The Public-Private Investment Program of the U.S. Treasury Department has not had a good start. With most banks passing the U.S.government's stress tests and raising $50 billion in the markets, PPIP which was intended to to help resolve the situation of all the toxic securites siting on the bank's books, has gone the way of all the prior efforts to solve this problem. Simply postponed this time hoping that the housing market recovers. With the Rogoff-Reinhardt study showing that it takes about 6 years or longer before housing recovers from such aserious crisis as this one, it would be 2012, before one sees an improvement. See the link to the Business Week analysis that shows housing markets in the USA having some aspect of normalcy in 2012. Yet even this analysis is using an optimistic scenario, because it assumes Moodys Economy.com estimates of economic growth for GDP of 4-5% in 2011- 2012. This assumes the consumer debt that has reached over 100% of GDP will be reversed quickly in 2010, and the the factory capacity utilization currently at 68% and expected to drop further in 2009- with more automobile manufacturing capacity remaining to be scrapped -will recover quickly in 2010-2011. This is unrealistic considering the combination of factors at work. Here Devin Leonard talks to PIMCO chief Bill Gross, who with Warren Buffett and PIMCO CEO Mohammed El-Erian, are key proponents of the PPIP program. Both El-Erian and Warren Buffett say they conceived independently of such a program, in which toxic securties are taken off bank's books with government help. As PIMCO is one of the largest traders of mortgage bonds in the country and has years of successful experience in dealing with mortgage bonds, the New York Fed under Geithner turned to PIMCO for advice in 2008. By this time PIMCO was under ownership of Allianz, a German insurer, which bought PIMCO for $3.3 billion in 2000, with $233 million and a $40 million retention bonus going to Bill Gross. Bill Gross describes how the program would function. PIMCO puts up $500 million, and Treasury matches this with $500 million. Analysts estimate that this partnership would be able to attract as much as $ 4 billion in low interest financing from Treasury and the Fed. Gross says that some of these securities pay as much as 14% interest, and even with a 70% default rate, this partnership could make $250 million a year on the $5 billion partnership, or a 5% return, with PIMCO making a 25% return on its original investment. This isn't exactly pro bono work as Buffett had originally suggested to Bill Gross in the midst of the crisis. But a more fundamental concern is that no one really knows exactly how much of toxic securties the banks have on their books, even though estimates have been made. If this is closer to $1 trillion, PIMCO's expertise and efforts will simply fall short of dealing with a problem of this size, and the window dressing of a problem of this magnitude could only hurt efforts for the eventual resolution of this problem. If housing does not recover as is expected till 2012 at the earliest, and the economy continues to deteriorate in unemployment and factory utilization, then the toxic securities on the bank's balance sheets may pose a bigger problem that will require serious action....

Foreign direct investment in Indonesia surged 30% to 51.5 trillion rupiah ($5.6 billion) for the first quarter of 2012. Indonesia's Investment Board says the mining sector gained $1.1 billion of FDI, telecom $800 million and plantations $500 millon. Singapore invested $1.2 billion, Japan $600 million, and S. Korea $500 million. Meanwhile S&P retained the BB+ credit rating for Indonesia because of concern about the government's decision not to raise subsidized fuel prices by 33% to cut a fuel subsidy bill of $15 billion, and other "policy slippages."

Spain's prime minister Rajoy, is having difficulty in controlling regional spending. Regional government accounted for two thirds of the amount by which Spain exceeded its deficit target for 2011. Because of its unique decentralized structure after the end of the Franco dictatorship the regional governments account for 57% of Spain's public spending, according to a Professor Gascon at Complutense University in Madrid. The risk is that the regional governments will use the recent decision by premier Rajoy to increase the 2012 deficit target to 5.8% from 4.4%, as a reason to lower their own efforts to reduce fiscal spending. One factor in favor of the Rajoy administration and of budget minister, Cristobal Montero, is that 11 of 17 regional governments in Spain are now run by his Partido Popular, with Asturias and Andalusia expected to join the list in upcoming elections. This is also crucial to maintaining Spain's credibility in the EU after its decision to increase the deficit target for 2012, but keep the deficit target of 3% for 2013, calling it "a sovereign decision of Spain."...

