Senator Schumer the Majority Leader in the Senate has shown a unique ability to bring together Republicans and Democrats in bipartisan efforts that would have been daunting to lesser men. He was a key driver of the efforts to bring Republican and Democrats together to invest in the country's aging infrastructure. This is a win-win situation for both. He did this again when at Minority Leader Mitch McConnell's suggestion at the end of October that action on the border be an essential part of aid to Ukraine, Schumer  did not say no, he struggled with it talking with his staff till he says an epiphany sort of lightning strikes. He realized it was needed to be tough on the border and to do it right was a win-win situation for both supporters of Ukraine and getting the border situation under control. Because so many Democrats were for Ukraine they would vote for a good border security bill. This report shows him making calls even on Christmas Day.  Only someone of Schumer's dedication, ability to talk and persuade others, and hard work could have done this. As in getting bipartisan support for infrastructure bills he had Democrats who had good relationships with Republicans to persuade Republicans that Democrats were sincere about taking strong action on the border. It is to the credit of president Biden and shows that his decades spent in Congress were worth it for America that he supported Schumer and worked with Republicans. It is this sincerity that made it possible for 22 Republican Senators nearly half of Republicans in the Senate to join Schumer in the new aid package for Ukraine, after a former president shut down the earlier bill that combined the border action with Ukraine. Many in the media and in the country have not grasped the meaning of the way some of the most senior members of Congress including Mr. Biden who was one of the longest serving senators in history are working together showing courage and wisdom in the face of many distractions and factional differences on the fringes of different parties. ...

Total household debt, including mortgages and credit cards, as a percentage of disposable income, has declined from 130% in 2007 to 116% in 2010. The Federal Reserve reported this data recently. Much of the reduction in debt was done through defaulting or walking away from mortgage loans, and some of it by reducing expenses. Commercial banks wrote off $118 billion in mortgage, credit card and other consumer debt in 2010, according to the Fed data. This amounts to half of the total $209 billion in debt reduction for household debt, which includes new mortgages and credit card debt. Economists say the level of household debt is still high because household debt at a level lower than 100% of disposable income is where it should be. Many consumers are still in a weak condition because of the weak job market, which has resulted in their using up some of their retirement savings till a job at a lower pay is found. Job cuts at the state and local level are still looming as state governors reduce their deficits. Total U.S. nonfinancial debt went up by 4.8% to $36.3 trillion, with a 20% increase in federal debt. Higher gasoline and food prices also act as a tax on households in 2011....

David Brooks on the candidacy for U.S. President of Senator Rick Santorum. He says Santorum genuinely represents the working class- a grandson of a coal miner and the son of Italian immigrants who has represented workers of the steel manufacturing region of western Pennsylvania. Santorum has pushed hard in this campaign largely ignored by the media. He has visited 370 towns riding in a pickup truck trying to cover as much ground as possible and talking with great conviction about his positions distant from the corporate and financial wings of the Republican party, about family, and communities. Bring someone like Sherrod Brown of Ohio together with someone like Rick Santorum and you have good representation of the working class across the political spectrum to win this election for the working class of America, says Brooks, who sees this as a lot better alternative today than Harvard Law.

Karishma Vaswani of the BBC points out that the Trump administration tariffs and the response from China with tariffs of its own, are not the beginning of a trade war but negotiating tactics of both sides. Behind the scenes and behind the declarations and position statements both sides are talking to each other and considering the options open to each. The U.S. position is that China has emerged with a bigger share of the global economy by dumping products, subsidizing its industries from solar panels to high tech ventures, and stealing American technology by forcing U.S. firms into joint ventures that increase pass through of advanced technology. U.S. firms seeking access to the Chinese market or using China as a manufacturing base such as Boeing, Apple, GE and other high tech companies are in ventures or manufacturing arrangements where China has access to advanced American technology. Nathaniel Taplin in his article in the WSJ also sees this as a negotiating position set out in the U.S. for talks with China. Taplin says the U.S. is in a stronger position in this negotiation because of the huge surplus of about $300 billion that China now has with the U.S., and which is increasing in 2018 with the strength of the dollar. The Trump administration is looking to correct the trade imbalance in the future by focussing on China's access to advanced U.S. technologies in the next phase of competition between the U.S., Europe and China. This limited objective is more likely to lead to concessions by China Taplin argues, because of two reasons. China needs the dynamism of U.S. firms and technology advances because these firms and Chinese firms that are getting foreign investment are the most productive part of the Chinese economy with jobs generated, rate of return about twice that of inefficient state run firms. China also needs access to advanced U.S. and European technologies even in a limited form as it pursues further modernization.   ...

