Contrary to earlier media reports of Mr Naimi the Saudi oil minister saying that the market was healthy and "well balanced" and that no cuts were expected, it turns out that after extensive debate the OPEC ministers agreed on a cut of 520,000 barrels a day or less than 1% of the world's oil supply. It would put OPEC production back to 32.7 million barrels a day same as the first 3 months of 2008. This was done to avert excess supply in the market but Algeria's oil minister said that this would not affect the downward trend in prices as buyer nations in USA and Europe had already built up supply inventories from weaker demand. Iran, Libya and Algeria argued that there was a supply glut or imbalance from reduced demand. OPEC President is Chakib Khelil of Algeria. Russia's top energy ministers and head of Roseft attended ths OPEC meeting. Sechin head of Rosneft Russia's largest oil company run by the government said tht Russia is preparing a memorandum of understanding for deeened cooperation with OPEC. Lyrarc Retrospect shown on this page has a Wash.Post report of Robert Kennedy's visit in 1968 to poverty stricken Appalachian rural America in eastern Kentucky.  Running through Pennsylvania and Ohio to Tennessee. Mostly rural, mountainous low income and lacking roads, highways, and lacking schools, medical clinics. JFK and LBJ as presidents in the 1960's setup the Appalachian Regional Commission to lift it out of poverty. It increased income growth modest 4% above neighboring counties. Bush and Obama wars left this region and rural regions across the US neglected till Biden pulled out of Afghanistan and made rural America a top priority with the hundreds of millions of dollars needed to invest in it. It is as tough to tackle as the poverty in a similar forested and hilly part of eastern India called Orissa and Chattisgarh, which is only now receiving the attention of prime minister Modi in his third term. WSJ says J.D. Vance called mere rhetoric as no answer to such intractable problems in his Yale days, calling mere reference to cultural issues and immigration as forms of cultural heroin that would do little to change the centuries old poverty of the region.  Of the 39 year old senator J.D. Vance migration to MAGA, WSJ says it reminds them of Obama with only 2 years experience in the Senate- Vance has only a little over a year- who with lack of experience contested for the presidency of the US only to find Republicans poking Obama for seeking the presidency with such insignificant experience. This led to one of the least effective presidencies for lack of bipartisan support similar to that of Bush, both distracted by wars neither had the wisdom to not enter in the first place or to end quickly.   ...

If John F. Kennedy were writing Profiles of Courage in 2024 he would have James Lankford as one of these Senators who showed courage to take the right stand in the face of opposition from his fellow Republican Congressmen and people in his state and the country who support loyalty to president Trump. Lankford says in this NYT interview that in December 2023 the immigration bill would have passed Congress into law. He has always seen that no one person is the boss. Trump is not the boss even as president. He is a co-equal branch, says Lankford. He sums it up saying- I work for the people of Oklahoma not the president.  Senator Lankford of Oklahoma is interviewed by Lulu Garcia Navarro of the NYT for his role in negotiating a immigration bill with Democrats in Congress and president Biden that would fix asylum policy and close the Border with Mexico. It is a tough bill says Lankford, and the Republicans held onto their position that there would be no citizenship for the immigrants who crossed the border illegally since 2024. If it came up in December 2023 it would have fixed the Border, says Lankford. It came up in February, and by this time the election nominee was Trump who decided not to support it, as it would take away the immigration issue that he hoped to run on against Democrats. It is still alive as Kamala Harris says it is her top priority to get the Lankford immigration bill passed into law. To know Lankford is to know that he ran the largest Baptist youth camp in the Nation at Fall Creek. He believes every person has value and worth and even if he disagreed with them that person has value and worth. His faith, he says, is something important for him, and not something you take off and put on.  The title should be The Men and Women who Solved Immigration for the Nation. This includes Republican Senator James Lankford of Oklahoma, Senator Krysten Sinema of Arizona, and Democrat Senator Chris Murphy of Connecticut. Lankford for 22 years a youth Baptist minister from Oklahoma, Sinema immigration attorney from southern Arizona, and Murphy a lawyer from Connecticut. The man who selected Lankford to negotiate the immigration bill on behalf of the Republicans in Congress was Senator Mitch McConnell of Kentucky. For the Democratic party Pat Schumer helped bring Democrats in Congress and president Biden behind a tough bill that reflected the consensus view that something serious had to be done about the US Border for a lasting solution. This opportunity may come again if Kamala Harris wins as she says it will be her top priority to get the Lankford -Sinema Bill passed. ...

The new bipartisan sanctions on Russia agreement in the U.S. Congress has the support of key senators, McConnell and Corker on the Republican side, Schumer and Cardin on the Democratic side. The agreement would impose new sanctions on Russia and provide for a mandated congressional review. This follows Russian meddling in the U.S. 2016 election and cyberattacks. This measure is being considered as a sanctions bill on Iran is being passed.

Steps taken by Secretary of State Tillerson are drawing criticism from Senator McCain and Democrats in Congress for weakening the diplomatic efforts of the U.S. Before taking office Tillerson, who believes the State Department has a bloated staff, announced a 31% cut in its budget. A year later  the cuts are leading to the departure of many senior diplomats. Some like Mr. Miller have received only a few minutes to talk to Tillerson, six top career diplomats were fired by Tillerson. Most hiring is stopped and a $25,000 buyout is being promoted to get 2000 career diplomats to leave by October 2018. This report describes a retirement class for diplomats with 26 senior employees, including two acting secretaries of statein early 50's who would normally wait many years before retiring. The top two position ranks at State are career ambassador and career minister. This is cut from 39 to 19. Political appointees are also missing to fill positions with only 10 of 44 political positions filled. Some experts see a loss also in diversity as this happens. Differences between the Nikki Haley, who is the next senior official in America's foreign service and a potential successor to Tillerson, and Mr Tillerson are also complicating the situation at the State Department. During the Obama and Bush administrations experts cited the weak role played by the institutions such as diplomatic services in promoting America's role in the world. This was not corrected in any significant way in the last decade. The position of the diplomatic service has weakened further, along with the abandonment of America's leadership role under the presidency of Mr. Trump. It will require a future president's concerted effort to restore the diplomatic service under new leadership and with a new generation of diplomats more in tune with the multipolar world of today.   ...

