The lack of reliable statistics and production information for China's steel industry. The World Steel Association says China's steel production went up by 7.5% in April 2011 over the prior year. In 2010 it says China produced 625 million metric tons. These figures are based on information from the China Iron and Steel Association, which represents 75% of steel producers in the country. Because much of the reporting is voluntary many smaller producers do not report their production figures. MEPS, a steel consulting firm in the U.K. , says there is extensive underreporting because of political pressure on inefficient mills to shut down. These mills continue to operate but fail to report production, as a result production may be understated by 45 million tons, according to MEPS. This becomes important because if the Chinese economy slows down much of the steel warehoused in China because of higher taxes on raw steel exports could end up being exported. Inventory levels are higher in China because of the taxes and the storing of steel by mills slated for closure but still operating. This would cause a drop in steel prices on world markets. Steel is different from other commodities in that it is not traded on the London Metals Exchange or other Exchanges. Sales are privately negotiated sales between steel mills and users such as auto plants....

Increasing regional tensions with a more assertive Japan and China. U.S. president Obama's so called "pivot to Asia," appears to have little impact. China has tended to look for its own security architecture in Asia that excludes the U.S. U.S. efforts to reduce tensions are being ignored by China in May-June 2014, as China asserts itself in waters that are in dispute with Vietnam. The lack of U.S. influence compares unfavorably with the situation that prevailed since 1900, when the U.S. had the most significant influence in Asian waters. It has more to do with a policy of withdrawal under the Obama administration than U.S. capabilities. The policy of withdrawal in the Middle East comes after much of the sacrifice had been made and the situation in Iraq changed, so that for a much smaller incremental effort the U.S. could have both lived up to its principles and ideals for democracy and freedom as well as win public opinion in the Arab countries of North Africa and the Middle East. This withdrawal in the Middle East has given Russia and China the wrong signal leading to more assertive stance in Europe and Asia, and creating uncertainty where little uncertainty existed about U.S. determination. Under whatever terms it is wrapped the policy of the Obama administration is one of withdrawal. It is dangerous because it will mean a more costly effort would be needed under a future administration to restore the situation which prevailed earlier- in which the U.S. has helped create a climate in which the entire region including China and Japan have prospered economically, without the region descending into a competition between Russia, China, Japan, South Korea and India. The Obama administration with its muddled policies has inadvertently created this situation....

The head of the UK's secret service said in a speech that "we need to have a conversation" about Huawei's involvement in UK's telecom network. Following this BT, Brtiish  Telcom, stated it is removing Huawei's networking kit from its EE mobile network. Huawei has struggled against the suspicion that it is under the influence of the government to tap into telecom systems in other countries. This has resulted in it being banned from selling telecom equipment to the U.S., Australia and New Zealand. The Trump administration put a ban on ZTE for breaking sanctions against Iran. Now the Trump administration is making its case that Huawei also is breaking U.S. sanctions against Iran with the arrest in Canada of founder Ren's daughter Meng, who is the CFO. Iraq's oil ministry wants to move ahead faster in developing its oil fields and will let foreign oil companies bid for contracts to develop 6 oil fields and 2 natural gas fields by end of 2008. About 40 foreign oil companies from USA, Europe, Japan, China, Russia have been approved for bidding on contracts. According to BP PLC statistics Iraq produces 2.5 million barrels a day, up from 1.9 barrels a day last year, but far below the 3.5 million barrels a day produced in1979. The Iraqi goal is to produce 1.5 million additional barrels a day, but obstacles are the lack of a hydrocarbon law which is not moving quickly, and the Kurdish region signing its own deals, and this announcement may be an effort to go ahead and not wait till a hydrocarbon law is passed and sign agreements which would be technical service agreements for foreign expertise for a fee. Oil revenues are helping stabilize Iraq and as security improves oil can be a big stabilizer with increased production and financing development and job creation and building infrastructure damaged during the war and infrastructure that never existed....

