After months of uncertainty and waiting for concessions, offering temporary exemptions, the Trump administration announced tariffs will go into effect on steel and aluminium imported from the European Union, Canada and Mexico. A tariff of 10% on aluminium and 25% on steel goes into effect on May 31st, 2018. The tariffs affect about half of the imports of steel and aluminium into the U.S. and are intended to keep promises to protect American industry made by president Trump during his election campaign.

Mexico and the European Union are imposing retaliatory tariffs. The European Union will impose tariffs on $3 billion of American goods in retaliation.

A unanimous vote of the Chinese Communist Party Congress now puts "Xi Jinping Thought on Socialism with Chinese Characteristics in a New Era" into the Chinese Constitution. As the 19th Party Congress ends Xi Jinping joins two other leaders of the Communist Party Mao  Zedong and Deng Xiaoping, who were so honored. It also appears that unlike previous leaders Jiang Zemin and Hu Jintao, Xi Jinping is concentrating authority and direction for China. This Congress marks the end of Xi's second five year term as party general secretary.  Under Hu Jintao there were efforts by some Communist leaders to create new power bases. This period ended with Xi Jinping bringing a clear direction and authority under the Communist Party. This has led to China taking on a leadership role in the world economy and global political affairs after the election of Trump in the U.S. in 2017. The management of the economy also has provided a soft landing after threats of disruptions in trade relations with the U.S. ...

A WSJ/NBC News poll taken in Dec. 2015 after the San Bernardino terrorist attack on Donald Trump's proposed total ban on Muslims entering the country, shows 57% of the people surveyed opposed to it, and 25% supporting it. Among Republican primary voters 39% oppose it and 38% support it showing the Republican voters almost evenly divided on the issue, and the proposed ban not affecting Trump's standing with his supporters. About 56% of Republican voters see Trump in a positive light compared to 26% negatively, showing that Trump has strong support in the Republican party. The divergence in views sharpens when considering that half of Republican primary voters have an unfavorable view of Muslims while 79% of Democratic primary voters having a favorable view. In the country as a whole the poll shows about 60% have a favorable view of Muslims.

US Senator Elizabeth Warren says the collapse of the Silicon Valley Bank happened after president Trump signed a law with the help of Congress and the US central bank the Fed to roll back some of the strict oversight and regulations that were setup after the 2008 financial crisis from the failure of bank practices. Efforts to impeach two previous presidents including Democrat Clinton failed in the Senate where the vote requires a two thirds majority. The first impeachment vote against Mr. Trump failed in the Senate. In the House of Representatives only a simple majority is required. Majority Leader McConnell says he will not reconvene the Senate before president Biden takes office. Vice President Pence has refused to invoke the 25th Amendment. House Democrats have moved ahead to vote for impeachment of president Trump for the storming of the Capitol offices in Washington D.C. Their impeachment statement says president Trump's remarks that his supporters had to fight like hell or they would not have a country, constituted incitement of supporters. President Trump won 74 million votes in the last election more than in the 2016 election and lost with Mr. Biden winning 81 million votes after polarization of the country. With such a large portion of the country voting for Mr. Trump Mr. Biden risks his agenda of fighting the pandemic, and other parts of his program, becoming immersed in partisan infighting. This would also result in continuing the division of the country, and continue polarization.  About 5 House Republicans are expected to support impeachment. In the Senate some Republicans say there are impeachable offenses yet only Mr. McConnell and the senator from Utah, Mr. Mitt Romney, favor impeachment.  Mr. Trump's style of governing was controversial from the beginning of his campaign in 2016, strident and taking on critics. He governed through relative moderation compared to his aggressive posture towards critics. For instance on Mexico his remarks offended critics, yet he negotiated a new trade agreement with Mexico replacing NAFTA to ensure worker protections in Mexico, and worker jobs and wages in the U.S. Negotiations with China on trade were conducted by a seasoned veteran, Mr Lighthizer,  who was deputy Trade Representative under Reagan, and negotiated the trade agreement with Japan that worked to reduce Japanese trade surplus in the eighties. On the economy before the pandemic hit in March president Trump made significant progress reducing unemployment.      ...

