France feels the need to tackle the silent development of extreme radical ideas within the banlieus or suburbs with immigrant population outside Paris, and the prisons where similiar activity takes place unhindered. Prime minister Valls, himself an immigrant from Spain, generated a debate in France by describing the situation in the banlieus as reminiscent of the separation of Apartheid with few job opportunities for young people and presence of fringe ideology.

A similiar challenge exists in the UK, Germany, Holland and Scandinavian countries. It was emerging as an issue long before the Charlie Hebdo attacks. Immigration was an issue in the 2014 elections in Sweden, and is emerging as an issue in the elections in other European countries, increasing the popularity of right wing parties.

Britain's prime minister Cameron wins a parliamentary vote 397 to 223 on December 2, 2015, for military action in Syria

After losing a vote in parliament for action in Syria following the use of chemical weapons by the Assad regime, prime minister Cameron wins by a large majority in 2015. His argument in the House of Commons was that it was better to strike the militants in their home bases in the Middle East before they strike in Britain. This follows terrorist attacks in France in Nov. 2015. Britain is already involved in military action in Iraq using airstrikes so it made little sense not to include Syria say analysts, as the Islamic State operates in both countries. Labor was split on the vote, with its leader Jeremy Corbyn voting against and allowing Labor members to vote freely to avoid resignations in the Labor party.
