Bangladesh prime minister Sheikh Hasina wins a third consecutive term in office, winning 288 seats in parliament. Sheikh Hasina's Awami League was challenged in this election by a coalition of parties after her main opponent Khaleda Zia was jailed earlier in 2018 for corruption and was barred from running in the election. Hasina is the daughter of independence leader Mujibur Rahman. Khaleda Zia is the widow of a military commander who founded the BNP party. Both have alternated in office- with Hasina in office for the last decade having run Bangladesh focusing on development and economic growth that was about 6% each year over the decade.

A ZDF poll in Dec. 2016 shows 64% of the German people support chancellor Merkel's decision to run for fourth term. Of CDU supporters 89% support Merkel. If the election were held today CDU/CSU would win 36%, SPD 21%, Greens 11% and FDP 5%. Schulz is a lot more popular than Sigmar Gabriel in the SPD. About 51% of the German people support Martin Schulz, current head of the European parliament, Gabriel gets only 29%. With SPD supporters Schulz has 64%. Greece's minister for migration tells the Times that seven charities including one in London form part of a chain stretching from Somalia to Britain in which smugglers move migrants illegally.  One of the seven charities is in London and is seen as colluding with human traffickers who are putting lives of migrants at risk. Greece has 70,000 migrants living in squalid refugee centres. Of these 17,000 are on islands in the Aegean sea. Europe cannot cope with all these migrants illegally making the crossing, much less during this pandemic. It has also unsettled the countries where migrants are settled on a humanitarian basis as there is at the same time serious neglect of poverty stricken communities inside Europe who are not getting the assistance they deserve. The result is even less focus on the development needs, on infrastructure, education and healthcare of the countries in Europe where migrants are headed, with the attention diverted to the migrants issue. Economic progress in Europe and rapid development could not only improve the condition of people in all communities, it could also help finance more foreign aid development project assistance to Africa and other countries. This would if vigorously done keep people in their home countries and help fulfill their development aspirations there, which is the better way.  Chancellor Merkel of Germany should have opted for a better way by setting up a program for aspiring migrants in the countries of Africa with a generous visa program offering training and technological skills, which could then be brought back to the country in Africa where it could generate jobs and opportunities with the necessary capital from European and other financial institutions and governments. This effort made in alliance with Britain and France could be powerful in its impact. Instead a haphazard three years of migration led to internal divisions, loss of confidence in the CDU and the SDP, FDP parties in coalitions, ending up where it should have started in the first place- reducing the migration to a trickle, returning some migrants back to their countries, and focussing on bringing economic assistance and development assistance to African countries for opportunities in these countries and a brighter future so that no one would want to leave and drift on oceans in tiny boats in the first place. The condition of the people in Africa is not so hopeless that the best they can do is to send their young people to drift on boats on the high seas in the hope of refugee status. China has shown that the there is a path from famine during the years following the Great Leap Forward to the development of today. India is doing that now and can repeat that story. Japan and South Korea, Taiwan have done this after devastating wars and out of nothing. Imagine what the world would be like if all these people in Asia set out on small boats for Europe.       ...

A government watchdog in Germany keeps track of what members of Germany's parliament the Bundestag earn in secondary income from speaking fees and other sources. The watchdog is called Abgeordnetenwatch or parliamentarian-watch. German parliamentarians are now required to list what bracket they are in with the highest at 250,000 euros with no ceiling set. One exception is for lawyers, consultants and farmers who can avoid transparency for upto 3.3 million euros. Unusually these professional backgrounds are left as exceptions. Still Germany is making an effort in this direction where such an effort is absent in the U.S. leading to a credibility gap for established parties and politicians, and leaving an opening for criticism from outsiders who can say they have no connection to lobbyists. German members of parliament earn an income of 9300 euros a month.

