India and Vietnam are key countries for reinvention of the supply chain to cover home production in the US with supplies from friendly nations. After the G20 meetings in New Delhi president Biden will go to Hanoi, Vietnam. Vietnam also maintains trade relationship with China as it depends on China for its manufacturing exports. China and Vietnam are both socialist nations, yet after a border war in 1979 Vietnam is building a stronger relationship with the US. It also has a trade relationship with Japan and Vietnamese workers help meet worker shortages in Japan.

The paradox during the opioid crisis of American companies conducting business and trade in and with China on a magnitude never seen before in history disassociated from their own neighborhoods in the US is nowhere more evident than in this crisis. A similar paradox between the government in China disassociated from American communities and local stores that import its products and keep workers employed in China in the case of China. And the paradox of the American government allowing any action whatsoever of this type that affects communities in the US and continuing business and trade as normal exists today. It has the impact of eroding public confidence in the relationship between two countries even as it damages the fragile situation of communities in the US hit by lack of investment in infrastructure, in manufacturing, health, and following the pandemic in incomes. It shows the danger of business and trade operating in a vacuum or compartmentalized not aware of everything that is happening in societies and communities that surround it. In any case it is the communities and the land that always exist even as businesses trade patterns change, or take different forms, and some disappear. ...

This report in the Economist points to the improved situation for Mexico after the scare from Trump's plans to build the wall and deport large numbers of immigrants. The peso dropped by 15% between mid November 2016 and January 2017, but has since recovered, and non-oil exports were up 5.5% in February 2017 over prior year with the manufacturing growth in the U.S.  Growth forecasts are now up from about 1% GDP growth previously to 2% for 2017, close to the 2.3% in 2016. Much of the change in mood in Mexico is a result of the failure of the early travel bans being blocked in the courts, the failure to get health care legislation through Congress, and the effort by the trade advisers and economic advisers around Trump to move Trump's positions more to the centre and closer to traditional Republican party positions. Wilbur Ross, the Commerce Secretary, says " a sensible agreement" can be reached with Mexico. Peter Navarro, trade adviser, talks about making "a mutually beneficial regional powerhouse." Robert Lighthizer, a veteran from the Reagan days, is likely to be made the new U.S. Trade representative. Still as the Economist points out the "20% border adjustment tax" continues to be supported by Paul Ryan in Congress to pay for tax cuts. But certainly the mood has lifted in Mexico in the first 100 days. This is true for economic policy in relation to China and Germany, and the close circle of Ross, National Economic Council head Gary Cohn, and Secretary of State Tillerson is moving Trump to the centre in policy statements to get things done. Mexico is faced with internal challenges of reestablishing the rule of law, improving infrastructure, reducing red tape and corruption, addressing problems in the education system, to promote economic growth. These challenges may prove to be as large as the external challenges were once thought to be. ...

Timeline in NYT on DJT-Jamieson USTR  Tariffs to March 13, 2025. Reciprocal tariffs to go into effect April 2, 2025 on Mexico and Canada. Reciprocal tariffs are seen as based on fairness- "we charge them what they charge us."  Why is this action necessary?  Because Canada, Mexico, EU, South Korea, Japan, China gained unfair advantages due to the inaction of administrations dating back to Clinton, Bush, Obama which were never reversed. Other nations have no incentive to trade on the principle of fairness inducing the US to take action to open discussions on fair trade and on what the tariffs should be going forward from 2025. US Trade Representative Lighthizer under DJT first term was Deputy Trade Representative under Reagan when he negotiated fair trade with the Japanese in the 1980's who he says stalled and stalled till finally agreeing to real discussions. So this is nothing new China, Canada and Mexico have taken the place of Japan. In this second term of DJT Lighthizer's Deputy Trade Representative is now the US Trade Representative. This means the discussions are in the hands of seasoned American trade officials with a keen grasp of details supported by Scott Bessent at Treasury and Luttnick at Commerce Department. What it is NOT is an effort to coerce other nations by the US. Like Japan in the 1980's with Reagan and Lighthizer as USTR, in 2025 China, Canada, Mexico, South Korea Taiwan and other nations would like to slow this return to fair trade by stalling and stalling, and presenting a different picture of the facts. But will that work? As it did not with Japan in the 1980's when Lighthizer got them to sit down to have real discussions on fair trade. ...

A bill in the U.S. Senate in October 2011, which has bipartisan support, would push for China to correct an unfair trade advantage from keeping the value of the yuan low. The bill requires retaliatory tariffs for countries that have "misaligned" currency. This makes it possible for the U.S. Treasury Department to take action even if it finds no currency manipulation by China. This is a new approach as the U.S. Congress struggles to restore a level playing field in international trade.

