How Petraeus won support in Congress and with public opinion, while at the same time changing the nature of the effort in Iraq. His struggles with General Fallon even though he reported directly to President Bush, who wished to disengage too quickly to make adifference in the failing effort to bring security. The first effort was to bring security with the surge in troops, then to build the Iraqi forces. To keep public opinion informed about tangible achievements of modest goals such as security for ordinary Iraqis, and fewer American casualties, rather than some beacon of democracy goal for the Middle East. A detailed account by the Washington Post of how this played out in the words of key players like Petraeus, Fallon, Ambassador Crocker and others, and what it may tell one about the lessons for another very different effort in a rural mountainous backward country like Afghanistan. One that emerges is to set modest goals like security, try new approaches but with a clear eye on the field, put in younger leaders who can bing flexibility and imagination and intellect, but disengage on favorable terms that achieves these modest objectives....

Liz Rappaport of the Wall Street Journal interviews Neil Barofsky, inspector general of the U.S. Troubled Asset Relief Program. Barofsky is asked what is his biggest failure. He says the biggest failure is the failure of TARP to preserve home ownership. He goes on to say that the biggest nonfinancial cost of TARP is "too big to fail." And he warns that the there will be another bubble because of all the money that is going into the housing, commodities and other markets. The next blow he says could be much more signifcant for the U.S. economy. Is Fed chairman Bernanke listening?

Krugman points to the mounting toll of joblessness in America in 2011. He calls the joblessness- six million Americans out of work for more than 6 months and four million jobless for more than one year- America's overriding problem. More than the deficits which he sees as a problem beyond the immediate next couple of years, and the dollar which he says has seen drops larger than the current one during the Bush and Reagan administrations and which presents an opportunity to increase exports. He says the scare stories may distract from the major problem unemployment presents for Americans.

The "Burning Platform" memo by CEO Stephen Elop, seeks to confront Nokia with the reality of what is happening, as it has fallen years behind competitors who have completely changed the space Nokia was in. Apple's iPhone has redefined the space for smartphones and Apple now owns the high end market. In 2008, Apple's market share in the $300+ price range was 25%, by 2010 it was 61%. Newcomer Android has in 2 years created a platform that by attracting application developers, service providers and hardware manufacturers, is winning the mid-range down to 100 euros. And in 2008, MediaTek provided complete reference designs for phone chipsets, so that Chinese manufacturers in Shenzen could produce phones at an astonishing pace. They now own the low end of the market, producing an estimated one third of the phones sold globally. A crtical part of the memo is about ecosystems. He says it is no longer about hardware and device to device competition, but about ecosystems that include not just hardware and software. It includes developers, applications, ecommerce, advertising, search, social applications, location-based services, unified communications and so on. And Elop says the decision confronting Nokia, is how to build, catalyse or join an ecosystem....

In the end only concerted pressure from the U.S. including the personal intervention of president Trump, calls from Republican senators to Prince Abdulaziz, Saudi energy minister, salvaged a deal for OPEC+ oil cuts. The Saudis insisted Mexico cut production by 300,000 barrels a day, Mexico stood firm at 100,000 barrels a day. As the Mexican energy negotiator Ms Nahle withdrew to call Mexican president Lopez Obrador, the Saudi energy minister called this "disrespectful." Then president Trump intervened with calls and offered to make up with additional 300,000 barrels a day of cuts from the U.S. North Dakota senator called Prince Abdulaziz and stated that it could affect the U.S.-Saudi relationship if the Saudis did not come to an agreement. The agreement is for 23 countries to in total withdraw 9.7 billion barrels a day from the market, or 13% of world production. Oil production is expected to fall by as much as 30 million barrels a day in April 2020 as a result of the pandemic so it is not clear how much this will raise oil prices, yet it averts a complete collapse of oil prices from the $22 today when markets open on Monday April 13, 2020.  The U.S. Canada, Brazil and G20 countries outside OPEC will make a combined 3.7 million barrels a day in cuts. Saudis, Kuwait and United Arab Emirates combined will cut 2 million barrels a day above their quota.  In addition to warning both sides Saudis and Russia to come to an agreement, president Trump threatened to retaliate to protect U.S. producers from very low oil prices sending many into bankruptcy. Prince Abdulaziz took a tough stand with Mexico and other OPEC countries to present a unified stand. He is the son of the Saudi king and took the energy ministry in fall 2019. He has had difficulty in managing OPEC plus Russia called OPEC+ as its new chief with divergent views from small producers such as Angola and large producers such as Russia. At a conference in February he continued the standoff with Russia saying Russia would regret not making the production cuts he was calling for. The split with Russia after a 3 year collaboration for cuts ended in an all out price war right in the middle of a pandemic.  The Russians underestimated the size and impact of the pandemic. The Saudis took a firm position. Only president Trump's swift and active intervention and offering to make up Mexico's share of cuts saved the day for all oil producing countries, who would all be severely hurt by sinking oil prices below $20 a barrel.     ...

