Gen. Odierno, U.S. Army chief, points out the need for restoring numbers and modernization to the U.S. Armed Forces, after the sequestration and other lean budget moves reduce the army's capabilities. He says it is better to think of meeting the needs around the world based on what the world is as opposed to what we would wish it to be- as shown by events in Eastern Europe and in the Middle East. True it says there are risks in intervening, but points to the Iraq where normalcy of life was returning to Baghdad by the end of the Bush administration, and the unraveling beginning only with Hollande (the departure of Sarkozy leaving Cameron alone), and the Obama administration's withdrawal from the Middle East (no action in Libya and Syria, and withdrawal in Iraq), Germany's traditional non-interventional role.
