Experts Fault South Korean Response to MERS Outbreak

One of the key findings of a joint panel of the WHO and South Korea on the MERS outbreak is the lack of transparency in the South Korean government's handling of MERS. Lee Jong-Koo, leader of the South Korean side in the panel said at a news conference: "One of the things South Korea failed to do was a transparent and rapid distribution of information, which is the most important thing to do." What caused serious concern for health officials is the speed of the outbreak- between May 20 when the first patient was identified and June 10 at least 145 people were infected. The chief WHO official on the panel, Keiji Fukuda, says South Korea needs to enforce a robust quarantine and monitoring system, and invest more in public health with more epidemiologists and laboratories' capacity.

South Korea's hospitals are crowded with patients waiting to get to larger hospitals and using networking to get hospital beds. Patients beds are in close proximity and caretakers live with patients, creating an atmosphere where rapid spread of inhaled droplets of the MERS vrius from coughing patients can occur. The result is 95 people infected with the virus and 2000 cases in a short time. The virus originates from camels in Saudi Arabia and the Middle East.

By not notifying hospitals of the known cases of MERS, as patients who could not get diagnosed moved to larger hospitals, including Samsung Hospital in Seoul, the government let the MERS virus spread to many crowded hospital locations. Doctors at smaller hospitals with no knowledge of the virus could not diagnose correctly. No one knew the first patient had even been to Saudi Arabia, as the patient had not disclosed this.