The second wave of the coronavirus is bigger than the first with the U.S. exceeding 100,000 cases a day for many days in November and hospitalizations doubling to 93,000 from the beginning to the end of November. There is also the fatigue with the virus for healthcare workers and the people, and loss of income for workers leading to income and food insecurity. In this situation a second stimulus to help people and businesses is a urgent priority for Congress. A group of bipartisan senators have put together  $908 billion stimulus plan to get through the Congress by December 11. This is a compromise between the two parties. Supporting the bill are Cassidy, Romney, and Collins for Republicans and Manchin, Warner, Cassidy for Democrats. It would provide- 1. $300 a week in federal unemployment benefits for 4 months. 2. $160 billion for state and local governments. 3. Temporary moratorium on coronavirus related lawsutis. 4. Additional funding for small business, schools, health care, transit, student loans. There is growing agitation among influential senators against the leadership in both parties of McConnell and Schumer, with the sense that the leadership has failed to recognize how critical the issue of emergency relief is for tens of millions of Americans. This is its only hope for passage with the bickering of the leadership on both sides. ...

Zarkadakis points to modern Greece's burden of history since the struggle for freedom from the Turks in 1821. The resurgence of European interest in ancient Greece, he says, burdened modern Greece with a narrative of their identity based on romantic and idealistic notions of Europeans in other nations. It also burdened ordinary Greek people with learning three Greek languages, including the language of the ancient Greeks. Failure to live up to the expectations of the intellectual classes of Europe from their perceptions of a distant past led them to look down on the people of Greece- as evident in perceptions in the German media about Greeks as lazy (the Mediterrranean peoples and lifestyles not as hardworking as the Germans) and liars (the national accounts being largely fudged till a Dutchman at the IMF presented the correct picture in 2009), and cheats (extensive tax evasion). He says this ignores the national traits of Christian Orthodox (which would suggest "mercy" or significant forgiveness of debt when debt reaches a point of becoming uncollectable) the economic history of successive defaults in 1893 and 1932 (lack of economic maturity), a strong cultural trend that tends to circumvent the governing authority. The desire to modernize Greece of the intellectual classes and governing politicians in Greece, and the dependence on the European Union as the sole guarantor of such modernization, has he points out led to a sort of arrogance that ignores the anxieties and fears of the ordinary people of Greece. This was evident in the way efforts to get a referendum on the austerity plans imposed on Greece were quashed by EU officials and the Greek politicians. ...

Donald Trump, has consistently tried to capitalize on the changing demographics and economic conditions in the country during the primaries by embracing a neglected white working class on issues such as trade, wages and jobs. He now has taken on the issue of law and order. In his acceptance speech Trump once again used a canny ability to sense the public mood, in the summer following the Orlando shootings, the Nice attacks, and the Baton Rouge police shootings, by calling himself "the law and order candidate in this race for the White House." He touched on the police shootings and terrorism by making the centrepiece of his speech- "Our convention occurs at a moment of crisis for our nation. The attacks on our police, and the terrorism in our cities, threaten our way of life."  The speech ended by Trump saying "I am your voice." By embracing the major issues in a way a skilled politician would do using his years of experience on the Apprentice television show with catchy slogans and phrases; long before the other candidates had caught on, and using the language of ordinary people, on trade, wages, jobs, terrorism, Trump has galvanized this portion of voters. He also made an appeal to Bernie Sanders voters. The distance between working class voters and other candidates who feel neglected on issues of wages and jobs, and are also most open to issues of law and order and terrorism, was the story of the Republican primaries. Whether this carries over to the broader electorate- as less than 20% of the eligible voters in the Republican primaries voted to give Trump wins in the primaries- and how well Hillary Clinton has held onto traditionally Democratic white working class voters that Trump is appealing to, will affect the 2016 elections. As this piece in the Guardian points out Trump has it well on touching on all the right buttons for which he has a canny ability, but will the American voters look for more in terms of experience and other factors, and Hillary's own fighting spirit, may affect this unusual election.   ...

