of all Democrats. This would meet with opposition from a small faction of the Republican party, opposition that McCarty has become accustomed to including the prolonged voting it took to get himself elected as Speaker. McCarthy and most Republicans are in favor of Ukraine and the EU support for Ukraine at a critical time. They including Mitch McConnell who is present in the negotiations would not want to do anything that spirals America into a financial crisis during a Ukraine counteroffensive with Biden and Scholz's support that could end the war in Ukraine. Biden probably shared the concerns of his G7 counterparts with the Republicans about this. McCarthy and Biden could then simply say they only worked to do the possible and move on to the bigger battle in 2024. ...

It comes as a shock to central banks and is pressuring governments- the food price explosion that won't go away even as energy prices are moderating. OECD graphs in this WSJ report show food prices up in 2023 over the prior year by 15-20% in France, Germany and Britain, compared to 5-10% in the US, Canada and Japan. In France households have cut food purchases by 10%, and in Germany by 10.4% over prior year in the largest drop since records were being kept in 1994. In Britain the statistics agency shows that 40% of the poorest 20% of people are cutting back on food purchases. Ludovic Subran who worked at the UN World Food Program says it is an "access problem." Food production has not dropped, people just can't afford to pay the prices. In Britain The Resolution Foundation says higher food prices since 2020 means the British public by summer 2023 will have to pay more in food bills $35 billion more than the 25 billion pounds for energy bills. Policymakers call higher profit margins by retailers as a possible cause as in world commodity markets food prices are falling since April 2022. Andrew Baileyof the Bank of England says it is the "fourth shock to inflation" after the supply chain bottlenecks, the energy price increases from the war in Ukraine, the tight labor markets. In Italy, Spain and Portugal governments have offered sale tax relief, in France and the UK government is leaning on retailers to curb price increases. ...

This is needed including capital from the private sector to support government funding, so that India can build the infrastructure to create new manufacturing hubs that compete with China as the world's manufacturing workplace. The Biden administration's determination to compete effectively with China using is own supply chain in Asia, and the EU's plan to follow what the Biden administration does, is likely to create a new kind of environment by 2024-2025 that will create a steady flow of capital to India and other parts of Asia to finance this effort for rebuilding its supply chain. The Biden administration is seeking to build a culture change from the old culture pushed by Reagan type free marketers that delivered lost decades in manufacturing and jobs in manufacturing for the US. Biden's State of the Union message was clear- "Folks we're just getting started. We're just getting started." By 2024-2025 the Adani story may just be a footnote to this story as other manufacturers and investors pick up the infrastructure challenges facing the US, EU and India for a new supply chain for the Free World built around self-reliance. The Ukraine war and China incidents such as one that happened recently, will accelerate the rebuilding of the new supply chain on the part of the US and the EU with partners in Asia. The renewal of America requires new leadership at the helm of America's institutions for higher learning when men's enrollment in college education is endangered as reported in WSJ. This WSJ report shows presidents choosing to retire at Dartmouth, NYU, Columbia, U Penn, MIT. Lee Bollinger is 75, he started at Columbia as president in 2002. He helped raise $13 billion and expanded the 13 acre Manhattanville campus. Yet what does it say for so many college presidents when during the period when they raised vast sums of money and during the last 2 decades college education is harder and harder to afford for ordinary Americans? During the pandemic WSJ reports in 2021 even show that American men are having a hard time paying for college education and rates of enrollment are dropping for men to alarming levels. Never before in America's history has it been said that American men are becoming endangered for higher education. One rarely hears college presidents talk about these social issues that are top and center for ordinary Americans. It is not just Columbia or what are called Ivy League institutions, most of the leading colleges in America have forgotten why they are here in the first place and what made America what it was and again can be, a land of opportunity for all. It is time for anew generation of leaders in American higher education to dedicate themselves to this task - so that we hold these rights to be self-evident, to renew America in the face of many challenges and set a model for the free world. ...