The new EPA rules for auto emission standards were setup under the Obama administration in 2012. The rules are a major part of the effort to meet the challenge of pollution and clean air. The Trump administration and EPA chief Scott Pruitt plan to reverse the higher standards. The new standards which had the support of automakers when enacted require that average fuel economy be doubled to about 54.5 miles per gallon by 2025. This would cut oil use by 12 billion barrels over the lifetime of the cars and reduce carbon dioxide pollution by about 6 billion tons.  The EPA under president Trump does not say how much the standards will be rolled back. This also leads to one more tension between California and the Trump administration. California plans to vigorously oppose the rollback. Under the Clean Air Act of 1970 California has historically made its own rules and was followed by 12 other states making up one third of the car market in the U.S. If the Trump administration is able to to this it would create two markets for automobiles in the U.S. which is not in the interest of automakers who are having second thoughts about the change. Amazingly a suburban Virginia Chevy dealership has vigorously opposed being used as the location for the EPA under the Trump administration making an announcement on this issue. Chevy dealerships are saying the Trump administration does not have the facts, that the auto industry has done very well in the last 4-5 years. Chevrolet and GM do not want to be associated with the politics on this issue. California has historically acted as a pioneer in automobile standards with the rest of the nation following. The Trump administration move would be an effort to break this precedent.  ...

President Moon Jae-In of South Korea will meet Mr. Kim of North Korea in a summit in late April after envoys from South Korea visited Pyongyang, North Korea, for 2 days of talks. The talks come against the background of the WInter Olympics in Pyeongchang, South Korea, where the 2 Koreas sent a joint team as part of reconciliation efforts.  North Korea agreed to denuclearize said a South Korean government statement after the talks, saying- "The North Korean side clearly stated its willingness to denuclearize. It made it clear that it would have no reason to keep nuclear weapons if the military threat to the North was eliminated and its security guaranteed." Working level discussions will be held before the Kim- Moon summit meeting and a hotline phone connection will be setup between the two leaders. A recent report in the WSJ shows China for the first time tightening sanctions on the North. Japan has joined the U.S. in taking a tough stand and its foreign minister said that the offer for abandonment of nuclear weapons has come before and North Korea has resumed its nuclear weapons development each time. U.S. experts say that security guarantees were offered by the Clinton administration, including in writing, but this has not prevented the North from moving ahead with its nuclear program. This is the first time Kim, 34 years, has met with senior envoys from the South since assuming power in 2011. The WInter Olympics in Pyeongchang with Mr Kim's sister attending and bringing an offer for a summit meeting, were the first such contacts in years between the 2 Koreas. The new offer comes with an offer to stop nuclear tests, yet leaves open the manufacture of fissile materials say experts. The U.S. and Japan are deeply skeptical and insist on complete and verifiable proof of abandonment of the nuclear program. ...

He sees the tax hikes proposed by Democrats in California driving marginal rates on earnings to among the world's highest at 57%. He calls for a rethinking of many aspects of Obama's economic plan.

A new West Coast Model is emerging with ballot measures in the states of Washington, California and Oregon. The model is to make up for decades of faulty income distribution which favored tech communities in west coast states leaving behind people from minority communities and the working class outside tech hubs such as San Francisco, San Jose and Seattle. During this period budgets for education and healthcare, social services and essential infrastructure suffered as budgets were squeezed for local governments. Minimum wage also lagged behind and communities struggled to keep up. Washington votes for a ballot measure that raises the minimum wage to $13.25 statewide and mandate paid sick leave for workers. In California a ballot measure makes permanent an income tax surcharge on millionaires to use these funds for education. In Oregon measure 97 places a gross receipts tax on corporations with annual sales in Oregon over $25 million, raising $3 billion a year for schools, health care and other programs. The California and Washington measures are likely to pass, Oregon uncertain, say experts. And even in Oregon supporters have learned from the experience to put forward new proposals on the ballot. The Washington measure is supported by Nick Hanauer, and Zach Silk, president of Civic Ventures in Seattle, who say it is essential to put more money in workers wages to increase growth and to bring better lives outside the tech hub areas. Most of the tech booms of the last two decades have not touched the areas outside tech hub metropolitan areas. The conservative approach adopted in Louisiana and Kansas of reducing taxes first and then when holes in state budgets developed to cut education, health and other service expenditures has not worked, and it has led to the backlash in the form of the new West Coast Model, which is expected to be brought up in other states in the east and midwest. The tech hub areas have grown with the boom in tech but this has largely ignored the rural areas, communities just outside of the tech cities, and led to uneven and distorted growth shortchanging the working class and the middle class, and hurting investment in education and healthcare across each state. Bill Whalen, a research fellow at Stanford University's Hoover Institution conservative think tank ,says that its hard to deny that the balanced growth for all communities across the state has lagged far behind as the tech booms boosted growth in the economies of California, Oregon and Washington. An article in the German online site Zeit on Silicon Valley described this vividly showing how this can happen in communities sitting side by side in the San Jose area, with minority Hispanic communities and working class communties seeing very little of the benefits of growth. ...
