Stephanie Nolan's reports from Africa provide the few glimpses one can get today of the situation in Africa where variants are growing as a result of lack of vaccines (vaccine inequality) and the faltering vaccination drive, shortage of medicine and food supplies. Her report from South Africa showed how healthworkers and scientists in South Africa are working hard on the frontlines. This one from Zambia looks at the vaccination centers and vaccination workers as vaccination drives falter. The African continent with 1.4 billion people received 404 million doses. Today only 7% of the population is vaccinated in Zambia and the rest of Africa. People in Zambia do not have car transport so they have to walk 3-6 kilometres to get to a vaccination center, when they turn up at a center and it is out of vaccines they stop coming. Other problems are the social media accounts that show the vaccination drives as harmful to people, or CNN and other news that talk about blood clots that when carefully understood affect a tiny fraction of people. There are other issues also. Ida Musonda, a nurse in a clinic near Lusaka says after not many people turned up that she should go to markets and churches, but says there is no fuel for the vehicle to get clinic workers there. Bernadette Kawango is shown with her children. She works at an auto parts store and lives in a low income neighborhood in the edge of Lusaka. She ignores all the social media accounts that scare people from vaccines, yet she says she worries more about cholera, TB and malaria, and also HIV, AIDS. And she does not know anybody diagnosed with coronavirus.  The result is that there is vaccine shortage resulting in a kind of vaccine indifference (why walk miles to a center if it may not have vaccines), compounded by other problems such as the other diseases that also pose a threat in Africa, and the low incomes in a shrinking economy. And with about 8% vaccinated in Africa, the problem of variants can only be tackled by consistent and not erratic supply of vaccines. ...

This report by Landon Thomas Jr. of the NYT describes what happened in the days before and the 48 hours before the referendum decision was announced by June 27, 2015. It shows talks progressing right up to Monday, June 22, 2015. By June 23 Greece received a paper marked in red from the IMF, EU and the ECB on their proposal of June 22. The Greek proposal of June 22 rejected pension cuts and removal of tax breaks for Greek islands, but proposing instead a series of tax increases and increase in pension contributions to be made by companies in Greece. The reply marked up disagreement areas on the paper which voiced objections to too many tax increases as hurting business growth, need to simplify value added taxes, and insisting on pension cuts and reforms. The two advisors Tsipras had used were a complete contrast to the new advisor and finance minister Mr. Tsakalotos he was to use in negotiations after July 7, 2015. Nikos Pappas is described here as an academic with a temper and Varoufakis as a person who would not hesitate to confront and lecture the creditors negotiators. Varoufakis who already had arguments and shouting matches with his counterparts on the other side, had a difficult relationship with the Dutch finance minister, Dijsselbloem, who was the chief of eurozone finance ministers. Dijseelbloem especially objected to Varoufakis lecturing on the need for a debt haircut. Varoufakis was removed from the discussions for a period of several weeks as a result and his reintroduction on June 25 was to have a negative effect on the EU and German negotiators. The same issue of debt came up again in discussions on June 25, 2015, and Varoufakis confronted the EU ministers by calling on the IMF's Christine Lagarde to state if the debt was sustainable. Before that Dijsselbloem had already told him flatly that any discussion on debt reduction would make a deal impossible. At one point German finance minister Schauble argued with EU official Pierre Muscovici of France about his favorable comments on the Greece proposal, saying he could not get the Greek proposal through the German parliament, and saying the ony solution now was capital controls. IMF's Christine Lagarde responded by saying that debt reduction needed to be considered. According to this report the Dutch finance mnister did not wait for Lagarde to explain- he told Varoufakis that it was take it or leave it....

