The NYT investigative report shows that the Yakunovych government collapsed in the last month from divisions inside it and not from an organized effort by Westen European powers and the U.S. to bring it down, as Russian president Putin claims for his Ukraine policies. As it lost popular support with firing on protestors, the government negotiated with the opposition and the Berkut special forces felt they would be left with the blame for the shootings by an angry public, the ministry officials simply left their offices leaving the entire government in disarray and special forces in retreat.
