With enough Democrats favoring a Congressional review of the nuclear deal with Iran to get the 67 votes to overide a presidential veto, a bipartisan compromise accepted by the White House provides for a 30 day review if the deal is submitted by July 9, 2015. The bill is the work of Senators Cardin and Corker in the U.S. Foreign Relations Committee.

International inspectors from the UN's agency will face the same problems they faced in Iraq and in an earlier period in Iran, say critics of the nuclear agreement. With the Security Council divided, and China, Russia opposing a "snap back" in sanctions, the "snap back" option may not work in the future. If German and French companies enter the Iranian market it will be diffficult to get Germany and France to support a reimposition of sanctions. As a result the entire framework of the agreement rests on verification and the record on this is weak.

The "breakout window" is a term that refers to the time it would take for Iran to break out of an agreement controlling its weapons development and rushing towards development of a nuclear weapon.
