The port of Lazaro Cardenas in the western state of Michoacan was taken over by Mexico's military in November 2013 in a fight to control the drug cartel Templars. The Templars have infiltrated the local administration and police in the state. Templars are involved in illegal mining of iron ore in the state which is shipped to China. This led to the killing by the cartel of the head of institutional relations at the ArcelorMittal plant in the state in Jan 2014.
