Strong criticism from Attorney General Luisa Ortega, and dissension inside the government, led to the Supreme Court retracting parts of its decision to nullify the powers of the legislature. Ortega called the move "a rupture of the constitutional order." Most of the judges are appointed on the court by the Maduro government. Strong criticism by the OAS calling it a "self inflicted coup", by other governments in Latin America, also led to retracting parts of the decision by the Supreme Court. Nicholas Maduro succeeded Mr. Chavez who was the democratically elected president of Venezuela from 1999 to 2013. Maduro narrowly won the election in 2013 by a margin of about 1.5% over Henrique Capriles. In 2015 in National Assembly elections the opposition parties won a majority in the National Assembly. Protests against the Maduro government were followed by a recall attempt in 2016 which was suppressed. Inflation and economic conditions in Venezuela worsened under Maduro with the collapse of oil prices. The devaluation of the currency, high inflation and shortages of basic goods have led to widespread protests. As the situation worsened the Supreme Court in support of the government gradually chipped away at the powers of the National Assembly since 2016, leading to the situation in April 2016 with  the effort to strip the Assembly of all powers and remove the immunity from prosecution of legislators. Maduro is a former bus driver for the city of Caracas bus system, and a trade unionist. He was part of the movement supporting Chavez release after a coup attempt, foreign minister 2006-2013, and appointed Chavez successor in 2012.  Max Fisher and Amanda Taub of the NYT go on to discuss the writings of political scientists, including Dutch expert Cas Mudde, who pointed out that populism often starts its climb because established institutions and elites have become unresponsive to pubic needs. Yet the replacement is with what starts out as an effort to bring fairness- yet ends up creating another elite, suppressing opposition, and creating a new set of problems, even threatening the institutional framework of democracy such as elected assembly as happened last week in Venezuela.  In Venezuela the Chavez populist movement was initially intended to reduce corruption in the court system, the established parties control over media, and ensure oil revenues were used to provide services to poor regions and neighborhoods.  In the process over two decades it introduced a system that set up a Bolivarist class of its own based on socialist goals, failed to integrate the economy into the global economy for modernization, and created an overdependence on oil revenues that hurt the country when prices dropped sharply. High inflation, corruption, shortages of basic goods, and an economy slipping behind neighboring countries in Latin America, are the result by 2017. Seeing the situation in Venezuela in the context of current populist trends in the U.S. and Europe may be a stretch because the situation in Venezuela is unique to Latin America in some ways and is from an earlier period. High inflation, collapsing economy, debt problems and mismanagement of the economy, devaluation of currency, are problems faced by Brazil, Argentina, and other countries in Latin America, happening under conservative as well as populist governments since the 1960's. It is different in two respects, the disconnect with the global economy that prevents modernization, and the trend towards authoritarianism, as seen in Venezuela.     ...

The Consumer Price Index CPI rose by 8.3% in August, US Labor Department reports from same month a year ago. This is down 8.5% in July and 9.1% in June, even though oil prices are coming down. The average household is spending $460 a month more to pay for the same basket of goods and services than last year according to Moody's. Core CPI excluding volatile food and energy prices was higher in August at 6.3% compared to 5.9% in July and June 2022. The US price of gasoline was average of $3.71 at the pump in August down 26% from its high in June, according to OPIS/DowJones.

Sanger, Erlanger and Rudoren describe in detail the differing interests of Congress, the Obama administration, the Iranian hardliners around Khamanei, the Israelis, the Europeans, and the Russians each quietly pushing its own interests. Beyond the physics of a deal, a Republican Congress, Democrat Obama and Iranian hardliner Khamanei, each are trying to get their own narrative to look right with public opinion they face, that they have not backed down. The Israelis find any deal unacceptable and reject even a small lifting of sanctions, because of the "existential" threat. And economic interests also figure into this- Russian interest is in keeping Iranian oil off the market as long as possible so that oil prices do not fall further in 2015, which means delay an agreement as long as possible. Trofimov of the WSJ says the action by Saudi Arabia for execution of 47 persons most of them involved with Al Qaeda from tribes, including a Shiite cleric Nemer al-Nemer who led Arab Spring type protests in eastern Saudi Arabia, was meant as much to appeal to domestic conservative Sunni opinion as it was as a counter to Iran. The government of Saudi Arabia increased spending on social benefits after the Arab Spring in 2011, yet was forced to increase prices of some grades of gasoline by 50% at gas stations to conserve financial resources from its $640 billion sovereign wealth fund. The Saudis and the Russians are on opposite sides of the Syria-Iraq war, with the Saudis holding down oil prices as part of the geopolitics of the region, which led to the budget cuts in Saudi Arabia in 2015-2016. Conservative Sunni opinion in the country favors stronger action by the Saudi government against Russian and Iranian intervention in Syria and Iraq, according to Trofimov.

