Benny Peiser of a climate change think tank in London points out that the Europeans are taking an approach that is not binding compared to the approach of president Obama. He says Europe, especially Eastern European countries are mindful of the point that if Europe were to adopt binding targets without India, China, and other big polluters doing the same, Europe would risk its industrial base, export jobs, and still be exposed to high levels of industrial pollution. Within Europe there are sharp differences between western and eastern Europe.