The WSJ's Paul Sonne gives this exceptional account of how Russians are coping in the economic crisis of 2015-2016, with the twin shocks of the collapse in the ruble and the collapse in oil prices. He does this by looking at the Kaluga region, a provincial city 110 miles south of Moscow that has benefitted from large foreign investment to meet the needs of 20 million consumers in the Moscow region. The governor of Kaluga since 2000, Anatoly Artamonov, worked hard to attract foreign investment that includes VW, Volvo AG, Continental AG, Lafarge, Samsung Electronics, General Electric, and other companies. He ran a collective in the Brezhnev era, and now is energetic in meeting needs of foreign investors. Karmanov says it is stupidity to not say he is talking to business people in other parts of the world because of the political climate in the country. About 42% of the industrial output in Kaluga comes from the foreign automobile plants, including VW. The automobile and light commercial vehicle production in Feb. 2015 dropped by about 39% compared to Feb. 2014, according to the Association of European Business estimate. Only 40% of autombile production cost from assembly lines is sourced locally, the rest is imported at the new value of the ruble which has fallen about 50%, leading to higher prices and slumping demand. Ordinary Russians are feeling the effects of the crisis with higher prices. Consumer price inflation in Feb. 2015 was at 16.7%, with 23.3% increase in food prices. High interest rates to prop up the ruble meant cutting off access to credit to finance consumer purchases. An 8% drop in real wages in Jan. 2015, according to Capital Economics, added to pressures on consumers. With the political and economic crisis following Russia's Ukraine intervention foreign investment in 2014 declined to $18.6 billion in 2014 compared to $61.5 billion in 2013, and the EBRD bank cut financing with the sanctions....

The 2016 presidential election campaign is expected to lead to $10 billion in campaign spending. The Federal Election Commission is unable to take any action against campaign abuses with the commission deadlocked 3-3, with 3 Democratic members and 3 Republican members voting strictly along party lines and seeing any move by the other side as partisan. The members are not even on talking terms. Republican members see the issue in terms of First Amendment rights to free speech. The Supreme Court's decision in the 2010 Citizens United case affirmed First Amendment rights of free speech and unlimited fund raising to conduct election campaigns. The Supreme Court ruling considered corporations as associations of individuals and therefore entitled to First Amendment rights of free speech. The Court suspended the "electioneering communication" ban imposed by the Bipartisan Reform Act of 2002, allowing corporations and unions to engage in free speech electioneering during election campaigns.

This story in the NYT describes how the flawed effort to pass the Republican healthcare bill or repeal the Affordable Care Act passed under president Obama failed after another effort. Many developments killed it. In the end the president lost interest, especially when he saw Republican Senator Rand Paul of Kentucky go on talk shows on the weekend before its collapse to complain about the bill. Senator Collins of Maine was exasperated by the way the bill was being rushed through Congress, and she voiced her strong opinions about this by talking to people back home in Maine and sharing her conversations with the media. The bill pushed by Senator McConnell, the Republican leader in the Senate, imposed annual caps on Medicaid spending. And did this without any discussion, shutting out committee debate, any public discussion, or formal drafting. Once this process was set in motion in this way the Republican Senators formed camps. Senator Grassley of Iowa and Jerry Moran of Kansas, normally conservative moved to the moderate side. Moran held a town hall meeting covered in the NYT, where older people voiced their concerns. Most of the patient advocacy groups, the hospital groups such as the American Hospital Association, and other medical groups also opposed it.  After Senator McCain of Arizona said he could not return following a surgery in Phoenix, Senators Lee and Moran announced their opposition. With this the bill's support crumbled including any effort to repeal the Affordable Care Act.  ...

About half of UK adults reported experiencing high levels of anxiety says the Office of National Statistics for the the first lockdown. During the second lockdown the fatigue coming from that period in March and the higher level of cases is likely to have increased the number of adults experiencing anxiety. Anxiety was experienced from the loneliness and the effect of the coronavirus on work. A quarter of all adults reported increased sleeplessness. Stockpiling, overworking, irritability, micro-managing, and alcohol consumption, are some of the erratic responses to this level of added anxiety. Experts suggest different responses. leadership and incremental change to put the problem into context. Such as in the case of coronavirus the important behaviours that one can control such as masking properly, social distancing properly, ventilating and cleaning the air with aircleaners, using necessary caution in outside exposure by limiting to the essential, and taking nutrients for defence against virus, other actions. After putting these in place the risks can be minimized.  At that point focusing on the present is seen by experts as the right way to respond. Get through this period or this week first, leave the next week or the next period for next time. To do this  baking, reading, hobbies, running, walking, yoga, gardening, and outdoors, a whole range of other activities including watching sports, listening to radio and music, all fall into this. Spending time doing things that make us happy. A good exercise is asking how does this make me feel, am I more relaxed? am I happier? Put things in perspective, is this catastrophising? Is this making it bigger than it is? Can I put away the illusion of control when control requires some higher power such as God. Can I leave that part to God, to the divine. Cognitive behavioural thinking modification is a way of tackling stress, loneliness, and the depression and anixety that feed on each other. Being aware that we may have wrong behavioural responses, asking questions about how accurate our thinking about things that pose threatening situations is, are helpful in tackling the anxiety.   Just breaking the pattern of behavioural responses of repetitive thinking is helpful by engaging in other activities. Meditation is helpful. Yoga is helpful. In this pandemic learning about nutrition and increasing one's knowledge of food, eating and exercizing right, of cooking, is a useful way of turning a negative into a positive.     ...