Pope Francis spoke against the effort by the European Union bureaucracy to limit the use of "Happy Christmas" and called it a form of "ideological colonization." He told reporters "many, many dictatorships" had tried this and all had failed on a trip back from Greece and Cyprus. The European Union bureaucracy then withdrew the 32 page guide on use of sensitive language.  Francis said European Union was "necessary" but warned against the EU bureaucracy trying to iron out the differences of culture and religion around the EU bloc countries. "This could end up dividing the countries and causing it to fail. The EU must respect each country as it is structured and not make them uniform." One of the main influences for the European identity, of western civilization, is Christianity. Less known is that King Alfred in his reign 871-899 AD, in one of the most stirring periods of British history, relied on Christianity as a civilizing influence on tribes of the Nordic countries that were invading Britain. The same process of bringing a civilizing influence on heathen tribes happened in mainland Europe. And a similar process took place in India with Vedanta and Buddhism as it spread to China, Japan, Sri Lanka and the rest of Asia. Civilization meant education, learning, wisdom, and came at this time through the ideas of the Bible or the Upanishads, or the Buddhist ideas.  Alfred struggles with how that wisdom once lost, may be retrieved by being written in the English language from Latin. He writes during this period of tumult and invasions- Learning had declined so thoroughly in England, that there were very few people on this side of the Humber who could understand their divine services in English. There were so few of them that I cannot recall a single one south of the Thames when I succeeded to the kingdom. Thanks be to God Almighty that we have any supply of teachers at all! Therefore I beseech you to do as I believe you are willing to do, as often as you can, free yourself from worldly affairs so that you can apply that wisdom that God gave you where ever you can. Remember what punishments befell us in this world when we ourselves did not cherish learning nor transmit it to other men. We were Christians in name only and very few of us possessed Christian virtues." The International Energy Agency sees a shortfall of 12.5 million barrels a day when it compares the needed 37.5 million barrels a day by 2015 with the planned supply increases showing 25 million barrels a day. A lot depends on the assumptions and what the 37.5 million barrels a day is based on. Does it account for a slowdown in the world economy and a drive for fuel efficiency and conservation habits by 2015? How much of this is reflected in the numbers? And on the planned increases of 25 million barrels a day- does it account for increases that may be planned in 2009 and 2010 in response to prices above $150 a barrrel which is expected? The IEA has a team of 25 analysts working on the forecasts but it gets no cooperation from Saudi Arabia about its individual fields production, and Venezuela, Iran and China also keep their information a secret. Loeb favors focussing on the 58,000 7-Eleven convenience stores in N. America, China and Japan. Suzuki had expanded by making acquisitions and kept a money losing Ito Yokado retail chain in Japan. Following a boardroom fight Loeb wins and Suzuki who ran the company since 1992 resigns. Ito Yokado ran the Japanese 7-Eleven chain till it acquired the U.S. 7-Eleven in 1991. A new corporate governance code setup by the administration of prime minister Shinzo Abe, calls for more outside directors to be appointed to Boards, and greater attention to interests of shareholders. This is seen as a test of the new corporate governance rules. Akira Kiyota, CEO of the company running the Tokyo Stock exchange sees it as a positive step.

How politics is being shaped in the USA in 2008 due to a confluence of factors, events and leaders. The emergence of a new generation of younger people, blacks, whites and other minortities who don't carry all the baggage about racce of the previous generations and are open to a lot of different things, the global economy, changing Africa, Asia and Middle East, the integration of America into a global patern of manufacturing, trade and consumer demand, the emergence of 2 billion people from China and India to share in the development of science and technology and modernization are the confluence of factors. The events are the Iraq war, the Iran confrontation and the Afghan war, the confrontation with militant Islamist ways, which are seen as having been badly handled leading to a loss of confidence in the US in the world, the general mood of people looking at 2008 like they did after the war and the Truman period for a fresh face in a changing world in another confluence of factors. Then the independence of countries in Asia and Africa and the Middle East from centuries of colonial rule, in the case of India independence, in China's case a new ideology based government but striving for the bread bowl for a billion people, in the Middle East and Africa from Egypt to Kenya new aspiration for progress and development. The events then were the Korean war and weariness with it, now the Iraq war and Iranian confrontation, and Afghan war and weariness with it. A Irish Catholic face then, a mixed race face now, new generations and aspirations then and now. Leaders then in John Kennedy the ability to present oneself in a youthful way appealing to the new generation so that one is not perceived in the old ways, partly because like Kennedy talking to a new generation of people who did not carry the old baggage, easier to do because John was himself part of this new generation. Same thing with Barrack because he like the new generation both do not carry the old baggage and see things in a race neutral way concerned more with other things such as confidence in the future and the role of America in the world. How will this turn out? If electedthese leaders are still human and would still face the same difficulties like John faced in the cold war and Cuba and Vietnam situations, and the lack of experience would also show not that greater experience would necessarily help solve intractable problems. But the aspirations and desire for a fresh face and youthful energies of a whole generation of younger people and of other people in general who are weary of the old ways may carrry the day in election voting. ...

