The Obama administration and setting up a reciprocal agreement with France and Germany that prohibits spying on each other

After German and French revelations about NSA spying activities in Germany and France, including spying on German chancellor Merkel's mobile phone, the pressure is increasing for the U.S. to sign a reciprocal agreement on no-spying with the two European partners. The U.S. already has an understanding with three English speaking countries on no-spying and it makes sense for this to apply to critical Eurpean allies.
