Public pension funds in the U.S. have over 70% invested in stocks, and expect returns of close to 8% or higher, even though experts say a return of 5.9% is what can be expected for a portfolio of 70% stocks, 30% bonds for the next 10 years. Most public pension funds do not see the required contributions made each year, building up problems for the future.
