Fred Hiatt of The Washington Post asks the question what would have happened if U.S. president Harry Truman had sounded the retreat for war weary Americans following the Second World War- as Greece floundered, during the Berlin Blockade 1948-1949 when Truman ordered airlifts to Berlin which totaled 200,000 in one year from the U.S. and allies, as South Korea was invaded by the Communist North in 1949 when Truman responded with the landing at Inchon. He cites an intervew with president Obama in the Atlantic magazine of Jeffrey Goldberg, where Obama's views after hours of conversations are summarized as being- that the Middle East cannot be fixed during the Obama years in office, and not for a generation, so that it would be better to simply do nationbuilding in the U.S. He points to Trump's interview with the Washington Post about pursuing a similiar policy because the U.S. is much poorer today than it was in the past. Hiatt says the U.S. GDP per capita was $27,000 in 1945, $62,000 today. And who would have thought in 1953 as the Korean War wound down and Federal Republic of Germany under Adenauer was emerging, Japan recovering from the devastation of the war, that South Korea, Japan and Germany, would one day be America's strongest trading partners and prosperous democracies. It was not about nationbuilding but lending a hand when needed, and the countries having to lift themselves up by the bootstraps- yet during a severe crisis as in Greece, Berlin, Seoul, in the 1950's when the post war Europe and East Asian countries were being established and needed help, the U.S. offered the early security and economic support needed to allow nationbuilding to happen by people in these places pulling themselves up by the bootstraps over a subsequent longer period. Truman did not shrink from the challenge and set the groundwork for today's European Union, and for today's Japan and South Korea. ...

By putting the credibility of 6 Republican National Chairmen in recent years on the line, including Republican figures such as Bill Brock and Bob Dole, this op-ed article in the WSJ aims to put to rest any doubts about the rule that an absolute majority of delegates is always needed to become the nominee of the Republican Party. This is true since Lincoln won the nomination on the third ballot, and who would never have been president if this was not the rule. The party coalesced behind Lincoln after the nominee on the first ballot failed to win. This also happened when Reagan won a million more votes than Gerald Ford but gracefully conceded to Ford who had the delegate lead. Eisenhower also was nominated on the second ballot after the leading candidate failed to win the first ballot. Reasons given by the party chairmen for this setup are that the party works to elect the best candidate to represent it by coming together at the convention behind the best leader for the party in the general election. Only about 17% of eligible voters voted in the Republican primaries, with a highly fragmented vote, which make the primaries only one way of bringing in public representation, the other being grassroots leaders in each state party having their views represented as delegates, leaders of the party in prevous elections also offering their views and being represented in some form. Even the general election system of electoral votes is based on winning by state electoral votes and does not simply tally up the votes in the entire country, the framework for the Senate with 2 senators for each state, 2 for California and 2 for Wyoming is not entirely on number of voters because it was the intent of the founders for the Senate to bring representation in a different way than for the House of Representatives, all the time looking for appropriate checks and balances for good government as the goal they set above everything else....

As China's food retail stores landscape has changed with more and better options offered to consumers, they have shifted upscale, especially with the rapid growth of incomes in China in the last decade. With a decline in growth for Yum Brands in China the company has decided to spin off its operations in China into a separate company, in the hope of giving the local company more room to respond to competitive changes in the food retail store business. As Chinese consumers urban disposable income showed rapid growth from 7700 yuan in 2002 to 23,700 in 2015, the market for food retail chains has changed. With this growth came other competitors such as Pizza Express, a UK chain at the higher end with local Chinese partners, and at the lower end Taiwanese competitors Ting Hsin International Group with its Discos fried chicken chain competing with KFC Yum Brands stores. Local Chinese competitors also moved upscale with Xiabuxiabu Catering serving hot pot, for consumers to cook meat and vegetable in broth doing it themselves. Other factors hurt Yum Brands growth and brand respect with the media reporting use of growth hormones and antibiotics by Kentucy fried chicken suppliers in 2012. And a local media report in 2014 saying that a KFC supplier supplied expired meat hurt sales with adecline of 14% in the fiscal 3rd quarter 2015. The opinion for Pizza Hut, a Yum brand has changed from as recently as 2012, with one survey showing a drop from 39% to 25% for consumers who see it as a desirable brand. A Beijing teacher for example now sees Pizza Hut as a cheap option compared to spending 128 yuan or $20 on a better quality pancetta and sun dried tomato pizza. More discriminating Chinese consumers means this trend will continue, and the media constantly looking for flaws in quality standards. As many companies are finding out the Chinese market is not going to be easy for the complacent....

