Attal has served as city councillor in Paris, party spokesman, budget minister, education minister before taking on the job of prime minister. Macron is completing his second term as president. Macron has struggled with low approval ratings for most of his presidency. At one time before 2017 his popularity was about 60%. Since then it has fallen steadily. After being reelected his attempt to pass the law for raising retirement age led to large protests. U.S. president Obama's passive response in the handling of the NSA spying on the phones of world leaders including the president of Brazil and the chancellor of Germany comes under criticism in the U.S. The failure to provide adequate assurance- and take immediate action since the summer of 2013 when the first revelations of NSA spying were out- to regain trust of European and other leaders is seen as a weakness in leadership. With German presidential elections approaching German chancellor Merkel actually tried to tone down the initial uproar over NSA spying revelations in the summer of 2013. It was only after it was revealed in October 2013 that NSA had monitored Merkel's mobile phone did the chancellor make an issue of this and Obama could not respond to why no action had been taken since the summer and a complete review of NSA spy activities made by the President and advisors. Because world leaders are involved, and not just of allies but large emerging market nations such as Brazil, this becomes the personal responsibility of the U.S. president. Obama also comes under criticism for not responding to the failure of the healthcare website. This matter is of a different nature and could be handled by the President's Health and Human Services Secretary, Ms. Sibelius....

Blake of the Washington Post says president Trump finds himself in the same situation as president Obama, who came into office wanting to scale down the effort in Afghanistan, and early in his presidency signed off on a troop surge under commander McChrystal. Trump in the election campaign expressed strong disapproval of interventionist policies. The Obama administration announced a policy of increasing the number of refugees accepted in fiscal 2017 to 110,000. This will be an increase from 85,000 in 2016, and 70,000 in the prior 3 years. Secretary of State Kerry says the target is consistent  with the idea that all countries need to do more, and if we could do more we would. The US president calls Brazilian president Lula Inacio Da Silva, "a good person actually," after meetings at the UN in September 2025. Tariffs imposed on Brazil for cocoa, coffee, meat and fruits have been lifted. Lula asserted Brazil's independent institutions and Brazil as a sovereign country. The tariffs were never popular in Brazil and Lula's popularity in Brazil is now up to to 33% after an earlier decline. He is more energized and at 80 is expected to run again for office. COP30 just completed in Belem, Brazil, and Lula has received favorable response in trying to salvage the climate agenda following the shift away from costly climate change decisions to the cost of living crisis.

William Burns, a former Deputy Secretary of State, and a former ambassador to Russia 2005-2008, looks at the U.S. and European Union relationship with Russia following the expulsion of Russian spies in 2018. He says the U.S. and the European Union should take strong action, yet hopes this is a passing phase so that a healthier relationship can be built with Russia in the long run through diplomatic channels. Expressing views expressed by former president Obama and other experts, Burns says Russia lacks the alliances and broader support that the U.S. and European Union have, and is much smaller than the larger economies of the Western alliance. Under Putin a strong interventionist position has made Russia look better at home but may not be the best for Russia in the long run, says Burns.   Burns calls for stronger sanctions on the economic elite and business leaders under president Putin. Yet the sanctions have not deterred president Putin and a long run solution needs to be found, including issues such as Ukraine and issues that affect the Russian economy so that the change in relations since 2014 can be reversed. After the Berlin Wall collapsed hopes for integration of the Russian economy into the West were raised yet were not realized for Russia in the years following the Yeltsin government and the Russian economy suffered, first during that period and then during emerging market crises. Russian disillusionment with the West was followed by a more inward looking economy under Putin to help stabilize the Russian economy, accepting devaluation of the ruble to make the Russian economy more competitive in a period of low oil prices. Foreign investment collapsed following the Ukraine crisis but the Russian economy adapted to the shock from oil prices. This was followed by efforts to preserve these gains with an interventionist policy that made the Putin administration look better at home and win popular support with strong action in Crimea and Ukraine. This interventionist policy has played out too far with the meddling in U.S. and European elections creating a backlash that is now taking place. With the European Union, having a traditional policy of restraint and good relations with Russia, openly questioning Russian policy under Putin. Much of that period when Russia responded first to the collapse of the Berlin Wall with the collapse of the Russian economy, and in the following decade facing emerging market crises and collapse of foreign investment -which created a more inward looking Russia under Putin in his third term- is shown in Lyrarc.com. In some ways the Russian response in Ukraine, the effort to bolster popular support at home in elections, and the interventionist approach are linked to the efforts to find a Russian response to the economic crises Russia faced since the fall of the Berlin Wall. U.S. president Obama called Libya and the policy of not following up on helping establish a stable democratic government in Libya his biggest mistake. Kristof of the NYT says people looking back would say Syria and not establishing safe zones is Obama's biggest mistake. He describes the 470,000 deaths in Syria as a huge tragedy that could have been avoided to a large extent by setting up safe zones. In addition the UN estimates that millions of refugees on a scale similar to the partition of India in 1947 were created.There is bipartisan opinion on this. Kristof cites General Cartwright's opinion in a conversation he had with Cartwright that this should have been done. Others who agree are Madeleine Albright, Bill Clinton's Secretary of State, who spoke at the Democratic Convention about how America helped change her life as a young refugee after Russia's invasion of Czechoslovakia following Prague Spring. Albright says force should be used carefully so as not to aggravate the situation but action taken where needed, something that was done successfully under Bill Clinton in the Bosnian conflict following Serbia's ethnic cleansing policy under Milosevic. Not only that, with the diplomacy of ambassador Holbrooke Clinton was able to negotiate the peace accords that hold till today- a huge achievement.  Kori Schake, director of defense strategy in the George W. Bush White House also agrees. This would have improved U.S. relations with Turkey as this was a key Turkish request. And it would have reduced the dimensions of the refugee crisis in Europe, which has hurt the European Union. The Brexit "No" vote many in Britain have attributed to ads showing refugees in endless numbers streaming across Europe's borders. Similar ads were used in Austria's elections. Kristof points out that Secretary of State Kerry's job of negotiating a peace is difficult in these conditions. Another issue raised by Kristof is the lack of Obama's leadership in helping the refugees in Jordan, Lebanon and Turkey, as he points out only 41% of this is funded. David Miliband former British Foreign Secretary, who heads the International Rescue Committee , says 200,000 Syrian kids are growing up in Lebanon without an education. George Washington counseled against getting involved in the wars on the European continent for a young nation, this advice was not followed in the Reagan and other administrations without showing the carefulness needed before action is taken. As Hillary Clinton has once pointed out the situation has resembled a pendulum swinging in the other direction under president Obama, and former Defense Secretary, Panetta, has expressed similar views. Hillary Clinton and Leon Panetta, Gates, Gen. Jones, served in the first term of the Obama administration, many of these mistakes were made in the second term by president Obama and his White House advisors Dennis McDonough, Valerie Jarrett who clearly lacked the deep foreign policy experience of Hillary Clinton, Leon Panetta (who served under Bill Clinton), and Gates who served under many presidents). ...