By July 2013 only about 40% of the Dodd-Frank financial reform legislation rules were completed, 60% of deadlines were missed, according to law firm Davis Polk & Wardwell LLP. A singular aspect of the Dodd-Frank legislation was that rule making was left to regulators in different agencies and open to lobbying by the financial industry. This has the effect of delaying the rule making until a consensus is reached, diluting some of the original intent as financial firms jockey for advantage, and making it voluminous in many cases because of the wording designed to achieve consensus and account for objections by various interests. Reform legislators such as Barney Frank openly said they had no interest in learning enough about the financial industry to do the rule making, and may have left an excessive amount of the rule making to regulators in the future. A consumer protection agency was established under the new law and derivatives are required to be traded on exchanges. The Volcker Rule to separate investment banking from deposit taking and a requirement that banks hold onto a portion of mortgage securities marketed are not completed. The S.E.C. has to write the rule on how much money brokerages must set aside for losses on swap trades. Another bubble in financial markets would leave the U.S. and European economies vulnerable to problems similiar to the global financial crisis of 2008, which is why the U.S. Federal Reserve, the Bank of England and the European regulatory authorites are requiring large banks to set aside more capital reserves. The S.E.C. under its new chief is also taking a more active role in overseeing the banks for violations of securities laws, including a series of actions taken against JP Morgan Chase bank in 2013. This has a deterrent effect as the huge monetary easing by the U.S. Federal Reserve to reduce unemployment also creates bubble conditions in financial markets, according to Fed governor, Jeremy Stein. Former FDIC chief, Sheila Bair, says the lack of leadership in this area is simply astonishing....

This important WSJ report shows how the CDC labs failed to come with the test after contamination of a component and failure of the third part of the three part test components. In the absence of a working test from CDC where delays cost three weeks of February the private labs all over the country and state labs could have developed their own test, yet HHS and FDA required approval for these labs to develop their own test and use it. From Feb. 8 when state and city public health labs detected problems with the CDC test to Feb 29 when solutions were developed including simply excluding the third part of the three component test, and letting labs around the country do their own test, were 3 crucial weeks that let the virus spread out of control. The CDC, HHHS, and the FDA and their managers and heads of departments bear responsibility for these errors. Week after week the delays continued, instead the two component test which detects if the genetic material in the sample is coronavirus material, could simply have been approved at the outset instead of the approval for this given weeks later. The third component of the test checks if the virus mutated, according to this report. There is no explanation why the labs all over the U.S. were not allowed to go ahead on February 9 itself or within a few days after that to develop their own tests once it was clear the CDC test did not work on that day. CDC officials failed to recognize that there was a possibility that they may not be able to fix the faulty third component of the test and the risks if they gave false reassurances. There is also no explanation of why a German designed test was not used once the CDC test failed on Feb. 9, which would be a proper way for action considering that this pandemic had already shutdown parts of China by this time. Alarming also is the mention in this report that on Feb. 22 a FDA official in charge of lab diagnostics  flies to Atlanta where the CDC Respiratory Diagnostic lab which developed the test is located. His boss FDA medical device center director is cited from later information as describing the lab as "filthy" meaning the lab had the potential to contaminate, and going so far as saying that if it had been any other lab it would have been shut down. Considering that investment in public health has deteriorated over the last two decades and that there has been a massive misallocation of capital in the country away from public infrastructure this is appalling. The thought of critical labs for emergency health needs as not being up to high quality standards in the U.S. as a result of two decades of misspending, that this shows, is very disturbing.  This WSJ report is based on interviews with people who know about the testing crisis, and undisclosed emails, correspondence on the issues involved. Community transmission began in January 2020 in the U.S. These delays were costly in February and could have been prevented either by going with the German design on Feb 10 or asking labs across the U.S. to develop their own test, and letting other labs immediately use the modified 2 component test of CDC that worked instead of doing this action weeks later. Mardi Gras on Feb 25 and other places where large crowds gathered in sports stadiums could have been stopped had testing gone forward and shown the true extent of the community transmission in these critical weeks.  First China delayed a U.S. team of experts coming into the country for weeks, and then the CDC, FDA, HHS, failed to get testing started, creating  a false sense of complacency. Two crucial errors outside and inside the country that caused so much damage to America and the world.   ...

The result is the bureaucratized civic leadership. The need for headquarters locations to have many employees, and the digital revolution have accelerated these changes. Previously leaders in the community took care of their city. As this leadership declined it added to the rapid decline of these smaller metro cities in the US.