How the French health care system works. France comes in first and the USA 37th in aWHO health care ranking. THe difference in deaths from respiratory disease is half that in the USA, and lower rates of death from heart disease and diabetes. IT has more hospital beds and doctors per capita than the USA. 65% of French people are satisfied with their health system compared to 40% in the USA, and yet France spends 10.7% of GDP on health care and the USA spends 16% for poorer results. THe French system is more generous to its seniors. Unlike Medicare there are no deductibles, just modest co-payments that are often dismissed for chronically ill. And diabetes and critical surgeries are covered 100%. French also buy supplemental insurance like Medigap for extra expenses like dental and eyglasses. Cancer patients are treated free of charge. Avastin treatments costing $48,000 a year are provided at no charge. France's PMI or Protection Maternelle et Infantile, is rated highly. It is anetwork of thousands of healthcare facilities, that ensure that every mother and child in the country receives basic preventive care. Mothers even receive afinancial incentive for attending their pre and post natal visits. France makes this care affordable by reibursing doctors at a much lower rate. The average yearly net income for doctors is around $55,000, about athird of what doctors in the USA make. But French doctors don't have to pay back huge student loans as medical school is paid for by the state and malpractice insurance premiums are only a tiny fraction of that in the USA. And again the French government pays two thirds of the social security tax for most French physicians- which is typically 40% of income. So the $55,000, is more like $92,000 taking that into account and more like $110,000 when student loans and malpractice is taken into account at US levels. Specialists who have 4 or more years experience can charge what they want, but as one gastroenterologist says, there in an unspoken and undefined limit to what you can cahrge or what is socially acceptable. Yet even in France there is inflation in health care costs that the government deals with through price controls and more spending. The French national insurance system is running increased deficits each year and this is now $13.5 billion, and it has led to higher taxes for employers and workers. ...

The EU's competition commissioner to crackdown on pharmaceutical companies that are delaying the entry of generics drugs with various tactics that are anticompetitive. EU has raided the offices of several marge drug companies and retrieved documents that show this activity was going on. About 5% of medical bills or 3 billion euros coud have been saved from 2000 to 2007, if companies had allowed generics to enter the market earlier and not resorted to these antitcompeitive strategies. Like paying off generics companies or having so many patents on the ingredients of the drug, in one case 1300 patents on one single drug, and then suing the generics companies to tie up the case in the courts.

The European Banking Authority has worked on an exam for European banks since October 2011- separate from earlier stress tests- to determine the capital shortfall at banks arising from potential losses on bank holdings of sovereign debt. The EBA says banks in the eurozone will have to come up with 114.7 billion euros in new capital by June 2012, to meet reserve capital requirements for core Tier 1 ratio of 9%. The EBA looked at bank holdings of European government bonds as of Sept. 30, 2011. Loss rates for government bonds were applied at current market prices for the debt, and banks that fell short of the Tier 1 capital ratio of 9% were identified. This is different from the stress tests in that the stress tests were designed for banks to withstand deteriorating economic conditions, where a range of losses were applied to test for resilience. Spain and Italy have capital shortfalls of 26.2 billion euros and 15.4 billion euros respectively. Germany has a capital shortfall of 13.1 billion euros, France 7.3 billion euros, Portugal 6.9 billion euros, Belgium 6.3 billion euros. Banks have till January 2012 to show how they will come up with new capital. EBA officials will ask banks to do this without restricting lending. Germany's Commerzbank has a 5.3 billion euros capital shortfall, and may need government funds. Italy's UniCredit SpA plans to make a 7.5 billion euro share offering to its existing investors which will address most of its 8 billion euro shortfall. Spain's Banco Santander is divesting assets in Brazil, Colombia and Chile to meet a 15.3 billion euros shortfall. France's BNP Paribas and Societe Generale have shortfalls of 1.5 billion euros and 2.1 billion euros, which they plan to meet by selling billions of euros of assets....

Societe General's Jerome Kerviel worked at a Delta trading desk in the investment banking operation. Kweku Adaboli, 31, a UBS trader, worked at a Delta One trading desk specialized in exchange-traded funds and other securities positions. He is charged with two counts of false accounting and one count of fraud. Delta is a term in the banking industry for how a bank can customize a security for a client, and following this closely replicate another transaction that acts to mitigate the risk. The first transaction is a "derivative" trade, which is basically a bet on the direction of a group of stocks or other securities. Jerome Kerviel was accused of trying to hide $7.2 billion in losses and was sentenced to three years in prison. The Delta One trading desks can generate $1 billion in annual revenue for banks and are used by Societe Generale, BNP Paribas, Goldman Sachs and Morgan Stanley U.S. At the same time risk is increasing with unpredictability and higher volatility in the financial markets in 2011. Another feature of the trader problems at UBS and Societe Generale is the relative youth and lack of experience of the traders, and that risk management systems allow traders with insignificant experience to make such large transactions. Other questions about how much risk a bank should be allowed to take, and about ring fencing the investment banking units of each bank, are relevant. Swiss banking regulators were working to ringfence the investment banking units of UBS and other Swiss banks after earlier problems at Swiss banks in the global financial crisis of 2008. Under the proposed regulation by Swiss regulators UBS investment banking unit would be headquartered in another country and hold its own capital, and be subject to local regulators. ...