The US Supreme Court will soon make a decision on the power of president Biden to take action on student loan forgiveness for millions of borrowers when Congress has failed to take action. 43 million people in the US holding $1.6 trillion in student debt would get some form of forgiveness under president Biden's $400 billion plan. Arguments will be made at the Supreme Court with a 6-3 Trump appointed majority of Conservative justices and a decision expected in June. Congress has failed to resolve this matter of debt affecting a large part of the US population leaving it to president Biden to offer some form of relief before a larger resolution is backed by Congress. A ruling will be made by June.

"Humphrey's Executor" is a precedent that bars firing by the president of FTC NLRB etc officials. "Humphrey's Executor" precedent is  being challenged by president DJT before the US Supreme Court and with it the independence of the Fed in 2025. Humphrey was an FTC official who was fired by FDR in the 1930's but died before his case went to the courts. It set the precedent that the president cannot simply fire officials he does not like. DJT challenged this by firing offfical at the National Labor Relations Board. When the US Supreme Court takes up this case it will look sceptically at this precedent, yet will find some way to protect the Fed's independence, says WSJ.

The 3000 delegates at the annual China party Congress and premier Li Keqiang showed support for President Jinping as the Congress makes changes to the constitution. The constitution was amended to include a reference to Mr. Xi's political theory, that the Communist Party would lead the country as it implements socialism with Chinese characteristics, creating a new anti-corruption commission that has party oversight of all public servants. As Mr. Jinping, 64 years,  begins his second five year term, to ensure continuity and stability the clause in the constitution that limits a president to 2 five year terms was removed. Wang Chen is the Congress vice chairman and he led the anti-corruption campaign in China that firmed up popular support for Jinping in China. Wang Chen explained that the term limit changes were designed to bring presidential tenures more in line with Mr. Xi's other positions as Party chief and military commission chairman, positions with more power and no formal term limits.  The process is part of government restructuring that puts the Communist Party more in charge of decision-making.   There was some instability under the administration before Jinping and growing corruption had undermined confidence in the Party, just as China's economy was slowing, with a bubble in real estate, high debt to GDP and need to pursue a soft landing for the economy. The present effort say some delegates including the president of Haier Appliance, is an effort that stable economic policies can be pursued to ensure China's future as its society ages, and the need to complete modernization in parts of the country that have not seen the gains seen in the coastal regions. And that corruption does not undermine the party's credibility to lead this change. The huge economic problems China faces, bigger now from a public interest perspective of pensions, social security in the Chinese context for an aging society, bringing the rapid development of the coastal regions to the interior of the country, housing, the high debt to GDP ratio, and need to ensure good economic growth to provide a stable economic foundation, may have led to a sense that a stable political foundation was needed to ensure this takes place. Political stability was affected during the previous Hu Jintao administration with the Bo Xilai episode when the party unity was affected as "some  party cadres and leaders were giddy and feverish on the waves of the market economy" as Jinping put it at Central Party School in 2013. Mr. Jinping grew up amid such tensions as his father a senior party leader went out of favor first with Mao and then with Deng after the Tiananmen protests. This instability in the country that affected economic progress is part of the experience of older Chinese leaders and affected their perception of events from memories of this period. Some of the media coverage on this topic can be misleading, as it is important not to forget that China suffered for 2 centuries in the nineteenth and the twentieth century -with British invasion in the nineteenth century and Japanese invasion in the twenty first century followed by the chaos of the Cultural Revolution before finally finding a way out of poverty and backwardness in the final decade of the twentieth century and the first two decades of the twenty first century.  ...