Recruiting in the Afghan army from predominantly Pastun areas in the south and southeast is way down, almost nonexistent. For Kandahar, Helmand, Oruzgan, Zabul, Paktika, and Ghazni provinves with largely Pashtun people, the numbers show they make up 17% of the population and contributed only 1.5% of new recruits to the army since 2009. Kandahar and Helmand with 2 millon people contributed about 1200 recruits, or less 1% of 173,000 new recrutis since 2009. The northern provinces make up a large number of the new recruits, with Kunduz having a population of 900,000 and contributing 16,500 recruits. There are about 42% Pastuns in the population and a similiar number of Pastuns in the Afghan army, but most are from the northern or northeastern provinces where the insurgency has been weaker. One third are from one northeastern province- Nangarhar. The reason for this is fear of the Taliban finding out that that a young man has enlisted in the south and retaliation against the enlistee or his family. The lack of a southern Pastun presence in the army makes the army more of a northern institution. With withdrawal of American and NATO forces by 2014, this leaves Afghanistan deeply divided between the northern and southern regions. The southern region Pastuns have a significant presence across the border in the northern part of Pakistan, and the southern Pastuns draw support and resources from this region. Removing the foreign presence shifts the balance towards the southern Pastuns and Pakistani Pastuns in the largely mountainous country of this region. This is why the project in Afghanistan requires the support of all factions and ethnic communities in the South Asian region to succeed, setting aside differences and animosities of the past. D. Mahmood Khan, a member of parliament in Kandahar says ordinary Afghans in Kandahar see the Afghan government of Karzai collapsing in a week or two without foreign support and sense a much stronger Taliban....

Researchers David Autor of the Massachusetts Institute of Technology, Gordon Hanson of the University of California, San Diego, and David Dorn of the Center for Monetary and Fiscal Studies in Madrid, in independent research, studied the impact of trade on 722 clusters of interrelated counties in the U.S. They focussed on the surge in Chinese imports and found a pattern. Counties with higher exposure to Chinese import growth showed higher unemployment and higher expenditures by the government for unemployment benefits, food stamps and disability benefits. Their calculations show the increased government payments amount to one to two thirds of the gains from trade with China. This does not include the losses suffered by people losing jobs who deplete savings as they look for new jobs. Hanson studied the effects of trade and Chinese imports in the 1990's and found the effects were relatively small. This time the effects are large and show counties that lacked local investments in industrial machinery and technologies in which China was still playing catchup such as Caterpillar in Peoria, Illinois, and Boeing in Everett, Washington, were most susceptible to higher jobless rates and in need of government support payments. Autor and Hanson found that from 2000-2007, communities in the 75th percentile- ones with greater exposure to Chinese import growth than 75% of all communities- saw a manufacturing jobless rate of about one-third more than communities in the 25th percentile. The government payments mean higher taxes or larger deficits are needed to support these communities, and long periods of unemployment reduce the incentive to work. Michael Spence, a Nobel prize winning economist from New York University, says the world has never seen such a rapid pace of growth as China experienced between 2000-2011, with rates approaching 12% in some years, making past experience and prevailing theories on trade an insufficient guide to what is happening....

ECB president Mario Draghi describes the problem of financial fragmentation in the EU, as each country's national supervisors ask their banks to withdraw their activities to within national boundaries. This ringfencing of liquidity positions means the interbank market is not functioning. Draghi says this financial fragmentation is within the mandate of the ECB to correct. He points to the risk of convertibility that has more and more to do with the premia being charged for Spain's and Italy's government bonds, not just the perception that the counter party can fail.-"To the extent that these premia have to do with factors inherent to my counterparty, they come into our mandate, they come within our remit." Draghi's effort to define the issues of financial fragmentation, and sovereign premia "hampering the functioning of the monetary policy transmission channels," is critical because the ECB sees it important to act within its mandate. The final point he makes is a political one about the future of the euro: "When people talk about the fragility of the euro, and the increasing fragility of the euro, and perhaps the crisis of the euro, very often non-euro area member states or leaders underestimate the amount of political capital that's been invested in the euro. We view this, and we are not unbiased observers in Frankfurt. We think the euro is irreversible. And its not an empty word now, because it preceded saying exactly what actions we are making that would make it irreversible." On the progress made, the acceptance of one financial and banking supervisor by member countries of the EU is seen as part of the idea of shared sovereignty necessary to put meaningful supervision across national boundaries in place. And on the structural reforms and deficit controls needed to be put in place he sees "the pace has been set, and all the signals that we get are they don't stop reforming themselves."...