A second term Trump-Vance will face uphill risks and a mess in economics from a Trumpian Republican party and Congress, says WSJ. WSJ Editorial Board says a second Trump term is not without risks. Tariffs cost 1.1% in annual growth in the Trump first term says WSJ, and it did have an impact on inflation. It would have had greater impact on inflation with the supply chain crisis of Biden's first term, had this supply chain crisis happened in Trump's first term. A second term Trump-Vance support tariffs as high as 60% on Chinese imports which would have a bigger effect on inflation and economic growth than of the first term. The key difference is that with tax cuts a basic rule for Republican policies Trump-Vance second term would not invest in infrastructure the way Mr. Biden has done and Biden will do so in a second term. As a result the economic growth is likely to be greater and inflation smaller under a Biden administration. Trillions of dollars in investment in the economy and infrastructure under Biden in a second term will be missing in a Trump-Vance tax cuts administration policy. And with it hundreds of thousand of jobs created each quarter will be missing in Trump-Vance second term. Add to this the level of clarity of stable economic policy under a Biden second term and contrast it with some of the chaos in economic policy of a Trump-Vance second term. The basic contradiction between tax cuts policy and the nation's need for infrastructure spending/rebuilding under a Republican under Trump administration will not go away, present a huge stumbling block. Chaotic policy could come from Project 2025 that says consider abolishing the US central bank Federal Reserve. This kind of erratic and unwise policy proposals are clearly not happening under Biden and Yellen. Another key difference is the cost to the economy of delays of several years in doing nothing for climate in Trump-Vance 2024-2028. Severe effects on climate if nothing is done could cause acceleration of climate negative costs which a future economy under Democrats would face, in reality the Nation would face. America's Business has taken a short term approach to climate change, when the time comes to pay the costs of short term thinking it assumes it is somebody else's problem- this happened with supply chain concentration in China the burden falling on the middle and lower classes, it would happen again with missing climate change action under Trump-Vance second term. ...

U.S. tariffs on a long list of 1300 products includes products such as industrial robots that China sees as a potential area of future growth and technological advantage. In this way the Trump administration tariff is shaping up to be part of a longer term U.S. plan to meet the challenge from Chinese competition in key advanced technology products. These are products China explicitly targeted in its "Made in China 2025" plan. The list compiled by U.S. Trade Representative Robert Lighthizer, the former Trade negotiator under the Reagan Administration, targets products such as electric car batteries. China supports its own electric car battery makers by blocking U.S. suppliers from its domestic markets. The new tariffs would do the same for China in the U.S. market. In industrial robots China has 87,000 in 2016, and plans to meet a shortage of labor in its manufacturing plants by using better and more efficient robots. Aircraft and airplane parts are also targets as China has plans to expand its aerospace industry. The list also includes 200 machines, with machinery exports from China making up a significant part of exports to the U.S. So comprehensive is this list of 1100 products that it includes ships, trains, any product in which China's subsidies for its industries, its industrial policies make it easier for it to gain dominance in a product category as has happened in solar panels. ...

Japan and South Korea which rely on the U.S. for defense offered only a mild response to president Trump's announcement of  25% tariff on steel imports. Australia also defended free trade but offered no response to the U.S. duties on Australian steel and aluminium exports to the U.S. of $388 million.  There was no criticism of Mr. Trump.

Margo Oge, headed the Office of Transportation and AIr Quality at the U.S. Environmental Protection Agency from 1994-2012. Here she points out the contradiction in what automakers supported when the current fuel emission standards were set and today's effort by the Trump administration to loosen the standards. She also points to the contradiction between the trends in Europe, China, India, which are moving towards stricter standards and the U.S. reversing direction.  About one dozen states in addition to California have the power under the Clean Air Act to set their own standards. These states make up about one third of the U.S. market. What would result is a fracturing of the U.S. market. This would create problems for automakers as one expert recently pointed out in the NYT, that automakers should be careful what they wish for.  Automakers such as Ford say they support the current fuel emissions standards, yet call for flexibility. GM's CEO, Mary Barra, says she supports current standards. Toyota also says it supports the current emission standards. And diesel engines are now declining in Europe as a result of fuel emissions standards to preserve good air quality. History has shown the automakers have suffered badly from competition when emissions and fuel efficiency standards were lax. During the last decade the auto industry in Michigan faced decline as a result of poor management decisions and lack of foresight in pushing forward with new technologies in this field. The current recovery in the auto industry is a result of a reversal of the poor decisions made between 2000-2008, including fuel emissions and fuel efficiency, air quality decisions.    ...

Dan Balz, chief correspondent of The Washington Post, says the stakes have hugely escalated in the 2016 presidential election with the rhetoric on immigrants and Muslims entering the U.S. following terrorist attacks in France and California offered by Donald Trump. He cites experts who point out that establishment voices are being ignored as a section of the American public supports Trump's opinions. An earlier article in the Post points out that about 30% of Republicans in a PPP poll support Trump's views, and 21% unsure. Other polls show American who are older, working class and not college educated support Trump in large numbers, compared to the support from college educated and higher income people who support Sanders on the Democratic side and who oppose American intervention in the Middle East- both Trump and Sanders supporters preferring to focus on problems at home than involvement in overseas entanglements.

