The Keystone pipeline would benefit Texas refineries exporting oil to Latin American countries, say analysts. The Gulf coast refineries are already exporting large amounts of oil, which helps the trade deficit and keeps refinery workers employed, according to Valero Energy. Figures show the volume of exports have doubled in the last 4 years. The energy picture is rapidly changing in the U.S.
