Workers ended a 3 month strike at Caterpillar's Joliet, Illinois plant, essentially giving in to reduced healthcare and pension benefits and wage freezes for older workers. Under the deal workers hired before May 2005 receive no hourly pay increase, workers hired after that date get a one time 3% pay increase with future pay increases decided by Caterpillar management. Hourly pay at the plant ranges from $13 to $28. About 25% of the older workers are eligible to retire. A $7.8 million fund to supplement incomes of laid off workers will now be used for retirement bonuses. Caterpillar persuaded workers to ratify the contract by increasing the bonus for ratifying to $3100 per worker from $1000. During the strike Caterpillar continued operations by using managers and temporary workers and using 100 workers who crossed picket lines.

U.S. president Trump names Robert Lighthizer, the U.S. Trade Representative, as head of trade negotiations with China, following a weekend summit of G-20 in Buenos Aires where he setup a truce with Chinese president Xi Jinping. The truce means the next round of tariffs on $200 billion of Chinese goods will be suspended. China had hoped Treasury Secretary Mnuchin would head the negotiations. Mnuchin had negotiated with China earlier. Lighthizer has taken a long view on the negotiations wanting to strengthen the U.S. position particularly in relation to protecting U.S. technological edge and preventing transfer of U.S. technology to China. Trade expert Pillsbury of the Hudson Institute says this steers the negotiations from informal under Mnuchin to the legal negotiations under a trade negotiating team of Lighthizer that have set forth the charges against Beijing under U.S. trade law. The outcome sought is a legally binding document that commits China to getting certain results to reduce its trade surplus with U.S. of about $1 billion each day. Mr. Trump called for "level the field" in a message after the G-20 summit. Specific details of about 142 issues in trade were brought up in the talks of Trump with Chinese president Xi in Buenos Aires. ...

Rohan Premkumar in The Hindu provides this report of Chinese prisoners from the Opium wars of the 1850's sent to this "ancient sub-jail"in the Nilgiris hills Tamilnadu by the British.  These POW camps provided cheap indentured labor to establish tea plantations in the Nilgiri hills. It helped to bring in revenue for the Empire through tea cultivation. About $1 million was spent to renovate this building so that future generations know what happened here since the arrival of the British by 1800. By contrast Yuen Yuen Ang at John Hopkins University from Singapore is interviewed for the NYT by Ezra Klein on China's Xi Jinping and the autocracy with democracy characteristics that prevailed under Deng, without an awareness of this period. For Zhongxun and Qi Xin, Jinping's parents this period of the Opium Wars, Taiping Rebellion, Boxer Uprising from 1850's and British, European invasion, must have been very real in the 1930's. And added to this the Japanese invasion of China. The title of this BBC report is a misnomer as the content of the report is that India and the US are actively negotiating a Trade Agreement after some disagreements on Indian oil purchases from Russia bumped up from 2% before 2019 to about one third to 40% of its imports by 2024. This is being rapidly reversed and some estimates by consultants CLSA show India only made $2-3 billion from Russian discounted oil sales, a miniscule amount. On American interest in agricultural exports India can take in some products other than grain which it sees as important to feed 1 billion people and food security.  DJT says the "special relationship" between India and the US is important, and says "there's nothing to worry about. We just have moments on occasion". India has much bigger stakes in trade with the US. In fact it's growth into the third largest economy in the world means doubling or tripling its trade with the US and the European Union in the next few years. This would narrow the difference in GDP and per capita between India and China, as India and China started at the same GDP and per capita in 1950. Only in 1990 with China's trade with the US has the Chinese GDP and per capita income increased to create the huge gap with India. ...