China's manufacturing sector contracts in June with the PMI index dropping below 50 - to 49.0.  Exports were also coming in lower. Experts say the increase in interest rates by the US is reducing imports of Chinese goods into the US. This comes as local governments are strained in their finances by $900 billion, and a budding revolt is taking place from property buyers with developers in financial trouble, as reported in the WSJ. Psychological hurdles now loom in the loss of confidence in the public in the property sector, loss of confidence of foreign investors with many constraints in operating, mental health issues for the population in many cities with the covid lockdowns.   The growth has slowed to 0.4% and there is now a realization dawning that there was overdependence both on property sector and foreign investment that set up new factories offshored from the US and Europe that alienated the public in these countries. Unlike wih the situation of Japan in the sixties and seventies for modernizing its economy growth of the scale China was pushed into by misguided and self interested  business interests in the US including its investment banks and local government officials in China without restraint by the central government in Beijing, ultimately led to trade friction and permanent damage to US China friendly relations. Communities in the US and the EU simply could not cope with the hyper growth from hyper shift of factories from the home countries to China that pushed this hyper growth. The property sector played the same role in the domestic front with too big a burden carried by it resulting in hyper growth. This did not have to happen. It happened because of a lack of understanding that this would have consequences in the longer run which is now showing up. ...

Here he describes the problems the BBC faces and tasks facing it under its new director general, Tim Davie. Mosey sees the need to move power out of London. He is critical of the way the BBC has tended to narrow in its views and its failure to reflect the sentiment in the whole country for Brexit, attitudes towards the European Union, and also in its failure to reflect the sentiment in favor of Boris Johnson's "Get Brexit Done" stance. In recent coverage Mosey says the BBC has not covered both sides of the story in the taking down of statues of Robert Clive to try to educate readers of who he was what happened and why there are different views on this in Britain, opting instead for following what is popular at the moment. He sees BBC as patronizing ordinary Britons who have views that may not coincide with that of people in London who have views on the hard right or hard left. In his view the best way to lose the rationale for BBC license fee is not to educate people on both sides of the story every time. ...

Bret Baier and Martha McCallum were doing Fox News coverage as Kamala Harris made her speech. McCallum said at one point Kamala Harris was having some success with Women, Black and Hispanic voters, and Trump objected that it was not harris but he that was having success with Women, Black and Hispanic people. Trump's comments- "she didn't talk about China, about crime, fracking."  She talks about this and that, she would do this and that, but she did not do any of it, said the former president. This recalls president Biden's speech at the Convention in Chicago when he said Trump said he would do this every week, to fix America's infrastructure, and he Trump did nothing. He was not Coach, Trump said of Walz, he was Assistant Coach. After 10 minutes Baier heard Mr. Trump entering something on his phone and he ended the conversation with the former president., because they were running out of time. ...

Chancellor Merkel's now widely quoted words were made in Munich on May 27, 2017, after a NATO summit meeting in Brussels and a Group of 7 meeting in Italy, in which she was disconcerted by U.S. president Trump's positions on NATO, Russia, climate change, and trade. These words "the times in which we could rely fully on others - they are somewhat over." Merkel added "This is what I experienced in the last few days." After the election of Emmanuel Macron in France, Merkel expressed great relief at the outcome of the French election with Macron winning about two thirds of the vote, setting the stage for the election in Germany after several months of difficult watching and waiting. Now there is new confidence in Germany shaping its own future, with France and the rest of the European Union without Britain. Merkel says she "experienced this" meaning that she had undergone a transformation in these few months, and visibly in the last few days. She was also sending a message to Germans and people of the European Union - "we have to know that we must fight for our future on our own, for our destiny as Europeans." This also complements tactically to form the approach of Germany and France at the leadership of the EU, as French president Macron said at the end of the Group of 7 conference that multilateralism was intact, and the U.S. and EU shared many common goals.   ...

He says Mr Modi is hard for even his colleagues to understand in terms of his passion and endless capacity for hard work for bringing essential services to every Indian, and the last Indian is a concept that not the BJP or any party had, it was entirely Mr. Modi's idea for New India. Mr. Modi he says is not the BJP or himself even, he is always thinking how could the lives of ordinary Indian be better in every way, and every rupee going to that last man in line in a nation of 1.4 billion. It can best be understood through Vivekananda's writings some 125 years ago. The passion for India and the Indian people of Vivekananda in his writings is a huge reservoir of energy for someone like Modi, that Modi has tapped into from his beginnings in Gujarat government and more so when he left Gujarat for Delhi. A study by Dr. McCormick of the Harvard Medical School and professors at the City University of New York School of Public Health at Hunter College, shows that the anticipated savings from conversion to medical records may not materialize to the extent expected. This study of data from 1100 doctors of 28,000 patient visits shows that with access to digital records doctors actually increased the number of tests ordered- from 12.9% of visits without digital records to 18% of visits with digital records. For more advanced tests such as MRI and CT scan the rate was 70% higher. Dr. McCormick says this may be because the new digital technology may have made it easier to order tests.