An export rebound is not matching the growth in imports. Imports went up 31% since May 2009, while exports went up 27%. The result is that the trade deficit is growing, primarily because of imports from China and imports of costlier oil. The trade deficit is expected to reach $40 billion in December 2010, compared to $25 billion in May 2009.

China's trade surplus increased to $18.4 billion in April from $5.4 billion in March. Exports were up 4.9%, slower than expected and down from 8.9% in March. But imports went up by only 0.3%, much lower than March's 5.3% increase. The hopes for improving the trade balance in recent months may be dashed because of slowing imports for infrastructure development, as economic growth slows in China, even as export growth declines from its earlier high levels.

Upamanyu Hazarika gives this story of George Fernandes, a trade union leader in India in the post independence era. He played a role during the post Indira Gandhi Emergency period after 1977 and in the governments that were set up in the two decades that followed. Some of the political parties In India today trace their beginnings to that period. He was Defense Minister in the first term of Atal Bihari Vajpayee as prime minister. A new Penguin Random House biography looks at the life of Mr. Fernandes who comes from a Catholic family in Mangalore, Karnataka. and organized trade unions in Bombay state and in Bihar. Some of the shifts in Bombay from trade unions led by Mr. Fernandes to the Shiv Sena movement led by Bal Thackeray shifted attention to bringing jobs to the local Marathi speaking people in the commercial capital of the British period. Without the capital and technology needed and lacking the knowledge for development of industry on an American scale this kind of leadership failed to deliver on the aspirations of the people in the same way that Mao's experiments with the Great Leap Forward in India and Great Proleterian a Revolution failed to deliver in Beijing, Canton and Shanghai for China.  ...

As part of the trade deal with the Trump administration China agreed to buy $54 billion of oil and liquified natural gas from the U.S. by the end of 2021. This is showing up in U.S. oil making up 7% of China's imports by mid September 2020 from 0.4% in January. By the endo of October forecasts show U.S. exporting 700,000 barrels a day to China. The U.S. is displacing Saudi and Middle East oil as Saudi exports now make up 15% of China's oil imports from 19%. This also shows that president Trump's trade deals are working to help balance trade with China and remove the disadvantageous position the U.S. was placed in by three previous administrations.

China, Japan and South Korea routinely provide assistance to their companies and through this to the workforce.  Economists who lacked understanding of business stuck to an ideological idea that the capitalist system of Adam Smith was built on fair competition. What they did not understand was what was meant by fair and what capitalism prevailed since the beginning of the Industrial Revolution in the 1750's and Adam Smith's days. Much of the British business was based on its own version of fairness and trade which meant whatever worked for British domination of trade, the oceans, and markets. These economists missed this completely. Now the US shows it is able to do what Britain of Smith's days and Japan, China in the post 1950's and 1990's have done to dominate world trade and world shipping and logistics, and has the funds to provide assistance to American companies for world markets. $550 Billion from standard 10-15% tariffs charge for all nations to access US market as a fund to finance US Manufacturing.  ...

The yuan is up 5.5% since the peg to the dollar ended in 2010, reaching 6.469 to the dollar. But this is not helping the U.S. trade deficit. The U.S. Bureau of Labor Statistics shows the price of imports from China are up 2.8% in May over the same month prior year. And the trade surplus for China in the first four months of 2011 is higher than the same period in 2010. What is happening? The improvements in productivity of Chinese manufacturers and the acceptance of lower margins is reducing the effects on trade balance of a small appreciation of the yuan, so that only a fraction of that appreciation is showing up in higher prices for Chinese goods. Also significant is that the yuan's small appreciation against the dollar is not enough to make up for the dollar's fall against other currencies. The yuan is down 8.3% against the euro and has actually declined 3.7% on a trade weighted basis in the last year.

Trade tensions and struggle for tech leadership with U.S. actions to prevent flow of sensitive technology to China affect Chinese investment in Silicon Valley. American companies are required to comply with new American laws preventing such flows to China of American technology. The Trump administration takes action in 2019 to restrict such flows in its trade dispute with China over trade surpluses China accumulated over 2 decades, and over China's plans in the document "Made in China 2025" for tech leadership based on continued access to American and European technologies. Trump does a U turn from the initial efforts of Clinton and later Obama to maintain such flows to a developing country that has brought hundreds of millions out of poverty through favorable trade with Europe and the U.S. "Made in China 2025" was seen as a loss of American leadership in key areas beginning with the current loss of leadership in 5G to Huawei. Chinese investments in Silicon Valley face higher regulatory scrutiny in this new environment and American companies shy away from Chinese capital. ...