Witte, Booth and Adam of the Washington Post describe the situation Britain's prime minister Theresa May finds herself in after calling a snap election. A badly run campaign by May focusses on Brexit, and leads to election losses to Labor. Without the support of voters in Scotland who voted tactically to prevent Scotland from breaking away, the Conservatives would have no chance of forming a government. May now needs the 10 seats of the Democratic Unionist Party in Scotland to have a 3 seat majority. Labor leader Corbyn despite a barrage of negative publicity from British tabloids, maintained his cool and composure. His focus on the austerity politics of the Conservatives under Cameron and now May, enabled Labor to get 40% of the vote compared to the Conservatives 43%, with the Scottish National Party getting 3% and the Liberal Democrats 7.4%. Giving the parties that have never seen Brexit as a priority for Britain over 50% of the vote. The Democratic Unionist is a small party with less than 1% of the vote (0.9%), which in some countries makes it ineligible to take seats in the legislature. In the mixed up out of focus nature of British politics today this party is the kingmaker. The UK Independence party or UKIP party that started the whole affair of Brexit- that prime minister Cameron responded to to gain votes for the Conservatives by promising the referendum on Brexit- won just 1.8% of the votes cast, in a election where 69% of voters went to the polls, winning zero seats, down from 10.8% in the 2015 election. This is the state of British politics today  following the failure of political leaders, as Theresa May acts as if the election results are not sending a message about Brexit, say Witte, Booth and Adams.   ...

The Japanese yen surged in value following the 2008 financial crisis as it was seen as a safe haven. As a result the Korean won declined by 42% against the Japanese yen. This continued till 2012. Japanese companies had to compete overseas at 80 yen to the dollar and shifted operations overseas. Now with the policy of monetary expansion of the Japanese central bank the situation is reversed in December 2014. The Korean won is up 40% against the Japanese yen since 2012. The Japanese yen is now down to 118 to the dollar in Dec. 2014. Abenomics gets a new mandate with the snap election in Dec. 2014. Aaron Back says Samsung may have gained ground in televisions and smartphones but other areas in electronics such as chips, displays and image sensors remain competitive and responsive to price. In autos Hyundai market share has declined to 4.4% by Dec. 2014 from 5.1% in 2011, according to MotorIntelligence.com. So far Japanese companies have used the currency advantage to improve profits and come up with better products. By using profits to invest in new technology and productivity Japanese companies can provide more features at the same price points to gain market share without having to cut price. After years of declining margins in electronics, autos and other markets this appears to be the current strategy. Another reason for this is that Japanese companies have already shifted production overseas, the shift being higher for Honda than for Toyota. Technological improvements from investments in R&D in Japan can be transferred to manufacturing operations overseas just as Apple is doing with smartphones manufacturing in China. The currency shift also improves Japan's position relative to American and European competitors in international markets....

On this issue of debt sustainabilty relief without immediate haircuts but stretching the payments over an extended period with still lower rates, there is a consenus emerging with the IMF and France, putting forward the idea, and Germany showing awillingness to consider this. President Hu Jintao at the opening of the 17th National Congress of the Communist Party of China. China's goal is to quadruple per capita GNP by 2020 compared to 2000. Population is expected to increase by 200 million people by 2020. While he described rampant corruption, the degradation ogf the environment and disparities between the urban and rural areas andbetween the coastal and interior areas as the major challlenges facing China he gave few details on how he planned to meet these challenges suggesting that not much that is new is being planned to address these challenges. He also pointed to the need for consumption driven growth moving away from the present export driven growth, but offered few details on how this would be addressed. This suggests that while Chinese leaders recognize some of the challenges facing them they may not understand the severity of these challenges as time passes or they have not the will to address them with major changes in the current model of economic growth or that the momentum of th currrent model is so great and the power is so spread out in China between different provinces and local regions in meeting economic goals of GNP growth that the central government cannot make major changes withouth the whole system losing some of its momentum and they fear that that would lead to problems that they would be even less effective in dealing with and the system could then come apart with the Communist Party being unable to direct things as the "core" leadership of the country....