This editorial in the Economist magazine says the banks have paid large fines for wrongdoing but individual accountability has not been achieved. Only one individual conviction has been achieved related to market rigging in Britain. The penalties paid by banks between 2009 to 2014 worldwide add up to $245 billion, according to CCP, a research group. The problem says the editorial is that without individual accountability this is likely to be seen just as a cost of doing business. For the culture at banks to change individual acountability has to be established, and only now are banking regulators realizing that the public's disillusionment with the political parties in power during the last decade in Europe and the U.S. has its roots also in the way accountability has been tackled. Editorials in the WSJ and the NYT have addressed the same theme and expressed the same concern. The May 21, 2014 editorial on the U.S. Justice Department's legal settlement with Credit Suisse. "Holder convicts Switzerland," was critical of the Justice Department because this settlement did not bring accountability or justice. Columnists Eavis and Reilly in the WSJ, Protess and Greenberg in the NYT, were also critical of the settlement. Other legal settlements followed the same pattern throughout 2012-2015. Another aspect of this and a larger problem is that the same management has remained in place in some places. Shareholders expressed their feelings at the recent Deutsche Bank meeting in June 2015 when one shareholder association asked the question: "Mr. Jain are you the solution to the problem or part of it?" questioning how the same management that created the problems was going to fix the problems. A week later the two co-CEO's departure was announced and a new CEO appointed. BaFin, Germany's regulatory authority was described as not providing effective oversight on management at Deutsche Bank, by Eyk Henning in the WSJ March 28, 2014. It is too early to say if the public's frustration with the slow pace of establishing accountability and generating culture change is at long last registering with regulators and the political parties running the government. Prime minister Cameron and chancellor George Osborne's decision to put $1 billion into communities throughout Britain from the fines, described in the WSJ May 31, 2015, and an additional $227 million pounds from a legal settlement with Deutsche Bank in April 2015 for creating 50,000 apprenticeships, is the first sign of a conviction developing in political parties that instincts of fairness and the compact between the people and their government handed down over many, many years and generations, need to be respected. In the U.S. communities devastated by the recession and foreclosure crisis, especially inner cities, could benefit from Cameron and Osborne's exceptional idea. For the political parties and the political elites in Europe and the U.S. it is a way to restore some of the trust lost in the last decade. For banks a change of management, cultural change, will benefit the employees and shareholders, and improve relationships with customers, restoring trust over the next decade....

Too many floods, fires and adverse events by 2024 for the US not to have a plan and deny climate change does not exist. The Biden administration gives flexibility to automakers to meet auto carbon emissions rules by 2032 by accelerating the progress in the last 3 years as the capital investments, research and learning curve for new technologies, manufacturing improvements and cost reduction, and charging station infrastructure enlargement have taken place by 2030. Biden administration officials clearly understand resistance of carbuyers when the charging stations needed do not exist and costs are high in 2024, and EV technologies are at learning stage.

US District Judge O'Toole of Massachusetts allows DJT Musk DOGE buyout offer to go ahead on Feb 12, after freezing it to have enough time to study it. The buyout offer originally expired Feb 6. It was accepted by 60,000 federal employees. Of 2 million federal workforce about 8% are expected to take it. This is not a contradiction in today's world as many nations including China, India are depending on coal and moving forward with solar and wind energy, and the US is also drilling for oil and it's private sector continues moving forward on renewable energy. The collapse of the will of people around Yanukovych, including a deputy interior minister, as fighting units moved with weapons taken from an armory in Lviv towards Kiev, may have been the decisive event that decided the fate of the Yakunovych government. The deputy interior minister then negotiated with a protest leader Levus realizing that other than the front line of police the rest of the police were ready to abandon the fight. Levus then negotiated a safe corridor for the police to withdraw. As the Polish diplomat Sikorski came out to the square he found to his complete astonishment the police simply disappearing from the Square in Kiev. Hours earlier he had warned protesters that a crackdown was coming and they would all be wiped out, according to a report in the WSJ by Benoit, Norman and Fidler, 2/22/2014, so that they should accept a deal which would set a date for new elections but not lead to the immediate resignation of Yakunovych. That deal it also appears came after a Putin call to Yakunovych and not simply from diplomatic pressures, and it is probable that Putin had realized earlier than the diplomats that most of the police were not going to fight. Bringing in the army would have had dangerous consequences for relations between Germany and Russia in particular- as German public and chancellor Merkel felt strongly about the situation in Ukraine- and relations with the European Union and the U.S. Putin, Yakunovych, and even the EU diplomats may have missed the depth of feeling in Ukraine and the organization of the protest movement. Germany and chancellor Merkel, with her determination to make things come out right in Europe after a flawed history, gave hope to the protest movement. ...