After the 2008 election of president Obama rural whites left the Democratic Party, Following the election of president Trump educated suburbanites left the Republican Party. These two trends have accelerated as seen in the 2018 U.S. Congressional elections. Democrats won in and around major cities, and Republicans won in rural and small town America. Democrats won 27 GOP Republican COngressional seats to win the majority. Republicans added 2 seats to their Senate majority.  The electorate is sharply divided in terms of education in a way that is regressive and not good for America, and in a way that has never happened before. Republicans share of of House districts with lowest shares of college education bachelors degrees increased from 44% in 1998 to 60% in 2018. Democrats share of House districts with the highest share of Bachelors degrees went up from 50% in 1998 to 81% in 2018. Much of the Democrats support from educated suburbanites comes from lopsided support from educated women. The result is that the Republican Party is trading faster growing counties for slower growing smaller counties and now has a base of older voters. The Democrats have to find a leader who can rally support from this new combination of educated suburbanites, younger voters, and minorities. And big issues are at stake. About 77% of people in recent polls now support a national health care insurance like than in the UK and Canada. Poor reading skills and reading comprehension in school tests show a need for greater investment  in education. Infrastructure investment is a big priority for a decade that has yet to be tackled directly. Of the 50 new Democrats in the House of Representatives 24 campaigned on a promise for a national health insurance like that in Canada or UK. The focus on economic issues would move the Democratic Party back to where it was in all the post war years till the distractions from cultural issues  in the last decade shifted its focus from its historical base support of working class voters. ...

She says both leaders stood up consistently for decades on issues important to ordinary working class people, when Labor under Blair and Democrats under Clinton abandoned their base to a point when one political expert could say Democrats  were the "second most enthusiastic capitalist party" in the U.S. She says under Blair Clause IV was rewritten. That clause committed the Labor party in Britain to "common ownership of the means of production, distribution and exchange." Under Corbyn, with support from young people, Labor received 40% of the vote. The party was reenergized on issues important to students such as making higher education accessible to all. A similar situation happened with Sanders in the U.S., who received more of the young people's vote in 2016 primaries than Trump and Clinton combined. ...

If the trade war escalates to the point at which president Trump imposes tariffs on all Chinese goods imported into the U.S. on Jan. 1, 2019, China could retaliate with its own tariffs and this might affect Boeing aircraft as well. The results would be to tip the economies of both countries into a recession, and affect Mr. Trump's best chances for reelection in 2020. This can happen as Mr. Trump has a great deal of confidence in his negotiating style. The negotiations so far have shown China misread the U.S. and Mr. Trump leading to a strong U.S. response.  There is also the importance of not losing face, Mr. Xi's domestic audience, Chinese industry that sees a fundamental change from state subsidies model as eroding its position and offering resistance, patriotic sentiment making it harder to meet U.S. demands. Fundamentally for Mr. Trump it is about U.S. trade deficit and changing the huge trade surplus of almost $1 trillion that China enjoys each year with the U.S. which has been and is no longer sustainable. Mr. Trump also has the backing of Republicans on this issue and Democrats cannot afford to be soft on this issue as it involves American workers and jobs are at stake. Both sides could be in for a protracted negotiation as Mr. Trump feels it is right for Americans to expect fair trade and technology transfer that respects American concerns. In addition the U.S. could sense that it exports less to China, is less dependent on exports than China, and as the party that is hurt by unfair practices insist on its position. After Japan agreed to U.S. demands that it reverse a huge trade surplus in the seventies in which Mr. Lighthizer was the negotiator its growth declined sharply and is economy stagnated. China may sense inside that this could happen to its economy. Today Lighthizer the U.S. negotiator and Trade Representative could also push hard because of he was able to convince Japan to change its course. ...

The U.S. government partially shutdown on December 22, 2018, after members of Congress failed to reach a deal on funding a border wall with Mexico that president Trump has supported. Mr. Trump is seeking $5 billion for constructing the border wall which he sees as needed for securing the border. Two bills in Congress provide $1.3 billion and $1.6 billion in spending. The shutdown comes at a time of Christmas holidays with Democrats and Republicans continuing negotiations for a deal. Chancellor Merkel's now widely quoted words were made in Munich on May 27, 2017, after a NATO summit meeting in Brussels and a Group of 7 meeting in Italy, in which she was disconcerted by U.S. president Trump's positions on NATO, Russia, climate change, and trade. After the election of Emmanuel Macron in France, Merkel expressed great relief at the outcome of the French election with Macron winning about two thirds of the vote, setting the stage for the election in Germany after several months of difficult watching and waiting. Now there is new confidence in Germany shaping its own future, with France and the rest of the European Union without Britain. Merkel says she "experienced this" meaning that she had undergone a transformation in these few months, and visibly in the last few days. She was also sending a message to Germans and people of the European Union - "we have to know that we must fight for our future on our own, for our destiny as Europeans." This also complements tactically to form the approach of Germany and France at the leadership of the EU, as French president Macron said at the end of the Group of 7 conference that multilateralism was intact, and the U.S. and EU shared many common goals.   ...