What is the difference between South Korea and the U.S., Europe in the handling of coronavirus? It is tracking and testing.  President Trump and health adviser Dr. Fauci, see South Korea as the successful model to be followed in controlling the coronavirus. What has happened till now it is accepted with shortage of basic medical supplies and equipment, stress on hospital systems, are merely mitigation actions. South Korea was prepared for the coronavirus crisis because of the MERS and other epidemics, and failures resulting in corrective actions. Labs were centralized and better equipped for testing and tracking the infected. One of the key tools is testing. President Trump says the goal is for the U.S. to exceed and far surpass tests per capita in South Korea. Five million tests are planned by the end of April in the U.S. Where the U.S. falls short is in use of multipronged digital tracking using data from people's use of mobile phones, credit card usage, and use of apps designed to separate infected people from others. South Korea is a democracy with a population of 52 million people, about the size of France. People who were student activists in the democratization era in South Korea say the use of digital technology is a need today. We have to adapt in emergency situation they say. Ki Mo-ran, epidemiologist, and adviser to South Korean government says this is a key part lacking in the European and U.S. efforts to control coronavirus. She says in South Korea we know the patient's contacts, where he goes and stays, so we don't have to lock down everybody. Without digital tracking one cannot know which place is contaminated, which place is clean, so that there can be a lockdown of just that area and not the whole country, says Ki Mo-ran. She asks the question- is one person's privacy more important than the lives of a family or other people who are affected. Is it OK to lockdown every child in the country in a home as in Spain for over a month so that particular people's privacy is respected? These are serious questions for western society, are they exceptions or is democracy not just a western idea but equally cherished in Asian societies, people talk about Confucianism in China and the Asian culture forgetting that the biggest democracies are quite large and functioning well in India in addition to South Korea, Taiwan Indonesia, Malaysia, Bangladesh and Japan, far larger in area and population than China. The French government has chosen the app TraceTogether as the least intrusive one adaptable to France for use there. The U.S. is having Google and Apple develop one of its own. India will be developing one of its own. The NYT raises the question will it be watered down so much in France or in the U.S. and UK to be less effective than the  dire need for an alternative to lockdowns? ...

Manufacturing could be the bright spot for the U.S. in 2021 and the years ahead. The pandemic has hurt industrial production in the U.S. in 2020. This brings manufacturing in the U.S. to a new low. This report in the WSJ says there is hope today because negative trends are about to be reversed. During three decades since the eighties three trends hurt the U.S.- lack of sustained capital investment, noncompetitive labor costs, degrading infrastructure.  To make the reversal of these trends and raise American manufacturing to what it was after World War II attention is being paid to these negative trends. The response- a quick recovery from the recession,  localization of supply chains, technological advancements to close the gap with competitors. By market capitalization on S&P 500 the U.S. manufacturing industrial sector was 15% in 2000, in 2020 it is 9%. Hope today lies in the determination to reverse the trends in this sector and regain leadership. Even in the aerospace sector the determination and legacy of American manufacturing is strong. Recently the WSJ ran a story on how David Farr, the CEO of industrial company Emerson Electric, which makes automation equipment for factories and aerospace parts based in Ferguson, Missouri, managed his company through the pandemic so that it was posed to return quickly to full production. Against all the hurdles he would not give up and fought hard in each battle with suppliers, governments and the pandemic.This bodes well for American manufacturing coming back on quickly even in tough markets such as aerospace and automation. Other factors WSJ mentions are quick reversal in hit to earnings, robust demand. Consumables have sprung back up fastest, but automobiles are also holding up in demand. This leads us to the localization of supply chains. Companies realize the risks of tensions in the South China Sea and technology theft today in a way that they did not before and this is changing the mood resulting in plans to move production onshore. Warnings from the Trump administration played a role with new tariffs on Chinese imports. Shipping products halfway around the world no longer makes sense, especially in losing control of supplies. Emerson depended on production off shore in China and other countries and panic from the pandemic set in quickly that everything would come to a halt as supplies stopped coming and Emerson could do nothing. The economics WSJ points out are also different today with labor cost inflation in China and labor cost deflation in the U.S. which improves U.S. competitiveness. To make U.S. labor cost competitive with China says Scott Davis in WSJ, one has to make the same quantity of product with half the employees, and this is now possible with automation technologies in 2020. The result is that even at this low point in manufacturing one can see the future is bright for the USA as it moves rapidly to rebuild the strength in manufacturing it had for most of the twentieth century. ...