The US and Japan are coordinating efforts to limit transfer of sensitive technology to China and increase trade and cooperation within the G-7 in high technology sectors. Efforts are being coordinated with South Korea. Janet Yellen says the IMF has overblown the effects on the world economy from the US decoupling from China. IMF reports have also in addition presented India incorrectly as a non aligned country, when it is a close partner of the US. In 2023 US is the largest trade partner of India. The US position is to limit flows of technology in sectors considered vital, and continue world trade in other areas with China. US is committed to friendshoring to India, Vietnam and other countries. Germany's three parties CDU, Greens and SPD are reversing close trade and technology links with China. This is also the policy of the Modi administration which seeks close trade and technology ties to US and EU. The shift is in response to what is really an overconcentration of the supply chain in China that happened as business in the US and EU and the Merkel and the Bush-Obama-Trump administrations failed to see the risks of overconcentration. And carried out misguided policies in trade and investment that are now being reversed by US president Biden, Kishida in Japan, and Modi in India. ...

Big changes are expected in energy markets after 2026 following the end of the war with Iran, the naval blockade and the Hormuz straits closure. Even when the Shipping returns to Hormuz there will be continued uncertainty and prospect of conflict. As a result China, India, Japan and the US and EU will look for new sources of supply in Latin America for oil and gas including in Guyana, Brazil, Argentina, and in Venezuela. This NYT Analysis  confirms the shift to renewables will accelerate after 2026 with 2-3 years return on investment for renewables, and in 2026 wind+solar+nuclear now generating more electricity worldwide than gas. OPEC stranglehold on oil prices is weakening with UAE's exit from OPEC, and the US+ Venezuela+UAE expanding production. This will benefit poorer countries in the world in Asia, Africa and Latin America, Middle Income countries like China and India, as well as US and EU through lower prices for the new overall energy mix, with a higher component of renewables from every year 2027-2030. Lower priced component for oil possibly at $50 a barrel holding steady to 2030. From this perspective Hormuz's importance will decline over this period to the point that the world's wealth sucked up for far too long in the Middle East through the twin mechanisms of  high oil prices and decades of wars will be shifted back to infrastructure in the EU, US, India and China, Brazil and Indonesia. For the poor countries like Pakistan, India, Indonesia, China and others this is a big deal because instead of the wealth going to princes in the Persian Gulf  it will benefit people in Egypt, Arab countries such as Morocco and Tunisia,Turkey, Pakistan and India, China. Long delayed infrastructure rebuilding in US and European Union can now take place. The shift and trend to renewable energy as a major component of the energy mix of over 50%-60% in India could be expected by 2030 and have a major impact on climate change. (India has already crossed 50% of its energy from renewable sources). China will have installed half of the new renewable energy capacity added by 2030 and this too will add to the fight against climate change. Overall this combination of events and changes underway are overwhelmingly constructive and are not anticipated in this way by most of the world's media including the NY, which see slower growth when the opposite is now the case with accelerating and steady growth expected 2027-2030, and 2030-2035. For the US and EU it could not come at a more opportune time with the determination to invest at home and reindustrialize, build new infrastructure, for India to build a modern country by 2040, and for China or Japan not to get stuck in middle income status with continued modernization to 2040. For the poorest countries to work with these major nations to improve standards of living. For the US it also means the end of the border migrations flows that happened in 2025 taken to the next stage in 2026 and 2027 ending all drug flows across its borders with Mexico- as more lives are lost to fentanyl and other illegal drugs substances (1.25 million since 1999) than were lost in the Korean War (36,000 deaths), Vietnam  War (58,000 deaths) and World War 1 (116,000 deaths) World War II (418,000) all 4 wars combined. Issues of unfair trade deindustrialized the US. This coupled with drugs destroyed small towns and communities (that were based on manufacturing and lost factories) across the US for over 3 decades. The tackling of these issues will also add to the general sense of well being of the people in the US- and also in the European Union. The modernization underway in China and India+Indonesia+Brazil is also part of these changes, promise a rising tide that will lift all boats if we continue together to carefully select the right path ahead and chart the course clear eyed and clear on purpose. ...