Uber and Lyft, ride-hailing apps are adding to the traffic in downtown areas of major cities in the U.S. It is getting worse to the point where cities are looking for ways to ease the congestion in downtown areas of Chicago, San Francisco, New York, New fees are being enacted in these cities on Uber and Lyft, and regulators are also considering fees. The problem is that ride sharing apps customers prefer not to pool or share rides as the ride sharing apps said they would to prevent congestion. Another problem is that Uber and Lyft are actually pulling people away from buses, subways and walking creating new waves of congestion and poor utilization of public transportation designed to ease travel for most of the post war period. Worse they are not supporting healthy living because it is harder to walk on traffic congested streets and some people become lazy and just grab a ride rather than walk a short distance or walk to public transportation. Another issue is that an estimated 40% of the time the Uber and Lyft drivers in major cities cruise around for fares without passengers. San Francisco county officials have found in a study that over 60% of the slowdown of traffic speeds in San Francisco between 2010 and 2016 was due to the introduction of ride hailing apps. In Chicago, the policy director in the mayor's office says there is exponential growth in traffic congestion from these ride hailing apps.  A December report by the California Air Resources Board found that ride- hailing cars are driving with no passengers 39% of the time, and New York city estimates cruising at 41%. Mr. Schaller, a New York City official who has studied this issue says surveys in many cities show about 60% of riders in Uber and Lyft would have walked, biked or taken public transit or stayed home if a ride hail car was'nt available. More and more so called disruption by Silicon Valley in the interest of rapid and chaotic growth is looking like a bad thing, says this report in the WSJ, creating a whole new set of problems. What is not even understood here is the vast misallocation of resources, the billions of dollars that could have improved public transportation, bike paths and other means of getting around, improvements in cities downtowns to make them friendlier and with new park spaces with those dollars invested there instead of in ride hailing apps.   ...

To get a sense of how far behind the U.S. and Germany are in mobile infrastructure and in average monthly mobile connection speeds consider Croatia is No. 9 and Canada is No. 3, Australia No. 4 in mobile. Consider in fixed broadband Romania is No. 4 and Hungary No. 10. What happened? In Germany strict fiscal rules prevented investment in infrastructure without considering how much good essential infrastructure can add to economic growth. There was a decade of disinvestment under Merkel in the country's infrastructure. Consider that Germany relies on copper for rather than glass fiber for linking end users to the fixed line network. Deutsche Telekom laced a strategy for investing in a new network in the last decade when early on in the decade Telecom companies inFrance ad Portugal were rolling out new all fiber networks in keeping with a 2010 European Union report that recommended EU countries invest in fiber. So that today after a decade of disinvestment in essential infrastructure Germany is finally waking up to the fact that its development is uneven at best and lopsided for certain with production facilities in cars and other machinery but failure to invest in the technology that drives machines and cars. Even the updating excuse given by Deutsche Telkom of vectoring or reducing interference sounds strange a decade ago as stated in this report, using the same cooper connections simply reducing noise, a failure of singular proportions to modernize. As a result some of the fastest connections are now in Singapore, Hong Kong, South Korea in Asia or countries such as Norway, Netherlands, Switzerland in Europe. ...

In this way he found things about the lack of down payments, poor documentation, and practices in the real estate mania that helped PIMCO get a better sense of the market. Staying out of the real estate market meant underperforming relative to peers, and this wasn't easy for the 9-12 months before the Lehman Brothers bankruptcy, says Gross. Gross points out that as an investor its hard to get the timing right, as hard as when he has that extra hour and half being up at 4.30 am instead of 6.00 because he isn't sure he can get it right waking up at 6.00.