With economic downturn in the USA and parts of Europe Nissan like other automakers will find it difficult to increase sales with higher prices. This makes the new markets of India, Brazil Russia, China and Africa and Middle East with exploding demand significant. As the president of Honda in India puts it its better to spread the profits and sales globally. Nissan laid the ground for a 1.1 billion plant south of Chennai, India, rather than wait for the infrastructure to deliver just-on-time in India, the infrastructure will come later.

A hard fought election in Brazil between Mr. Bolsanaro and an ex-president Lula da Silva. Voting is compulsory in Brazil for all those who are literate and between age of 18 and 70 years. There are 156 million registered voters. President and members of Chamber of Deputies are elected for a four year term. Elections also take place for 27 governors for 26 states and one federal district. If no candidate in elections for president or governors gets 50% of the vote the vote heads to a runoff on October 30 between the top two candidates. Bolsanaro is supported by evangelical Christians in a Catholic country, rural landowners, and business people. He was a deputy or member of parliament for the state of Rio de Janeiro for 27 years, who won on a law and order and anti-corruption platform in 2018. Lula da Silva is a former trade union leader who was president from 2003 to 2010. He was popular during a commodity boom in Brazil's soyabean and iron ore export boom to China that financed social support programs. A corruption scandal affected his successor from the Worker's Party leading to the change in government after the collapse of the commodities boom. After he was given a jail sentence under the Bolsanaro government he was released by the Supreme court decision in 2019 that declared there was a lack of due process in his conviction. Mr. Bolsanaro also as a program to benefit poor families that is called Auxilio Brazil to replacve Lula's Bolsa Familia. Payments to 18 million recipients were increased in August and a monthly stipend was added for taxi and truck drivers by Bolsanaro. The competing interests and the pandemic with the high toll of around 685,000 deaths have created a highly contested election. ...

The Bureau of National Labor Statistics in China says China's GDP growth for 4th quarter 2008 was 6.8%. Private economists expect growth to slow to something like 5% in 2009 as the full brunt of the housing downturn and the drop in exports manufacturing is felt this year. Housing and exports were the two engines that helped China to reach 12-13% growth rates for 2007 and 2008. 2008 was also the year of the Olympics, and it now appears that by excessive growth and production capacity in many industries and increasing exports China may have created severe imbalances in the world economy. One way this happened is through the huge and ever increasing trade deficits with the US. By reinvesting the money in US Treasurys, China made a huge wave of liquidity and cheap credit possible in the US creating a bubble economy. The other is through the inflated demand in commodities like oil from the Middle East and countries like Russia, and demand for iron ore and other metal commodities from places like Brazil and Australia. This put upward pressure on the prices of commodities, creating a bubble in the price of oil. With the bursting of these bubbles the economies of Russia, Brazil and Australia and other countries are in a deep nosedive. The effects have operated in myriad ways, including a circular effect of the bursting of the credit bubble in the US leading to a collapse of demand in the US market for Chinese goods. In turn the collapse in demand for German and Japanese goods in China with declining demand, as the effects moved through the channels of the international trading system. The decline in Chinese demand also affects the US ability to make a export driven recovery....

