Canada's regulator says the television companies had failed to provide flexible packaging options on their own making it necessary for it to act to give consumers choice, flexibility and better pricing. This makes Canada a leader in this pro-consumer effort for fair bundling of TV channels by TV companies. The U.S. and other countries remain a laggard in this field with heavy lobbying by television companies to preserve a status quo that hurts consumers.