The declining prospects for construction and heavy equipment manufacturers in the Chinese market with the slowdown in growth in China. This affects Caterpillar Inc, Volvo AB and Komatsu Ltd. Between 2008 to 2010 investments in machinery, construction projects and other types of fixed assets went up by 61% to $4.36 trillion. China's domestic manufacturers Sany Heavy Industry Co. and Zoomlion Heavy Industry Science and Technology Co. also expanded during this period. Now analysts see demand in China as having collapsed compared to the earlier period. Monthly sales of hydraulic excavators for July 2012 declined by 23% to 5886 units, and first half sales were down by 38%, according to machinery trade association. China's stimulus spending also contributed to the surge. The new stimulus planned for 2013 is more selective in investments and much smaller because of overcapacity and overbuilding in many sectors. Some investments such as John Deere's new plant under construction in China and two in Brazil also under construction, will move forward at a slower pace and impact margins. Cummins CEO, Linebarger sees the situation continuing throught he second half of 2012 and recovering gradually in 2013. The slowdown is not deterring construction machinery equipment manufacturers. Caterpillar CEO, Doug Oberhelman, sees demand accelerating after the lull and is slowing its plan to double workforce in China to 11,000, and quadruple excavator production by 2015, but not idling assembly plants so that he has inventory on hand for a recovery. Exports of made in China excavators is also an option, and exports increased 115% in July 2012, over the prior year. But this may be based on manufacturers belief that the drop in demand in 2008 and recovery in 2010 will recur, which may only result in higher inventories as the current stimulus is much smaller and selective. The Chinese government plans to follow the DRC/ World Bank Report and is moving away from the large role of state run firms in the economy....

Faced with slowing growth and the risk of credit ratings agencies lowering India's credit ratings the government of prime minister Manmohan Singh has decided to take some decisive steps, including a shift in coalition partners to maintain parliamentary support for these steps. When asked about what influenced the government's resolve to take these decisions, Chidambaram says credit ratings was one factor, another was the difficulty Indian companies were having raising capital inside the Indian market and overseas. In addition he says growth could not be sustained at earlier levels without new capital, and new foreign investment was needed for sustained growth. The Kelkar committee report provided a sense of urgency to the government by providing an independent view and showing the worst case scenario if the government maintained the status quo. Chidambaram says subsidies will now be transferred in the form of cash directly to beneficiaries and reduce costs by cutting leakage in the system.The government will use the list of LPG cooking gas households to transfer the subsidy for 6 gas cylinders directly to beneficiary accounts. The plan is to do the same for the Rural Employment Guarantee Program and subsidized foodgrains to cut the leakage that stems from duplication and falsification. The Indian government's ongoing program to use information technology to have computerized records of the the entire population and linking to the financial system, incuding a large rural population, now makes it possible to take these steps. On the Kelkar committee's recommendation to increase prices of basic commodities cooking gas, kerosene and food to reduce government subsidies, Chidambaram says this is ambitious and the government has to consider the political context even though it agrees that this has to be done over time....