How Gazprom and Shell are changing their partnership to develop Sakhalin II: 1. The vanguard in Russian oil projects is Sakhalin II. In 2005 Shell announced the price tag would double to $20 billion. With forbidding terrain and climate and spread over a vast region in Russia's Far East, this is a really big challenge. Who owns what part of this project- Shell has 55% of the partnership in Sakhalin Energy Investment Company, a stake it picked up from Marathon which exited in 2000. Mitsui and Mitsubishi are other partners. Note the arrangement in the original contract which was signed in 1994. Under the 1994 production sharing contract with Shell Russia does not make much money till Sakhalin Energy recovers its costs. Upto that time Sakhalin Energy would pay 6% royalty on revenues. Following this Sakhalin Energy would get 90% of the profits until the project earned a 17.5% return. Taxes are 32%. Because of this arrangement the cost overruns at Sakhalin present a serious problem for the Russian government, as the returns for Russia depend on Sakhalin Energy first recovering the costs. In 2005 Shell agreed to swap 25% of its controlling stake in Sakhalin Energy with Gazprom for 50% of a field in western Siberia. 2. Shell is adapting its strategy in the changing oil picture. Comments by Malcolm Brinded, Shell's executive director for Exploration and Production indicate strategy in the changing global oil picture. Shell sees the importance of engaging with a Russian partner for the long run to make long-term gains with a first-mover advantage. For Shell the real returns would come from other players using Shell's expensive LNG plants and terminals. ...

ECB president Mario Draghi tells a newsconference on April 14, 2015, that the bond buying program is "proceeding smoothly." He said that he does not see scarcity in the bond market. The ECB plans to continue its purchases of government bonds and other debt at a rate of 60 billion euros a month through September 2016. He said the program of very low interest rates for a very long time "is fertile terrain for financial instability imbalances," but he did not see evidence of systemically large financial imbalances at this time. The ECB approach would be to tackle the risks by using its power as a bank regulator, not by changing monetary policy, said Draghi. He was optimistic about the initial results, saying "more accomodative monetary policy is being translated into better credit conditions, which is something we have not seen before." The euro is down to $1.06 and low oil prices have helped improve economic conditions, as well as ongoing structural reforms pushed by the EU and ECB. Draghi's forecast for economic growth in the eurozone is now up from 1% to 1.5% for 2015....

The Kingdom of Saudi Arabia is building huge aluminium smelters powered by crude oil. Some of these aluminum smelters are near new economic cities coming out of desert landscape. This is part of an effort to create new jobs for young people at the cost of about $600 billion. The Saudi unemployment rate for young people is officially 12%, but probably more like 24%, because there aren't that many of the kinds of jobs which Saudis would accept. But a smelter like one being built on the Persian Gulf Coast creates about 10,000 jobs, and even 10 of these smelters couldn't create more than 100,000 jobs, and takes up 600,000 barrels a day of Saudi production. With a population of 24 million there is a need to create more jobs in which these smelters make only a small dent. Most countries use natural gas for electricity and for a high energy consuming industry like aluminium use natural gas. Because Saudi Arabia needs a lot of electricity to power heavily subsidized and wasteful use of electricity and has not been able to get natural gas production upto where it should be, the government has made the decision to use its crude oil for producing electricity to meet its growing needs. This means a lot of crude is being used in a manner that its normally not used and quite wastefully because its heavily subsidized. Because of the soaring electricity needs the head of the Saudi Electricity Company sees the need for six big power plants to raise generating capacity to 55,000 megawatts over 7 years, about what the United Kingdom uses, all using crude oil. As production is not going up by that much it means more of Saudi crude will be used up in Saudi Arabia and not available for export. The figures show that Saudis used more than 2 million barrels a day in 2006, up 6% from 2005 when Saudi production dropped by 2.3%. Just to remain level with the current production of 9 million barrels a day the Saudis have to bring an additional 600,000 barrels a day each year to make up for depleted and declining wells. And it is becoming more difficult to increase capacity. Apart from the fact that more Saudi oil will be in future used up by a growing population, there is a question about whether the investments in aluminium, petrochemicals and new economic cities estimated at $600 billion in future years is the best allocation of resources to create jobs. If oil prices decline and oil revenues decline with prices then these projected investments especially in the economic cities and costlier projects may have to be abandoned In that situation there will be more oil available for domestic use but the situation for unemployment may not be much improved. ...