Seib points out why the current political landscape with the popularity of Trump and Sanders reflects demographic, economc and social changes in America compared to when Geroge H.W. Bush won the election in 1988 and Bill Clinton won in 1992. The Republican party is more populist, with older Americans, more Southern and conservative, making it harder for Jeb Bush or Wall Street backed candidates. The Democratic Party more liberal, more popular on both the east and west coast of the U.S., with younger Americans, diverse demographic groups, making it harder for Hillary Clinton as an establishment candidate. A Journal/NBC poll of Oct. 2015 shows 28% of Republicans describing their views as very conservative, and 26% of Democrats saying they are very liberal. Yet there is another aspect that will show up once the primaries are over. And this is the steady group of somewhat conservative and moderate combined in the Republican Party of 64%, and the steady group of somewhat liberal and moderate in the Democratic Party of 62% in the 2015 Journal/NBC poll. The moderates are up from 26% in the above 1990 poll to 31% in the 2015 poll for the Republican Party, and from 26% to 33% in the Democratic Party. So that one sees about a quarter of people polled in each party pushing for fringe views and a countervailing trend for moderate or close to moderate views with about two thirds support in the 2015 Journal/NBC poll for each party....

Kevin Maurer looks back at 15 years of covering Afghanistan since 2004, and asks was it worth it.  The conflict has cost 145,000 lives for the U.S. period of the war alone. Not counting the war in which the Russians were involved in the decade before the U.S. involvement. In fact the Russian involvement in Afghanistan was costly enough to hasten the collapse of the Soviet Union and bring Gorbachev to power to unwind the war and make the changes that led to the collapse of the Berlin Wall.  2400 U.S. servicemen dead and 20,000 Americans wounded. The cost to the U.S. is $737 billion for this war, according to a report in 2018 from Brown University's Costs of War Project. Just as the Soviet Union showed the damage from this war the U.S. has seen the cost of this war and foreign entanglement in another war that started accidentally with international interventions in the Iran-Iraq region as a cost that was borne with consequences. This includes the neglect of infrastructure and the damage to the middle class prosperity built up in the 1950's and 1960's after the Second World War. The U.S. got into this war with 9/11 attacks on New York City. By 2010 what began as a war fought by a few Special Operations teams turned into a war with troop levels reaching 100,000. Presidents Bush and Obama both failed to end the war by winning it. In 2014 finally combat operations stopped and American troops mainly conducted anti-terrorism operations and trained Afghan forces. In recent years the war has gradually disappeared from the national discussion in the U.S. and is barely talked about. President Trump wants to end the war even if it means talking to the Taliban and negotiations directly with the Taliban are ongoing.  One result of this war is the aversion to costly international entanglements and the highly unpopular nature of the conflicts. There are serious costs of the conflict in terms of neglected domestic priorities including infrastructure, loss of U.S. technological edge in key industries, and the competition from China, an the investments in health, education, services that were not made, the increase in inequalities and the diminishing of the middle class. The global financial crisis of 2008, the result of faulty banking, added an economic dimension through the loss of middle class savings in the U.S., worsening the financial situation of the middle class in the U.S.    ...

President trump accepted the package of spending bills passed in Congress which provide a fourth of the border wall funding he is looking for. The package includes $1.38 billion in funding for 55 mile border fence on the border with Mexico. Mr. Trump sought $5.7 billion for a longer fence to fulfill a key 2016 campaign pledge. Mr. Trump plans to get additional funding by declaring a national emergency that could potentially enable shifting to either military construction or U.S. Army Corps of Engineers funding.

For the second time in two decades U.S. carmakers embrace SUV's with growing demand, moving away from passenger cars. The last time this happened in the decade before the financial crisis of 2008, automakers in the U.S. took a big hit when SUV sales collapsed, with GM and Chrysler heading into bankruptcy, and Ford in dire straits. This time increases in fuel economy and a more favorable economy are leading to higher demand for SUV's. In 2017 sedans, coupes and other passenger cars made up 37% of U.S. sales compared to 51% in 2012.  The Trump administration's move to lower fuel economies in a way poses new risks for U.S. automakers, as it is the very strong push for higher fuel economy and rapid improvements in the technologies that make this possible that have made the newer SUV's such as the Ford SUV line more attractive to buyers.  Historically the U.S. automakers have slipped badly on this issue and not managed it well as economic swings have completely reversed automakers profits. This mistake will be repeated without the automakers own push to drive demand in directions that cushion it from reversals in the economy with a broad based product line supported by new technologies. A look at Japanese car strategy shows a commitment to this concept of maintaining a borader based product line with new technology advances in each segment. Something where the U.S. automakers have found themselves asleep at the wheel. ...