10% tariff on Canada's exports to the US after Ontario Reagan ad misrepresenting trade facts is aired on television. The ad seeks to show US tariffs in the light of the Smoot Hawley tariffs of the 1930's, when the tariffs today date back to Reagan's use of tariffs when Asian partners (at that time Japan in the 1980's) followed unfair trade practices to the detriment of American workers and industry. The US Trade Representative who acted for Reagan was Lighthizer, the same USTR who worked for DJT in the first term to fight the unfair trading practices of China, and whose deputy USTR Jamieson is now the USTR in DJT second term negotiating with Asian partners. Tariffs ae being used as an additional tookl in the toolbox by DJT and Lighthizer/Jamieson to counter the unfair trading practices of other nations, which includes partners of the US such as Japan, South Korea, Taiwan, and EU. It also includes nations such as Switzerland who ignored US interests in trade whie having open access to the US market. Most of these nations know that these practices harmful to world trade exist, only Canada, China and some other countries have pretended they do not exist and they are the so called "champions of free trade." These nations attempt to make DJT appear to be doing this on whim when this is an issue in trade relations between the US and Asian partners, the EU, and Canada/Mexico for the last 50 years. DJT pointed this out- “The sole purpose of this FRAUD was Canada’s hope that the United States Supreme Court will come to their “rescue” on Tariffs that they have used for years to hurt the United States,” Mr. Trump said in a social media post Saturday afternoon. “Because of their serious misrepresentation of the facts, and hostile act, I am increasing the Tariff on Canada by 10% over and above what they are paying now. Thank you for your attention to this matter!” ...

Merkel visits China in August 2012 with a large trade delegation including heads of SAP, Siemens, VW and BASF. Germany's largest export market is in the eurozone, at the same time growth in exports has surged to China and India. Between 2005 and 2011, German exports to the EU countries increased by 24%, to the U.S. by 6.3%, and to China by 206%, according to German government data. German investment in China was 26 billion euros in 2011. By contrast China's investment in Germany is small- only about 1.2 billion euros. The impression is that large firms such as VW and Siemens make up most of the investment. In actual fact the German Chamber of Commerce in China says 5000 German companies operate in China, employing 220,000 people, and three fourths of this is from the German "Mittelstand," midsize family owned companies. EIA says half of the benefit of higher fuel efficiency standards for Automobiles 2010-2020 in US was lost because of SUV's and the incentivizing of SUV's in the 2006 CAFE standards have made things worse. The first SUV's came in the 1980's. By 2004 SUV's made up half of car sales and by 2025 outsold cars 2 to 1. What if we took all SUV's and large cars off the roads, or even some of these SUV's by deincentivizing of SUV's in the US CAFE corporate fuel efficiency standards? What would be the savings in crude oil and in carbon footprint? Would it be about the same as releasing an additional 400 million barrels of oil into the markets in addition to the 400 million barrels that are now released through EIA and member countries? This New Yorker essay touches on this idea. During the Iran war the volatile Middle East as a source of oil supplies is a major problem for countries. Some are rationing supplies and in one country 40 million children are not going to school for 2 weeks starting this week because of the sources of oil are so precarious, government offices will only have half of the employees, the rest working from home (almost like Covid pandemic). Many other countries face that situation. The International Energy Agency recently reported that, if “SUVs were an individual country, they would rank sixth in the world for absolute emissions in 2021, emitting over 900 million tonnes of CO2.” The agency says governments must redesign their CAFE standards and their policies so that it would reduce S.U.V. sales, tax gas guzzling vehicles. EIA cites governments in the EU doing this- “Some governments have already started introducing relevant measures, such as France and Germany, which have put a tax on large and high-emissions cars.” Within SUV's also there is an opportunity to reduce the size and make more efficient space utilization designs. Small savings also add up. One has to realize that the current freedom to use energy freely in places like the US with self sufficiency in oil comes with a sense of responsibility for using it wisely so that it can be exported to cut the trade deficit, precisely what the president is doing with India, to cut a trade deficit of $58 billion before it gets to $100 billion. Section 301 is already in place for investigations by the US of 18 countries for a new basis to use tariffs after the Supreme Court decision. A similar approach is taken with EU for hundreds of billions of reductions in trade deficit that will only strengthen the US dollar and the US economy in the long run , and be good for stock markets and jobs as it reduces oil prices and increases the manufacturing capacity/cost for the Nation. Europe, India and China can do the same. Remember that in 2010 SUV's made up 17% of total world sales, and by 2025 SUV's made up 46% of world vehicle sales. This would create another 400 million barrels for the oil markets, which would triple what was released through EIA  this week to 1.2 billion barrels and this would create 120 days of supply replacement for the 10 million b/d lost from Straits of Hormuz, and effectively end the Iran War as it would be clear that prices can be kept low even in the $50's. Essentially buying time till the SU can get more production in Venezuela and other parts of the world to replace much of the Middle Eastern oil that is ending up in a quagmire. This is the best way for the US and Europe, India, China to ensure jobs growth, economic growth with low cost crude oil in the $50 range and ensure much of the poorer countries like Egypt and Indonesia, Vietnam, Sri Lanka, Pakistan, Bangladesh, have access to oil at prices they can afford and eliminate poverty. ...