Every generation doing its work for cleanliness, for Clean India, for Clean India in all ways. This idea is taken forward with Economic Cleanliness as an indispensable condition for economic freedom, for development and modernization. Hundreds of millions of bank accounts for rural farmers and villagers and urban residents is part of this effort. The Editorial Board of The Financial Times (UK-Japan) says Germany needs leadership to fix problems, not just manage crises. The Merkel years were marked with Angela Merkel fixing the euro crisis- itself a legacy of missteps under her mentor chancellor Kohl who pushed too fast for entry into eurozone of countries such as Greece without meeting requirements. As Annalena Baerbock points out the actions taken by Merkel are still being questioned such as the austerity policies. Baerbock says in a rare interview- "The major lesson from the eurocrisis is that austerity can end up suffocating an economy, which is why fiscal reform was needed. Germany and Europe needs to become the engine room for innovation again." A fuller and more objective reassessment of Merkel policies by the German people is likely to happen after the elections. Merkel only moved away from austerity policies after the pandemic, committing to European solidarity and sharing the burden of aiding the economies of southern Europe in 2020. This happened at the end of her administration following 10 years of austerity, a period in which Germany invested little in her infrastructure or modernization. Much of the goodwill for democratic practice and forms of government among German people generated by Adenauer and Wily Brandt in the early postwar years was wasted with her migration policies which were also reversed by 2019, as Mr. Biden is doing in 2021 in the US. The potential for good with new direction of a combined Biden administration in the US and a Scholz-Baerbock  administration in Germany and Europe is immense and sorely needed. ...

Krishna Srinivasan the IMF Director Asia Pacific and Peter Breuer in Feb 22, 2024 report say there is light at the end of the tunnel. It shows a graph of where tax revenues had fallen to 9% of GDP making it impossible for the government to function and for essential imports to be financed. "Corruption, tax exemptions, and non-competitive procurement and allocation practices imply higher taxes and costs for everyone, hitting the most vulnerable hardest." This is where PM Modi has made a huge, huge difference in India. It also calls for prevention- "Prevention also requires providing a safe space for public engagement in governance." The British American concept of governance through elections has to be modified with emphasis on as Srinivasan and Beuer state correctly -creating a safe space for public engagement in governance. Only when the public and the young people of the country understand the basics of the economy and an educated informed mindset in created -as is the goal of Lyrarc.com- can the conditions be created for this good governance. This is true for India and is true for its neighbors Ceylon or Sri Lanka, Nepal, Bangladesh, Indonesia, with whom India has a long history of the closest relations. Speaker Mike Johnson says democracy is "messy," as Rep. Greene of Georgia calls for a resolution for him to step down for violating a rule that no legislation would be brought up that lacks majority support. Only 101 Republican members of the House supported it less than half. How then would the funding of the federal government its departments of defense, homeland security, education, health, operate as the deadline for funding it is tonight? This is left unsaid. One can see the Senate and House live on C-SPAN television at this very moment. It appears that the older senior members of the Republican party have not done a good job of talking to their younger less experienced colleagues and building agreement, that the mediocrity of leadership in both parties for the past three decades, even four, is the cause. Unstable politics in the Republican party as it is split with older senior members on  one side and younger many first time elected organized by the Freedom Caucus group on the other.  Many are from the Southern states and some from rustbelt midwest showing the deep divides that still shape the US. Democrat Steny Hoyer the House Minority leader who has worked in Congress for over 40 years called it on the House floor, and he said its a harsh word delaying and "dissemble." Democrats call for compromise to govern, the compromise was finally reached today March 22 to pass the $1.2 trillion spending bill with something for each side or somethings that both sides wanted, funding at border and child care. ...