Parmeswaran Iyer headed two of prime minister Modi's favorite projects, one for ODI free India through the Swachh Bharat Clean India Mission, and second the Jal Jeeven Drinking Water for All mission. Har Ghar Jal to bring water by tap to every family in India is an exceptional achievement of Modi and Iyer.  This report in Hindustan Times shows how hands on Iyer is, as it says Iyer cleaned a toilet pit during one visit to Telengana state in 2017. Der Spiegel has this interview with Robert Habeck, Economy Minister of Germany, on how Germany will cope with a step by step cutoff of oil and gas supplies from Russia in winter 2022. Habeck says this is likely to happen. Der Spiegel ask Habeck questions about the various actions Habeck is taking to get Germany through this winter. This includes bringing back coal plants that were being phased out, plans for industry to pass on gas that it is not using, setting priorities for homes over industry where possible, providing aid to people with low incomes who cannot afford to heat their homes this winter. Habeck calls for greater efforts for conservation that can reduce gas consumption by 10% with simple steps such as shorter time in the shower,  setting the thermostat down by 1 or 2 degrees in winter, using air conditioning less often, cooking in a way that uses gas efficiently, increasing insulation in the home, better distribution of air in the home, and so on. How much time does Habeck spend in the shower- less than 5 minutes. He leaves home by 7 and gets back late at night after work. Does he think Germans have the grit and determination to meet the challenge Putin is posing of creating disaffectionmnin German society through first gas prices and then gas shortages this winter? Habeck believes Germans can and will respond in a way that takes Germany through this winter and through all the threats Russia under Putin is posing. ...

Pew Research Center analysis of Biden's 2020 victory shows which groups played the big part in Biden's win. First time voters in 2018, 6% of total voters, mostly younger voters gave Biden a 26% margin over Trump. Other parts of the electorate that shifted in 2020 are Independents and Moderates who shifted to Biden. Catholics also shifted to Biden. Substantial leads in these voting blocs made the difference for Biden. In Arizona with Latinos, and Pennsylvania with the black population Biden did better than in the overall US electorate. In 2024 these same blocs are likely to play a key part. President Biden's visit to Ireland was well planned, his appeal to Irish roots genuinely felt and the connection made. His appeal to manufacturing workers is now based on accomplished results in fighting for worker's rights from teachers to railroad workers. Biden launched his campaign in front of a union audience, saying he saw things from the perspective of Scranton, and the working people he grew up with. In 2016 third party candidates got 6% of the vote, in 2020 only 2%. Of these voters Biden gained a 25% margin over Trump. Biden split the men's vote with Trump in 2020, compared to Trump's 11 point lead in 2016. Biden also maintained the share of women's votes of 54%  in the 2020 election. In 2024 the abortion issue is a significant factor for women. ...

What harm will one ton of carbon dioxide pollution cause to the planet? Under Obama administration $50, under Trump administration $5, under Biden administration $200.  Mr. Revesz asks the obvious question others forgot to ask- how does this regulation or change affect future generations, what problems children and grand children won't face because of this action? The man who heads OIRA is given the task of doing the cost benefit analysis for billions of dollars of US government projects designed to fight climate change. Because of its looming importance Mr. Revesz of NY University School of Law was brought right into OIRA in the White House instead of the EPA. The Office of Information and Regulatory Affairs (OIRA) is located right in the White House. It is the gatekeeper and final word on new federal regulations on climate change. Astounding as it may sound, during the Obama and Trump administrations no effort was made to track the cost of climate change for future generations. Mr. Revesz is changing that. As a result of his efforts at NYU School of Law and in assisting attorneys general in the Trump administration, and now at the Whit House he is changing the way the world looks at climate change action. He shows how the EPA new rules on tailpipe emissions will promote electric cars. The benefits exceed $1 trillion from the shift and this will show that it exceeds the cost of the fossil fuel companies and the US economy making the changes required. ...