Tom Walsh of the Detroit Free Presss describes the cliffhanger experience of the days before the Bush decision on the bridge loan to automakers in December 2008, including the hourts after spokesman Perino's comment that an orderly bankruptcy was an option which was followed by calls by GM executive to the White House and a flurry of activity by the Michigan delegation in Congress and contacts with Secretary Paulson. But says Tom Walsh all stakeholders should heed the seriousness of the moment because he says the outgoing and incoming Presidents and Congress are all watching for progress like hawks, and want to see visible progress in weeks not just 3 months from now, on costcutting and brand alighnment and debt structure. He says all auto executives, board members, suppliers, dealers, bondholdrs and union officials are on notice that their jobs are on the line.

China's EV market is very competitive and price cuts by Tesla have led to falling prices. BYD sold 900,000 electric vehicles in the first 5 months of 2023, Tesla 200,000, and Li Motors 100,000. NIO is struggling and some companies have closed operations. Ford failed in this market and VW is still to make a dent in the market. Most of the top ten companies are local. The Russian economy gets an exceptional boost with the behaviour of ruble currency separating from the oil prices. Russia benefits from higher oil prices at the same time as it benefits from a weaker ruble. The ruble has declined 15% since April after more sanctions on Russia. The revenue earned in dollars converts into more rubles for imports and other financing for the Russian economy. At the end of 2017 a barrel of oil brought in 3,835 rubles for Russian sellers, when converted into rubles from U.S. dollars. In October 2018 each barrel brings in 5,262 rubles, an increase of 40%.  Russia deftly managed its emerging market crisis with lower ruble following the crisis in Ukraine by adapting its economy to a lower ruble, lowering imports and using import substitution. Initially Russia split with OPEC and Saudis to produce oil all out, but by 2018 with the Saudi economy hurting and Russia feeling the impact of lower oil prices, an OPEC agreement with Russia has pushed prices higher with production limits. Earlier adaptation by 2016 to the lower ruble, further decline of the ruble in 2018 with sanctions by U.S. for Russian interventions in other countries including the U.S. election meddling, have combined with higher oil prices to strengthen the Russian economy. Russian private and government debt held by foreign investors has fallen since 2016 to 32% in the first quarter, according to Societe Generale. This means Russia is less sensitive to foreign investor exit from the country with political and economic winds changing. Russia's current account surplus increased to $18.3 billion in the first quarter of 2018, up from $14.6 billion in the prior quarter. A weaker ruble has translated into more inflation which reached 5.5% at the end of 2017, above 4% target. Russia's central bank made quarter point increase to 7.5% for the interest rate in September 2017. Overall the management of the emerging market crisis since 2016 as Russia responded to NATO expansion and adopted its own policy is remarkable considering the damage from earlier emerging market crises. Countries such as Argentina, Brazil, and even India are feeling the impact of the current emerging market crisis, each with its own version of the crisis- Argentina with dollar denominated debt, Brazil lacking money in the budget after high pensions, and India with higher energy costs and weaker rupee.   ...

Axel Weber, former head of the Bundesbank, did economic and monetary research at the University of Siegen, Germany, where he received his doctorate. He joined the economics faculty at the University of Bonn in 1994. This is unlike others in central banking who rose through finance ministries or national central banks. He was made head of the Bundesbank in 2004. He resigned recently after expressing his dissent when the ECB made the decision to buy the government bonds of Greece and other financially troubled eurozone countries. In his view the ECB should stick to its mandate for setting monetary policy and not get involved in fiscal policy. He returned to academia and will teach central banking at the University of Chicago till May 2012. He brings an unconventional approach by his willingness to talk to the media and express his dissent over issues that affect Europe and the global financial system.