There are differences between the governors of 10 worst hit states and the president of the U.S. on when to reopen the economy. The seven on the East Coast including New York, New Jersey, Connecticut, Massachusetts, and three on the West Coast including California and Washington, all but one have Democrat governors and want to wait beyond May 1, till it is believed to be safe to reopen.190,000 of the 592,000 infected cases and over 10,000 of 25,000 cases of deaths are from New York alone. This is as though a third of the problem is in one state. The feeling in New York is that it should be the last to reopen, other states can go first in the middle of the country. The position in the U.S. Constitution is for states to maintain public order and safety. This was the basis of the president's position to work with the governors and continues to be the case, though there is pressure from economic advisers to the president to reopen earlier balanced by the opinion of health experts around the president.  Some states are taking action to reopen because the virus has not severely affected these states. President Trump says it is for governors to decide what is best for each state in consultation with the federal government. The U.S. government would step in if a state is taking risky action with the coronavirus. On the issue of whether the president could have acted quickly in February following his decision to stop flights from China and set up quarantines in January, the BBC has this to say. Dr. Fauci, the president's respected health expert was one of many public officials who did not see the magnitude of the crisis evolving with lack of good information from China. BBC North America Editor Jon Sopel cites Dr. Fauci's comments on February 13- that the coronavirus danger is "just miniscule" compared with the "real and present danger" of flu. As it happened the president acted alone in his sense of the danger from the outbreak in China through incoming flights and not relying on others. Here is what the situation of each country on reopening is- India -  has extended the lockdown to May 3. France - has extended the lockdown till May 11. U.S. - has extended the lockdown to May 1. States are taking the responsibility. UK - continues lockdown restrictions till May. The French president Macron had a simple answer to the question " when will we be able to get back to a normal, prior life?" Macron said "Quite frankly, humbly, I have no definitive answer to that." Some nurseries and schools will reopen May 11. Not restaurants, hotels, museums and theaters. By May 11 France will be able to test and quarantine anyone with symptoms and general public masks will be available to all. This is what Dr. Fauci in the U.S. also wants to see before being able to reopen, that testing and tracing, isolating, procedures be efficient and reliable. ...

A game between Bonzi of a France and Medvedev of Russia in 5 sets which Bonzi won is yet another example. Late night games with crowds are not new to the game. Under the law overturned by the US Supreme Court it was illegal to carry a gun openly and a permit was needed in New York to carry it concealed. Three Supreme Court Justices appointed by president Trump were of a disposition that opposed gun control laws- Gorsuch, Kavanaugh, and Barrett. The requirement under the New York law was that you had to show "good moral character" and "cause" to carry a concealed weapon or carry a gun openly. Many other states have such laws in California, Hawaii and urban states in the north east. Republican states are loosening gun control laws. This comes as many random shooting incidents are taking place in the US some in schools and grocery stores, the most recent being a shooting in Buffalo, NY. The vote was 6-3 after the Supreme Court for years had avoided hearing such cases based on Second Amendment rights from the Constitution that some had interpreted to include freely carrying guns without any common sense restrictions. This issue is second only to abortion as a cultural issue in the US on which sides are taken by the public including the Supreme Court Justices selected by Mr. Trump. Though not directly apparent these and issues of immigration, other cultural issues surrounding gay rights are putting those who would normally come together on issues of national interest on opposite sides when it comes to common sense support for everyday issues of feeding families, keeping workers employed in good factories at home, child care, education, health care, fair wages, restoring America's manufacturing leadership and bringing back manufacturing to the US. The emergence of Tech and tech companies, Silicon Valley, the finance sector in New York, has reinforced the prejudice in these opposing sides as Tech and the finance sector have largely embedded themselves into the Democratic side. Tech and finance sector employees with higher incomes have largely insulated themselves from the interests of ordinary workers and families creating a split Democratic party when it comes to supporting workers and families who form the vast majority of the American people. In a sense today the national interest is separate from these cultural issues and supporters of national interests can be found in both parties who can look beyond and above these cultural issues. It is also where many of these cultural issues can be resolved to some degree using common sense on which most informed members of Congress can agree. This NYT report shows how Manhattan District Attorney, Alvin Bragg, decided to first put off any indictment a year ago because he was not convinced about the evidence being strong enough in other areas. It was after hiring a new team, bringing in additional prosecutors and resources, and studying different areas of evidence on different issues that he settled on the one related to the hush money payments to a porn actress. It is at that point that the information for the indictment was put together for the grand jury, a year later.