The Russian position for a ceasefire in Ukraine and peace talks is set forth by president Putin. "Our principled position is that state of Ukraine must be neutral, non aligned and free of nuclear weapons." Putin wants Ukraine to give up Donetsk, Luhansk, Kherson and Zaporizhzhia regions, Russian speaking regions in the east of Ukraine. Capitals of Kherson and Zaporizhzhia regions and some of the territory is controlled by Ukraine today. It means that Russia could accept a ceasefire under the present lines of control. It also means Ukraine would not be part of NATO, though it could be part of the European Union, as a peace settlement. All western sanctions on Russia would have to be lifted. Throughout the decade of this war Russia has maintained close connections to the Russian speaking eastern part of Ukraine with historically close ties to Russia and as Ukraine public opinion shifted to the EU Russia began its efforts to bring these regions under its control even when German-Russian relations were better during Merkel years. Russia has the support of China and Brazil in its position. At some point if a settlement is reached one possibility is that the line of actual control or LAC would be put in place. It happened in the Korean War, when the demilitarized zone was setup and in other conflicts on the Indian border with China and Pakistan, in Cyprus between Greece and Turkey. For it to happen Russia will have to dispel fears in the EU and the US that Russia will continue the conflict at some later stage till all its objectives are achieved. This requires removing the perception that Putin is set on achieving all his objectives to reopen the war at some later stage. Mr. Putin hinted at this by saying "today we are making a concrete real peace proposal," and adding that Russia was not ''talking about freezing the conflict, but its final resolution." In this situation it is the western doubt about Putin's intentions that is another barrier to a settlement on European security, with continued destruction in Ukraine when the war has entered a stalemate where both sides have exhausted their resources and have little to gain by prolonging this conflict. ...

Tammy Duckworth of Illinois even thanked Rubio for changing House rules so she could bring her new born daughter to the Senate for votes- Rubio had told her "What's the big deal?" This may be the best and most important appointment DJT has made considering how down to earth, courteous yet frank spoken Rubio has been in his work in the Senate and in talking to the public. Rubio told Cornyn about his concerns for US outbound investment hurting America. “At a minimum we should have insight into whether American investment dollars" are used for funding "activities designed to undermine the United States of America." In 2020 Rubio had poointed out how easily "Luckin Coffee" had raised money in US capital markets- it later went bankrupt. In other situations national security was involved but not considered in the proper way for outbound investment for two decades on Wall Street.   ...

Maher says he gets critical messages just for talking to people who have different views. He dislikes this failure to reach out and talk to everybody- he calls this using a special term "people who hate me for who I won't hate." That is Apotheker's way of saying why it couldn't be done gradually. He says he doesn't let the propaganda about him by Oracle CEO Ellison bother him. What matters to employees is seeing him and talking to him, and he has gone on a round the world listening tour. He will focus on profitable growth, and he sees his industry in a technology transformation with the words "cloud" and "connectivity, that will change H-P. He sees the potential to do more in overseas markets, something his background from Europe helps him understand better. He would like to fill gaps in H-P's software capabilities and speed up bringing new products.

Six former clerks, many of them now professors at well known law schools, Georgetown, Cornell, Yale, share their memories of Chief Justice John Paul Stevens, who retired in 2010 as the longest serving Supreme Court justice on the bench. One of the clerks remembers Stevens for his courteousness, which started with "May I ask you a question?," and did not attach importance to formal titles. Stevens showed remarkable empathy in talking to the clerks about legal cases. It was given by the bar association of Poulsbo, Washington, and Stevens took pride in his modest beginnings. Senate Majority Leader McConnell says the proposals to raise income taxes for high income Americans with $320 billion in new revenues over 10 years, reduced prospects for changes in the tax system. He said the Obama proposals were designed " to excite the base but not designed to pass." Obama says "the shadow of crisis has passed," and calls for "middle class economics," and improving incomes for anyone making the effort. The call comes as inequality widened during the long recession and some of the Obama administration's policies such as on homeowner foreclosure, and lack of focus on unemployment during the first term, may have actually worsened inequality. At one point Viniar was asked by Senator Levin of Michigan how he felt about Goldman employees describing the deals by Goldman in sour terms. Viniar replied that it was unfortunate that it showed up in the email. Levin asked Viniar whether he had no qualms about the matter much less about the email. Mostly the four Goldman executives questioned and the senators seemed to be talking past each other, with the senators- Mark Pryor of Arkansas, Kaufman Jr. of Delaware, John Ensign of Nevada, Susan Collins of Maine, Claire McCaskill of Missouri- appearing exasperated that the Goldman witnesses were dodging questions or simply buying time. Senator Pryor compared the whole thing to Vegas casino gambling to which Senator Ensign said that it was more like playing a slot machine while these types from Wall Street were manipulating things in their favor, even Vegas casino were not manipulating the odds while the game was being played. ...