A whole range of issues can be seen in the debt crises in developing countries. The margin for error shrinks with poor governance, lack of honest assessment and transparency for finances, wars and conflicts within or outside the countries, living beyond their means, lack of focus on development, infrastructure that is unproductive or unaffordable including some Belt and Road Initiative infrastructure at higher interest rates. Countries that are dependent on overseas remittances, tourism, that were hit hard by the pandemic have seen their finances further weakened reducing the margin for error even more to the point that the smallest tipping point can lead to huge crises. Once the finances are weak all it takes is an external tipping point that creates serious crisis. The war in Ukraine with shortages of wheat, fertilizer and skyrocketing oil prices acted as that tipping point. Because this was a major blow the crises have a level of magnitude that is more than a payments crisis. One sees this in South Asia in Sri Lanka and Pakistan, and in the Middle East for countries such as Egypt and Tunisia shown in this WSJ report. It is now not simply a crisis but a crisis of great magnitude because in the case of Sri Lanka and Pakistan this WSJ report says that both countries foreign exchange reserves have dwindled to the point where they can pay for only one or two months of imports according to central bank data, analysts and IMF. This crisis has affected countries that were seeing steady foreign investment such as Turkey for decades, then a sharp falloff in foreign investment with a change in the climate for foreign investment. The crisis has taken the form of high inflation, significant depreciation of currency that makes imports costlier so that shrinking revenues from loss of remittances, tourism, or other sources will now have less value in supporting import needs. Lack of a credible path can delay setting a path out of the crisis. The $1.5 billion fuel and electricity subsidy made by the prime minister of Pakistan in late February was done without IMF approval leading to the IMF program having to be renegotiated. Lack of national political and cultural consensus on a solution simply makes it that much more difficult to find the way through it. In this regard South Korea was able to tackle the 1997 financial payments crisis effectively because of a national consensus. The situation in Egypt- Egypt has borrowed $20 billion from the IMF since 2016., placing it second to Argentina in aid from IMF since 1980's.  In 2020 and 2021 Egypt' government spent more than 40% of its revenue servicing its debt, and is forecast to do the same in 2022. The situation in Tunisia- A shortage of sugar, flour, and other critical supplies, and government delaying wage payments to civil servants. The government got $400 million in financing last month from the World Bank and hopes to secure a lifeline from the IMF. Compared to the period between the 2 World Wars the two bright spots are China and India where lessons of the past of civil wars, religious or political conflict, and poor governance, lack of knowledge of how the western countries industrialized and modernized, was replaced with the conviction that drives patient effort, courage in the face of adversity, honesty, and humility to learn including from western countries that have forged their own path through the same difficult road. The most difficult experiences have offered lessons which were learned- for South Korea the Korean War and invasion from the north, China the civil war and Japanese invasion, for India the partition of India and million of refugees. Stagnation from stumbled efforts also taught lessons, the Great Leap Forward in China, the License Raj with corruption in India.       ...

Andrew Kramer reports from the front near the city of Mariupol in eastern Ukraine with signs of a breakdown in the second Minsk accord. Following the breakdown of the Minsk agreement of September 2014 by February 2015, with fighting around the town of Debaltseve, leaders of Russia, Germany, France and the separatist eastern regions of Donetsk and Luhansk met again in Minsk, Belarus, on Feb 11, 2015. This led to the second Minsk Agreement and a ceasefire. This agreement called for release of prisoners, a zone to separate the soldiers on each side, constitutional reforms for decentralization in Ukraine giving autonomy to the Donetsk and Luhansk areas, and monitoring by the Organization for Security and Cooperation in Europe (OSCE). Minsk II agreement is under strain as the economic blockade by Kiev, and separatist violations of the ceasefire, have created a tense situation by June 2015. The second Minsk agreement was reached under pressure from the U.S. saying it would send arms to the government in Kiev if Russia continued to send troops into Ukraine, and Germany seeking to avoid a further escalation of the conflict. In the background the U.S. and the EU continued economic sanctions on Russia, and the Russian economy suffered from a decline in oil prices as a result of Saudi pricing decisions....