It is a sign of hope in Europe that the period known as the "Troubles" is over. Emma Little-Pengelly of the Democratic Unionist Party in Northern Ireland has dropped the boycott of the Assembly. She is assuming the post of second minister.  Little Pengelly says that we are shaped by the past but we are not defined by it. The party with most seats in the Assembly gained by looking out for people of both communities for housing and other basic needs is Sinn Fein's Michelle O'Neill. This is a new form of what PM Modi has called "Nari Shakti" or women's outlook and strength in Britain bringing peace and development to the island of Ireland. The Indian parliament was recently opened by a woman president Ms. Murmu and the Budget presented the next day by Ms. Sitharaman. Michelle O'Neill says we are not asking to move on, we are asking only to move forward. Such are the changes happening on opposite ends of the former British Empire as Modi moves forward with "sab ka vikas sab ke sath," development for all by all, and in Ireland with release of $4 billion by the Sunak UK government northern Ireland can move forward with meeting people's needs. Both Catholic and Protestant communities are asked to work with each other under the Good Friday Agreement and power is shared for helping people of both communities get better housing, education and other needs for themselves and their children. ...

Corruption is not a necessary factor for a market economy, it is one of its ills that if left uncontrolled or unregulated risks the downfall of the entire market system with loss of confidence among the people in a market system. This BBC report shows the staggering sum of $44 billion taken out of Saigon Commercial Bank. The report says 93% of loans  given by the bank went to Truong My Lan who set up the bank by merging 3 smaller banks, and shows the brazenness and the scale of the corruption. My Lan started with a market stall during Vietnam's shift to a state driven market economy in 1986 like China, and gradually acquired hotels and other property. Nguyen Phu Trong is the General Secretary of the Communist Party since 2011 and president 2018-2021. The risks to the Communist Party of such corruption have become evident and Nguyen Phu Trong as leader of the Communist Party in Vietnam started his campaign against corruption in 2016 after pro business prime ministers of the past had led to Saigon's economy being left unregulated after 1986 in then Doi Moi reforms. It is Vietnam- and China's- lack of familiarity or experience with the market system that has led to tolerance of outright corruption in the past. In no way does a market system need any corruption of any sort to function that damages the credibility of the system with the people. As it is insidious and can affect the whole economy it requires vigilance, oversight and regulatory checks. ...

This Economist magazine editorial says the Republican plan for health care with its roll back of Medicaid expansion by limiting funding to states after 2020, and by scaling back subsidies especially for older Americans and not basing them on income levels, is likely to have its own problems just as the Affordable Care Act. One concern is that keeping healthy people in the market with a mandate that everyone have insurance is present but in a milder form with premiums going up by 30% in one year if they change their mind. There is concern that this may not work among insurers leading to an increase in premiums, pricing people out of the market in "a death spiral." This could lead to more people being priced out of the market as premiums rise. About 12 million people were added to Medicaid by increasing eligibility level to $16400, or 138% of poverty line- this reduced the uninsured from 16% in 2010 to 8.8% today. The Economist concludes that the Republican health care bill has its own problems, and that this bill does not clear up the problems in Obamacare by substituting Ryancare as the Republican bill is called. Peggy Noonan writing in the WSJ says this may have negative consequences for the new Republican base shift to populist support. Critics on the right like Rand Paul see even the reduced subsidies as an entitlement program, yet the Republicans can only change parts of the Affordable Care Act as they need 60 votes in the Senate where they only have a small majority.   ...

When the coronavirus spread in China it was expected that Taiwan would be affected badly. Yet Taiwan has managed the situation in a number of ways that has limited cases to 50. Health experts attribute this to quick preparation and early intervention. After the 2002 and 2003 SARS epidemic Taiwan setup the National Health Command Center (NHCC) to combine resources for managing a health crisis. This was to prepare for the next crisis. Taiwan acted early imposing a ban on travel to China, Macau and Hong Kong, and a ban on the exporting of surgical masks to keep a stockpile in Taiwan.  Taiwanese government integrated data from national health insurance with immigration and customs data. A program was developed  that allowed people to report travel histories and symptoms by scanning a QR code when they arrive in Taiwan. Travelers receive a text message with their health status that allows customs officers to focus on the ones requiring attention. The public's willingness to follow government regulation is now much higher after the difficulties caused by the SARS crisis. This makes them willing to follow more readily action taken by the government, as SARS memory is still fresh in their minds. Investments in public health systems and in biomedical research is much further advanced than in other countries. A research team at Academia Sinica has developed antibodies that can identify the protein that causes coronavirus, The aim is to shorten the test time for diagnosis to 20 minutes. The lead researcher Yang says the next step is to validate it before turning out a rapid test kit. ...