This editorial in Der Spiegel magazine sees something positive emerging from the current state of politics in Germany with the fragmentation in political parties. It says this situation is something that is happening for some time now. In the Netherlands there are a number of parties working together in a coalition government. And in France the Macron movement swept away the old parties. Something similar is also happening in Italy with the Five Star Movement as elections approach in March 2018. This may be a positive development in that the days of 100 percent convention votes, and of career politicians who move up the ranks from one political committee to another, are over. Voters are acting in individualistic way, don't trust the elites and old big tent parties with career politicians who may not be responsive to people's needs.  Young people are eager for more participation, and this may be a good thing, says Der Spiegel. It points out that not just parties like AfD are gaining as a result. SPD support dropped to 16 percent in one poll same as AfD. The Christian Lindner's Free Democrats in Germany also are benefitting,Macron in France is benefitting, Sebastian Kurz in Austria is benefitting. Their parties they prefer to call as "movements" with some marketing and political platforms that appeal to young people. Macron's movement moved aside the old political system and brought in younger people, revitalizing the decaying political system. The conclusion for Der Spiegel is that this change is not entirely good or bad, its a challenge. Our focus should not be on propping up obsolete structures, breathing new life into old political structures could be a good thing with new younger voters looking for participation. Steve Jobs of Apple never intended the iPhone to be used as an ubiquitous device that is there all the time with user attention riveted to it. A computer scientist, Prof. Cal Newport of Georgetown University, says the vision of the iPhone presented by Steve Jobs at the Mosconi Center in 2007 was very different from what it has become today. It was an iPod that could make calls, help you listen to music, not a device on which you had to constantly check emails, constantly be on the alert for messages, use for getting instant breaking news you didn't need all the time. At the time in 2007 the App store did not exist and Jobs by design did not focus on apps believing that whatever apps there would be would be better designed to be aesthetically good by Apple engineers. It was an iPod that made calls, a engineer on the team that developed the iPhone at that time tells Newport. Jobs vision was of an iPhone that did a few activities well- helping people listen to music , get directions, make calls. What he did not want to do was to change the rhythm of people's lives. Newport calls it a shame that this vision got somehow diverted and disrupted by what happened afterwards. We have become so used to the constant companion model that we forget its novelty, only a little over 10 years ago none of this existed. As a computer scientist writing about the influence of technology on culture Newport says it is important to remember the magnitude of this unintended shift, to know that Jobs got it right the first time and that it would be better for many of us to return to the minimalist vision for the phone that Jobs espoused. ...

Svenja Schulze brings new hope and dynamism to Germany's Development Ministry. As head of the Development Ministry she brings international experience in fighting climate change as SPD minister in the last government heading the climate change related Environment ministry. There she launched the climate protection package measures aimed at making Germany climate neutral by 2045. She now heads a ministry with a budget of $13.5 billion (12 billion euros). She wants to cooperate better with the Global South with an effort to tackle poverty and help developing nations. After the shocks of the pandemic this is an essential and important task. Her predecessor as Development minister Heidemarie Wiezcorek-Zeul, SPD minister 1998-2009 says the ministry needs clout in decisionmaking and for this it is important that the Development ministry is separate and an independent entity not lumped in with the Foreign Office as in Britain. That would be quite disastrous she says.  Climate change issues are also seen as development issues and about poverty reduction. This is a useful point that Mr. Modi was trying to make as he addressed the COP26 Summit- that climate change has to be done in the overall context of mitigation, that climate change control is part of poverty reduction and brings in new opportunities when done this way. Examples are zero budget farming, and solar energy as low cost energy for rural areas in India. Here Schulze talks to employees at the Ministry and tell them "We must all strive to make a good life possible for everyone in the world, That may sound overly emotional, but it is our aspiration."  Martina Schaub, chairwoman for VENRO whivh represents 140 private and church development organizations in Germany sees Schulze as a sign of optimism.
