According to Frontex, the EU border agency, about 171,000 people in 2014, four times that in 2013, tried to cross the 250 mile stretch of ocean into Italy in rickety boats. Italy calls for EU wide cooperation to deal with the crisis, and pushes for a UN negotiated settlement in Libya.