With stricter border control asylum seekers have dropped to 3500 a day at the US border with Mexico and the new government of Mexico under Caludia Sheinbaum is likely to cooperate with Biden to take back people of other nationalities. President Biden is about to pass an executive order that effectively closes the border with Mexico. Once daily crossings reach 2500 the border will be closed. The legal basis of the action is Immigration and Nationality Act clause 212F which says the president can take this action when he sees that "the entry of aliens or any class of aliens to the United States would be detrimental." This lowers the threshold from 4000 in the Senate bill negotiated by the president with Republican Senator Lankford to 2500 daily crossings. Mr. Trump had the Republican Speaker of the House not bring the Senate bill to a vote in the House. At the time Republicans in Congress said Biden should use his executive authority to do this and lower the threshold. The former president Trump also issued this kind of executive order in 2018 which was blocked in a federal court on grounds of humanitarian protection no matter how immigrants entered the country. This time there is a sense that the Congress, the president and public opinion supports this action and the president's authority. Mexican president Sheinbaum's support will also ease its implementation in 2024 and cut down border crossings from asylum seekers to lows below 2500 till a new Senate bill is taken up and passed with bipartisan support that exists in US Congress. ...

The Impossible City Paris in the 21st Century by Simon Kuper is reviewed in the Washington Post. It shows the incredible revival of the French capital and its suburbs as France has done an exceptional job of preparing the city for the Olympics. No other city has done so much for its population. Martin Gelin says after visiting the city now compared to 4 years back- parking spaces have become cafe patios, heavily trafficked boulevards bike lanes, new bookstores and galleries popping up everywhere, the city building sports and cultural facilities in neglected neighborhoods. Attention to social housing and huge expansion of public transit. Car traffic halved so air is cleaner than in 1990's. Paris is different from New York and London- it is avoiding "plutocratisation" of the city so that the best spaces do not go to banking and finance. In Paris the social housing units have tripled since 1990's including in 13th, 19th and 20th arrondisements. Paris does not want to become a city of millionaires,  tourists and poor people like San Francisco, says Kuper. Anne Hidalgo, Mayor of Paris wants 30 percent of all Parisian homes to be social housing by 2035, and another 10% as affordable housing (with rents  at least 20% below market rates). Grand Paris project will create 68 new subway stations so all of Metropolitan Paris is within 10 minute walk to a subway station. Diversity can be seen and it creates a healthy human experience in cities so that people are less likely to act with prejudice. ...

Bradsher, Tankersley and Cohen say in this NYT report- US industrial policy under president Biden corrects the failures of the past. Chinese experts in Hong Kong say the US and Europe deindustrialized their economies with pursuing of policies called "neo-liberal" but basically Reagan era policies that Democratic presidents Clinton-Obama imitated. As they deindustrialized it created disaffection among the struggling lower and middle income classes making $35,000-$106,000 that were big losers in the process, creating threats to democracy as financial and tech, plus pharmaceutical sectors took control of the economy. China's success comes from three decades of mastering the ways of practicing industrial policy that it can support private companies with low cost land, additional subsidies that reduce the cost of production and provide a buffer to absorb losses so that it could dominate key industries. Policies where textbooks and economists trained in the US failed utterly and completely leading to dangers to US democracy that we see as opportunities for good paying jobs in manufacturing disappeared for middle and lower income households from 1980 to 2020. These economists trained in the US always said see lower cost Chinese made goods means lower and middle income people pay less, never saying that this means all opportunities for better paying jobs in manufacturing will be lost for these classes in society. The tech and financial sectors had close ties to the new arrangement that turned manufacturing over to China from the Reagan era to the Obama and Trump era. Apple and Tesla and many industries benefitted from manufacturing mostly outsourced to China. ...