Saudi Arabia continued to follow a policy of high oil production in 2016, and reported that it produced 10.67 million barrels a day in July 2016. Iran is producing at a pre-sanction level of 4 million barrels a day. 2017 oil demand prediction by OPEC is at growth of 1.15 million barrels a day. Experts says that the interests of Iran and the Saudis may be converging to reduce production as they face low oil prices. Iran needs to make large investments and Saudis face budget cuts with low oil prices. They point to this cooperation being temporary as there are issues of competing politics in the region, and beyond that both countries seek to expand their market share.

Saudi Arabia needs current oil price of $60 a barrel to move up to $80 a barrel to balance its national budget. To do this OPEC needs to coordinate its oil production cuts with a group of 10 countries led by Russia that includes Mexico. These countries include countries in the former Soviet Union.  In December cuts of 1.2 million barrels a day were coordinated between the 2 groups to push up oil prices. Now the OPEC cartel plans regular meetings with the Russian led group to push up oil prices. Under a draft document an alliance between the 2 groups would last 3 years and include regular meetings. Earlier Prince Salman led Saudi government proposed replacing OPEC with a new group combining Russia and Saudi Arabia and the other countries in OPEC, yet giving most of the decision making power to Russia and Saudis. This was rejected by Russia and was received poorly by Iraq, Iran  Nigeria, Angola, Algeria. The Iraqis reminded Saudis that OPEC was started in Baghdad. ...

Insights from Jagdish Bhagwati- 1) Poverty actually declined under the previous government, it was displaced by the Congress not because poverty had increased but by the revolution of rising expectations and the democratic processes functioning in India. 2) The pressure cooker democratization in a place like Iraq is different from democracy in India, because India had democratic processes and rule of law under the British, which was followed by democratic processes functioning under the Nehru years and right upto to the present day. This is almost over 100 years of democratic practice. 3) Minority rights were respected by the post independence governments. 4) In China the government thinks riots are caused by inequality and rural-urban prosperity divide. Actually it is more because of the lack of democratic processes functioning in China to accomodate the revolution in rising expectations. 5) From a perspective of longterm sustainable growth this makes India's democratic functioning a better approach. Bhagawati does not mention the advantages in terms of private initiative that are fostered in a system of private capital and private companies. This dates back to the Tata enterprises under the British going back a hundred years....

Crude oil or crude world. This book by Peter Maas "Crude World: The Violent Twilight of Oil," shows how places like Nigeria and Equatorial Guinea suffer from the lack of infrastructure and jobs, as the oil industry does not create many jobs and the companies and the ruling classes in these countries are the main beneficiaries. Nigeria's anticorruption official, Nuh Ribadu, is cited in the WSJ, with an estimate of $380 billion of $400 billion in oil revenues in Nigeria over 3 decades being wasted through corruption and misuse of funds, with little money going into infrastructure and jobs. Manufacturing in China, Vietnam, and Malaysia for basic consumer products from textiles to shoes, creates jobs even at low wages, making the people in these countries better off as wages rise. Oil on the other hand creates few jobs and companies do not move upscale manufacturing tech products in the next stage of manufacturing, leaving the people as worse off as before. The margins are thin in manufacturing, whereas much of the oil revenue can be deposited in accounts of influential individuals. Mouwad in the NYT points out 93% of profits go to the government in Nigeria, only 7% to western oil companies. Even in countries which have tried to root out corruption through socialist experiments such as Venezuela and religious parties such as in Iran, the failure to integrate with the globalized economy and extremist policies leads to lack of development and backwardness. This shows that the best way to develop is through emphasis on education, science and technology, building a culture that thrives on modernization and technological advancement over several decades, even if this means starting with basics and continually moving forwards into higher technologies. Japan, South Korea and China moved from shoes and textiles to iPads and smartphones, Japan starting in the 60's, S. Korea in the 80's and China in the 90's. ...

Meng Wangzhou, chief financial officer of Huawei Technologies, admitted to wrongdoing in a fraud case. The Biden administration acted to remove a friction point with China, and China released 2 Canadians held by China since 2018, following Meng's release.

Meng is daughter of Huawei founder Ren Zhengfei. She was arrested at Vancouver International Airport in December 2018 at the request of the United States. The US Justice Department during the Trump administration had accused Meng and Huawei of a decade long effort to steal trade secrets, and evade Iran sanctions. In retaliation China arrested 2 Canadians who were released after Meng's release, after a long period in detention.