Speaking at a banking conference, advisors including the head of Russia's largest retail bank Sberbank, German Gref, minister of the economy, Aleksei Ulyukayev, and head of the central bank , Elvira Nabiullina, express deep concern about the economic prospects in 2015. Foreign investment is down from about $90 billion in the 1st quarter of 2013 to a negligible amount in the 3rd quarter of 2014. Capital outflows following the Ukraine crisis are estimated at about $110 billion by former finance minister Alexsei Kudrin. The ruble dropped to its lowest level against the dollar since the 1990's. And the sharp decline in oil prices with Brent crude at about $90 is another risk factor as 50% of the budget comes from oil and gas revenues and 60% of exports are still oil and gas, with no serious or effective effort to diversify under the Putin adminstration. Putin told the banking conference that a deficit free budget and reserves of $460 billion are "fundamental factors supporting stability." Advisors and leading bankers remain unconvinced. The problem is that even at the beginning of 2014 before the Ukraine crisis foreign investment had slowed to a trickle, similiar to what India experienced in 2013. The central bank head says her effort to open up the bond markets in Russia to foreign investors is now in vain because there are few foreign investors. Instead of reversing the situation as is happening in India with the new Modi administration, policy under Putin and the Ukraine conflict may have scared investors away with the increasing western sanctions and stagflation (estimated 8% inflation and about 0.5% growth in 2014). The head of Sberbank Mr. Gref told the banking conference- "The Soviet Union broke apart because of the mind boggling incompetence of the Soviet leadership. They did not respect the laws of economic development." The problem with sovereign reserves is that it can protect a sovereign currency such the Russian ruble or the Brazilian cruzeiro to some extent, but today's vibrant economies need foreign investment and foreign technology for growth. Even a country such as China with a trillion dollars in reserves needs the reserves in its special case because of its billion plus aging population, and is no exception to these laws of economic development about the need for foreign technology and foreign investment. ...

A steady decline in the price of Brent crude from $115 to $92 in the period from June to October 2014. Slow or no economic growth in Europe, and declining growth in China was the main reason. A cut in oil price by Saudi Arabia in September with lack of coordination in OPEC to control supplies when prices are declining, and increasing supplies from the U.S., provided additional basis for price declines. This price decline comes as large energy companies invested heavily in mega-projects to bring more oil supplies when prices were up to $128 by mid-2012. Consulting company EY estimate is that there are 163 such mega projects worth $1.1 trillion underway, most behind schedule and over budget. The projects were based on oil prices being over $100. Oil field development costs are increasing rapidly. Douglas Westwood, a consulting firm, estimate is that productivity of upstream capital spending has fallen by a factor of 5 since 2000, declining by 5% a year, as oilfield equipment and services demand exceeds supply. Greater technological sophistication also adds to cost such as Shell's Nobel Bully platform for deep sea drilling. See link- Noble Bully. Oil majors are now cutting spending, and some planned big projects are on hold. About $300 billion in assets may be up for sale. Shell plans to cut spending by 20% in 2014, Exxon and Chevron 5-6%. Shale oil projects in America need about $57 to be profitable with an internal rate of return of 10%, by one estimate. Yet this is an average and does not reflect differing producer costs. Venezuela faces an uncertain future after U.S. efforts to support Mr. Guaido and call for new free and fair elections have failed. With help from Russia the Venezuelan economy is showing signs of recovery from the steep decline and high inflation in 2019. Oil production is expected to reach 1 million barrels a day in 2020 after falling to 650,000- 700,000 barrels a day in 2019. Russia's oil company Rosneft provides critical help for Venezuelan oil sales and maintenance in oil fields.  National Security Adviser John Bolton is faulted for his advice to president Trump on Venezuela, that merely voicing support for 36 year old Guaido, would lead to regime change without action from the U.S. With the recovery in Venezuela with help from Russia and Cuba, Mr. Guaido's popularity has dropped by 20 points to 38%, according to a Venezuelan pollster Datanalisis. Most Cubans and Venezuelans in the U.S. are in Florida where there is support for new elections, and Mr. Trump continues to support Mr. Guaido. The lack of support for change from other countries including Europe, India, Turkey, and Mexico have led to a stalled situation in Venezuela. There is concern for the steep inflation, the migration of about 4.5 million Venezuelans, the shortages of critical supplies as a result of the economic collapse in 2019. The situation is stabilizing for the government yet the future of Venezuela with U.S. sanctions and weak economy leaves Venezuela in a precarious situation. Venezuela continues to be an example of how well meaning changes for social justice can lead to political changes that bring about economic collapse. This happens  when business and the economy flounder under mismanagement and corruption under crony socialism, a variant of crony capitalism. The old capitalist class and the privileged families who ran the country under its old two party system are gone. Replaced with a new class. The trying out of untested economic ideas in the quest for social balance leads to economic mismanagement, loss of critical human resources which leave the country, and a higher degree of poverty with shortages than before.  Today in Latin America Brazil shows how allowing generous pension benefits at the expense of basic needs and public services in the budget can hurt the economy. Argentina's overborrowing once again shows how this leads to IMF loans and harsh economic austerity. Chile shows how not financing pensions and public services can lead to collapse of public confidence and riots. Venezuela shows how the quest for social justice and reducing privilege can itself get flawed, leading to mass migration of as many as 4.5 million citizens. This happens under models that vary from free enterprise models to socialist or nationalist models showing that models can be less relevant than good sense and good management. In the beginning and for some time each of these models worked well, commodity price supported booms concealed real problems. Avoiding extremes, prudent spending, good investment and hard work, investment in education and infrastructure, building consensus, and good management, is critical for the future to avoid the bad outcomes facing much of Latin America. A lesson also for Asian and African countries that basic virtue is more important than socialism or free enterprise or nationalism when it comes to development.   ...

