High desertion rate, high turnover, and other problems with the Afghan Army that the U.S. is handing over to with the withdrawal in 2012-2013. Missing from the media coverage is how on Septemeber 29, Un Represetnative Eide and Hillary Clinto announced that Karzai had won the election, when upto that point the question was whether there would be a runoff between him and his opponent Abdullah after vote recounts. Because winter snow would make holding the elections difficult unless done quickly, there were questions about whether they would be held.