Germany's homeless problem compares with that in the US, with Federal Working Group Bag-W estimating it at 600,000 of which 50,000 live on the streets. In Germany authorites are expected to give emergency shelters to people on the streets. The Federal Ministry of Housing and Urban Development and Building put out a 31 point Action Plan as a first step. Previous efforts have failed. The Action Plan includes getting financial assistance to state governments to build social housing -18.15 billion euros were allocated for 2022-2027 to build affordable social housing. Yet in the first year 2022 only 22,545 units were built short of the 100,000 goal per year. Affordable housing is at the heart of the fight against homelessness. There is an acute shortage that is driving up cost of housing in the US and in Germany. WSJ recently showed about a third of US housing is tied up by retired boomers hanging on to large homes. Germany's allocation of $3 billion per year is inadequate  for a problem of this magnitude that colors out perceptions of the quality of life in American and European cities. Capital markets are misallocating funds, and doing little for work that is an absolute priority for quality of life in the streets and neighborhoods of America and Europe. This report in the WSJ says the increase in Saudi production announced on June 2 will do more for Saudi Arabia diplomatically as it improves relations with the Bdien administration, and much less for oil markets. The increase of 648,000 barrels a day for both July and August is seen as a drop in the bucket. Only Saudis and UAE have spare capacity- estimated to be at 3 million barrels a day of spare capacity. The Russian oil production has already dropped by 1 million barrels a day since the start of the war in Ukraine and will drop further after the European Union oil embargo on 90% of oil supplied by Russia to the EU. Russia may even withhold supplies from the market to keep oil prices high as it is selling oil at a large discount. Russia evades western oil sanctions by selling oil using transfers out at sea and in other ways that do not reveal the source of the oil. Saudis and UAE are seeking better relations with the US to gain security guarantees after drone and other attacks by Yemeni rebels and Iran. Earlier president Biden had distanced himself from Saudi Arabia following human rights situations that led to deteriorating relations. The EU oil embargo, high oil prices that are hurting poorer countries all over the world, and the commitments by the US and other European partners to reduce fossil oil fuels production and increase renewable energy production are now added factors that the US is including in its relations with the Middle East as it seeks to balance different factors. The failure of regulators is one of the features of the last decade leading to the losses of capital that could have been better allocated to infrastructure, health education and paying down debt in the U.S. and Europe. This WSJ report says fintech or financial technology companies faced little regulation or critical oversight from regulators as regulators tried to foster growth in that sector. This puts more burden on shareholders to be vigilant, it says. Wirecard went into insolvency with huge losses and debt and accounts in the Philippines for over a billion dollars that were later proved not to exist. The astonishing aspect of the Wirecard scandal is the way German regulators not only did not investigate but pushed back against critics of the company's finances, that there was something fishy about the finances. Wirecard was established in 1999, and is described as a slow-burning story since 2016 when the stock price took off for a wild ride. This report says government regulators are relaxing important rules in the hope of coming up with a winner- this is proving to be a dangerous exercize and an exercize in folly, as it leads to losses of capital with no one taking responsibility among government officials or regulators. In the case of Wirecard the German officials even filed a criminal complaint against accusers, and banned short selling. of stock.    British and European financial watchdogs are acting as cheerleaders and watchdogs at the same time says the WSJ. Watch out it says when regulators play this kind of double role. During the financial crisis of 2008 the revolving door between companies being regulated and the regulatory agencies themselves was a defining feature of that period leading to huge losses of capital. Today this has taken on a new  and additional dimension, each time making things worse, even as infrastructure investments, investments in health and education are being deprived of capital because they benefit the public, and are not a benefit to small groups of well connected people willing to flagrantly conduct activities such as setting up accounts that do not exist for over a billion dollars.   ...

Israeli premier Netanyahu says this would invite a strike if weapons grade uranium is converted into a weapon. In this situation after Iran provided drones to Russia, president Biden has renewed efforts to reduce the level of escalation in the relations with Iran, opening up talks in New York and through Oman. Iran wants money that is held in other countries for oil and gas deliveries after US economic sanctions on Iran, to be released in exchange for limits on nuclear work and prisoner release. The Biden administration has approved 2.5 billion euros in payments by Iraq. Another $7 billion could be released from South Korea if diplomatic talks lead to Iran taking steps the US seeks from Iran.

Brexit negotiation guidelines from the EU rule out parallel talks on both Britian's future relationship with the EU and the separation agreement negotiations, preferring a phased approach. Only when the first phase of separation is complete or at an advanced stage would the second phase of future relationship with the EU be negotiated. The EU Council president, Donald Tusk, says the process would be long, complex and at times confrontational. Der Spiegel online writing on the negotiation describes the approach in a meeting with the lead German negotiator Mr. Oettinger, on the team of Michael Barnier who leads the negotiations for the EU- Oettinger focussed on what Britain owes the EU, estimated at over 60 billion euros. So far apart are the British and EU positions that Michael Barnier has no idea on the pathway for these negotiations, only awareness of the priorities such as the rights of EU and British citizens in each others region, says Der Spiegel. Looking at Theresa May speaking in parliament about her decision to move forward with Brexit in a letter to the EU invoking Article 50, one senses a mixture of confidence and nationalist appeal, far different from reality on the ground. The Leader of the Opposition cited government figures for a sharp decline in GDP as a result of Brexit, and the Scottish leader in parliament went so far as to say the government attitude in negotiations made "Scottish independence inevitable"- all headwinds Theresa May appears to be ignoring or treating with disdain. Already companies are cutting shifts and laying off 10-30% of workers in garment, toys and other basic industries. President Xi is preparing for a long struggle reminiscent of how Mao led China to fight the US forces under Gen. McArthur in the 1950's Korean War, says the WSJ. In the past the state subsidy system worked to take huge share of new industries such as semiconductors, smartphones, solar, electric cars. This will be harder now with less money available to invest and drive out competition, and with the US and EU making their own products boosting their industrial and manufacturing base. ...

India recorded 100,000 cases in one day on April 5, 2021. About half of these cases are in one state Maharashtra. Most of the cases are in about 6 states. Super spreader events such as cricket matches, weddings and social gatherings, political rallies with elections in states of Tamilnadu, Kerala, West Bengal, and Holi festival, are increasing the rate of infection. People have become lax in wearing masks and following the safety protocol after cases dropped to less than 15,000 for the whole country in February. This report says variants also are playing apart. Google Mobility Reports have shown that movements around retail areas dropped to about 80% below regular levels in the middle of the national lockdown in spring of 2020, and have come back up to about 20% below normal levels. When the winter surge did not happen, and the vaccination drive started in January in India people became less vigilant, allowing infections to increase. The vaccination drive is accelerating and open to everyone over 45 years. About 80 million doses have been given and the target is still for 300 million doses by August.  ...