Wagoner says GM can get 37mpg on average by 2012 for its cars in response to Congressional demand for higher fuel efficiency and energy conservation. Congress is looking for European mandated levels of 50mpg by 2015, which were initially opposed by European automakers also. It becomes the condition for loans. The awfully bad unemployment numbers for November of 533,000 layoffs led to some compromise from Speaker Pelosi, so that $15 billion could come as a bridge loan to the Detroit automakers from the $25 billion allocated for the specific purpose of fuel efficiency technologies. The only way this compromise could be reached is by a complete shift by the auto executives on the issue of fuel efficiency, which is a sore point with Congress especially the way automakers in Detroit have dragged their feet on this issue over 2 decades, contributing to the jump in oil prices in 2007 and early 2008.

William Burns, a former Deputy Secretary of State, and a former ambassador to Russia 2005-2008, looks at the U.S. and European Union relationship with Russia following the expulsion of Russian spies in 2018. He says the U.S. and the European Union should take strong action, yet hopes this is a passing phase so that a healthier relationship can be built with Russia in the long run through diplomatic channels. Expressing views expressed by former president Obama and other experts, Burns says Russia lacks the alliances and broader support that the U.S. and European Union have, and is much smaller than the larger economies of the Western alliance. Under Putin a strong interventionist position has made Russia look better at home but may not be the best for Russia in the long run, says Burns.   Burns calls for stronger sanctions on the economic elite and business leaders under president Putin. Yet the sanctions have not deterred president Putin and a long run solution needs to be found, including issues such as Ukraine and issues that affect the Russian economy so that the change in relations since 2014 can be reversed. After the Berlin Wall collapsed hopes for integration of the Russian economy into the West were raised yet were not realized for Russia in the years following the Yeltsin government and the Russian economy suffered, first during that period and then during emerging market crises. Russian disillusionment with the West was followed by a more inward looking economy under Putin to help stabilize the Russian economy, accepting devaluation of the ruble to make the Russian economy more competitive in a period of low oil prices. Foreign investment collapsed following the Ukraine crisis but the Russian economy adapted to the shock from oil prices. This was followed by efforts to preserve these gains with an interventionist policy that made the Putin administration look better at home and win popular support with strong action in Crimea and Ukraine. This interventionist policy has played out too far with the meddling in U.S. and European elections creating a backlash that is now taking place. With the European Union, having a traditional policy of restraint and good relations with Russia, openly questioning Russian policy under Putin. Much of that period when Russia responded first to the collapse of the Berlin Wall with the collapse of the Russian economy, and in the following decade facing emerging market crises and collapse of foreign investment -which created a more inward looking Russia under Putin in his third term- is shown in Lyrarc.com. In some ways the Russian response in Ukraine, the effort to bolster popular support at home in elections, and the interventionist approach are linked to the efforts to find a Russian response to the economic crises Russia faced since the fall of the Berlin Wall.