Walmart comes out in favor of requiring employers to provide health insurance to all workers, a central feature of President Obama's effort to provide near universal coverage in the USA. As the country's largest private employer, employing 1.4 million Americans, this change is significant. Walmart wants to see effective cost controls to keep costs down, and Rahm Emmanuel, the President's chief of staff, assured Walmart that "cost control and employer mandate are heads and tails of the same coin." Under the plans considered by the Senate Finance Committee under Max Baucus, small businesses are exempted from the employer mandate. Republicans have opposed employer mandate. And the U.S. Chamber of Commerce has opposed it saying it would make companies lower wages and cut jobs. Walmart's shift has been gradual. The industry average is 45%, according to a 2008 Kaiser Foundation study, and some companies do not provide the health benefits that Walmart does, so this helps level the playing field by requiring all large companies to share the burden. Walmart wants to see effective cost controls to keep costs down, and Rahm Emmanuel, the President's chief of staff, assured Walmart that "cost control and employer mandate are heads and tails of the same coin." Under the plans considered by the Senate Finance Committee under Max Baucus, small businesses are exempted from the employer mandate. Republicans have opposed employer mandate. And the U.S. Chamber of Commerce has opposed it saying it would make companies lower wages and cut jobs. Walmart's shift has been gradual. From a company used to providing skimpy benefits, it has evolved as it improved benefits, and two years ago it joined the SEIU union to call for affordable health care for all Americans by 2012. The advanced technology on the Noble Bully 1 oil drilling rig in deep waters 140 miles south of New Orleans. It is jointly owned by Shell and Noble Corp. The technological improvements on the rig could only have been imagined a few years ago. A Eiffel tower shaped structure is completely enclosed in the rig compared to open derrick structures used on earlier rigs. The technology includes GPS, wind sensors, motion sensors, hydraulic systems, computer controlled thruster propellers on the bottom of the vessel to drill wells with precision. It can operate in water 8250 feet deep to 12,000 feet with safety upgrades, and upto 40,000 feet. A similiar ship Noble Bully 2 operates on the coastal part of Brazil. A new platform called Olympus will be a tension leg platform floaing on the sea like a cork, held together by tying it to the ocean floor using cables. The project is called the Mars B development. New sensors use seismic technology with devices closer to the ocean floor in the Gulf picking up data. The data is sent to Shell scientists working onshore and produces four dimensional maps of oil reservoirs using computer chips. The cost savings for the smaller structure include less steel and less fuel used, zero toxic emissions, and operating with 160 workers- 40% less workers than previous rig designs. Veteran drillers say its a lot better working environment and lot safer. Chief drillers sit in "drill chairs" and adjust the speed and direction of drill pipes using joy sticks and computer screens. It is this kind of technology that countries like Mexico, Brazil, Argentina and India need to develop their off shore oil fields, creaing new opportunities for oil companies such as Chevron, Shell, BP, Exxon and Total. ECB study put out in April 2013 shows household wealth and income in eurozone countries based on 2009-2010 data for 60,000 households throughout the eurozone. The household wealth in southern European countries is higher than that in Germany. The study shows why ordinary Germans oppose bailouts for banks, Greece, and eurozone countries that experienced a boom in the 2000-2010 period, a period in which German workers took small pay raises to improve German competitiveness. Germans also see Portugal and Ireland in a different light compared to Greece, Cyprus, Italy and Spain where real estate speculation, lax accounting, tax evasion and favored treatment of certain groups, has created or aggravated the debt problems. Wealth is defined as total assets, including real estate, vehicles, bank deposits, investments and pensions, minus liabilities for mortgages, credit card debt and loans. By this measure German households had an average of 200,000 euros in wealth, and lower than this in Finland and Netherlands. At the median or midpoint German households had 50,000 euros, the lowest in the eurozone, for Greece the median was 102,000 euros. The impact of home ownership is significant in the report, as home ownership is lower in Germany than in Southern European countries, and mortgage interest is not considered favorably in German tax laws. The decline in value of homes after 2010 is also not reflected. Another indicator for comparitive wellbeing is income, and this is shown in figures released in March 2013 from the European Statistics Agency for GDP per capita. For Germany per capita GDP was 29,000 euros in 2010. The average GDP per capita for the eurozone is about 24,000 euros. By this measure Greece is at 21,000 euros, 24,000 euros for Italy and for Spain. Germany being 18-19% above Spain and Italy. A poll done by the International Republican Institute, a nonprofit affiliated with the Republican party, of 3500 people across Pakistan found a couple of important things. The Republican Institute's goal is to promote democracy in the developing world. 1. Popularity of President Zardari at 9% and Nawas Sharif's at 55%. The US resumed contacts with Sharif, and Sharif is seen as able to bring the Islamic moderates to the American side. 2. Economic issues are what concerns Pakistanis most. Refugees are approaching the 1 million number according to the UN High Commissioner for Refugees. 3. 81% said the country was going in the wrong direction, Zardari was never elected and is incompetent and this could be the reason. But military is still unpopular, 77% want democratic rule, possibly with Sharif or some sort of combination of Sharif, lawyers movement, and Islamic moderates in charge. 4. From alow of 9% in January 2008, now 37% are willing to work with the USA against extremism. Could Obama's election and US support of Pakistan's effort to heal itself be apart of this change of heart? 5. 45% support fighting extremists in the tribal areas and the Northwest Frontier Province. And 69% say having the Taliban and Al Quaeda operate in Pakistan is a serious problem. If these poll results accurately reflect shifting feeling in Pakistan, American help to help Pakistan pull itself up by its bootstraps economically and unify the country under a democratic administration of Islamic moderates and people from other areas like the lawyers movement, could work. It also improves the prospects of pulling out of Afghanistan after the situation improves, and setting up an administration that comprises Islamic moderates and tribal representatives that keeps out Al Quaeda, and works to rebuild Afghanistan after seemingly endless years of war. These efforts would require cooperation of Iran, India, Pakistan and the US, and assistance of countries like Turkey, in creating an atmosphere that promotes peaceful development in the entire region. ...