For the approaching US midterm elections president Biden seeks to draw a sharp contrast with Republican Senator Rick Scott's Plan which he says would worsen inflation and increase taxes on working class families. Mr. Scott's plan is for sunset on all federal legislation and president Biden says this would include Medicare and Social Security. Mr. Scott also wants all Americans to pay some income tax to have skin in the game. At this time about half of all Americans pay no taxes says Mr. Scott. Former US president Trump continues to lead the Republican party in 2022  yet he faces a very different Democratic party under president Biden. Mr. Biden's focus is on his $2 trillion plan for Workers and Families, rebuilding American manufacturing and renewing supply chains, unlike Hillary Clinton whose lacked such a focus. Leading to Mr. Trump's appeal with working class families and disdain for traditional Republican policies that secured him the presidency in 2018 by defeating Hillary Clinton. The changes with president Biden's focus on workers and families are happening also in the European Union. Scholz and the Greens in Germany, Macron in France with potentially Melenchon as prime minister, and similar changes in Denmark and other EU countries suggest that there is a renewed focus on infrastructure, rebuilding manufacturing and supply chain renewal, rebuilding incomes and lives of workers and families, in Europe and the US. ...

U.S. strategy has shifted to keeping tariffs on Chinese imports intact as an enforcement mechanism to make sure China keeps to its commitments made in negotiations, says WSJ. U.S. trade negotiator Mr. Lighthizer sees the latest tariffs as leverage, and that tariffs would be removed only when China keeps its commitments made to the U.S. Initially Lighthizer opposed the move for additional tariffs imposed on September 1. Now he accepts the strategy to use tariffs as leverage. Mr. Trump told the Economic Club of New York that if no deal is reached in phase one then the U.S. will "substantially raise those tariffs, they are going to be raised very substantially." Because China is seen as not willing to provide written commitments with enforcement provisions the U.S. strategy has shifted to making the tariff removal an enforcement mechanism. President Trump has committed on the campaign trail to correct misalignment in trade with China. He makes the final decision in negotiations and use his negotiating style.  China sees making commitments on stopping all subsidies as affecting its sovereignty and its industrial model of state sponsored capitalism since opening in the 1990's to trade with the world. Both sides are looking for ways to gain the maximum concessions in Phase 1 of the trade deal as it is very uncertain whether any further progress can be made given the positions on each side, say experts. ...

Indian PM's address to the Rajya Sabha (upper house of parliament) in February 2024. The prime minister covers the changes that have happened in the last decade to lift 250 million out of poverty and the plans for the future for Vikshit Bharat, Developed India. He covers the long period after 1947 when after over 60 years the economy had stalled by 2014. India was not able to break free from underdevelopment and lacked the investment effort the country desperately needed. He gives the example of public sector corporations that were left to languish as loss making enterprises. Projects were not completed on time and suffered from mismanagement and leakages. The PM says in that period if one rupee left the nation's treasury in New Delhi only a small fraction reached the needy because of leakages in the system. British laws were left on the books and the nation suffered from a colonial period mindset about what India could or could not achieve. The Indian Budget was put out at 5pm last day of February till 1999 because this was the time the British budget was put out. The PM says India was barely able to reach No. 11 in the size of its economy in that period. In a decade the economy is now No.5 today, and plans to be the third largest by 2030, transformed into a modern economy for 1.4 billion people.  ...

Biden's hard work and going into details and seeing that projects are delivered on time and in quality for the $1.2 trillion infrastructure law will make him an enduring president in the 21st century. Tyler Pager gives this report on the Biden style of making decisions and of getting things done on time that are making a big difference for the ease of living for all Americans.  Of Biden using his 36 years of negotiating in the Senate more than any Congressman including LBJ who only had 12 years, and the hard work from someone who commuted by Amtrak for all those years and attended to every detail. US House Republicans are pursuing cuts in spending of as much as 50% in many programs that are considered essential, such as a 50% cut in foreign aid at a time of global food insecurity, deep cuts in the FBI's counter intelligence budget, deep cuts in healthcare services and housing to low income Americans following the pandemic and high inflation, and other cuts to services benefiting workers and families. Democrats in Congress and president Biden oppose such cuts and hope to eliminate the deficit with cuts that do not place an unfair burden- taxes on the wealthiest with over $100 million and on stock buybacks would generate about $2 trillion to cover the whole deficit which is in the range of $1.4 trillion in 2023 moving to $2 trillion a year. Much of the Republican plan is being shaped by Mr. Trump's former Budget Director, Russell Vought, says this report in the NYT. Mr. Vought calls it an attack on the bureaucracy and woke spending.
