What is the Winter Fuel Payment in the UK? The Independent provides some answers. It was introduced in 1997 by a Labour government in Britain. It now provides 200 pounds to people over age 66, and 300 pounds to people over age 80. To get this payment pensioners and retired people have to be eligible for pension credits. This is possible if your income level is - Income at £11,343.8 a year if single, or a shared income of £17,313.4 for two or a couple is what qualifies one for this winter fuel allowance. The British energy authority says winter fuel costs will rise by about 300 pounds. This means a 500 pound hit to budgets of pensioners who are not eligible for winter fuel allowance under the Labour plan. The Labour plan is to do this because of the hole in public finances left by the Tories of 22 billion pounds. Starmer and Reeves say this is needed and the responsible decision. One million pensioners face a loss of Winter Fuel allowance and Age UK says: “Older people in this group often tell us they really struggle financially; the proposed change will make it even harder for them to afford to stay warm when it gets chilly. ...

Major economic redirection may result from the Merz/Leyen/Costa visit and firming up trade agreements with India if the EU, Germany and India have the determination to seize this opportunity in the 21st Century. Failing to measure preparation gaps does not remove barriers; it moves them into the classroom, where they become harder to overcome.” Other points are that stanrdized tests are even more important in the severe grade inflation in 2026, and add AI-assisted application essays. The Washington Post says these are crusades for equity done the wrong way hurting the very students they are designed to help because the time to fix the problem is in the middle and high schools, after that it is impossible and leaves students no path forward. The International Energy Agency estimates that a price of $100 a barrel would mean U.S. imports of oil at $385 billion, and European Union imports of $375 billion. This is $80 billion in addition spending on oil imports for the U.S. and $76 billion for the E.U., compared to 2010. The impact of a $20 increase in the price of a barrel of oil translates into a 50 cent increase in price per gallon at the gasoline pump. Italy faces tighter restrictions and a national lockdown at Easter for the coronavirus, Italians who were the first to go into lockdown on March 10, 2020, now think they will be the last to exit lockdowns. Reflecting the volatile nature of the global economy with systemic risks remaining, impact of sharp cuts in spending, and the danger of oil prices exceeding $150 with a mideast crisis, the IMF provided a wide range of possibilities around its basic forecast. The IMF says it expects the global economy to grow 3.5% in 2012, up 0.2% from a Jan. forecast, and a forecast of 4.1% for 2013. But the IMF says this depends on the eurozone crisis, which could take off 2% from global output and 3.5% from output in the eurozone if things went wrong in Europe. Higher oil prices above $165 with supply disruptions after Iranian sanctions are another danger. Its forecast for Europe is 0.3% contraction in 2012 and 0.9% growth in 2013. Because of the risks in the outlook the IMF cautions countries from cutting spending too quickly, and says the best approach is to reduce deficits gradually over the long term and not to move too fast in the short term. This word of caution applies to Spain, the UK, France and Germany. To maintain enough funding in a crisis the IMF plans to increase its lending capacity from $380 billion by an additional $280 billion, with pledges of $60 billion from Japan, $26 billion from the Nordic countries, and $200 from other eurozone countries. ...

The Madrid building which houses the British Council in Madrid at 13 Paseo del Martinez Campos in Madrid's Chamberi district, has been put up for sale to pay Covid era debt. About 5000 Spanish students attend classes in English and prepare for exams in 35 classrooms. Over the years hundreds of thousands of Spanish people passed through this building. 320 jobs will be lost, employees with passionate dedication who it will be difficult to replace. Another center in Barcelona also is expected to close. This comes at the wrong time when Britain needs to make its voice heard in the world, when a mediocre level of British parliamentarians and leaders since Blair and David Cameron have allowed this to happen. English language classes in Italy at the British Council are also being shut down. Paris building may also be sold, and shrinking operations in the Baltic Republics, Croatia and Austria. This will be a major blow to helping spread knowledge of British parliamentary traditions, its history and participation in shaping the Modern World we know today.  It is now hoped and this is a message to Labour's Andy Burnham who studied English at Cambridge, to restore Britain's image and the value of its parliamentary and other lasting contributions to the Modern World, to the benefit of all nations, to cancel this debt and give the British Council new leadership for the next 2 decades. Neil Kinnock, a Labour leader, and a chair of the British Council says- “The British Council does not want to make these cuts. They are being forced into it by the conditions required by the Treasury." “I sympathise very much with the staff, so does the leadership,” he said. The British Council had “camped out” in the Foreign Office for last three or four years and put up a “hell of a fight”. Kinnock said: “What the government should do is either find a way of cancelling the debt, or even rescheduling the debt. Because it’s to absolutely nobody’s advantage to lose the British Council.” A desperate effort to pay an outstanding £197m debt from a Covid-era Conservative government emergency loan on commercial terms, with interest to be repaid by September, is what is causing this massive destruction of a century old institution that belongs to Europeans, to Asians, and to the world at large for better societies through knowledge. Chernobyl nuclear disaster area in Ukraine as it is today. Cesium's half-life is 30 years and strontium's half-life is 29 years. Scientific estimates show that it takes about 10-13 half-lives, or about 300 years, for the radioactive effects to disappear and for life to return to the area. The contaminated area around the Chernobyl reactor is about 15,000 square miles or about the size of Switzerland. IEA Director Fatih Birol says conservation of energy plans should be undertaken by all nations. He says Gulf countries and Saudi oil output will not be the same even when the war ends and the shipping lanes in the Hormuz Straits will not be handling the volumes of 100 ships that passed through the sea channel before the Iran War. Yet he says the best solution is for opening the Straits of Hormuz. This raises some serious questions about depending on the Straits of Hormuz and the Persian Gulf for oil supplies in 2027 and beyond. Can conservation, new sources of oil, acceleration of renewable energy use and electric car technologies lead to making the Middle East oil supplies becoming redundant, doing without this supply or turning it into a marginal source which would lower oil prices even further to the $50 level? Energy use decline for the same or higher GDP levels have potential in the US, China and India. Japan and Germany have cut energy use by about 50% in Japan and 35% in Germany with slightly higher Real GDP levels than 1996 in Japan and a 50% increase in Germany over a 30 year period( using 2015 as base year).  Major renewable energy gains have been made in the last 10 years with solar and wind technologies and electric car technologies. Much of the gains in electric car technologies lies ahead and this would cut crude oil significantly for cars and trucks which makes up 60-70% of oil use. Add to this conservation technologies. Other sources of oil can be found. And Venezuelan, Alaskan oil can be ramped up to replace volatile sources from the Middle East.  ...