The decision to replace Gen. McKiernan with Gen. McChrystal and to have Lt. Gen David Rodriguez as his deputy, was made by Defense Secretary Gates and Jt Chiefs chairman Mullen, after thinking about this during the transition to the new Obama administration. The failing war effort in Afghanistan with the Karzai government controlling only pockets of Afghanistan and Kabul and leaving the countryside to the Taliban has alot to do with this. Gates feeling is "we can and must do better." That it took so long, with the Taliban only 50 miles from Islamabad, Pakistan, and the question of Paksitan's nuclear weapons falling into thier hands vexing the adminstration, shows that things slowed down with the transition and the economic crisis. The decision was not adifficult one considering that McKiernan had little to show for his efforts, and the rapidly deteriorating situation by all accounts. McKiernan was a senior officer who spent his entire military career commanding conventional forces, serving in the Balkans and the Iraq war in 2003, and has the wrong midset and background for counterinsurgency warfare. McChrystal has experiences suited to counterinsurgency warfare, having commanded commando teams that took out leading insurgents. He is also director of the Joint chiefs of staff, so known to Mullen for his abilities. Rodriguez commanded the 82nd Airborne Division in eastern Afghanistan, is seen as aleading expert in counterinsurgency warfare. He is also Gates's senior military advisor so known to Gates for his abilities. The new strategy is to go with counterinsurgency warfare to turn this thing around. This puts 2 commanders with this kind of experience in Kabul, and close communication with Gates and Mullen because they worked together before. With additional troops, and shift in resource acquisition at the Pentagon that Gates is trying to secure for this kind of warfare, this creates the kind of combination that could help the US in Afghanistan and Pakistan, and achieve more modest goals. How Obama's new selection for Fed governor, Daniel Tarullo- who taught banking law at Georgetown University- is shaking things up at the Fed. He is in charge of regulation of the banking system at the Fed. He has instituted a review of bank review practices and supervision at all of the regional Federal Reserve banks. With many banks failures in the south, the Atlanta Fed came in for serious review, and regulators from outside the area were sent to the Atlanta Fed. Tarullo did not hesitate to make new appointments for serious oversight, as regulators had simply become lax. Tarullo has brough in economists to take a fresh look at how the banking system would perform in the event of another crisis, and what action needs to be taken. This compares to individual bank examiners having alimited perspective what damage the overall banking system could do with lax regulation. He has also asked the Fed regulatory staff to look closely and hard at the troubled commercial real estate loans and toughen regulatory measures. Welcome and overdue as this is, in another banking crisis this could be too little too late. Congress has weakened regulatory reforms proposed by the Obama administration, and the Obama administration itself has not the will to address the tough issues raised by the banking crisis. Both have buckled under pressure from the lobbying of the banking industry, and the close connections between some banking executives and the administration. This has raised the level of urgency felt by Tarullo, Volcker, Mervyn King and some in the financial industry itself, with the issue of "too big to fail" and breaking up the larger banks into smaller ones, moving to the top of everyone's agenda. With the simple fact that if banks were "too big to fail" before the crisis, then they are much bigger now, and the question of what action must be taken shoved aside as too big to tackle....

Commander David Adams shows how with 250 paratroopers of the 82nd Airborne division, he was able to achieve greater success than 2500 American troops are able to do today in Khost province of Afghanistan. He says he did this by building roads, a spring water system for 12,000 villagers, and other ways to befriend the tribals and villagers, and letting the tribals do the watching and keeping order. Insurgents who operated in the area, or the IED's placed by them, were then reported by the tribals. By working with and befriending the tribals, a smaller number of troops were able to do much more. Adams quotes Mohammed Aiaz, a Khosti advising the Provincial Reconstruction team which Adams headed who says: "If troops don't understand Afghan culture and fail to work within the tribal system, they will only fuel the insurgency. When we get tribes on our side, that will change. When a tribe says no, it means no. IED's will be reported and no insurgent fighters will be allowed to operate in or across the area." This is a very significant observation. To repeat Aiaz: if troops don't understand the Afghan culture and fail to work within the tribal system they will only fuel the insurgency. And adding what Adams say is needed, it means roads built and irrigation canals built or old ones repaired, visible evidence for the Afghan villagers to see of progress, something reporters like Dexter Filkins are saying in their reports, and which is also being told to McChrystal in Filkins recent NYT magazine artice on McChrystal. When told this- McChrystal -whose whole training is as a Special Forces commander who flies in by helicopter to Afghan villages- has only this reply "it takes time" and again at the next stop "it takes time."
