HP will separate printers and personal computers from the Enterprise infrastructure (servers, software) and enterprise tech services (cloud computing, data analystics, outsourcing software) in Nov. 2015. This will be done by consolidating the outsourcing part of the business in lower cost locations, cutting 30,000 jobs most of them in Enterprise services, in addition to the 16,000 cuts made in 2014. The purpose is to come up with a more focussed and nimble organization. HP Enterprise will look for opportunities in new business such as data analytics, cloud computing, where it faces competition from IBM and Amazon. HP Inc. will go into 3-D printing. Meg Whitman will be CEO of HP Enterprise and chairperson of HP Inc.

IBM, Amazon and other U.S. companies are further ahead than Wipro and Tata Consultancy Services in cloud computing. Fewer outsourcing contracts are being made and the outsourcing of software is declining under cloud computing. Unless these companies adapt quickly this poses a serious threat to the outsourcing industry in India.

Both states are thriving economies, California with its tech industry and Silicon Valley, Texas with the energy industry and tech companies in the Austin area. Texas has diversified since the 1980's reducing the portion of GDP coming from the energy industry to 13% from 19%, and direct employment in the oil and exploration industry from 4.5% to 2.5%, according to the Federal Reserve Bank of Dallas. Experts say this shows states can thrive on either a low regulation, low taxes model or a higher taxes, increased regulation model. Critics point to weakness in education, and low wage jobs in Texas.
